The Profile of Child Care and the Policy Needs by Mother's Employment Status in Incheon (인천시 모(母)의 취업 여부에 따른 아동 돌봄 실태 및 정책 욕구)

  • This study examined the time spent, the satisfaction level and the policy needs regarding child care by mother's employment status in Incheon. For this study, mothers with at least one child under the age of five were analyzed. The major results of this study include: First, unemployed mothers spent more time for child care than employed mothers. Second, unemployed mothers had significantly higher levels of satisfaction with child care than employed mothers, but only in the domain of physical care. Finally, the policy needs among mothers differed by their employment status while the financial support need for using a child care facility was high for both groups. This may be due in part to the increased likelihood of sending their child to a facility as their child ages, and the high cost of child care in Incheon. Based on the findings, policy implications are discussed.

창업보육센터 입주기업 마케팅 활성화 방안 연구

  • 본연구는 우리나라의 창업보육센터가 태동기, 양적 기반 확충기를 거쳐 이제 질적인 성장을 고려해야 할 성숙기의 단계에 접어들고 있는 시점에서 중소 벤처기업의 가장 어려운 난관인 Marketing 취약점을 제도적으로 지원함으로써 BI 입주기업의 성공을 도와 지역경제를 회생시키고 나아가 국가경제의 부흥을 도모할 필요가 있어 BI입주기업들을 대상으로 설문조사하여 분석 하였으며, 그 결과를 토대로 해결방안을 모색하였다. 조사 분석 결과 BI입주기업은 기술력과 사업성은 우수하나, 대외 인지도 및 마케팅능력 부족 등으로 매출신장은 미흡한 실정이고, 일부 BI 입주업체를 위한 마케팅 교육, 전시회 참가 및 홈페이지 제작 등을 지원하고 있으나, 그 성과는 극히 미홉하며, 기존 중소기업을 위한 판로지원 시책은 그 지원규모가 영세하고 또한, 기업의 성장단계 면에서 볼 때 초기 단계에 있는 BI입주기업이 이들 시책을 활용하기에는 애로가 있다. 경영자원의 부족에 따른 판매성과 미흡, 이에 따른 신규 경영자원 확보 실패와 계속적 판매 부진의 악순환을 탈피하기 어려울 것으로 판단되어진다. 이에 해결방안으로는 BI 입주기업에 대한 마케팅 지원을 활성화하기 위해서는 BI 입주기업만을 대상으로 하는 사업과 예산의 확보가 절대 필요하며 이를 시행함에 있어서는 수요자인 BI 입주기업이 필요로하는 서비스에 최우선을 두면서 소요 예산을 감안하는 것이 필요하다. 지원대상에 있어서는 BI 입주기업 전체를 지원하는 것은 예상되는 사업 비용상 불가능하며 차등적 지원을 통해 성공모델을 육성하는 것이 필요하리라고 전망된다.

Parents' Opinions on Foodservices in Daycare Centers of Korea's Compensation and Welfare Service Institute (근로복지공단 보육시설의 급식 운영현황과 학부모대상 품질 만족도)

  • The purpose of this study was to examine parental perceptions on the importance, performance level, and satisfaction with foodservice quality at daycare centers in the Compensation and Welfare Service institute. The questionnaire was developed to measure thirty-two attributes of foodservice operations are administered to 598 parents and 23 foodservice supervisors from June 22, 2009 to July 10, 2009. The parents placed a high importance on the need for foodservices, earning 4.70 points out of 5 points. Their perceptions of foodservice quality menu, foodservice ingredients and effects, facilities, sanitation, and service scored even higher than performance. The overall satisfaction level for foodservice compared to performance was 4.33 and 4.03 points out of 5 points, respectively. Multiple regression analysis indicated that 98.6% of the variance in parents' overall satisfaction scores was explained by six dimensions.

Realities and Difficulties of English Education for Young Children of North Korean Refugee Mothers (북한이탈주민 어머니의 유아기 자녀 영어교육 실태와 어려움)

  • The research goal of this study is to investigate the realities and difficulties of English education for young children of North Korean refugee mothers. The subjects of this study were 201 North Korean refugee mothers of 3-5-year-old children. They were surveyed and some of them were interviewed on their children's English education. The results of the study are as follows. First, most of the North Korean refugee mothers in this study provided their children with English education since their children were 3 years old. The major reason for the English education was their children's peer group who received English education early in their lives. Their educational interaction periods with their children were less than 10 minutes, and they had their young children study English alone, focusing solely on their assignment. Next, North Korean refugee mothers claimed that the biggest difficulties for teaching English to their children were cost, lack of information, lack of time to teach English, and unsatisfactory English education. They expressed that the cost for English education was a burden on the family to some extent.

Factors that Influence on Child Care Expenses of Single Mother Families in the U. S. (미국 편모가계의 자녀보육비 지출에 영향을 미치는 요인)

  • Using the 1999 National Survey of America's Families(NSAF), this study investigated the factors that affect child care expenses and examined financial and social support of single mother families in the U. S. In this study, 4,676 single mother families with children aged twelve and under are included for the analytical sample. About half of all single mother families with children under age 12 had some amount of child care expenses in 1999. Monthly child care expenses for those who had child care expenses was an average of $255 and it accounted for about 15 percent of their family earnings. The profile of financial and social support showed that about one-quarter of single mothers received financial support for child care, one-fifth received free child care by relatives and about 40 percent received child support payments from nonresident fathers. Tobit analysis results showed that the significant factors that affected child care expenses were mother's age, marital status, educational level, employment status, the numbers of children aged 0-5, family income, the receipt of public assistance and financial support for child care.

German Family Policy in Gender Perspective (독일 가족정책의 현황과 젠더적 성격)

  • Family policy focusing on family-work linkage is characterized by family policy measures which are made up benefits in cash, leave policies and social infrastructure for child care. This study aims to identify gender ideology of german family policy. Based on diverse indicators, this study is tried to analyze characteristics of benefits in cash, leave policies and social infrastructure for child care in Germany. And then, as the results of policy - implementation the fertility rate and women employment rate are presented. In Germany, family policies have been reformed in order to better support working parents. In spite of diverse endeavors, the results of this study show that german family policy has limits to family-work linkage. Family benefits in cash has had no effect on increase in fertility and women employment because of its traditional gender ideology. Leave policy and social infrastructure have to be improved for better provision of public chid care.

An Analysis of Determinants of Maternal Time Allocation (모(母)의 시간 배분 결정요인 분석)

  • This study, using Korean Time Use Survey 1999, analyzes how opportunity costs of maternal time affects the ways in which mothers allocate their time to market work/housework/child care/leisure. Opportunity costs include two kinds: hourly child care costs and log hourly wage rates. Results show that a unit increase in child care costs reduces market work but increases housework, child care, and leisure. The effects of log wage rates are opposite those of child care costs. The result that a unit increase in the log wage rates decreases child care lime is not consistent with a previous study for the United Stales. These results differed by mother's educational attainments. This study suggests that policy-makers should pay careful attention to the effects of various types of mother's opportunity costs on non-market time in promoting maternal employment.

Selection of Accident Frequency Area through Accident Cost Analysis (비용분석을 통한 교통사고 누적지역 선정방안)

  • The number of car crashes increases along with the increasing number of vehicles. Hence, diverse initiatives on traffic accidents have been implemented, targeting zero crash fatalities. According to the 3rd Traffic Safety Master Plan of 2016, the current standard selecting road accident black spots prioritizes locations with the high cumulative death toll. While this standard is suitable for roads that a city government manages to some extent, it is not suitable for roads less than 20 meters that a borough (Gu) handles. The roads under the supervision of a borough do not have enough death toll, and thus improvements on its road accident black spots are highly limited. In addition, discovering the causes of traffic accidents is not easy when the number of car accidents is obtained by considering only fatal accidents, which are relatively low in number. Therefore, including all traffic accidents might identify causes of accidents and result in better advancements. Therefore, this research follows rational decision-making and suggests new National Traffic Safety Master Plan standards. These new standards are obtained by comparing accident costs between the location of fatal crashes and road accident black spots. The analysis result shows that considering all types of accidents yields better results. For example, a Three-way Intersection in front of Zion Day Care Center, one of the selected spots under the current standard, has lower road crash costs than Sinchon Intersection, a selected spot under a new standard. Therefore, the study concludes that the standards to select road accident black spots need to include traffic accident severity and road crash costs.

IT SoC산업 인프라 지원사업의 경제적 성과분석

  • 본 연구는 IT SoC 산업기반조성사업의 경제적 성과를 분석했다. 1단계로 창업보육기업 CEO와의 전수 인터뷰를 포함한 기업 서베이를 통하여 팹리스 중소 벤처기업의 매출액 기여효과를 추정했고, 2단계로 산업연관분석을 적용하여 생산유발효과를 추정했다. 3단계로 추정 결과를 비용과 비교한 결과, 동 사업은 예산 대비 6.3배의 경제적 성과를 거둔 것으로 나타났다. 동 사업의 경제적 성과가 높게 나온 것은 기술수준과 자금력이 취약한 중소 벤처기업들에게 각종 인프라를 조성해 주었기 때문인 것으로 사료된다.

Parenting Stress and Related Factors of Employed and Non-employed Mothers with Infants (영아 자녀를 둔 어머니의 양육스트레스 영향요인 -어머니의 취업여부를 중심으로-)

  • The purpose of this study is to find the relationship between the infants' mother's parenting stresses and their environmental factors. The participants were 625 employed and 1453 non employed mothers from the Korean children panel in 2008. The collected data were analyzed by t-test and hierarchical regressions. The results are as follows. 1) The infant mothers experienced the medium level of parenting stresses. They reported the high level stresses in the parenting costs, the selecting parenting information, and the responsibility in their child's emotional stability. 2) The non employed mothers perceived more difficulties in the parenting situations than the employed mothers. The employed mothers perceived their environment and their parenting itself in positive way. They were in the good psychological conditions, having a well relationship with the husbands. They also had more knowledge in the child rearing and social supports. 3) The mother's psychological factors showed the high explanation power on their parenting stresses. 4) The father's parenting assistant affected the mother's parenting stresses only in the non employed mother.
