Are There Any Solutions for the Cybersecurity Education Gap in the Public Sector? (공공부문의 사이버보안 교육격차 해소를 위한 탐색적 연구)

  • South Korea has been guaranteed the efficiency and the convenience of administrative work based on long-term experience and well-established ICT infrastructure. Vice versa, South Korea is always exposed to various scale cyber-attacks. It is an important element of national competitiveness to secure cybersecurity resilience and response in the public sector. For this, the well-trained cybersecurity professionals' retention and support for their capacity development through retraining are critical. As the Special Act on Balanced National Development, most public agencies moved to provincial areas, but the provincial areas are not ready for this, thus the workforce can't get enough retaining courses. We study to analyze whether there is a gap in cybersecurity educational opportunities or needs in the public sector depending on regions, institution type, and personal traits. This paper aims to suggest solutions for the cybersecurity education gap in the public sector based on the empirical analysis results.

A Development of Curriculum for Information Security Professional Manpower Training (정보보안 전문인력 양성을 위한 교육과정 개발)

  • Social attention to information security field is inspired, and manpower demand forecast of this area is getting high. This study surveyed information security knowledge of practitioners who work in a field of information security such as computer and network system. We analyzed a connection between survey data, information protection job system that was suggested by NICE, IT skills that NCS and KISA classified and security field classification system. Base on data that analyzed, this study suggests a curriculum that trains professional manpower who perform duties in the field of information security. Suggested curriculum can be applied to 2 year college, 3 year college and 4 year college. Suggested curriculum provides courses that students who want to work in a field of information security must learn during the college. Suggested courses are closely connected to a related field and detailed guideline is indicated to each course to educate. Suggested curriculum is required, and it combines a theoretical education that become basis and a practical education so that it is not weighted to learn theory and is not only focusing on learning simple commands. This curriculum is established to educate students countermeasures of hacking and security defend that based on scenario that connected to executive ability. This curriculum helps to achieve certificates related to a field more than paper qualification. Also, we expect this curriculum helps to train convergent information security manpower for next generation.

  • 20세기 이후 대한민국의 중소기업은 큰 성장률을 보인 반면, 정보보안의 중요성에 대한 인식은 크게 개선되지 않아 중소기업에서 이용하는 시스템에 많은 취약점이 존재한다. 이와 같은 취약점을 악용한 해커들의 다양한 자동화 공격 툴로 인해 보안 사고가 꾸준히 증가하는 추세이다. 그러나 중소기업의 특성 상 부족한 예산과 보안 인력의 부재로 실질적인 대응이 어려운 상황이다. 이 프로젝트는 이러한 예산 및 보안 인력의 부재에도 중소기업에서 사용 가능한 보안 솔루션 개발을 목적으로 한다.

  • This paper is about a study on human resource management for information security in the age of information warfare. this study reviewed the current status of human security resource forces for information warfare and derived problems of current practices of various organizations. Based on the analysis of the current practices the author suggested several ideas for solving the problems various. The suggestions include 1) establishment of security manpower concept, 2) set-up of manpower requirement, ideas, 3) establishment of systematic educational system, 4) standardization, etc.

  • The Cyberspace of the Republic of Korea Army is continuously threatened by enemies. Means for responding to such cyber threats are ultimately Military information security professional personnel. Currently, however, there are only a handful of advanced information security professional persons in Republic of Korea Army, and a lack of systematic training is inadequate. Therefore, in this thesis, we surveyed the information security professional human resource policies of USA, UK, Israel, and Japan. In addition, the policy to train professional human resources specialized in defense cyber security, we proposed training of specialist talent of 4 steps and medium and long term plan, step-by-step training system sizing, introduction of certification system.

  • As information services have been widely used in various environments, the knowledge information security sector plays a significant role in development and management of products and services, information privacy management, risk management and safety, etc. Thus, the process of acquiring knowledge information security professionals is getting more attention for promoting the stable and long-term development of the knowledge information security sector. This study identifies and analyzes the promising fields for the KISA Employment-Contract Master Program and suggests promotion strategies for knowledge information security professionals. By surveying participants and would-be participants, and interviewing experts, it is analyzed that 'mobile security' and 'convergence security' are the two most important fields to be included in the program.

  • Modern society is developing rapidly and technologies that provide convenience in living are developing day by day. On the other hand, the development of cyber attacks that threaten cybersecurity is developing faster, and it still adversely affects the industrial environment, and industrial damage is steadily occurring every year. Industrial security is an activity that safely protects major assets or technologies of companies and organizations from these attacks. Therefore, it is a situation that requires professional manpower for security. Currently, the manpower situation for security is staffed, but knowledge of the understanding and concept of industrial security jobs is insufficient. In other words, there is a lack of professional manpower for industrial security. It is the NCS that came out to solve this problem. NCS is the state standardized ability (knowledge, attitude, skills, etc.) necessary to perform duties in the industrial field. NCS can systematically design the curriculum using NCS as well as help in hiring personnel, and NCS can be applied to the national qualification system. However, in the field of industrial security, NCS has not yet been developed and is still having difficulties in hiring personnel and curriculum. Although the NCS system in the field of industrial security has not been developed, this paper proposes the industrial security NCS to solve the problem of hiring professionals later and to help the field of industrial security NCS to be established later.

  • 공공기관은 자신의 정보시스템에 대한 보안 대책을 수립하기 위하여 자체 보안·분석평가를 수행함으로써 적절한 보안 목표와 방향을 설정해야 한다. 하지만, 현재 연구되어 있는 위험분석 및 보안평가방법론등은 복잡하고 전문적인 사항이 많으므로 자체 보안분석을 수행하기에는 인력 및 비용이 많이 소요된다. 이를 위하여 본 논문에서는 정보시스템의 위험분석방법론에서 제시하는 자산, 취약점, 위협, 대응책에 보안평가방법론을 포함하여 정보시스템에 대한 모델링, 가정, 증상, 원인, 해결책등을 통한 자가진단 보안 분석·평가 방법을 제시한다.

Security Improvement Plan for Nationwide Key Energy Facilities (국가주요에너지시설 보안향상방안)

  • This study shows the result of the security assessment of the nationwide key energy facilities and suggests the ways of improving the security level. According to the study, most of the energy facilities are adequately equipped with physical security factors such as security personnel, security systems, fences, and guard posts, but lack of awareness is pervasive among those concerned, so the security operation is inefficient. In other words, inefficient deployment of security personnel, lack of the fundamental knowledge of the security systems, excessive dependence on surveillance cameras' functions such as Pan/Tilt/Zoom, misplaced cameras, low efficiency of monitoring, and irrelevant security plans. To solve these problems, above all, the authority concerned need to develop professional training programs to secure certified security mangers, and need to standardize security process to ensure consistency and to harness the standardization as a source of self assessment to improve security level.

  • As soon as possible, our military have to trainning the information security manpower for Cyber Warfare, it should be block the foreign infowarrior to go by way of other country from our system. An emergency, we can protect our military information system and this thesis provide checkpoint about how we consider about trainning the infowarrior for future war.
