As industries converge in recent years, the impact of the use of convergence tools among industries on the security of the organization is increasing. However, organizational members lack the ability to adapt to introduction of new system because they are operating business around existing systems, and thus, security considerations are an environment that will inevitably emerge as a follow-up priority. In this study, we studied cost-effective options for factors that should be considered first in order to establish a security system for small and medium-sized healthcare institutions in the healthcare convergence industry. Specifically, the current legal system was considered and the security status was analyzed through prior research, and the necessary security solution/system was derived from small and medium-sized healthcare institutions. In addition, it analyzed relative priorities for cost-efficient deployment of security systems to those involved in small and medium-sized healthcare institutions in actual business environments and presented measures to establish a overall security.

미국의 사이버보안 관련 법률은 1987년 컴퓨터보안법이 제정되는 시점이 본격적인 시작이라고 할 수 있다. 1990년대에는 컴퓨터 및 인터넷의 발전으로 정보보안의 중요성이 대두되었으며 법률은 데이터 보호 및 프라이버시 중심으로 제정되었다. 2002년 국토안보부 설립을 위한 국토안보법의 제정을 통해 본격적인 국가 사이버보안 정책을 시작할 수 있는 토대를 마련하였다. 전자정부법(2002) 부속법률인 연방정보보안관리법(FISMA 2002)은 연방기관들의 사이버보안 관련 임무를 구체화하여 국가차원의 사이버위협 대응을 체계적으로 할 수 있었다. 2014년 연방정보현대화법(FISMA 2014)으로 개정되어 지난 10여년간의 시행착오를 바로잡는 노력을 진행하고 있다. 2015년 사이버보안법(Cybersecurity Act 2015), 2018년 사이버보안 및 기반구조보안기관법(CISA 2018)을 제정하여 국가 사이버보안 체계를 획기적으로 발전한 미국의 사이버보안 법률의 추진 현황을 살펴봄으로써 우리나라의 법체계의 발전방향에 대해 고찰해 보도록 한다.

Recently, research outcome is frequently leaked in the process of progressing domestic R&D. Security system such as research security law and manual is implemented to prepare these leakage. However piecemeal solutions, simply technological measures, have a limit. Consequently, this study organizes a integrated research security framework by designing multidimensional security measures based on the R&D life cycle perspective. Concretely, this study constructs various control items predicated on law, moreover reviews the applicability of research security assessment items.

We need development methodology of security architecture which offered various levels of security management in case of the organization required more than two security certifications. In this study, therefore, development methodology of Multi-level Security Architecture(MLSA) proposed. Specifically, we should consider factors of commonness and difference between information security management level evaluation of multiple security architecture. This kinds of endeavor can suggest the direction of the improvement of the evaluating security management and the dynamic plan for the security architecture, and it will make the continuous and systematic security management.

It will not be able to guarantee the secure operation for the information and communication systems with only technical security. So, ISMS(Information Security Management System) research and standardization are active going on. Korea published "The national cyber security management regulation" and "The national cyber security manual" in 2005. According to the regulation and manual, the government organ and public institution must accomplish the security management assessment to itself for systematic management of an information security. We studied related standards and security management systems of the Australia and the USA, and analyzed the security management evaluation system in "The national cyber security manual" in efficient security management focus. We presented the improvement direction of national security evaluation system through the research. We propose the additional control, selective control set and improvement of the evaluation process for efficient security management. Proposed system possible composition of suitable to each organ and flexible adaptation of rapidly changed information environment.

최근 연이은 정보유출사고로 인해 많은 기업들이 기업 이미지 손실과 같은 무형적 손실을 비롯해 금전적인 배상에 이르는 유형적 손실로 많은 어려움에 처해 있는 상황에서 이런 문제점을 대응하기 위해 기업들은 정보보호를 위한 적절한 주의 의무를 다하면서 체계적으로 보안정책을 기준으로 제한된 리소스를 효과적으로 운영해야 할 필요가 있다. 본 논문에서는 내부정보 유통이 많은 기업 보안환경을 중심으로 다양한 보안인프라를 효과적으로 연계하여 분석하는 검증된 보안정책을 수립하고 적용함으로써 법적 주의 의무를 다하면서도 효과적으로 보안관리업무를 수행할 수 있는 정보유출방지체계를 이행하기 위한 방안을 제시한다.

In this paper, it is reviewed security architecture and proposed security model about secure aeronautical system, which is considering in the cynical research topics out of aeronautical traffic system. The reviewed contents is treated about security model fur domestic aeronautical system with international security technology trends in the basis of security technology related aeronautical services. In the security framework of aeronautical communication network, it is analyzed data link security technology between air and ground communication, and security architecture in according to aeronautical system, and presented security architecture of U information HUB model. The security architecture of U-information HUB includes the internetworking scope of airline, airport network, airplane network, and related government agency, etc.

미래전에 능동적으로 대비하기 위해서는 제 전장 요소를 연결하여 지휘결심관련 정보를 신속하고 신뢰성 있게 유동시킬 수 있는 기반체계 구축과 구축된 체계를 안전하게 보호할 수 있는 네트워크 보안기술이 필수적으로 요구된다. 이에 본 논문에서는 미국의 국방정보통신망 기반체계인 DISN(Defense Information Systems Network) 구조와 보안체계를 살펴본 후, 확장성, 보안성, 생존성이 향상된 경제적인 국방정보통신망 구축을 위해 전용망 내부의 보안강화와 전용망 기반의 국방정보통신망과 연결하기 위한 인터넷기반 VPN의 안전성 보장을 위해 다양한 보안 메커니즘을 제공하는 IPSEC VPN의 국방정보통신망 활용 모델을 제안한다.

미국은 전자정부 구현을 위하여 각종 법규를 제정하였고 이를 통합하여 2002년에 전자정부법을 제정하였다. 그리고 동 법을 제정하면서 전자정부의 성공이 정보보안에 있다는 사실을 인식하고 전자정부법에 연방정보보안관리법을 삽입하여 통과시켰다. 이를 통하여 전자정부의 실현과 관련하여 연방 각 부처로 하여금 정보보안의 이행을 실질적으로 추진하고 보고하도록 하는 연방 정부의 체계적인 정보보안 정책을 확립하였다. 이러한 미국의 전자정부에 대한 정보보안 정책 확립은 우리나라 전자정부의 구현과 실행에 있어 체계적인 정보보안 정책 수립의 필요성과 중요성을 다시금 일깨우고 있다고 할 것이다.
