The Global Trends in the Private Security Industry and the Strategies for the South Korean Private Security Industry : Focusing on the U. S. Security Industry (해외 시큐리티 산업의 동향과 한국의 대응전략 : 미국 사례를 중심으로)

  • Private security industry in South Korea has rapidly been growing in recent years. However, such a rapid growth is being criticized for its focus on external results, which has produced a number of problems. The continued growth of private security industry can be only based upon substantive and qualitative development. In this aspect, it is necessary to consider the global trends of the private security industry, particularly the recent trends of the U. S. security industry which has led the global security industry. This is because the recent trends of the U. S. private security industry would guide the future direction of the private security industry in South Korea. The U. S. private security industry has been replacing the role of law enforcement agencies including the police, from crime prevention to investigation and disaster management, not to mention asset protection and loss prevention. The recent trends of the U. S. security industry appears to be summarized by such characteristics as variety, specialty, and integration, which might account for the structural problem of the private security industry in South Korea. In short, the substantive and qualitative development of the private security industry in South Korea should be accomplished by strengthening its specialty and integration, and also widening its variety.

  • As the collection and use of personal information increases, the accidents that abuse and leak personal information are continuously increasing. The nation has established new laws and strengthened related laws for the prevention of the mass leakage of personal information and the secondary damage due to the leaked personal information. The nation also established the guidelines that need to be implemented by the institutions handling personal information for the safety of the personal information. For the efficient implementation of guidelines under the limited time and resources, it is necessary to establish the priorities between guidelines. This paper compares the relative importance of the guidelines by AHP (Analytic Hierarchy Process) technique. We performed the analysis on two expert groups, the group of consultants working in information security consulting company and the group of information security staffs handling personal information directly in the company. We compared the differences between groups and recommended the relative importances of the guidelines.

  • 개념적으로 존재하던 클라우드 컴퓨팅의 사용이 본격적으로 심화되면서 기업들의 클라우드 컴퓨팅에 대한 개념과 생각에도 많은 변화가 생기게 되었다. 클라우드 컴퓨팅 구축이 더욱 가속화되는 가운데, 그로 인한 비용절감이나 투자수익 창출 효과에 대한 검증이 활발해질 것으로 예측됐다. 시대를 뒤바꾸는 혁신적인 기술도 잇달아 등장할 것이란 기대도 높다. 2013년은 클라우드 컴퓨팅의 발전에 또 한번의 변곡점이 될 것으로 전망된다. 본 고에서는 2013년 클라우드 컴퓨팅에 관한 예측 몇 가지를 살펴보고자 한다. 첫째, 중소기업에서의 클라우드 컴퓨팅 사용 및 정착이 가속화될 것으로 보인다. 대기업의 경우에는 기존에 구축되어 있는 IT 시스템에 대한 거버넌스 체계를 완성해 나가고 있는 상황 속에서 중앙집중형과 사용자 편의성이 강화된 클라우드 컴퓨팅을 도입하기 위해서는 아직 추구 해야 할 과제가 많다. 하지만 중소기업은 예산을 문제로 대기업과 같은 수준의 IT 인프라를 갖추지 못하고 있기 때문에 클라우드 컴퓨팅 도입으로 비용대비 고효율의 IT 인프라를 갖출 수 있다. 둘째, CSP, CSB와 통합허브가 성장할 것이다. 플랫폼 전쟁이 시장 점유율 '횡령' 싸움임을 CSP들이 깨닫게 됨에 따라 이러한 가격 경쟁들은 더 잦아질 것으로 전망된다. 그리고 2013년 클라우드 벤더들은 클라우드 가격 책정이 비용-수익 관리(costyield management)의 연장선에 있음도 알게 될 것이다. 핵심은 효율적 설계와 저비용 운영, 그리고 무엇보다 높은 사용률에 있다. 또한 기업들이 점점 많은 애플리케이션을 소프트웨어 형태로 구매하고 있기 때문에 애플리케이션 자체를 통합하는 문제, 애플리케이션에 대한 보안과 감사 프로세스개발 등의 문제가 제기되고 있다. 시스템 통합 서비스와 통합 허브는 이런 문제를 해결하기 위해 노력하게 될 것이다 셋째, 2013년은 하이브리드 클라우드 컴퓨팅이 급부상할 것으로 전망된다. 앞으로는 클라우드 컴퓨팅 시장에서 공급업체끼리 경쟁하는 것은 의미가 없으며 기업들은 절대 한 가지 클라우드 기술이나 공급자에 안주하지 않을 것이다. 이것은 곧 2013년에는 하이브리드 및 이종 클라우드 컴퓨팅이 각광 받을 것을 의미한다. 이러한 하이브리드 클라우드 컴퓨팅을 도입하기 위해서는 클라우드 컴퓨팅의 단점과 문제 해결을 위해 하나의 목적을 가지고 다양한 산업체들이 모여 경쟁업체이면서도 협력관계를 이루는 것이 중요하다. 넷째, 멀티 디바이스를 이용한 클라우드 사용이 폭발적으로 증가될 것으로 보인다. 1인당 여러 대의 단말 보유, 이동성 향상 요구, 4G 확산 등 모바일 시장을 중심으로 한 환경 변화로 인해 이전보다 한층 진화된 클라우드 기반의 서비스가 다양하게 등장할 것으로 예상된다. 또한 4G 시대가 본격적으로 개막되면서 데이터 및 앱을 저장하는 것뿐만 아니라 앱을 실행하는 프로세싱까지도 모두 인터넷 상의 서버에서 이루어지는 방식인 클라우드 스트리밍(Cloud Streaming)이라는 신기술이 상용화될 것으로 기대된다. 다섯째, 2013년에는 'XaaS(Everything as a Service)' 개념이 보다 확장될 것이다. 클라우드 컴퓨팅의 사용이 확산됨에 따라 하드웨어의 도입, 소프트웨어 및 데이터베이스 개발과 구축, IT 서비스 등 IT 인프라 스트럭처의 토대에 많은 변화가 생겼다. 인프라스트럭처는 더 이상 고정불변의 자산으로서가 아니라 유연성과 확장성을 강조하는 서비스로서의 특징으로 점점 부각되고 있다. 따라서 모든 IT 인프라스트럭처가 Ondemand화 서비스로 제공되는 비즈니스 모델들이 부상하고 있으며 플랫폼, 하드웨어 데이터베이스 등 모든 IT 요소를 서비스 형태로 제공하는 XaaS가 2013년 새로운 개념으로 떠오를 것으로 기대된다. 여섯번째로 스토리지를 둘러싼 가격 경쟁이 더욱 심화될 것으로 보인다. 업체들의 가격 인하는 앞으로도 계속될 것이며 사용자들에게도 큰 혜택으로 돌아갈 것이지만 사람들은 가격만으로 서비스를 선택하지 않을 것이기 때문에 가격보다는 차별화된 기능 및 서비스 전략이 필요할 것이다.

Empirical Study on the Performance Analysis and Function of Jindo Coastal Vessel Traffic Service (진도 연안VTS의 성과 분석 및 기능에 관한 실증적 연구)

  • Hebei Spirit Oil Spill that happened in 2007 had prompted the need of revisiting the coastal safety. In response to this, Korea had made an effort to implement VTS in every coastline in the country. There are a lot of theoretical studies on VTS function nowadays, but coastal VTS are less frequently studied. In this paper, performance analysis results and accident prevention activities of Jindo Coastal VTS center were summarized and the Coastal VTS function are investigated. Jindo Coastal VTS covers relatively wide area and various places with various maritime traffic characteristics are the major navigation vessels, which means that it is important to control these vessels. Since the probability of accidents due to human error is relatively high in coastal area due to negligence tendency of crews during coastal area navigation, coastal VTS has to provide sufficient assistance to navigating vessels. Like most harbour VTS, Coastal VTS provides not only main information service, navigational assistance and traffic organization services but also various services related with advanced search-and-rescue assistance, marine national security, maritime crime prevention, oil spill response, traffic services for non-service vessel, and safety supervision for water leisure boats.

  • Recently, in South Korea, security management has been strengthened, but there have been an increasing number of cases where the main infrastructure of the country is hacked in the cyber space. South Korea is equipped with sophisticated information and communication technologies, such as Internet, but is threatened by cyber terrorism of North Korea and terrorist organizations. Nevertheless, there is a limit to how to develop a policy and strategic plan for the country, which is related to domestic terrorism and lacks legal and regulatory facilities, and therefore, in this study, proposed suggestions for building adaptive and efficient policy formulation. Based on the theoretical analysis framework of the Strategic Plan for achieving the objectives of the research, we compared the UK 's security strategy with the national security policy of the domestic government. As a result, several problems were derived: First, the domestic security strategy did not take into account the external environment. Secondly, lack of coordination with domestic cyber security goals setting and strategy is causing ambiguity and confusion. Third, the detailed plan of implementation of national security in each province is designed to ensure that there is a possibility that a mixed side effect between ministries and agencies will arise. Fourth, it was found that there was a limit to prepare the evaluation standards for the evaluation and return of domestic security policies in the country. Therefore, in order to establish a policy for the response of domestic cyber terrorism, we set up a vision from long-term perspectives and concrete targets based on the strategic approach of the security policy, It is necessary to present an assignment and formulate an efficient execution plan. It is necessary to maintain and improve the domestic safeguards in order to be able to complement the problems through evaluation and feedback.

Chinese Communist Party's Management of Records & Archives during the Chinese Revolution Period (혁명시기 중국공산당의 문서당안관리)

  • The organization for managing records and archives did not emerge together with the founding of the Chinese Communist Party. Such management became active with the establishment of the Department of Documents (文書科) and its affiliated offices overseeing reading and safekeeping of official papers, after the formation of the Central Secretariat(中央秘書處) in 1926. Improving the work of the Secretariat's organization became the focus of critical discussions in the early 1930s. The main criticism was that the Secretariat had failed to be cognizant of its political role and degenerated into a mere "functional organization." The solution to this was the "politicization of the Secretariat's work." Moreover, influenced by the "Rectification Movement" in the 1940s, the party emphasized the responsibility of the Resources Department (材料科) that extended beyond managing documents to collecting, organizing and providing various kinds of important information data. In the mean time, maintaining security with regard to composing documents continued to be emphasized through such methods as using different names for figures and organizations or employing special inks for document production. In addition, communications between the central political organs and regional offices were emphasized through regular reports on work activities and situations of the local areas. The General Secretary not only composed the drafts of the major official documents but also handled the reading and examination of all documents, and thus played a central role in record processing. The records, called archives after undergoing document processing, were placed in safekeeping. This function was handled by the "Document Safekeeping Office(文件保管處)" of the Central Secretariat's Department of Documents. Although the Document Safekeeping Office, also called the "Central Repository(中央文庫)", could no longer accept, beginning in the early 1930s, additional archive transfers, the Resources Department continued to strengthen throughout the 1940s its role of safekeeping and providing documents and publication materials. In particular, collections of materials for research and study were carried out, and with the recovery of regions which had been under the Japanese rule, massive amounts of archive and document materials were collected. After being stipulated by rules in 1931, the archive classification and cataloguing methods became actively systematized, especially in the 1940s. Basically, "subject" classification methods and fundamental cataloguing techniques were adopted. The principle of assuming "importance" and "confidentiality" as the criteria of management emerged from a relatively early period, but the concept or process of evaluation that differentiated preservation and discarding of documents was not clear. While implementing a system of secure management and restricted access for confidential information, the critical view on providing use of archive materials was very strong, as can be seen in the slogan, "the unification of preservation and use." Even during the revolutionary movement and wars, the Chinese Communist Party continued their efforts to strengthen management and preservation of records & archives. The results were not always desirable nor were there any reasons for such experiences to lead to stable development. The historical conditions in which the Chinese Communist Party found itself probably made it inevitable. The most pronounced characteristics of this process can be found in the fact that they not only pursued efficiency of records & archives management at the functional level but, while strengthening their self-awareness of the political significance impacting the Chinese Communist Party's revolution movement, they also paid attention to the value possessed by archive materials as actual evidence for revolutionary policy research and as historical evidence of the Chinese Communist Party.

  • This paper proposed several activation strategies at both the government and company parts for the development of domestic third party logistics(TPL) to pull electronic trade era much earlier. In the government side, it must need to arrange and integrate complex regulation rules on the Logistics for more smooth access and use the TPL market. Also, it has to provide multiple support policies such as tax reduction, technical and financial service providing, and logistics information system to TPL. Finally, it should construct the government levels education system to train and forster a competent man who is well qualified as a electronic and logiscic expert. The TPL company must build up a total logistics information system concerned with an innovative operation system such as SCM, JIT etc. which can provide logistic services on demand to the electronic trade customers to maximize consumer satisfaction. In the shipper company level, it try to join a long-term strategic alliance with TPL to reduce logistic cost and increase logistic service to its electronic trade consumers.

  • The purpose of this treatise is to show merits and method of establishing Lotte department store design division Online Documents Communication System through illustration of examples of intranet in which internet environment convenient to use for its openness is applied for establishing Design Online Documents Communication System for fundamentals of organization. In this connection merits and effect attainable from establishing Design Outline Documents Communication System of the enterprise as found were as follows: Firstly, it brought about reduction in workload of staffs through sharing various existing resources. It reduced redundant works and enables speedy handling of works. Secondly, it was possible to exchange viewpoints and share information by pertinent parties. Thirdly, by expediting information exchange and communication among persons in charge it was possible to improve work efficiency. Fourthly, it was possible to build and operate such system at relatively low cost on the basis of web browser. Without using any other significant instrument or equipment but by linking it to business network and using existing computer system operation was possible. Fifthly, by common sharing of work exclusive to design room through on-line it was possible to improve professionalism and convenience in data preservation. Through this treatise and survey and study on process for establishing intranet it was possible to find that there were sharing work, improving work efficiency, reducing workload, saving cost and expediting communication to a significant degree.

  • In terms of realizing the future e-government such as intelligent government, this paper attempts to provide an earnest and insightful reflection and suggests desirable strategies with regard to the four different crucial elements including electronic voting, electronic contract, resident registration/electronic document management, and real-estate registration as an operating strategy of intelligent government and the fourth industrial revolution regarding. The 4th industrial revolution is aimed at concentrating information or data characterized with sharing, opening, communicating and releasing in cloud computing system, analyzing big data, collecting information, and flourishing people's well-being by information and communications technology with utilizing the smart devices. Therefore, reliability of the pivotal information or data is critical and it is important for the participants being transparently shared, without the data or information being forged. In this respect, introduction or application of block chain technology is essential. This paper will review preceding studies, discuss the aspect of the 4th industrial revolution and intelligent government, then suggest operating strategies in the field of electronic voting, electronic contract, management of resident registration and electronic document and real-estate registration.

A Study on the Development of Case Management Program for Arthralgia in Customized Visiting Health Care (맞춤형 방문건강관리사업에서의 관절통증 사례관리 프로그램 개발 연구)

  • 본 연구는 2008년 맞춤형 방문건강관리사업에 사용되고 있는 관절통증을 중심으로 한 사례관리를 수정 보안하여 우리나라 실정에 맞는 관절통증 사례관리 프로그램을 개발, 제안하며, 맞춤형 방문건강 관리사업의 활성화와 완성도를 높이는데 있다. 연구방법으로는 2007년 전국 12주 관절통증 사례관리 결과자료 분석하고, 전국 253개 보건소의 맞춤형 방문건강관리사업 인력에 대한 자료 분석과 전국 보건소 전문가 자문회의와 토론 결과를 통해 설문지를 수정 보완하여 2008년도 충청남도 관절통증 12주 사례관리를 실시하였다. 자료분석은 SPSS 12.0 통계 프로그램을 이용하여, p-value가 0.05 미만과 0.01미만인 경우를 통계적으로 유의한 것으로 판정하였으며, 전국자료는 빈도분석, wilcoxon 부호순위 검정과 McNemar's 검정을 실시하였으며, 12주의 관절통증 사례관리의 연구기간동안 수집된 자료를 1주와 8주간, 1주와 12주간, 8주와 12주간을 paired t-test 검정과 McNemar's 검정을 실시하여 유의성 평가를 실시하였다. 연구결과는 다음과 같다. 12주 기간 동안 사전 사례관리 방문간호사의 교육을 통한 사례관리 서비스의 강도의 조절 및 매주로 서비스의 횟수를 조절하여 사례관리를 실시한 결과 총 109개 항목에서 1주와 8주간에 유의한 항목은 TG(mg/dl)를 비롯한 51개 항목, 1주와 12주간에는 콜레스테롤(mg/dl)을 비롯한 53개 항목, 8주와 12주간에는 지난 48시간동안 관절통증 점수를 비롯한 3개 항목으로 유의한 차이를 볼 수 있었으며, 1주와 8주간은 유의하나 1주와 12주간은 유의하지 않게 나타나는 항목은 TG(mg/dl)를 비롯한 3개 항목, 1주와 8주간은 유의하지 않다가 1주와 12주간은 유의하게 나타나는 항목은 콜레스테롤(mg/dl)를 비롯한 6개 항목, 1주, 8주, 12주간의 모든 기간에서 유의한 항목은 지난 48 시간동안 관절통증 점수를 비롯한 3개 항목으로 조사되었다. 결론적으로 현재 우리나라에서 추진되고 있는 맞춤형 방문건강관리 사업의 사업지침에 대한 보완을 위해 관절통증사례관리 프로그램에 있어 중재 서비스 또는 프로그램의 기간은 12주간에서 8주간으로 조정 되어야 하며, 추가가 필요한 항목으로는 교육, 자기역량 강화, 운동처방, 물리치료, 약물치료, 대체요법, 식이, 영양, 생활지도 등이며, 어골도 분석을 위한 기본 틀 및 주요 구성요소를 제시 및 기여 요인 및 결정요인을 위한 논리적 모형 제시가 필요하며, 개선목표를 위한 유지증진 및 관리능력, 지기 관리 수행도 개선과 대상자별 맞춤형 사례관리를 위한 표준화된 행동 체크리스트 제작 보급 및 사례별 운동, 물리치료 지도 방법 계획 수립에 대한 인력 충원이 필요하다.
