Adaptive Operation of Boryeong Dam Water Supply Adjustment Standards against Multi-year Droughts (다년 가뭄 대비 보령댐 용수공급 조정기준의 적응형 운영방안)

  • 전세계적으로 기후변화로 인해 3년 이상의 기간동안 지속되는 다년 가뭄의 빈도와 심도가 증가하고 있으며, 이로 인한 피해도 증가하고 있다. 본 연구에서는 이를 반영하여 전국 다목적댐 및 용수댐에서 모두 주요 가뭄 대응 대책으로 사용되고 있는 현행 용수공급 조정기준을 개선하는 방안을 제안하고자 한다. 가장 먼저, 장기 기억 반영이 가능한 시계열 모형인 ARFIMA(Autoregressive Fractional Integrated Moving Average) 모델을 사용하여 다양한 강도의 장기 기억을 가지고 있는 연간 유입량을 생성하였다. 이후, 연간 유입량을 k-최근접 이웃 방법 기반의 배분 도구를 사용하여 10일 단위 유입량으로 분배하였으며 이를 대체 용수공급 조정기준을 생성하기 위한 입력 변수로 사용하였다. 새로운 용수공급 조정기준은 매 시점마다 새롭게 업데이트되는 정보를 통해 현행 기준과 함께 적응형으로 저수지 운영에 사용되었다. 다년 가뭄이 반영된 유입량으로 적응형으로 저수지 운영을 관측 유입량 하에서 빈도와 크기의 측면에서 분석을 시행하였다. 그 결과, 심각한 실패(물 부족 비율 30% 이상)의 빈도의 경우 현행 기준 운영 시 6.14%에서 적응형 운영 시행 시 2.99%로 개선되었지만, 전체 기간 동안의 신뢰도는 적응형 운영보다(26.42%) 현행 운영 하에서 더욱 나은 결과를 보였다(41.19%). 위와 같은 분석 결과는 심각한 실패의 빈도와 크기를 줄이는 용수공급 조정기준을 시행하는 원론적인 목적과 일치하기에, 본 연구에서 제안하는 다년 가뭄에 대비한 적응형 운영 방안은 향후 길게 지속되는 가뭄 조건에서 저수지 운영 정책으로 활용될 수 있음을 확인하였다.

  • 기후변화에 따른 미래 물 공급의 불확실성으로 인해 기존의 수자원 전략들로 증가하는 물 수요를 안정적으로 충족시키는데 한계가 있다. 국내에서 기후변화 연구에 사용되는 미래 기후시나리오의 불확실성에 대한 전망과 이에 따른 수자원 취약성 평가에만 연구가 집중되고 있다. 하지만 해외의 연구들을 확인해보면 기후변화로 인한 피해를 줄이고자 수자원 정책과 관련한 연구가 활발히 진행되고 있고, 다양한 전략과 방향성을 제시하고 있다. 그렇기 때문에 대한민국에서도 기후변화에 적절한 적응 정책의 개발이 필수적이다. 2015, 2016년에 연속하여 충청남도는 극심한 가뭄을 기록하였다. 2015년의 강우량의 경우 평년의 50%를 기록하였고, 보령댐의 경우 18년 중 최저수위를 기록하였다. 그리하여 충청남도는 용수공급지역인 8개의 지자체에 제한급수를 감행하였다. 이에 대응하기 위해 긴급대책인 도수로 공사와 누수 컨설팅 사업이 대두되었고 그 중 하나인 도수로 공사는 실제로 진행되었다. 본 연구에서는 전통적인 경제성 분석방법인 현금흐름할인법과 의사결정기술 중 하나인 실물 옵션 방법을 통하여 두 사업의 적절성을 평가하였다. 실물옵션 방법을 통해 기후변화의 불확실성과 시간에 따른 역동적인 대안을 제시할 수 있었고 기존 현금흐름할인법의 단점을 보안할 수 있는 실물 옵션의 가치를 파악할 수 있었다. 또한 수자원분야의 의사결정 방법으로 실물 옵션 방법이 이용될 수 있음을 확인하였다.

Using Mixed Logit Model and Latent Class Model to Analyze Preference Heterogeneity in Choice Experiment Data (선택실험법 자료에서의 선호이질성 분석을 위한 혼합로짓모형 및 잠재계층모형의 활용)

  • Conditional Logit (CL) model is widely used since its model estimation and interpretation of results of the model is relatively easy, on the other hand, it has the limit of preference heterogeneity of respondents being not fully considered. In this study we used the two models, Mixed Logit (ML) Model and Latent Class Model (LCM) to explain preference heterogeneity of respondents for protection for Boryeong Dam wetland. As a result of the examination for heterogeneity in Boryeong city and six metropolitan areas, we found there was significant difference between two regions. While there was explicit preference heterogeneity within respondents in Boryeong city, we found little heterogeneity within respondents in six metropolitan areas. Thus in the case of six metropolitan areas, CL model can be used for parameter estimation while in the case of Boryeong city, WTP estimates are based on parameter estimates from ML model to reflect the heterogeneity within respondents. Additionally, ML model with interaction and 2-class LCM for respondents in Boryeong city were used to explain the sources of the heterogeneity. The ML model with interaction has advantage of explaining individual unobserved heterogeneity. However The comarison between these two models reflects the fact that LCM provided added information that was not conveyed in the ML model with interaction. Thus, Preference heterogeneity within respondents in this study may be better explained by class level through LCM rather than indiviual level through ML model.

Characteristics of Fish Fauna and Community Structure in Ungcheon Stream due to the Environmental Changes (환경변화에 따른 웅천천의 어류상과 어류 군집 특성)

  • We studied fish fauna at 10 study sites in Ungcheon stream for 4 times from April to October, 2011 to investigate the influence of artificial structures such as dam (with fish-way) and weir (without fish-way), and abandoned mine on fish community. A total of 12 families, 36 species of fishes were collected. Dominant species was Zacco platypus (23.4%) and subdominant species was Zacco koreanus (20.5%). Ten species (27.8%) of Korean endemic species and Micropterus salmoides, exotic species, were observed during the study period. Endangered species of Korea such as Pseudopungtungia nigra and Liobagrus obesus, and Korean endemic species, Coreoperca herzi, which are vulnurable for water quality and had been observed in previous study, were not identified in this study. According to the cluster analysis, Ungcheon stream were divided into three groups consisting upstream (St.1, St.2, St.3), midstream (St.4, St.5, St.6, St.7), downstream (St.8, St.9, St.10). Community structure similarity between upper and lower site of Boryeong dam with fish-way (St.6-St.7) was high, whereas that of weir, lack of fish-way (St.7-St.8) showed little similarity indicating that fish-way was required. According to the canonical correlation analysis, high level of conductivity and salinity at upstream was detected and Misgurnus mizolepis, and endemic species of Korea such as Silurus microdorsalis, Coreoleuciscus splendidus and Iksookimia koreensis were observed at this part of the stream. Since Korean endemic species, Squalidus gracilis majimae cohabit with exotic species, M. Salmoides at downstream whose width is wide and water velocity is low, protection was needed for these endemic species.

A Study on the Selection of AMC of Curve Number (유출곡선지수의 선행토양함수조건 선정 기준 연구)

  • In order to establish a rainfall-runoff model, calibration of hydrological parameters for the model is very important. Especially, Curve Number(CN), estimated by NRCS method, is a main factor to apply unit hydrograph theory to calculation of peak discharge. For using NRCS method, it is needed selecting AMC because CN is strongly connected with that. In this study, we focus our concern on finding a applicable standard for selecting AMC for CN. For this, three dams which are Boryeong, Habchon, Namgang are selected as target basins to use observed data including rainfall and dam inflow. As a result of this research, it is found that CN must be included as a calibrated parameter to calculate effective rainfall for the rainfall-runoff model. Also, it is preferred to use PWRMSE of HEC-HMS program as a objective function for optimizing hydrological parameters. From the analyzing result of variation of AMC for peak discharge, it is recommended to apply AMC-III to estimation of CN for calculating effective rainfall of design hydrograph.

The Effect of Water Conveyance of Boryeong Dam on Structural Changes of Benthic Macroinvertebrates Community (보령댐 도수가 저서성 대형무척추동물 군집구조 변화에 미치는 영향)

  • The purpose of this study is to investigate the influence of artificial disturbances occurring during water conveyance frequency on benthic macro-invertebrate by comparing and analyzing data before and after the construction of Boryeong dam in Boryeong-si, Chungcheongnam-do. We conducted the survey eight times in four points from April 2016 to September 2017. A total of 13,447 individuals from 125 species, 70 families, 19 orders, 7 classes, and 4 phyla were collected. The result of the community analysis showed that the dominant index was 0.55 (${\pm}0.07$) to 0.47 (${\pm}0.08$), diversity index was 2.06 (${\pm}0.26$) to 2.23 (${\pm}0.28$), evenness index was 0.69 (${\pm}0.05$) to 0.70 (${\pm}0.04$), and richness index was 3.43 (${\pm}0.72$) to 4.03 (${\pm}0.91$). After conveyance, the dominance decreased while the diversity, evenness, and richness increased. The result of the functional group analysis showed the portion of scrapers, filtering-collectors increased while that of shredders, gathering-collectors decreased in the functional feeding group and that the proportion of climbers and clingers increased while that of burrowers and sprawlers decreased in the habitat orientation group. The result of analysis of community stability showed that St. 1 and St. 2 decreased resistance and resilience after conveyance and new species appeared in the III characteristics group while St. 3 and St. 4 did not show much difference. The result of multidimensional scaling analysis showed that the variation of similarity was the highest at St. 1 after conveyance, and the variation of similarity at St. 4 was the lowest.

Type Classification and Functional Assessment of a Dam Lake - In the Case of the Boryung Lake - (댐 저수지 내 습지 유형 및 기능평가 연구 - 보령호를 중심으로 -)

  • This research aims to classify wetland types and evaluate functions of a dam lake. The case study area is Boryung lake in Boryung City. In this study was carried out based upon field surveys, drawing maps and publication, and modified-RAM which can evaluate the general functions and conservation values of wetlands. Eight functions of 2-12 variables each are analyzed for assessing the wetland functions. The analysis shows that several types of wetlands were identified, such as Palustrine/ Perennial/ Hydrophytes, Palustrine/ Perennial/ Openwater, Palustrine/ Seasonal/ Herbal, Palustrine/ Seasonal/ Shrub and Scrub, Palustrine/ Seasonal/ Hydrophye, and Riparian/ Seasonal/ Shrub in the Boryung lake. The average level of functions of the wetlands is very "HIGH", and it is recommended that prompt conservation measures should be taken.

Impacts on Water Surface Level of the Geum River with the Diversion Tunnel Operation for Low Flow Augmentation of the Boryong Dam (금강-보령댐 도수터널 운영에 따른 금강 본류 내 수위 영향 분석 연구)

  • Recently severe drought caused the water shortage around the western parts of Chungcheongnamdo province, South Korea. A Diversion tunnel from the Geum river to the Boryong dam, which is the water supply dam for these areas has been proposed to solve this problem. This study examined hydraulic impacts on the Geum river associated with the diversion plan assuming the severe drought condition of 2015 would persist for the simulation period of 2016. The hydraulic simulation model was verified using hydrologic and hydraulic data including hourly discharges of the Geum river and its 8 tributaries, fluctuation of tidal level at the mouth of the river, withdrawals and return flows and operation records of the Geum river barrage since Feb. 1, 2015 through May 31, 2015. For the upstream boundary condition of the Geum river predicted inflow series using the nonlinear regression equation for 2015 discharge data was used. In order to estimate the effects of uncertainty in inflow prediction to the results total four inflow series consisting of upper limit flow, expected flow, lower limit flow and instream flow were used to examine hydraulic impacts of the diversion plan. The simulation showed that in cases of upper limit and expected flows there would be no problem in taking water from the Geum river mouth with a minimum water surface level of EL(+) 1.44 m. Meanwhile, the simulation also showed that in cases of lower limit flow and instream flow there would be some problems not only in taking water for water supply from the mouth of the Geum river but also operating the diversion facility itself with minimum water surface levels of EL(+) 0.94, 0.72, 0.43, and 0.14 m for the lower limit flow without/with diversion and the instream flow without/with diversion, respectively.

The Fish community of the Ungchon Stream Around the New Dam Intended Area (댐예정지를 중심으로 한 웅천천 수계의 어류군집에 관하여)

  • The fish fauna, notified species, and fish community was studied at the six stations in a 18km section of the Ungchon stream, a mountain stream in Korea, where a new dam is planned from 1994 to 1996. Twentynine species (11 families, 25 genera) were found. Nine species were endemic to Korea. The Dominant specie in the studied area were Zacco temmincki, Z. platypus and Squalidus gracilis majimae. Some of the korean endemic species (Coreoperca herzi) including the Korean endangered species such as Pseudopungtudgia nigra and Liobagrus obesus were not found in this stream anymore. The average of area density was 0.69 individuals per square meter and the volume density was 1.45 individuals per cubic meter. Species diversity was highest in the middle region. According to community correlation coefficients of six stations, similality coefficients of station one, four, five and six were higher than others, but no significant difference in the composition of fish fauna was found between six study staions.

Climate change assessment on sustainable water supply on multi-purpose dams in Nakdong River Basin (AR5 RCP 시나리오 기반 낙동강유역 다목적댐 기후변화 대응 능력 평가)

  • IPCC 5차보고서의 기후변화 전망에 따르면 우리나라를 포함한 동아시아 지역의 연강수량은 전반적으로 증가되나, 기온상승, 강우강도 증가 및 강수일수의 감소도 예상되고 있어 극한홍수 및 극한가뭄의 위험성은 높을 것으로 전망되고 있다. 즉, 연강수량 증가에 따른 미래의 용수공급 안정성이 높아지는 것이 아니라 짧은 기간 내 집중호우에 따른 홍수위험성 증가의 의미가 크며, 강수일수 감소 및 기온상승은 증발산량 증가로 실제 저수지에서 활용될 수 있는 물의 양이 감소할 수 있다는 것이다. 국가수자원장기종합계획에서도 미래 극한가뭄의 강도, 규모 및 지속기간이 커질 것으로 전망하고 있어, 국내 용수공급의 대부분을 차지하는 다목적댐의 기후변화 대응 용수공급능력을 평가하여 극한 물 부족에 대한 사전대응계획과 효율적 운영방안을 수립할 필요가 있다. 특히, 국내 다목적댐 저수지 운영은 홍수기(6.20. ~ 9.30.) 유입량 크게 의존하고 있으며, 실제 과거에는 용수공급에 필요한 유입량의 대부분은 홍수기에 유입되었다. 그러나 지난 2015년 소양강댐과 보령댐 지역의 계절별, 지역별 강수패턴 변화와 같이 기후변화 영향에 따른 강수의 시 공간적 변동성 가속화는 다목적댐의 용수공급 불확실성이 갈수록 심화될 수 있음을 시사하고 있다. 따라서 본 연구에서는 AR5기반의 52개 기후변화 시나리오(26개 GCM, 2개의 RCP 시나리오)를 이용하여 낙동강 다목적댐 유입량을 산정한 후, 낙동강 유역 다목적댐의 기후변화 대응 용수공급 안정성을 평가하였다. 결과적으로 기존 관측자료 기반의 다목적댐 가뭄대응 저수지 운영기준은 미래 기후변화에 따른 용수공급 안정성 확보에 어려움이 있을 것으로 예상되며, 기후변화 시나리오를 반영한 가뭄대응 운영기준 개발이 필요한 것으로 분석되었다.
