Globally, the medical field is growing very fast with technology development and convergence with ICT technology, and Precision Medicine using personal health information, genetic information, and clinical information is growing into a next-generation medical industry. Since Precision Medicine deals with individual health and life, the issues of personal information protection and health and medical information protection are emerging.Accordingly, this paper presents security improvements by domestic and foreign standards, laws, and systems in the cloud and medical field, and proposes a plan to protect healthcare and medicine information protection for safe Precision Medicine.

우리나라는 그동안 급속한 경제성장의 결과 국민들의 경제사회 생활이 향상됨에 따라 건강에 대한 국민의 관심이 고조되었고, 보건의료를 비롯한 복지욕구도 해마다 증대되어 왔다. 이러한 국민적 욕구에 부응하여 정부는 2000연대를 향한 기초사업을 이미 제사차경제개발 5개년 계획시부터 사회개발정책의 일환으로 시작 하였으며 금년부터 시행하고 있는 제6차 계획 가운데 사회개발정책의 주요과제의 하나로서 국민보건의료의 확충사업을 채택하여 경제성장의 혜택을 모든 국민계층에 형평되게 배분함으로써 국민건강증진을 통한 복지사회 구현을 도모하도록 하고 있다.

지난 '95년 12. 9(토) 오전 9시-13시에 서울팔래스 호텔 12층에서는 새로운 건강진단 제도 개선을 위한 전문가 회의가 개최되었다. 이 회의는 일반건강진단업무가 노동부에서 보건복지부 보건예방 사업으로 이관됨에 따라 일반검진이 의료보험법에 의해 의료보험단체가 주관케되었고 특수검진은 산안법에 따라 시행되어 근로자 건강관리체계가 이원화되었던 첫해를 보내면서 근로자 및 산업보건 관계자들로부터 보완의 필요성이 요구됨에 따라 보다 더 현실적이고 효율적인 제도를 마련하여 '96년도 건강진단시책에 반영코자 개최되었다. 이에 본지에서는 이 회의에서 각 전문가들이 제시한 의견들을 요약해서 게제하고자 한다.

This research is based upon the nursing statistical data published by the Institute of Nursing Policy in 2007, on behalf of Korea nursing association. We analyzed the problems on the healthcare human resources supply in Korea. We suggest that a solution is to adopt immigration policy for foreign workforce employment. The result of the research shows that more than 1,000 nurses are registrated every year except for 2004, according to the yearly status of healthcare jobs. The variance of doctors' registration was quite significant. Compared to 750 registrations in 2004, 4000 doctors were registered in 2002. The healthcare accounts for the property of citizens in terms, which represents the health and lives of everyone, so the country must take all measures to supply the healthcare services in need. Focusing on the underdeveloped region where it is difficult to approach the medical services, the foreign workforce could be added into the healthcare profession field. We conclude that employing foreign healthcare professionals will contribute to the improvement of lives in those people living in underdeveloped region, as well as unity of the local community.

지난 5월 11일 한국국제보건의료재단(KOFIH)이 개최한 제1회 해외보건의료 우수사례 공모전에서 가톨릭대학교 성의교정 해외의료지원단이 대상의 수상을 차지했다. 가톨릭대 해외의료지원단은 2004년 3월부터 몽골 울란바토르에 설립한 상설 무료진료소 '성 메리 클리닉(St. Mary's Clinic)'을 운영하고 있는데 이는 해외의료봉사의 롤모델로 평가받고 있다. 가톨릭대 해외의료 지원단과 성 메리 클리닉을 만나본다.

The Medical Service Act of Korea describes a clinic as providing services primarily to outpatients, while a large general hospital provides specialized medical services requiring a high level of expertise for treating serious diseases. The portion of medical revenue for clinics has been decreasing gradually compared with large hospitals. This article proposes two fundamental medical policies to fix the distorted medical delivery system of Korea. Firstly, uniform additional medical remuneration rates based on the type of medial institution should be divided into outpatient additional rates and inpatient additional rates. Secondly, to normalize the function of clinics and large general hospitals, an outpatient medical target budget system should be introduced. Finally, to properly implement the proposal, it is important to establish healthcare policy-making governance. The success of policy implementation strongly depends on the participation and incentives of the government, suppliers, and patients. Healthcare policy-making governance must be designed to encompass this fact and improve quality of care.

지금까지 한국의 의료제도 운영은 기본적으로 자유 경쟁체제(laisser-faire system)를 근간으로 발전되어왔으며 보건의료인력의 수요와 공급 역시 이에 따라 무계획적으로 이루어져 왔다. 또한 1970년대에 급격한 경제성장을 이룩한 우리나라는 국민소득이 늘어 생활수준 역시 높아졌으며, 정부의 정책목표도 복지사회건설에 비중을 둠으로써 정부는 국민건강과 직결된 의료보장정책에 심혈을 기울이게 되었다.

u-Healthcare 활성화의 필요성이 꾸준히 제시되어 왔으나, 아직까지 이해자들의 공감대를 이끌어 낼 수 있는 개념정립 및 분류체계가 미비한 실정이다. 새로운 서비스 영역인 u-Healthcare 분야 산업 발전을 위해서는 정책적 전략과 제도적 정비 등의 기반조성이 필요하며, 이에 앞서 명확한 개념 정의와 영역 범주화의 필요성이 제기되고 있다. 본 연구에서는 ubiquitous computing 속성에 대한 이해를 통해 u-Health 환경과 u-Healthcare를 정의하며, 보건의료적 접근에 의한 분류를 통해 보건의료서비스에의 적용가능 분야를 제시하고자 한다.

정보통신기술의 발전과 생산되는 데이터의 양적 증가에 따라 빅데이터에 대한 관심이 증대되고 있다. 빅데이터(Big Data)란 기존 데이터베이스의 데이터 저장 관리 분석 능력을 초과하는 다양한 형식을 가진 대량의 데이터를 의미한다. 여러 분야에서 빅데이터가 생성, 분석, 활용되고 있는데, 특히 보건의료 및 바이오 분야에서의 빅데이터 분석은 사회경제적으로 큰 영향력을 발휘할 수 있기 때문에 크게 주목 받고 있다. 본 연구에서는 보건의료 분야에서 생성되는 데이터의 특징과 빅데이터 분석 프로세스에 대해서 조사하였고, 국내 외 빅데이터 정책 및 활용사례를 분석하였다. 그리고 현재의 빅데이터 활용 장벽을 극복할 수 있는 몇 가지 전략을 제시하였다. 대량의 데이터에서 유용한 정보를 생성해내는 빅데이터 분석 기술은 보건의료 및 바이오 분야에서 국가경쟁력을 향상시키는 중요한 기반이 될 것이다.

일상생활에서도 불편함을 겪는 시각 장애인들을 위해 기초적인 생활을 보완할 수 있는 음성인식 다용도 계량기를 개발하고자 하였다. 본 제품은 API를 통해 저울의 측정값을 한국어 음성으로 변환하여 출력하는 음성 저울과 음성인식을 통해 슬라이드 포트로 정수기를 제어하는 작동 기기로 구성되어 있다. 현재 음성인식 다용도 계량기 개발을 완료했으며, Web, APP 등의 개선 방안을 연구 및 적용하는 중에 있다. 본 계량기를 통하여 시각장애인·시력저하자의 일상생활 및 삶의 질 향상뿐만 아니라 병원 등의 공공시설 개선에도 도움을 줄 수 있을 것으로 기대된다.
