The UAV(Unmanned Aerial Vehicle, Drone) technology has been undergoing rapid progress, accompanied with a growth in the market. However, domestic industry standards and technology lag behind such progress happening on the international scene, and in particular in developed countries. Related regulations are also deemed lacking to address the issues that arise with such developments. Meanwhile, as the rise of UAV technology is a fairly recent phenomenon, the gap between Korea and developed countries is not too big. As this technology has high relevance to information and communication technologies, it also offers ample leeway for Korea to catch up in the field of UAV. As such, this paper seeks to provide a survey of the overall technology, market and regulations concerning UAV to identify possible measures on how to address any issues that may arise through proper policies. Due to the progress made in the field of UAV technology and increased penetration rate, striking a right balance between putting in place a proper regulatory system and establishing policies that foster growth in the field has risen as a very important issue. While the importance of establishing a legal system that helps prevent possible risks is indeed important, it must also be acknowledged that excessive regulation can also hinder technological progress. This, in turn would stagnate the market and dampen the entrepreneurial spirit in the society. In the case of new, practical technologies such as UAV, a prompt establishment of regulatory systems and policy measures in terms of policies is a requisite. In brief, in order to promote progress in the UAV industry and at the same time, for public safety and the protection of privacy, there should be an appropriate level on the easing and tightening of the regulation.

The purpose of this paper is to provide a suggestion regarding how to make systematically improve the evacuation facilities of the cinema which is a large indoor space and utilizing by a numerous people. For the first, as a method of study, an analyzed on researching documentary recorders which are concerned with building codes regarding the evacuation facilities of cinema is made, and Secondary, carried out a survey of questionnaire for finding what the most audiences' idea regarding evacuation facilities of the cinema while they are utilizing the facilities, and analyzed the information. In the focus of the users, the result of analyzation reveals that as the item of practical facilities such as width and number of exit ways from viewer seats, width of corridors are highly suggested to improve practical system.

New institutionalism is one of the research perspective, explaining political, economic, social phenomena through institutions. It is seeking more accurate diagnosis and solution of societal problem. What is good media for community? And how it should be operate? These questions are related to design and improvement of media system. Now we need to better approaching method for higher explanatory power about media institutions. From this context, the purpose of this study is exploring application of new institutionalism to media system. The major findings are as follow: At first, the new institutionalistl approaches can be apply the research fields of media policy/law and media organizations. Two, we suggest main research questions and research methods to each of that. This study has implication as more systematic and integrated approach to the research fields of media institution.

This study reviews urban infrastructure and housing management in Kuwait to establish a strategy for going abroad in an urban management sector after the construction of the Kuwait New Town. This study reviews legal systems and governance related to urban infrastructure and housing management as well, offering implications that are collated from international and Korean case studies. By doing so, this paper proposes a governance structure for urban infrastructure and housing management along with key agendas for local institutional improvements. This study suggests that the establishment of a legal system equivalent to the Korean Multi-family Housing Management Act is a key to institutional improvements. The (tentatively entitled) 'Housing Management Act' is proposed to specify the scope and the ways of management in mandatory management subject to local conditions. The direction of going abroad, such as the management scope and the implementation system, discussed in this study can be used as a reference when expanding into other countries in the Middle East that have similar institutional environments to Kuwait in urban infrastructure and housing management.

Due to the Covid-19 Pandemic, the world is facing the most serious crisis since the Great Depression, and is facing a new paradigm of the Untact era. Korea has also announced various policies and legal systems, including the 'Korean version of the New Deal', but it is conflicting between the use of information and the protection of information. In this paper, we derive thresholds by analyzing policies, statutes and technologies in the public cloud. Based on this, we propose to introduce the "Building a Nationwide Public Virtual Machine" as a key task to secure the next-generation national growth engine so that all citizens can use digital services in a secure and reliable environment with equal access to information. Through this, all citizens can use various digital new technology services only with low-priced and low-specification terminals, and by establishing a dedicated center for information protection, we want to respond to rapidly increasing security threats. It also points out that the domestic cloud-related legal system only emphasizes the use of information while overlooking the importance of security, and suggests the right direction for the legal system to move forward.

A digital map of 1/5,000 scale provides basic information to be utilized in various businesses, such as in land management, urban information system of a local government, navigation of private sectors and others. 1/5,000 digital map, which contains information of the entire land of South Korea, is performed as a national fundamental map, however, comparing to 1,000 digital map, it has some difficulties in terms of positional accuracy and attribute data for applying in urban areas. Also, since the paradigm of spatial information services has been changed, more accurate positional information and rich attribute information are required for the government businesses and private map services. Particularly, demands for the high precision spatial information based on large-scale digital map is increasing in facility managements due to rapid changes in urban areas and various spatial analyses. For those reasons, this study proposes how to apply and use precise spatial information based on 1/1,000 digital. Firstly, an analysis of legal system related to large-scale digital map and spatial information is conducted in the research. Afterwards, the ways are suggested to improve systematical utilizations of 1/1,000 digital map. We also define existing applications of spatial information in public and private sector, and recommend methodology that can be utilized high precision spatial information.

대북투자(對北投資)는 남북경제(南北經濟)의 동질화(同質化)를 촉진시켜 궁극적으로 경제통합(經濟統合)에 기여할 뿐만 아니라 남북한(南北韓) 산업구조조정(産業構造調整) 문제(問題)의 해결에 활용함으로써 남북한 모두에게 큰 도움을 줄 수 있다. 북한(北韓)은 언젠가는 반드시 진출하여야 하는 숙명적(宿命的)인 시장(市場)이라는 점에서 전략적(戰略的) 투자가치(投資價値)가 크며, 비교적 양질(良質)의 저렴한 노동력(勞動力)과 최근 지속되고 있는 투자법제(投資法制)의 개선노력(改善努力) 등을 감안할 때 상당한 투자매력이 있다. 그러나 시장성(市場性)의 제약(制約), 열악(劣惡)한 사회간접자본(社會間接資本), 체제경직성(體制硬直性)에 기인한 기업경영(企業經營) 불안정(不安定) 등 투자위험(投資危險)도 매우 크므로 투자위험을 최소화하면서 남북경제의 동질화에 기여할 수 있는 투자방안(投資方案)을 모색하여야 할 것이다.

국토를 효율적으로 관리하고 이용하기 위한 다양한 방안들이 모색되고 있으며, 공중모니터링체계 구축방안에 관한 논의도 이러한 맥락에서 추진되고 있다. 본 연구는 국토모니터링체계 구축이라는 큰 틀에서 공중플랫폼을 이용한 모니터링체계인 공중모니터링체계를 구축하기 위해 고려되어야 할 요인들을 도출하는 것이다. 관련 기술의 개발과 활용 그리고 이를 적용한 공중모니터링체계의 구축 및 운영이 효율적으로 추진될 수 있도록 제반사항을 마련한다는 측면에서 본 연구에서 선행연구검토와 기술동향 및 적용사례, 그리고 관련 기관의 요구사항조사를 실시하였다. 이를 통해 도출된 연구결과는 지상, 지하, 공중부문이 상호 연계되는 통합적인 공중모니터링체계 구축, 공중모니터링분야의 전문 인력양성, 공중모니터링자료(위성영상, 항공사진 등)의 공유 및 유통체계 마련, 공중모니터링체계를 구축하고 관리 운영 할 전담기구 설립, 실시간 공중모니터링체계의 구축, 공중모니터링체계의 구축 및 관리 운영을 지원할 수 있는 관련 법제도의 개선, 지속적인 관련기술의 연구개발 지원 등이 필요하다.

WiFi는 무선인터넷 접속(Wireless LAN) 방식의 하나로서 이동성, 설치용이성, 유연성 등으로 인하여 널리 사용되고 있다. 더욱이 기존 다양한 디지털 기기들이 WiFi 기반의 application을 탑재하여 각종 온라인 콘텐츠를 이용할 수 있게 하면서 점차 보편적인 인터넷 접속수단으로서 변모하고 있는 상황이다. WiFi의 편리성으로 인하여 기업, 공공기관, 교육기관 등에서 네트워크 구축에 WiFi를 사용하는데 그 추세가 개인부문에서 기업부문으로 확산되고 있다. 하지만 유선인터넷이 케이블이라는 매체를 통해 연결되어 외부와 차폐된데 비해 WiFi는 주파수를 매개로하기 때문에 네트워크 접근이 용이하며 이로인해 보안이 취약해 질 수 있다는 것이다. 이로 인하여 일명 워드라이빙(war driving)이라 불리는 서비스의 무단사용뿐만 아니라 악의를 가진 네트워크 침입이 가능해져 개인정보나 사유재산이 침해 가능성이 높다고 할 수 있다. 이에 본 연구에서는 해외의 WiFi의 보안관련 법제도를 살펴보고 이로부터 국내 WiFi보안을 위한 대안을 제시하고자 한다.
