지난 수십년간 소방 분야의 연구의 결과로 말미암아, 오늘날 선진국에서는 종래의 법규에 의한 규제 일변도의 소방 설계에서 탈피하여 화재의 성상을 공학적으로 분석하여 그 결과를 설계에 적용하는 "실행위주의 소방설계(performance: based fire protection design)"를 이미 시도하고 있다. 우리나라에서도 법규 적용이 어려운 새로운 공간에 대해서 화재 시뮬레이션을 통한 방재 성능 평가를 이미 적용하고 있으나, 아직 법적인 근거가 마련되지 않고 있고, 교육 전파가 되지 않고 있어서, 대부분 관련 종사자들에게는 생소하게 여겨지고 있는 실정이다. 본 고에서는 실행위주의 소방설계를 소개하고, 화재의 공학적 분석 및 우리나라의 실정, 그리고 앞으로의 방향에 대하여 설명하고자 한다.

이 연구에서는 국내 재난문자와 미국 WEA의 법령과 표준의 관계를 비교하였다. 국내 재난문자 재난 및 안전관리 기본법을 상위법으로 두는 법령이 있으나 기술적 내용은 대부분 민간 표준단체(TTA)의 표준으로만 제정되어 있다. 따라서 이동통신사와 단말기 제조사는 의무적으로 준수해야 하는 법적 근거가 없다. 한편, 미국은 WEA 연방 규칙에서 기술적 내용을 포함하고 있어서 이동통신사와 단말기 제조사는 의무적으로 해당 내용을 준수해야 한다. 이에, 국내는 이동통신사와 단말기 기종별로 재난문자 서비스의 차이가 발생하고 있지만 미국에서는 이러한 차이를 발견하기 어렵다.

자율운항선박의 상용화 및 운항을 위한 기술 인증기준, 운항 법적 근거, 보험제도를 마련하고 국제기구의 효과적인 대응전략을 개발하여 자율운항선박 도입의 기반 마련하기 위하여 자율운항선박 국제표준화기술개발 과제가 수행되고 있다. 본 연구에서는 자율운항선박의 기술이 개발되어 국제해사기구(IMO)의 의제화가 되는 절차와 국제표준화기구(ISO, IEC 등)의 표준개발이 완료되기까지 하나의 협력체계로서 효율적으로 완성이 되기까지의 일련의 과정을 보인다. 특히 수립된 협력체계가 체계적이고 효율적으로 운영 되도록 중장기적 관점에서 전략을 수립하고 개발된 기술이 산업계까지 연결되어 활성화 되도록 하는 플랫폼의 구축과 운영에 관하여 제안하고자 한다.

IMO 해사안전위원회(MSC) 106차 회의를 통해 해상산업활동을 목적으로 이송되거나 수용되는 모든 탑승자는 운항 및 작업환경의 유해 위험요인에 대비할 수 있도록 승선하기 전 안전교육을 의무화 하는 내용이 SOLAS 협약 제 15장 IP Code라는 이름으로 제정되어 채택되었다. 이에 근거하여, 산업인력이 받아야 하는 교육내용 및 교육 미 수료자(미 자격 산업인력)에 대한 선장의 승선 거부에 대한 규정 등 이동 협약에 반영되어 있다. IP Code라고 지칭되는 동 협약은, '24년 7월부로 발효 예정이기에 그 전까지 해당 선박을 승선하는 산업인력을 위한 안전교육이 개설되어 운영되어야 한다. 해당 교육과 관련된 법적 요건 및 기존에 시행되고 있는 안전교육의 검토 등을 통해 동 교육 커리큘럼의 구성과 운영 방안을 제안하고자 한다.

IMO는 해상사이버보안 관리기준을 제정하여 2021년부터 ISM code에 따른 선박안전관리 지침 상 사이버보안 관리방안의 반영을 권고하였다. 이에 따라 선박에 대한 사이버보안 관리지침 또는 계획서 등이 선박회사별로 개발되어 적용되어 오고 있으나 명확한 법적 근거 및 표준이 부재하여 선박회사별 차이가 발생하고 있다. 본 연구는 국내 선사들의 사이버보안 계획서를 BIMCO, NIST 등의 Guideline과 Framework 기반으로 비교하여 선사별 사이버보안 대응을 위한 선내조직 및 역할과 책임, 비상 시 대응방안을 비교하였다. 비교 결과를 기반으로 차이점과 개선점 식별을 통해 실효성 있는 사이버보안계획서 수립 및 대응조직 구성 방안제시를 연구목적으로 설정하여 수행하였다.

그간 Venture Debt은 벤처기업의 스케일업을 촉진하는 수단으로 인식되어 왔으나, 경기하강 국면에서는 투자유치가 여의치 않은 벤처기업에 유동성을 제공하는 자금공급수단으로서의 중요성이 부각된다. 한편, 2023년 3월 SVB의 파산으로 Venture Debt 취급기관의 지속가능성에 대한 우려가 부각되었다. 이에 본 연구에서는 대출재원의 지속가능성을 염두에 두고, 경기침체기 대안적 자금 공급수단으로서 Venture Debt 활성화방안을 연구하였다. 선행연구들은 주로 전통적 Venture Debt을 분석대상으로 하였으나, 본 연구에서는 벤처생태계의 성장과 경기사이클 변화에 따라 다양해지고 있는 Venture Debt을 유형별로 분석하였다. Venture Debt 유형을 전통적, Growth형, 유동성 지원형으로 구분하고, 각각 SVB, EIB(유럽투자은행), 해외 벤처유동성 지원사례를 중심으로 구조적 특징과 차이점을 분석하였고, 직접대출방식과 BDC 등 간접대출방식을 비교 분석하였다. 이와 함께, 경제성, 시장성, 대출재원 확보가능성 차원에서 국내 도입환경에 대한 실무적·법률적 검토를 병행하였다. 본 연구에서는 국내 활성화방안으로 채권형 BDC 활성화를 통한 민간재원 활용, 벤처전용 유동성지원 프로그램 마련, 제2데스밸리 극복을 위한 Growth형 벤처대출 도입, 독립형 워런트 발행을 위한 법적 근거 마련 등을 제안한다.

본 논문에서는 국방 재난관리 기능연속성 유지를 위한 재난전문부대 육성에 관한 정책적 접근을 위한 접목 가능성을 도출하였다. 국방 재난관리는 국가안보 개념의 확대 추세와 더불어 지상군의 기본임무로 인식 포괄적이고도 엄밀한 군사활동으로 이해되어 왔으나 단순한 대민지원성격의 재난관리기능은 여전히 법적, 정책적 근거가 미흡한 가운데 자발적, 산발적으로 이루어지고 있다. 국방개혁 2030의 작전상황에 부합되는 정보·과학기술군으로의 전력 구조를 정예화하고 있는 상항속에서 군의 재난 지원부대 임무를 기본임무화에 부합된 재난전문부대를 육성하여 국민과 함께 하는 군 육성을 완성하고 국가의 재난관리 체계 개선과 국방 재난관리 기능연속성을 유지하여야 한다,

In this research, in order to more concretely define the concept of the previously vaguely defined fire road, the authors propose new terminology called disaster prevention routes. These are defined as predefined access routes for the quick response to disaster areas. For this, the authors suggest selection techniques for disaster prevention routes considering characteristics of fire trucks and selected areas. The paper also includes legally-based ideas for the executive departments with exclusive responsibility for continuous management and supervision of disaster response. In addition, a case study is performed with a virtual scenario including the outbreak of fire in one borough of Seoul. This case study shows that the damage can be decreased by prompt access of fire trucks. The establishment of predefined access routes to disaster areas can help to protect citizens with more rapid response by emergency crews. Indirect benefits also include reduced congestion of roads through the prohibition of parking and stopping on the chosen roads.

This study focuses on the fact that intrinsic motivation which becomes the force to promote narrative is reinforced as a polyphonic structure through the psychodynamics of fear and desire internalized in a character, and from this perspective, it analyzes character rising strategies shown in Pixar's movie, . To verify fear and desire of a character, this study uses Enneagram personality types theory as the frame of analysis and reaches the following conclusions: (1) The main character, Carl's emotion originated from fear and desire was metaphorized as Muntz and Russell each, so the inside psychodynamics and the outer event visualizing it are set as contrapuntal composition. (2) However, inversely to the enhancement of Carl's polyphonicity, that excellent strategy works as the limit that restricts the psychodynamics of Muntz and Russell to a certain range. Lastly, it is expected that this study will be suggested as a sort of methodology about character rising strategies as turned into the database to which the result of follow-up research will be added, too.

The Industry-Academia Technology Holding Company has been established and operated in universities for supporting technology transfer and promoting commercialization since 2008. In the meantime, necessity for operating and methods for vitalizing of the Industry-Academia Technology Holding Company, reviews for legal and institutional requirements and case studies have been performed in various ways. However, a comprehensive actual survey for overall operation of the Industry-Academia Technology Holding Company was insufficient for researchers of universities who were participating in National R&D programs and the projects for the S&T policy. In particular, this is the very time for an interim and overall review now that it has been 5 years since the Industry-Academia Technology Holding Company was introduced. Accordingly, the comprehensive surveys and interviews were conducted on the status of driving the project by the Industry-Academia Technology Holding Company in this study. Based on this analysis result, we have suggested the improvement of Industry-Academia Technology Holding Company in three different ways - (1) expanding the basement of technological business development in universities (2) improving legal and institutional support system, and (3) expanding elites of organizations and securing responsibilities.
