The Urban Planning Information System is the core system in urban planning field which should operate at the national level of network, and requires a close inspection from the initial level of development. Therefore, this study analyzes international standards, domestic laws, preceding plans, as well as the standard system established in 2008, in order to identify the problems and propose directions for the future direction of the Urban Planning Information System. Suggestions from this study can be summarized as follows: (1) to take initiatives to create standards for the development of the Urban Planning Information System, followed by the establishment as international standards, (2) to have the system developed as an open structure, and (3) to comply w ith the preceding plans of related national GIS system to enable integration.

As various measures of law observance obligations such as mandatory obligation of privacy impact assessment (PIA) for public institutions and authorization of information security management system (ISMS) are put into practice, increase in demand for information security consulting and securement of information security consultants are emerging as a major issue. The purpose of this study is to empirically investigate what core competencies information security consultants should possess and how much they actually possess them. By analyzing the differences in perception between practitioners and managers on core competencies, this study understands difference of views between the two groups and suggests ideas for cultivation of information security consultants.

Digital library in knowledge-information-based society of the 21st century should develop legally various digital information resources in order to provide information services to users. This study analyzes and examines in detail the related provisions of copyright law relating to the development of digital information resources(digitalized works, electronic books, electronic journals, electronic reserve materials etc.). This study also points out the problems of the current Copyright Act and proposed Copyright Act of Korea. And it suggests necessary measures and improved plans to promote the development of digital information resources.

최근 증가하고 있는 인터넷 및 기타 네트워크 시스템에 대한 위협은 그 공격의 목적과 기법, 피해의 종류가 늘어남에 따라 효과적인 대응책으로 단순한 기술적 접근 이외에 법률 및 심리, 사회 공학적 접근의 결합적인 대처방안이 강구되어야 할 것이다. 이를 효과적으로 보조할 수 있는 시스템이 Honeypot이다. 하지만 Honeypot 자체는 공격의 위협을 그 즉시 막는데는 별다른 능력이 없기 때문에 Honeypot 시스템의 의도대로 공격자가 속지 않거나 Honeypot의 정보가 다른 보안 도구와 보안 정책 갱신에 이용되기 이전의 공격에 대해서는 취약점을 가지고 있다. 이에 따라 본 논문에서는 기존의 Honeypot이 설치된 시스템의 효과적 활용을 위해 신경망 이론에 기반한 침입 탐지 모듈을 연동하며 이를 통해 초기 공격에 대한 Honeypot 시스템 보호, Honeypot 시스템이 활성화 된 다음의 상호 연동 효과 및 향후 과제 등을 기술한다. 또한 이에 대한 보다 확실한 접근을 위해 Honeypot 시스템을 통해 DDoS를 방어하도록 제안되었던 시스템의 취약점과 이를 효과적으로 해결할 수 있는 방법을 제안한다.

한극 문서의 자동 띄어쓰기는 웹 문서와 검색 질의어, 법률안 제목, 문자 메시지 등에서 띄어쓰지 않은 문장에 대해 자동으로 공백을 삽입해 주는 기능이다. 기존의 자동 띄어쓰기 기법은 각 문자 경계마다 공백 삽입 일치도를 비교하는 방식으로 평가되었으나, 실제 응용 시스템에서는 어절 인식 정확률이 높고, 공백의 과생성 오류가 적으며, 바이그램 데이터 크기가 작아야 한다. 본 논문에서는 이러한 요구 조건에 따라 새로운 평가 기준을 제시하고, 이에 따라 기존 방법보다 바이그램 데이터 크기가 매우 작고, 정확률이 높은 자동 띄어씌기 방법을 제안하였다.

한국어 문서중 신문이나 시사지, 법률관련문서, 경제학관련문서, 국문학관련문서와 같은 전문분야 문서에는 한글, 한자, 영어, 문장부호와 같은 기호들의 결합으로 이루어지면서 하나의 뜻으로 나타내는 "의미적 한 단어"가 많이 존재한다. 이러한 단어들은 이를 고려하지 못한 형태소 분석기의 분석률을 감소시키고, 오분석율을 증가시킨다. 본 논문은 "의미적 한 단어"의 유형과 분석과정에 따른 유형을 분류하였으며 그에 적합한 형태소 분석기법을 제시하였다. 유형 분류과 제사된 형태소 분석기법으로 구현된 형태소 분석기는 기존의 형태소 분석기보다 분석률이 증가되었으며 오분석률은 감소되었다.

In the face of this bewildering array of approaches to the problem, in 1997, the National Conference of Commissioners on Uniform State Laws (NCCUSL) undertook to produce a new uniform law that would bring some order and consistency to state legislation in this area. The NCCUSL drafting committee worked on a highly expedited drafting schedule, and a completed draft of UETA was finalized and approved ill July 1999.15.

지난 8월 16일에서 24일까지 영국 글래스고에서 개최된 제68차 국제도서관협회연맹 대회 총회에서는 '도서관, 정보서비스 기관, 지적 자유에 관한 글래스고 선언(The Glasgow Declaration Libraries, Information Services and Intellectual Freedom, 원문은 http://www.ifla.org/faife/policy/iflastat/gldeclar-e.html 참조)'과 'IFLA 인터넷 설명서(The IFLA Internet Manifesto, 원문은 http://www.ifla.org/III/misc/internetmanif.htm 참조)'가 채택되었다. 이 같은 성명의 체택은 도서관ㆍ정보분야에서 지적자유에 관해 국제적 합의를 명확히 하고 이해와 협력을 구하기 위한 것으로 지난 해 발생한 미국 9.11테러 사태 이후 일어나고 있는 일련의 조치에 (국민의 기본권을 제한할 수 있는 법률의 제정 등) 대한 도서관계의 능동적인 대응이라는 의미가 크다. 국내 도서관인에게 참고가 될 만한 자료라 생각되어 '도서관문화' 편집실에서 이를 번역하여 게재코자 한다.

한국데이터베이스진흥센터가 주관하는 2004년 제1차 공공기관 우수 데이터베이스(DB) 시상식이 지난달 20일 한국관광공사빌딩 지하 강당에서 개최됐다. 지난해 통계∙기상∙기업∙법률∙특허 등 5개 분야 DB 10종을 우수DB로 선정한 한국데이터베이스진흥센터는 올해 공공기관 DB를 대상으로 우수DB 6종을 선정했다. 이번에 선정된 공공기관 우수DB 6종은 재정경제부, 문화관광부, 산업자원부, 건설교통부와 산하 공 공기관에서 운영하고 있는 데이터베이스 가운데 건설교통, 경제산업, 문화예술 등 3개 분야에서 품질이 우수한 각 2종씩의 DB가 선정됐다. 건설∙교통 분야에서는 한국도로공사의‘로드플러스’와 건설교통부의‘건설교통종합정보센터’가 선정됐고, 경제∙산업 분야에서는 조달청의‘나라장터’와 한국은행의‘경제통계시스템’, 문화∙예술 분야에서는 한국관광공사의‘Visit Korea’와 문화재청의‘국가문화유산종합정보서비스’가 선정됐다. 한국데이터베이스진흥센터는 올 11월경 정보통신, 교육학술, 과학기술분야를 대상으로 제2차 우수 DB를 선정할 계획이며, 자세한 내용은 데이터베이스품질평가센터(www.dbq.or.kr)에서 소개하고 있다.

법원도서관이 발간하는 판례공보를 기반으로 판결문 자동요약을 위한 학습 데이터들이 구축되고 있다. 그런데 판결문 요약에서는 뉴스 요약과는 달리 추출요약과 생성요약 방식이 함께 사용되는 특수성이 있고, 이러한 특수성 때문에 현재 판결문 요약 데이터셋이 요약 프로그램의 성능 향상을 이끌지 못하고 있다고 생각된다. 따라서 법률가들이 판결문을 요약하는 방식을 반영하여, 추출요약 방식으로 작성된 판결요지와 생성요약 방식으로 작성된 판결요지를 분리해서 요약 데이터셋을 만들 필요가 있다. 추출요약과 생성요약에 관한 데이터셋을 따로 구축하기 위해서는 판례공보의 판결요지를 추출요약과 생성요약으로 분류하는 작업이 필요한데, 감성 분석에 사용되는 알고리즘이 판결요지의 분류 작업에 응용될 수 있다는 것을 실험 결과로 알 수 있었다.
