개정된 건설산업기본법에 공사계약 및 시공 과정에서 부정 행위를 한 건설업자에게 불이익을 주는 기준을 명확히 했다. 건설회사가 감독 · 주의 의무를 게을리 하지 않은 이상 행정처분의 대상이 되지 않는다는 내용도 포함돼 있다. 이번에는 새로 도입된 건산법 규정의 의미에 관해서 소개한다.

Among 28 land Categories, 'road' is that most frequently established or transformed. Like that of other 27 land categories, the boundary of road should be defined by boundary making principles and then fixed by cadastral laws. But, some criteria to determine the land boundary, especially in boundary making rule which can be used by geographical features, is confused partly in Land Use Planning stages. Because the purpose of making any rules in fixing road boundary may be misinterpreted, the gap between law and real land boundary can be occurred. Those related rules in determining the land boundary must be improved urgently. Cut surface' or 'slope' should be conformed as a legal term and I suggest that 'Structures' must be changed to 'geographical features'.

Block system has been used to protect trains from occupying the same section of track at the same time so that only one train is permitted in each block at a time. Domestic driving regulations on the block system is divided into two classifications, such as regular block and substitute block. If it is impossible to use this regulation, the block applied method can be applied. However, domestic urban railway administrator has established his own operation rule within the regulation. Therefore, in order to assure continuous safety of train in operation, it is necessary to strengthen the regulation as can cope with the various block systems. In this study, domestic urban railway administration's own rules are examined and the appropriate driving regulation on the block system is proposed.

This study starts from the awareness that 'rebellious communication' is still being regulated in various ways even though 'rebellious communication' was declared unconstitutional in a decision by the Constitutional Court in 2002. The meaning of 'rebellious' has been amplified and transformed at various points through the censorship systems established during the Japanese colonial era, the US military period, and the regime of Park Jung-hee. In particular, 'rebellious communication' is regulated to protect 'national security' and 'social customs' from the perspective of power. This study analyzed discourses containing judgement about the Park Jung-geun case and the violation of the National Security Law using retweet accounts or posts related to North Korea. This study explores the genealogy of 'rebellious communication' based on its relationship to the characteristics of Twitter and specific individuals.

Legal deposit is a system that a person who publishes in the country a work shall deposit a certain copies of publications in designated libraries or institutions in order to preserve and transfer national knowledge and culture heritage. Under "Libraries Act" and "National Assembly Library Act", depositors shall present books to the Library and the Library shall properly compensate him/her for such copies presented. This study focuses on presentation and proper compensation of books. This study has reviewed laws and regulations about them in major countries and our country, and analyzed the current status and some problems of our country. This study has analyzed the constitutionality of legal deposit, the refusal of copies presented, and the meaning of proper compensation through analyzing cases on legal deposit. Based on these analyses, it has proposed the modification of regulations on presentation and proper compensation of books, the establishment of specific rules on proper compensation, and the penalties on unfair presentation.
