본 연구는 현재 유비쿼터스 IT 분야에서 선도적인 위치를 점유하고 있는 미국과 EU의유비쿼터스 IT 관련 연구개발을 포함한 제반 추진 동향을 분석하여, 이를 바탕으로 향후 우리나라가 유비쿼터스 IT 분야에서 선도 국가로 발돋움하기 위한 새로운 국가정보화 전략을 도출하는 데 있어 유용한 시사점을 도출하고자 하는 데 그 목적이 있다. 미국과 EU의 유비쿼터스 IT 추진 동향을 분석해 본 결과, 다음과 같은 시사점을 발견할수 있었다. 첫째, 자국의 발전과 경쟁력 확보를 위하여 향후 도래할 유비쿼터스 IT 시대를 대비한 체계적인 준비를 하고 있다는 점이다. 둘째, 유비쿼터스 IT 정책 수립 및연구 개발을 함에 있어서 범부처적 추진체계를 구성하여 유기적인 협력관계를 구축하고 있다는 점이다. 셋째, 기존의 공급자 기반의 기술적 접근뿐만 아니라 수요자 기반의과제해결적 접근을 동시에 모색하고 있다는 점이다.

국가R&D사업을 수행하는 17 개 부처 청과 연계를 통해 국가R&D정보를 종합 서비스하는 국가과학기술지식정보서비스(NTIS)는 과학기술분야 정부3.0 실현을 위해 범부처 과제신청 원스톱서비스를 구축중이다. NTIS를 통해 한 곳에서 R&D 과제공고 확인부터 과제신청까지 가능한 통합 창구를 제공함으로써 연구자 친화적인 연구개발 환경 조성이 목적이다. 법부처 과제신청 원스톱서비스와 부처 전문기관 연구과제관리시스템 간 로그인 연동을 위해 도출되었던 이슈와 해결방안을 공유하고자 한다.

최근 국가R&D 효율성 제고를 위하여 연구관리 강화를 위한 노력들이 매우 중요하게 인식되고 있다. 국가과학기술지식정보서비스(NTIS)는 R&D 효율성 강화를 위한 국가R&D정보 지식 포털로 자리매김하고 있다. 본 연구에서는 한국의 NTIS와 일본 문부과학성이 운영하는 부처공동연구개발관리시스템(e-Rad)을 연구관리 측면에서 비교 분석하고, 특히 연구자 편의성을 제고하는 관점에서의 연구관리 효율화를 위해 범부처적으로 공동활용이 가능한 서비스 요소들을 도출한다. 이를 바탕으로 향후 NTIS 개선방향에 대한 시사점을 분석한다.

Recently, the establishment of the Special Act on National Research and Development(tentatively named) has been discussed with the aim of providing a legal basis for the comprehensive management of national research and development programs, which have thus far been independently implemented by government ministries. This paper analyzes the legislative process of the Framework Act on Science and Technology(hereafter, the "Framework Act") introduced for a similar purpose in 2001. By examining who had proposed various versions of the legislation prior to the enactment of the Framework Act, and which draft bill was derived ultimately through controversies, this paper will present the following two arguments: First, the obsession with a single regulation that can be applicable to all national research and development programs may lead to unintended consequences, given that the history of national research and development programs, each of which has been implemented by different government ministries, is quite long. Second, the Framework Act has an impact to date while it consistently internalizes the very unique orientations, as the concepts of "national competitiveness" and "national innovation system" postulate, even though it failed to establish an integrated rule. The case of the Framework Act will be a window through which one can glimpse how the present debate on the enactment of the Special Act on National Research and Development shall proceed, and further, reflect on the issues that were overlooked.

Advanced maritime countries such as U.S., Canada, Australia, have been initiated in integrated oceans management through enactment of oceans laws and establishment of ocean policies since UNCLOS and Agenda 21. However, the oceans policies of U.S., Canada and Australia show some limitations in view of integration because of its inherent characteristics of federal government systems. The U.S., Canada and Australia have not a leading agency for integrated oceans policies, have not included jurisdiction of local governments in federal government oceans policies, and have not addressed support to private oceans sector in their ocean policies. Instead, those countries have established ad-hoc oceans committee to achieve cooperation and coordination in oceans management.

본 연구의 목적은 우리나라의 대형국가연구개발프로그램인 Biotech2000프로그램에 대한 체계적인 평가를 시도하는데 있다. 대형연구개발프로그램과 그 평가에 관련된 연구가 아직 구조화되지 못한 상황이기 때문에 공공정책학분야에서 발전되어온 정책평가이론을 바탕으로 대형연구개발프로그램의 평가를 하기 위한 탐색적인 개념틀을 적립하고, 이를 바탕으로 총14년(1994-2007)의 장기대형프로그램으로 1단계를 마친 Biotech 2000프로그램을 대상으로 프로그램평가의 구성요소 및 이들간의 관계를 체계적으로 평가하여 정책적 시사점을 얻고자 하였다. 평가는 참여자와의 인터뷰조사와 생명공학관련 산·학·연 연구자에 대한 설문조사 및 그 밖의 2차 자료를 통하여 이루어졌으며, 평가의 구성요소로는 프로그램의 원칙 및 전략평가, 추진체계 및 집행평가 그리고 목표달성평가(성과 및 영향평가)를 대상으로 하였다. 본 프로그램은 범부처적인 프로그램으로 프로그램의 형성 및 집행에 있어 성공적으로 이루어지고 있는 것으로 나타났으며, 특히 프로그램의 초기단계이긴 하지만 생명공학기술의 중요성에 대한 인식의 확산에 결정적인 기여를 한 것으로 보인다. 그러나 부처간의 조정이나 연구과제의 비일관성, 산업화에 대한 전략 등의 부재가 문제인 것으로 나타났다.

A need for sharing the R&D information at a national level regardless of the ministry in charge of it is being aroused. However, this information is being managed by different institutes under different ministries without a standard identifier which makes it difficult to manage the information such as to look up duplicate projects. A URN-based identifier is required for the integrated management and utilization of the national R&D information. In this paper, the concept of the identification metadata for applying the identification system and the status of the information management by each institute will be the subject for discussion. Based on this, the elements required for issuing a unique identification number and identifier to the national R&D projects will be suggested in this paper.

IT convergence has been approached from national strategic dimension with an aim to drive forward technology development and industrial advancement in other fields by taking the IT to the next advanced level, and has been the focus of intensive investment of research resources. Against this backdrop, IT convergence has emerged as a cutting-edge convergence industry that helps spur development of new growth engine being pushed forward at inter-ministerial level, as well as help turn the mainstay industries into high value-added industries and create new IT industry. Health-related convergence services have shifted its focus towards the exercise/sports and rehabilitation-oriented entertainment experiential industry away from conventional disease prevention and control-centric treatment/therapy technology industry. Thus, this study was intended to examine the trends of IT convergence technological development related to health exercise and present recommendation on the future course for development of major technologies and advancement of convergence industry, given the importance assigned to IT convergence.
