Critiques of 'The Endangered and Protected Wild Species List in Korea' Proposed by Korea Ministry of Environment and Listing Process - Is This the Best Process for the Current National Management of Endangered Wildlife and Plants in Korea? - (2011년 환경부 멸종위기종 등록절차 및 대상 멸종위기종 식물 목록 재고-과연 현재 국가 멸종위기종 관리가 최선의 방안인가? -)

  • After having announced legislation for threatened or endangered species on the List of Endangered and Threatened Wildlife and Plants in 2005, the Korea Ministry of Environment proposed (in June 2011) amending the list, thereby delisting or reclassifying endangered species using new quantitative criteria for two levels (I and II), as well as status reviews. The new legislation included 40 species remained in their original endangered status, but 19 species were delisted, 5 species were proposed as candidates for delisting, 29 species were given a new endangered listing, and 3 species were proposed for an endangered listing in Korea. We assessed the threatened status of 98 plants using the IUCN Red List Criteria (version 3.1) at the global level, and compared the Ministry's revised criteria with the IUCN Red List Criteria and ESA criteria used in the USA. Most species proposed by the Ministry do not qualify as threatened and one of the major difficulties found in applying IUCN Red List Criteria at the global scale was a lack of knowledge on the status of species at broader geographic scales and the perceived difficulty this causes. Under the current classification process, many endangered species, such as Abeliophyllum distichum, Leontice microrhyncha, Echinosophora koreensis, Leontopodium coreanum, Iris odaesanensis, and Corylopsis coreana at global level were excluded here. Knowledge gaps and uncertainties mean that the number of taxa at high risk of extinction may be substantially greater than is currently understood. Due to a lack of information on its taxonomic status, currently there is controversy over the Red List status of Physocarpus insularis. Also, Caragana koreana, which was an invalidly published name, should be excluded here. Although the Korea Ministry of Environment insisted this procedure was conducted by applying the modified IUCN threat categories and definitions, this evaluation has been carried out based only on subjective views and misapplication of the IUCN Red List Criteria. The current listings by the Korea Ministry of Environment should be challenged. We suggest that broad species concepts on endemic species are applied and also criteria that adequately address the proper quantitative knowledge should be used. It is suggested that the highest priorities for the Red List should be given to endemic species at least in the Korean peninsula first at global scale.

  • 웹 또는 모바일 사용자는 고객 센터에 구축된 자주 묻는 질문을 이용하여 원하는 서비스를 제공받는다. 그러나 자주 묻는 질문은 사용자가 직접 핵심어를 입력하여 검색된 결과 중 필요한 정보를 찾아야 하는 어려움이 있다. 이러한 문제를 해결하기 위해 본 논문에서는 사용자 질의를 입력 받아 질의에 해당하는 클래스를 분류해주는 문장 분류 모델을 제안한다. 제안모델은 웹이나 모바일 환경의 오타나 맞춤법 오류에 대한 강건함을 위해 자소 단위 합성곱 신경망을 사용한다. 그리고 기계 번역 이외에도 자연어 처리 부분에서 큰 성능 향상을 보여주는 주의 집중 방법과 클래스 임베딩을 이용한 문장 분류 시스템을 사용한다. 457개의 클래스 분류와 769개의 클래스 분류에 대한 실험 결과 Micro F1 점수 기준 81.32%, 61.11%의 성능을 보였다.

  • HANTEC1.0은 12만 건의 문서집합과 30개의 질의집합, 그리고 각 질의에 대한 적합문서로 구성된 정보검색용 한글 테스트 컬렉션이다. 본 연구에서는 HANTEC1.0의 확장 및 보완하기 위해 과학기술분야 20개의 질의를 추가하였는데, 질의 추가를 위해서 일본 NACSIS 테스트 컬렉션의 질의를 번역하여 사용함으로써 한일 교차언어 검색환경을 조성하고자 하였다. 추가된 각 질의에 대해서는 여러 검색기에서 총 41가지 검색방법으로 검색한 후, 각 검색조합의 상위 50개 문서로 구성된 중간 결과집합을 만들었으며, 이를 대상으로 적합성판정에 대한 평가기준 및 절차 교육이 이루어진 평가자가 각 질의에 대한 적합성평가를 실시하였다. 이렇게 구축된 HANTEC 테스트 컬렉션의 적합문서 집합의 객관적 품질 평가와 시스템 성능평가를 위하여 통계적인 방법을 적용하므로써 공신력있고 일반화된 테스트 컬렉션을 구축하고자 하였다. 현재 HANTEC2.0은 검색분야 연구자 및 개발자에게 자유롭게 배포 중이며 정복머색 시스템의 신뢰도 측정을 목적으로 하는 학술대회의 연구결과 발표 및 제품 비교 등에 활용되어질 것이다.

Validity Analysis of the Korean Version of the Moral Judgment Test (MJT) (도덕적 판단력 도구 MJT의 한국적 표준화 연구)

  • This study aims to standardize Moral Judgment Test (MJT) for measure the level of moral judgment to apply to Korean society. The questionnaire of MJT was composed of two stories: Worker's Dilemma; Doctor's Dilemma. The procedure of this study was started with translation, making final questionnaire through several times pre-test, survey, then did analyze. The degree of reliability was .669. To verify validity, this study carried 3 kinds of tests as follows: the Order of Preferences, Quasi-simplex Structure, Cognitive-Affective Parallelism. Through these tests, this study showed that Korean-translated version questionnaire of MJT is significant and good base to measure moral judgment.

Robust DNA Watermarking based on Coding DNA Sequence (부호 영역 DNA 시퀀스 기반 강인한 DNA 워터마킹)

  • This paper discuss about DNA watermarking using coding DNA sequence (CDS) for the authentication, the privacy protection, or the prevention of illegal copy and mutation of DNA sequence and propose a DNA watermarking scheme with the mutation robustness and the animo acid preservation. The proposed scheme selects a number of codons at the regular singularity in coding regions for the embedding target and embeds the watermark for watermarked codons and original codons to be transcribed to the same amino acids. DNA base sequence is the string of 4 characters, {A,G,C,T} ({A,G,C,U} in RNA). We design the codon coding table suitable to watermarking signal processing and transform the codon sequence to integer numerical sequence by this table and re-transform this sequence to floating numerical sequence of circular angle. A codon consists of a consecutive of three bases and 64 codons are transcribed to one from 20 amino acids. We substitute the angle of selected codon to one among the angle range with the same animo acid, which is determined by the watermark bit and the angle difference of adjacent codons. From in silico experiment by using HEXA and ANG sequences, we verified that the proposed scheme is more robust to silent and missense mutations than the conventional scheme and preserve the amino acids of the watermarked codons.

Mutilingualism and Language Education Policy (다언어주의와 언어교육정책)

  • This paper is to analyze the language education policy in the context of multilingualism. As the majority of the population are multilingual, language policy should be centered on the multilingual speakers as the norm, and multilingual language policy is the best route which we can follow as a language policy in education. The motivation and legitimacy of the multilingual policies are suggested in terms of 6 different perspectives: identity, sustainability, equity, World Englishes, machine translation, and Universal Grammar (UG). As a model of language policy, the English-Plus (i.e., English+n) policy and similarly the Korean-Plus (i.e., Korean+n) policy are suggested to be the most appropriate language policies in the field of education in America and Korea respectively. These plus policies aim at bilingual fluency in both the native language and other foreign languages that are constitutive of the multilingualism of the country in which the bilingualism is treated as a variant of multilingualism. In a period of convergence and diversity in the 4th Industrial Revolution, language diversity and multilingual policy should be considered as a right to be protected or as a resource to be conserved rather than as a problem to be solved.

  • This study was conducted to get the significant implications for the accreditation of engineering education in Korea from the case of Japan. We researched the terminology of 'accreditation', the outline, the current progress, and argument over the accreditation of engineering education in Japan. We suggested the seven implications for ABEEK. First, ABEEK has to use the engineering societies more in assessing the programs. Second, ABEEK should be flexible to meet the original goals. Third, ABEEK can use the observer system to train the examiners. Fourth, ABEEK needs to provide the real benefits to the students and accredited programs to encourage them to finish the accredited course. Fifth, the programs need to organize the committes in the direction that every faculty member can share the assessment results and execute the real course improvement. Sixth, ABEEK should permit the programs to use the curricular courses to check the achievement of program outcomes. And seventh, ABEEK needs to have meta-evaluation to exercise the reasonable authority.

A Study on the Chinese Translated of Korean version Yeonhaengnok(燕行錄) of 『Sang-bong-lok』 in Korean (한역본(漢譯本) 연행록 『상봉록(桑蓬錄)』의 특징과 한역(漢譯) 양상 연구)

  • Kang Jae Eung translated "Sang-bong-lok" of Kang Ho Boo from Korean into Chinese. There is Yeonhaengnok(燕行錄) written in with Korean and Chinese among 500 Yeonhaengnok(燕行錄). Especially it is very rare that is translated from Korean into Chinese. Because of there aspect, it is valuable and worth studying. "Sang-bong-lok" was 3 series by origin, but now we have only 2 series. That is the original text written in Chinese by Kang Ho Boo, a Korean version by Kang Ho Boo, and Chinese translated of Korean version by his descindants Kang Jae Eung. Original text dosen't exists now undiscovered yet. Chinese version "Sang-bong-lok" is distinguished from the other Yeonhaengnok(燕行錄) and classical novel in form and contents. In formal aspect, Chinese version "Sang-bong-lok" describes an industry remarks in prologue. This industry remark describes standard and form of writing. Looking industry remark, you can find that Kang Jae Eung didn't add or subject the sentence of original text and distinguished between his own sentence and original text. This compiling system distinguishing compiler from original writter is rare enough to so that you cannot find it in other Yeonhaengnok(燕行錄). In contents, Kang Jae Eung almost transcribed Korean Yeonhaengnok(燕行錄) without subtraction and added special information to promote the view of Kang Ho Boo. After discription, Kang Jae Eung covered all information and reviewed it and added opinion to it. Kang Jae Eung's conclusion is sometimes same or different from Kang Ho Boo's. Anyway it is worthy of noticing that Kang Jae Eung wrote his opinion after Kang Ho Boo's sentence.

A Study on the Operation of the Public Lending Right System (공공대출보상권 제도의 운영에 관한 연구)

  • This study aims to analyze in depth the operation of the Public Lending Right(PLR) system that is implemented in 34 countries in the world in order to propose the ideal operation of PLR system. The PLR system is that authors receive payment because they lose the sales opportunities due to the loan of their books by libraries. Among 34 countries implementing the PLR system, 31 are European countries and 20 countries enforce the copyright law for the operation of the PLR system. Fund for the PLR is financed by the budget of the central government in 25 countries and payments are made on the basis of loans data in 20 countries. Writers, illustrators, translators are eligible to receive payments in many countries. 17 countries provide payments to the authors who have contributed to books lent out by libraries.
