An Analysis on Territorial Education of Geography Textbooks in Korea and Japan (한.일 지리교과서에 나타난 영토교육 내용 분석)

  • This study is to analyze on territorial education described in geography textbooks in Korea and Japan. The following is the result that shows similarities and differences of the geography textbooks when it comes to territorial education. Korea and Japan have a contrasting territorial background. However, both countries start their territorial education by learning the location and shape of their country. Japanese geography textbooks focus on what people in the world think of Japan, but in case of Korea, the geography textbooks focus on how Koreans look at the world. In short, the territorial education in Japan try to emphasize Japan from the view point of the world. The next common ground is that the two countries provide territorial models in their geography textbooks in order to increase understanding. However, the Japanese students are provided with these territory models much earlier than Korean students and these models help them visualize and solidify their concept of territory. And, the two countries both put great importance on teaching territorial sea. In Japan, they try to include EEZ(Exclusive Economic Zone) in their territory. Considering these facts, it can be concluded that Japan is enlarging their concept of national territory as maritime territory. Lastly, after learning of territory the two countries both treat on territorial problems. But Korea treats passively territorial problem as such Dokdo, but Japan treats actively their territorial problems. Like that, the contents of territorial education described in geography textbooks in Korea and Japan are similar in terms of selection, but differ in quality in terms of organization. Therefore, future territorial education in Korea will be actively and successively done through succession and sequence of geography curriculum.

Empirical Analysis on Economic Factors of Infringement on Ocean Sovereignty from Chinese fishing boats (중국어선 해양주권 침해의 경제적 요인에 관한 실증적 연구)

  • Areas of marine activity have expanded into exclusive economic zones and the continental shelf since the United Nations Convention on the Law of the Sea(UNCLOS) in 1994, The signatory countries have been enforcing their maritime rights and competition in the international community has become intensified. Marine-related issues, including maritime sovereignty, has become an increasingly important issue with many national security and related studies following this trend. However, while there are many policy-related studies there remain few empirical studies. This paper conducted a study of illegal cases of Chinese fishing boats which are quite frequently for an empirical study on maritime sovereignty. This study conducted empirical analysis regarding factors relating to ocean sovereignty infringement by using correlation and multiple regression analysis. The result of observed increases in illegal Chinese fishing boats decreased the production of aquatic products, whish resulted in economic fishery losses to Korea households and inflation in the Korean economy.

The Problems of Fishing Industry Related to the Establishment of Exclusive Economic Zone (배타적 경제수역의 설정과 어업 문제)

  • The paper investigates the problems fishing industry will face when Far East countries like Korea, China and Japan establish their own exclusive economic zones to Protect their own interests. The expected problems of importance are as follows ; (1) tile issue of Dok - do possession between Korea and Japan, (2) the issue of continental shelf around the Korean peninsula, (3) the issue of the management of international and domestic fishing grounds. This paper suggests that, since these issues are very important for our country's future interest, the Government should organize a task-force team consisting of the specialists in related areas and fully use this team to establish economic and social systems appropriate to solve the Problems of fishing industry from a long-term perspective.

  • The purpose of this study is to introduce United States Coast Guard (USCG) in order to suggest a direction to advance the system of Korea Coast Guard. After the effect of United Nations on the Law of the Sea in 1994, the world is facing with new era of maritime age with emergence of new maritime border 'Exclusive Economic Zone(EEZ)'. Along with new maritime era, Korea also has been facing with the conflicts caused from EEZ. Also, there is a increasing concern about maritime safety and security since people looking for maritime tourism and leisure sports are dramatically increasing in Korea. Moreover, national security matters are a big issue in Korea due to the several incidents occurred in the sea such as the attack on Yeon-Pyung Island and the sinking of Cheonan naval vessel. Arising concern on these issues in maritime space requires Korea Coast Guard to handle these effectively. However, the systematical and structural limitation of Korea Coast Guard limits the effective management of recent issues. The United States Coast Guard which is considered as one of the military force in the United States has continuously reformed and developed its system and structure to better handle the maritime safety and security issues through developing project such as the Integrated Deep Water system. Also, maritime police system and structure in the United States is different with in Korea. This study expects to suggest a way to advance the system and structure of Korea Coast Guard through examination of United States Coast Guard and comparing maritime police system and structure between Korea and the United States in order to properly deal with the maritime safety and security issues arising recently.

  • China's new Maritime Policy Law (MPL) purports to regulate the duties of China's maritime police agencies, including the China Coast Guard, and safeguard China's sovereignty, security, and rights and interest. The MPL has potentially far-reaching application, as China claims extensive maritime areas off its mainland and in the South China Sea. This expansive application of maritime law enforcement jurisdiction is problematic given that most of China's maritime claims are inconsistent with international law. To the extent that the MPL purports to assert jurisdiction over foreign flagged vessels in disputed areas or on the high seas, it contravenes international law. Numerous provisions of the MPL regarding the use of force are also inconsistent with international rules and standards governing the use of maritime law enforcement jurisdiction, as well as the UN Charter's prohibition on the threat or use of force against the territorial integrity or political independence of any state. China could use the MPL as a subterfuge to advance its illegal territorial and maritime claims in the South and East China Seas and interfere with coastal State resource rights in their respective exclusive economic zone.

  • The areas be affected maritime police authority of the Republic of Korea, are largely classified as inland waters, territorial waters, exclusive economic zone and continental shelf(hereinafter referred to as "domestic sea area") and high seas. Of these, the maritime police authority in domestic sea area follows a municipal law that accommodates the United Nations Convention on the Law of the Sea(UNCLOS). In addition, this Convention shall apply on the high seas. Meanwhile, on the high seas, foreign vessels other than domestic vessels are allowed to be subject to limited jurisdiction only for the anti-mankind criminal acts, such as piracy etc. this is in accordance with the principle of "Freedom of the high seas" and "maritime flag state," under this Convention. However, the illegal acts of foreign vessels that threaten the security of coastal states and the safety of ships on the high seas can cause many types of crimes other than anti-mankind criminal acts, and the jurisdiction of the coastal states exercised may lead to conflicts between countries. Therefore, this article would like to suggest a plan for institutional improvement to maintain international maritime order on the high seas and secure maritime police authority in coastal states.

A Consideration of the Decision-Making Efficiency Concerning the Removal of Oil Spills by Foreign Ships in the EEZ (EEZ내 외국 침몰선박 잔존유 제거 의사결정 효율화 방안 고찰)

  • The removal of oil spilled by the sinking of a foreign ship in Korea's Exclusive Economic Zone (EEZ) began in May 2019 four years after the ship sunk near Jeju Island. The cleanup was conducted by a foreign company that was contracted to the ship-owner's protection & indemnity (P&I) insurance company. In contrast to the time taken to begin the cleanup, the operation itself was completed in just 22days. Compared to similar cases, the decision to begin the removal was a delayed one. This study analyzes all 93 documents related to the ship's sinking and the eventual cleanup, confirming delays in administrative decision-making on the removal, and identifies factors that influenced this delay. These factors include a neglect of accident-related data verification, and other, legal, technical, environmental, and human aspects. Finally, this study suggests ways to improve decision-making efficiency. As the first study dealing with the cleanup in the EEZ, this research is expected to facilitate decision-making and influence the formulation of policies in the future.

The Macrozoobenthic Community at the Expected Sand Excavation Area in the Southern Continental Shelf of Korea (한국 남해 대륙붕 내 해사채취 예정지의 대형저서동물군집)

  • This study was performed in order to obtain basic data of macrobenthic community in continental shelf exclusive economic zone (EEZ), before sand excavation. The species number of macrozoobenthos was 157, mean density was 2,529 ind./$m^2$ and mean biomass was 231.8 $g/m^2$ in November, 2000. The species number of macrozoobenthos was 179, mean density was 3,773 ind./$m^2$ and mean biomass was 391.2$g/m^2$ in February, 2001. Dominant species were Ampelisca sp. and Photis sp. in amphipods, Ophiactis branchygenys in ophiuroids and Nothria sp. and Eunice sp. in polychaetes. In the proportion of feeding types of macrobenthos, surface deposit feeders were most dominant feeding group, and followed by carnivores, subsurface deposit feeders, and filter feeders. Species diversity index (H') was high ranging from 2.5 to 3.5 at most sites.

Mineralogy and Internal Structures of a Ferromanganese Crust from a Seamount, Central Pacific (중앙태평양 해저산지역 망간각의 광물 및 내부구조)

  • A study on the mineralogy and internal features have been carried out on a sample of ferromanganese crust from a Central Pacific seamout. The distribution of manganese mineral vernadite($\delta$-MnO$\sub$2/)in the different layers indicates typical hydrogenous origin under a continuous change of growth conditions during crustal firmation. Various internal structures are discerned within the crust which may be attributed to different growth conditions. The growth structure changes and the distinct break in the formation of the crust at about 2 depth are assumed to be the results of Miocene to mid-Pleistocene global palaeoceanographic events.

  • Recently, The government of Korea declared to develop RFID(Radio Frequency IDentification) as one of key strategic technology to perform U-Government using Ubiquitous technology. But, most of the related technologies for RFID are mainly focused on the inlaned application excepting marine applications. The last target of this study is to implement new Marine RFID(M-RFID) that can cover all of EEZ areas as large five times as inland volume. In this paper, as a basic study for the M-RFID, we carried out an establishing the concept design of M-RFID, developing the construction method of M-RFID and, extending the idea of M-RFID. As studying results, it is known that the M-RFID can be use in many practical areas such as the protection of EEZ area and aqua culture, the safety of fisher man, the disaster control for inlander and, fisheries ligistics with real-time.
