Measurement of Verticality and Joint Gaps of a Near-surface Disposal Facility Vault Through a Mock-up Test for Fill-up Stages (표층처분시설 처분고의 목업테스트를 통한 채움단계별 수직도 및 이음부 벌어짐 측정)

  • In order to describe the fill-up stages of a near-surface disposal facility vault, a mock-up test is performed, and its behavior during the fil l -up stages is investigated. On an in-site concrete foundation with a l ength of 6600mm, a width of 6600mm and a thickness of 400mm, a reinforced concrete disposal vaul t is manufactured with 4 precast (PC) corner wal l s and 8 PC side wal l s. 36 wasted drums are pl aced on the 1st fl oor in 6 by 6, and then the empty space is fil l ed with grout fil l er. These processes are repeated up to the 5th floor, and the verticality and the joint gaps are measured for each fill-up stage. The verticality is measured using a level at 6 positions on each side wall (3 positions on the left and right sides, respectivel y), i.e. a total of 24 positions on the 4 side wal l s. The joint gaps are measured at 9 positions on each side wal l (3 positions on the left, center and right sides, respectively), I.e. a total 36 positions on the 4 side walls. To measure the joint gaps, crack tips are installed on the left and right sides of every joint gap, and vernier calipers are used. The measured verticality obtained through the mock-up test was found to be ±0.1° based on the initial stage (ST0), and the result of the joint gap was up to 0.38mm. This appears to have a negligible effect on the structure.

Changes in prevalence of obesity according to gender in Korea adults: Using a population-based Korea National Health Check-up Database, 2011-2013 (우리나라 성인의 성별에 따른 비만유병률의 변화 : 국민건강보험 건강검진(2011-2013) 자료 이용)

  • Background: Recently, the prevalence of obesity (body mass index [BMI] ${\geq}25kg/m^2$) has been increasing rapidly worldwide over a short period. In Korea, the prevalence of obesity has also increased rapidly due to the rapid socio-economic development and lifestyle changes, with differing patterns according to gender. This study aimed to compare the change in obesity prevalence according to gender among the adult population in Korea using representative data, the National Health Check-up Database (NHCD), to follow-up individuals who had undergone checkups during both years in Korea (2011~2013). Methods: To analyze the changes in obesity prevalence in the recent two years, data regarding men and women who had undergone health check-ups in both two years (2011, 2013) were extracted. The final study population comprised 144,934 persons: 83,604 (58%) males and 61,330 (42%) females. Chi-square test within a univariate analysis, and the level of factor difference was verified with t-test, one-way ANOVA and multiple comparison. Results: In 2011, one out of three participants was obese (BMI ${\geq}25kg/m^2$; male, 37.7%; female, 27.3%) and more than half of the subjects were overweight (BMI ${\geq}23kg/m^2$; male, 65.6%; female, 50.4%) requiring obesity management. For the two years, the BMI of the participants significantly increased (p < .0001) and the prevalence of obesity increased among both males and females. The prevalence of obesity was higher among both genders with a longer duration of smoking, more smoking, family history of hypertension, and family history of diabetes. However, residence, income level, drinking status, psychiatric disorder, disability status and severity of disability were the opposite gender. Conclusion: In the analysis of data, the prevalence of obesity among both men and women was increasing. The degree of change in the prevalence of obesity among men and women was different in each variable. Thus, it will need to consider gender in developing health policies for obesity mediation and to provide integrated healthcare and management for those people.

Change in Concepts and Status of Park and Green Space in Urban Planning Documents of Gyeongseong (경성부 도시계획서 상의 공원녹지 개념과 현황의 변화 양상)

  • The study examines the significance and limits of modern park planning by analyzing major planning documents of Gyeongseong in the Japanese colonial era. Among seven selected documents from 1925 to 1940, which show the contents related with park planning, documents of 1930 and 1940 presented the official park plan of Gyeongseong. By the 1920s, the park plan was not a major concern in urban planning of Gyeongseong; however, as the planning law as enacted in 1934, the park plan legally became a part of the official master planning process in the 1930s. In 1940, the most comprehensive park plan for Gyeongseong was published. In the beginning of modern urban planning, a park was mainly perceived as a sanitation utility. From the 1920s to the 1930s, the park planning system was significantly improved including systemic classification of parks, guideline development considering spatial planning, and introduction of a concept of infra-structural green space. Despite of the improvement in the park planning, the actual quantity of the overall green spaces barely changed and there was a huge discrepancy between the planning ideal and the reality. The Gyeongseong stadium was the only facility newly built in the 1920s, and only two parks were constructed in the 1930s. The plan to build 38 new parks in the 1930, and 140 in the 1940 was barely realized. However, there were efforts to improve parks and green spaces of Gyeongseong: Such as appropriating natural forest as parks, designating royal palaces as parks, and focusing on constructing smaller scale children's parks. Even though the ideal plan could not be fully implemented due to the war time situation and tight budget, the park system of Gyeongseong provided the framework of park planning of Seoul after the independence.

A Study on the Records Management for the National Assembly Members (국회의원 기록관리 방안 연구)

  • The purpose of this study is to examine the reality of the records management of the National Assembly members and suggest a desirable alternative. Until the Public Records Management Act was enacted in 1999, the level of the records management in the National Assembly was not beyond that of the document management in both the administration and the legislature. Rather, the National Assembly has maintained a records management tradition that systematically manages the minutes and bills since the Constitutional Assembly. After the Act was legislated in 2000, the National Assembly Records Management Regulation was enacted and enforced, and the Archives was established in the form of a subsidiary organ of the Secretariat of the National Assembly, even though its establishment is not obligatory. In addition, for the first time, an archivist was assigned as a records and archives researcher in Korea, whose role is to respond quickly in accordance with the records schedule of the National Assembly, making its service faster than that of the administration. However, the power of the records management of the National Assembly Archives at the time of the Secretariat of the National Assembly was greatly reduced, so the revision of the regulations in accordance with the revised Act in 2007 was not completed until 2011. In the case of the National Assembly, the direct influence of the executive branch was insignificant. As the National Assembly had little direct influence on the administration, it had little positive influence on records management innovation under Roh Moo-Hyun Administration. Even within the National Assembly, the records management observed by its members is insignificant both in practice and in theory. As the National Assembly members are excluded from the Act, there is no legal basis to enforce a records management method upon them. In this study, we analyze the records management problem of the National Assembly members, which mainly concerns the National Assembly records management plan established in the National Archives. Moreover, this study proposes three kinds of records management methods for the National Assembly members, namely, the legislation and revision of regulations, the records management consulting of the National Assembly members, and the transfer of the dataset of administrative information systems and websites.

A Study on the Guidelines on the Insertion of Metal Stiffeners in the Restoration of Stone Cultural Heritages (석조문화재 복원을 위한 금속보강재 매입방법 표준화 연구)

  • Stone cultural heritages are repaired by the use of metal stiffeners. The problem is that this type of repair has been based on the experience of workers without specific guidelines and has caused various problems. This is to suggest the structural reinforcement and behavioral characteristics of metal rods to minimize the secondary damage of materials and have the specimens tested and verified to establish the guidelines on how to insert metal stiffeners. When only epoxy resin is applied to the cut surface, only 70% of the properties of the parent material are regenerated and it is required to structurally reinforce the metal stiffener for the remaining 30%. The metal rod is under the structural behavior after the brittle failure of stone material and the structural behavior does not occur when the metal stiffener is below 0.251%. When it accounts for over 0.5%, it achieves structural reinforcement, but causes secondary damage of parent materials. The appropriate ratio of metal stiffener for the stone material with the strength of $1,500kgf/cm^2$, therefore, should be between 0.283% and 0.377% of the cross section of attached surface to achieve reversible fracture and ductility behavior. In addition, it is more effective to position the stiffeners at close intervals to achieve the peak stress of metal rod against bending load and inserting the stiffener into the upper secions is not structurally supportive, but would rather cause damage of the parent material. Thus, most stiffeners should be inserted into the lower part and some into the central part to work as a stable tensile material under the load stress. The dispersion effect of metal rods was influenced by the area of reinforcing rods and unrelated to their diameter. However, it ensures stability under the load stress to increase the number of stiffeners considering the cross section adhered when working on large-scale structures. The development length is engineered based upon the diameter of stiffener using the following formula: $l_d=\frac{a_tf_y}{u{\Sigma}_0}$. Also, helically-threaded reinforcing rods should be used to perform the behaviors as a structural material.

Academic Enrichment from The Great Learning(大學) to The Essentials of Sagely Learning(聖學輯要) when looking at it in the dimension of Governing of Others or Governance of humankind (治人) (치인(治人)의 차원에서 본 『대학(大學)』에서 『성학집요(聖學輯要)』로의 학문적 심화)

  • In this study, the researcher put together the changing process of Chinese Confucian into Korean Confucian Thought in the dimension of Chiin 'Governing of Others. By analyzing 'Seonghak jibyo' which is reinterpretation of 'Daehak' and also academic enrichment, the researcher investigated the aspects of acceptance of 'Daehak' in Joseon Period. 'Daehak' was the basic textbook for 'Emperorship Learning'(帝王學, 'Jewang Hak') as well as 'Sage Learning'(聖學, 'Seong Hak') over the whole Joseon Period, and it can be understood that 'Seonghak jibyo'- the Essentials of Sagely Learning compiled by Yulgok(栗谷) is the totalization of such learning. Yulgok organized the system of 'Seonghak jibyo' largely in five volumes and placed Samgangnyeong(三綱領, Three Doctrines or Essential Principles) and Paljomok(八條目, Eight Articles) of 'Daehak' in an appropriate manner. Among those, 'Chiin' was discussed intensively in the Volume Three, 'Jeonga'(正家-Family in Correct State) and also the Volume Four, 'Uijeong'(爲政 the king exercises government by means of his virtue). In the volume, 'Jeonga', Yulgok clearly arranged the core virtues for which the family is obliged to put into practice in everyday life having segmented the contents of the doctrine of Jega(齊家-to order family relationships) in 'Daehak', and, in 'Uijeong', Yulgok deepened the contents of 'Chiguk Pyeongcheonha'(治國平天下, ordering the state, bringing peace to the whole world) and presented consciousness on the spirit of contemporary as well as the practice of the state managements in an affirmative manner. These prove the validity of learning steps by presenting the practice guideline to fit the situation while well preserving the basic system of Confucian thought that leads to 'Chiin' (治人-'Governing of Others' or Governance of humankind) based on 'Sugi'(修己, the cultivation of the self). And such viewpoints feature the characteristics of Joseon Confucian Thought which had been through more abundant enrichment process than Chinese Confucian. Therefore, Yulgok's thoughts expounded in The Essentials of Sagely Learning(聖學輯要, 'Seonghak jibyo') can be regarded as criteria to understand humanity and arts cherished by Joseon people, as well as the distinctive features of politics.

  • This paper was a quest of pattern of holding "Dae Hak - the Great Learning" during Joseon Period having investigated the characteristics of the Essentials of the Studies of the Sages(聖學輯要, Seong Hak Jibyo) that was compiled by Lee I was a reinterpretation of the Great Learning, and also academic enrichment. During the period of Joseon Dynasty, the Great Learning had held the most important position as core scripture in the intellectual society that pursued Seong Hak(聖學, sage learning). Throughout the Joseon Period, the Great Learning was the essential text for the Emperorship Learning(帝王學, Jewang Hak) as well as Seong Hak, and it can also be said that Seong Hak Jibyo compiled by Yulgok - the courtesy name of Lee I, was the comprehensive collections thereof. While compiling Seong Hak Jibyo, Yulgok presented a model of Seong Hak of Joseon, which was based on "the Great Learning". Yul Gok organized the system of "Seong Hak Jibyo" largely in five parts, and properly arranged the Three Cardinal Principles(三綱領, samgangryeong) and Eight Articles or Steps(八條目, paljomok) therein. Particularly, in the Chapter Two, "Cultivating Oneself(修己, sugi)", Yulgok deal with 'being able to manifest one's bright virtue'(明明德, myeong myeong deok) among the Three Cardinal Principles as the core curriculum, meanwhile, Yulgok also covered "Investigation of things, gyeongmul(格物)," "Extension of knowledge, chiji(致知)," "Sincerity of the will, Seongui(誠意)," "Rectification of the mind, Jeongshim(正心)," "Cultivation of the personal life, susin(修身)," among Paljomok(eight steps) as the ultimate purpose of 'Stopping in perfect goodness'(止於至善, jieojiseon) These well preserve the principal system of Confucianism where "Cultivating oneself and regulating others (修己治人, sugichiin)" are core value, and his instructions as such also back up academic validity logically by presenting specific guidelines for practice according to each domain. Reinterpretation of "The Great Learning" by Yulgok in Seong Hak Jibyo is an arena to investigate the characteristics of Confucianism in Joseon Period, which was different from that of China, furthermore, such guidelines might take a role as criteria to understand the characteristics of humans and learning possessed by Korean people.

A Study on the Construction Characteristics of Folk Houses Designated as Cultural Heritage in Jeolla-do Province (전라도 지역 문화재 지정 민가정원의 현황 및 조영특성)

  • For the purpose of recording Folk House Garden, this study was to review the historical value, location, space composition, Placememnt of the Building, garden composition, and management status of Folk House Garden designated as a cultural asset in Jeolla-do and to promote continuous maintenance and preservation in the future and enhance its value. The results of the study are as follows. First, most of them have been influenced by the trend of the times, such as the creation of a modern private garden and the spread of agricultural and commercial development through the garden components influenced by the royal, Japanese, and Western styles. Second, there are differences in the spatial composition of private households and the way they handle sponsorship, depending on the geographical location. When the geographical features were divided into flat and sloping areas, private houses located on flat land were divided into walls, walls were placed around the support area, and flower systems and stone blocks were created. The private houses located on the slope were divided into two to three tiers of space, and the wooden plant, flower bed, and stone bed were naturally connected to the background forest without creating a wall at the rear hill. Third, the size of the house and the elements of the garden have been partially destroyed, damaged, and changed, and if there is a lack of records of the change process, there is a limit to the drawing floor plan. There were many buildings and garden components that were lost or damaged due to changes in the trend and demand of the times, and some of them without records had to rely on the memory of owners and managers. Fourth, the species in Warm Temperate Zone, which reflects the climatic characteristics of Jeolla-do, was produced, and many of the exotic species, not traditional ones, were introduced. Fifth, fine-grained tree management standards are needed to prepare for changes in spatial function and plant species considering modern convenience.

Planting Design Strategy for a Large-Scale Park Based on the Regional Ecological Characteristics - A Case of the Central Park in Gwangju, Korea - (지역의 생태적 특성을 반영한 대형공원의 식재계획 전략 - 광주광역시 중앙근린공원을 사례로 -)

  • Due to its size and complex characteristics, it is not often to newly create a large park within an existing urban area. Also, there has been a lack of research on the planting design methodologies for a large park. This study aims to elucidate how ecological ideas can be applied to planting practice from a designer's perspective, and eventually suggest a planting design framework in the actual case, the Central Park in the City of Gwangju. This framework consists of spatial structure of planting area in order to connect and unite the separated green patches, to adapt to the changes of existing vegetation patterns, to maintain the visual continuity of landscape, and to organize the whole open space system. The framework can be provided for the spatial planning and planting design phase in which the landscape designer flexibly uses it with the design intentions as well as with an understanding of the physical, social, and aesthetic characteristics of the site. The significance of this approach is, first that it can maintain ecological and visual consistency of the both existing and introduced landscapes as a whole in spite of its intrinsic complexity and largeness, and second that it can help efficiently respond to the unexpected changes in the landscape. In the case study, comprehensive site analysis is conducted before developing the framework. In particular, wetlands and grasslands have been identified as potential wildlife habitat which critically determines the vegetation patterns of the green area. Accordingly, the lists of plant communities are presented along with the planting scheme for their shape, layout, and relations. The model of the plant community is developed responding to the structure of surrounding natural landscape. However, it is not designed to evolve to a specific plant community, but is rather a conceptual model of ecological potentials. Therefore, the application of the model has great flexibility by using other plant communities as an alternative as long as the characteristics of the communities are appropriate to the physical conditions. Even though this research provides valuable implications for landscape planning and design in the similar circumstances, there are several limitations to be overcome in the further research. First, there needs to be more sufficient field surveys on the wildlife habitats, which would help generate a more concrete planting model. Second, a landscape management plan should be included considering the condition of existing forest, in particular the afforested landscapes. Last, there is a lack of quantitative data for the models of some plant communities.

CFD Simulation of Changesin NOX Distribution according to an Urban Renewal Project (CFD 모델을 이용한 도시 재정비 사업에 의한 NOX 분포 변화 모의)

  • In this study, the effect of the restoration of Yaksa stream and the construction of an apartment complex by the urban renewal project in the Yaksa district of Chuncheon on air quality in the surrounding area was evaluated using computational fluid dynamics (CFD) model simulations. In orderto compare the impact of the project, wind and pollutant concentration fields were simulated using topographic data in 2011 and 2017, which stand for the periods before and after the urban renewal project, respectively. In the numerical experiments, the scenarios were set to analyze the effect of the construction of the apartment complex and the effect of stream restoration. Wind direction and wind speed data obtained from the Chuncheon Automated Synoptic Observing System (ASOS) were used as the inflow boundary conditions, and the simulation results were weighted according to the frequencies of the eight-directional inflow wind directions. The changes in wind speed and NOX concentration distribution according to the changes in building and terrain between scenarios were compared. As a result, the concentration of NOX emitted from the surrounding roads increased by the construction of the apartment complex, and the magnitude of the increase was reduced as the result of including the effect of stream restoration. The concentration of NOX decreased around the restored stream, while the concentration increased significantly around the constructed apartment complex. The increase in the concentration of NOX around the apartment complex was more pronounced in the place located in the rear of the wind direction to the apartment complex, and the effect remains up to the height of the building. In conclusion, it was confirmed that the relative arrangement of apartment complex construction and stream restoration in relation to the main wind direction of the target area was one of the major factors in determining the surrounding air quality.
