This paper presents an alternative decomposition technique to identify the relative importance of factors associated with changes in $CO_2$ emissions by using directional distance function to model the joint production of desirable and undesirable outputs. The key feature of the proposed approach is the introduction of fossil and non-fossil fuel energy input efficiencies, productivity change and emission intensity change. For the 27 OECD countries as a whole, the empirical results indicate that economic growth is the most important contributor to $CO_2$ emissions increase, while efficiency change is the most important component to $CO_2$ emissions reduction between 1980 and 2007. For more extensive insights, this paper divided 3 groups according to the emission growth rate and find out that high emission countries show relatively low production efficiencies and technical changes contributing $CO_2$ emissions increase. The results also provide that more strict environmental regulations are needed to improve the pollution intensity in these countries.
This paper draws some implications from Logarithmic Mean Weight Divisia Method (LMWDM) on the sources of $CO_2$ emission changes in the manufacturing sectors of Korea, UK, and USA. The sources of change in industrial $CO_2$ emission of a country, as manifested by production scale factor, structural factor, and technical factor, summarizes the forces behind the change in $CO_2$ emissions in each country's manufacturing sector. There are three observations. First one is that Korea's emission is increasing while USA and UK are experiencing reduction or stabilization of $CO_2$ emission in the manufacturing sector. Second implication is that the technical factor affecting $CO_2$ emission in Korea does not help much, or even hinder, the reduction of $CO_2$ emissions, comparing to USA and UK. Third one, which is the combined result of the first and the second one, is that Korea's increasing trend in aggregate $CO_2$ emission throughout the periods in consideration is mainly due to the failure in technical progress, or the deterioration in the structure of within subcategories, or both. The policy implications is clear. The obvious prescription is to launch a nation-wide policy drive which can revert these adverse trends.

Greenhouse gas emissions have been an important issue in different countries because of their effects on global warming. The government has to organize greenhouse gas reduction measures suitable to regional characteristics by establishing annual implementation plans and comprehensive policies based on the UNFCCC. The transportation sector is one of the major contributors of air pollution; hence increasing need to estimate current and future traffic emissions precisely. Under these circumstances, a number of emission models have been developed recently. However, current methods of estimation cannot carry out effective analyses because it does not reflect vehicle movement characteristics. This study aims to present a new method for calculating road traffic emissions in Goyang city. A travel demand model is utilized to carry out GHG emission estimates according the traffic data (fleet composition, vehicle kilometers travelled, traffic intensity, road type, emission factors and speed). This study evaluates two approaches to estimate the road traffic emissions in Goyang City: Pollution-Emis and the Handbook of Emission Factors for Road Transport (HBEFA v.3.1) which is representative of the "average speed" and the "traffic situation" model types. The evaluation of results shows that the proposed emission estimation method may be a good practice if vigilant implementation of model inputs is observed.

In this study, Selective catalytic reduction (SCR) + Diesel particulate filter (DPF) system was installed on a ship with a low-speed engine to conduct the on-board test. The target ship (2,881 gross tons, rated power 1,470 kW@240 rpm ×1) is a general cargo ship sailing in the coastal area. Drawing development, approvals and temporary survey of the ship were performed for the installation of the after-treatment system. For performance evaluation, the gaseous emission analyzer was used according to the NOx technical code and ISO-8178 method of measurement. The particulate matter analyzer used a smoke meter to measure black carbon, as discussed by the International Maritime Organization (IMO). Tests were conducted using MGO (0.043%) and LSFO (0.42%) fuels according to the sulfur content. The test conditions were selected by considering the engine rpm (130, 160 and 180). Gaseous emission and particulate matter (smoke) were measured according to the test conditions to confirm the reduction efficiency of the after treatment system. The results of NOx emission and particulate matter (smoke) revealed that reduction efficiency was more than 90%. The exhaust pressure met the allowable back pressure (less than 50 mbar). This study confirms the importance of the on-board test and the potential of SCR + DPF systems as a response technology for reducing nitrogen oxides and particulate matter.
This study estimates baseline greenhouse gas emissions from transport sector when a new town is developed. It has adopted a general greenhouse gas estimation model developed by Schipper, celine, Roger(2000) for the estimation, and showed how various transport related statistics can be utilized in detail. Particularly, it has produced unit greenhouse gas emission factor per vehicle types, vehicle-km, and trip-km. To evaluate effects of greenhouse gas reduction policies, it has calculated how much emissions will be reduced from bicycle promotion. It has turned out that about 369 thousand tons of carbon dioxide will be emitted from transport sector once the 1st Geomdan New Town is developed in Incheon metropolitan city. If the policy of bicycle promotion can attract people to use bicycle as much as 5% of total trips, then it can reduce about 1,869 tons of carbon dioxide.

This study mainly focuses on urban regeneration project as a countermeasure to resolve climate change issues by analyzing the carbon-reduction effect of Jeonju test-bed cases. First, an urban regeneration project is designed for city, Jeonju by analyzing its environmental problems and potential improvement. Then, carbon emission and reduction amounts are evaluated for different businesses and scenarios. Carbon emission sources are classified according to a standard suggested by IPCC, and the emissions are calculated by various standard methods. The result shows that carbon emission amount in Jeonju test-bed is 102,149 tCO2eq. The fact that 70% of the emission from energy sector originates from buildings implies that urban regeneration projects can concentrate on building portions to effectively reduce carbon emission. It is also projected carbon emission will decrease by 3,826tCo2eq in 2020 compared to 2011, reduction mainly based on overall population and industry shrinkage. When urban regeneration projects are applied to 5 urban sectors (urban environment, land use, green transportation, low carbon energy, and green buildings) total of 10,628tCO2eq is reduced and 4,857tCO2 (=15.47%) when only applied to the green building sector. Moreover, different carbon reduction scenarios are set up to meet each goal of different sectors. The result shows that scenario A, B, and C each has 5%, 11%, and 15% of carbon reduction, respectively. It is recommended to apply scenario B to achieve 11% reduction goal in a long term. Therefore, this research can be a valuable guideline for planning future urban regeneration projects and relative policies by analyzing the present urban issues and suggesting improvement directions.

An establishment of dioxin-reduction operating skill for medium sized incineration facility is urgently needed in Korea with nearly 90% of medium sized incineration. Using lattice stoker incineration processing the capacity of 20 tons industrial general waste per day, similar properties of the household waste, dioxin-reduction is derived in optimum operating condition and parameters. As a result, CO haunting which is the minimization of frequency is found as the major parameter to minimize dioxin.
Nitrous oxide ($N_2O$) is a potent greenhouse gas as well as an ozone-depleting substance. $N_2O$ is emitted during the biological nitrogen removal process in wastewater treatment systems (WTSs), and has significant environmental impacts. In this study, $N_2O$ emission in WTSs was comprehensively reviewed to better understand the effects of key parameters on $N_2O$ emission and obtain useful guidelines for $N_2O$ mitigation strategies in WTSs. Three biological pathways leading to $N_2O$ emission are hydroxylamine oxidation, nitrifier denitrification, and heterotrohic denitrification. Measurements at lab-, pilot- and full-scale WTSs have shown large variations in $N_2O$ emission (0-95% of N-loaded) during wastewater treatment. In the full-scale WTSs (0-14.6% $N_2O$ of N-loaded), the average and median values were 1.95% and 0.2% of N-loaded, respectively. Dissolved oxygen, nitrite concentrations, and chemical oxygen demand (COD)/N ratio are the most important parameters leading to $N_2O$ emission. A variety of operational strategies have been suggested to minimize $N_2O$ emission from WTSs. A new $N_2O$ mitigation strategy involving the introduction of microorganisms with high $N_2O$ reductase activity or oxygenic denitrification ability has been proposed as an alternative canonical denitrification.

In order to improve air quality in the Seoul Metropolitan Area (SMA), the "Special Act on Seoul Metropolitan Air Quality Improvement" has been enforced since 2005. The strategy has resulted in some reduction of air pollution, but there has not been much research into the quantitative impact analysis of each separate preventive countermeasure. Therefore, we analyzed nitrogen oxide reduction resulting from implementation of the emission control plan for on-road mobile sources. The MM5-SMOKE-CMAQ model system was employed for air quality prediction. Reduced $NO_x$ emissions for SMA was 16,561 ton, 4.7% of reduction rate, in 2007. One countermeasure, tighter acceptable standards for manufacturing vehicles, dominated other countermeasures for effective $NO_x$ emission control. Large spatial differences in reduced emissions, those for Seoul being twice that of Incheon and Gyeonggi, showed greater $NO_x$ emission reduction impact in the heart of the metropolitan complex. The $NO_2$ concentration decreased by 0.60 ppb (2.0%), 0.18 ppb (1.5%), and 0.22 ppb (1.7%) in Seoul, Incheon, and Gyeonggi, respectively. Concentration decreases in spring and winter were larger, 1.5~2.0 times, than summer and fall. However, the $NO_2$ reduction impact did not correspond directly to local $NO_x$ emission controls in the city area because of the natural flow and dispersion, both urban and downwind.
