서론 : 1. 유해물질 배출목록 제도의 역사 미국은 1986년 인도 보팔 참사에 대한 후속조치로 긴급계획 및 지역 공동사회의 알 권리법(the Emergency Planning and Community Right-to-know Act : EPCRA)을 통과시켰다. 유해물질 사고 예방과 일어날 수 있는 긴급 상황에 대한 계획이다. 이 법의 일부분인 유해물질 배출목록은 환경에 매일 유출되는 유해물질을 다루고 있다. (생략)

최근 몇 년간 수도권 지역의 대기오염은 오존, 질소산화물, 미세 먼지 등과 같은 물질을 중심으로 지속적으로 악화되고 있다. 대기오염의 관리를 위해서는 어떤 분야에서 얼마만큼의 오염물질이 배출되고 있는 현황 파악이 필수적이다. 서울, 인천, 경기도는 대기질 규제지역 지정에 따른 실천계획 수립의 일환으로 처음으로 본격적인 배출목록 조사작업을 수행한 바 있다. 이 자료는 국내에서 수행된 최초의 배출목록으로 자료분류체계와 방법 등에 많은 진보가 있었다. (중략)

환경부 훈령 제500호 "비산먼지 저감대책 추진에 관한 업무처리 규정(2001.9.4)"에 따르면 "비산먼지"라 함은 일정한 배출구 없이 대기 중에 직접 배출되는 먼지를 말하며, 대기환경보전법에서는 비산먼지 발생사업의 신고 및 발생억제 의무를 규정하고 있다. 미국 국가배출목록(U.S. EPA, 2000)에 의하면 미세먼지(PM10) 배출량의 89%를 비산먼지가 차지하고 있으며 이러한 수치는 비산먼지가 대기질에 미치는 영향도가 어느 정도인지를 예시하고 있다. 한편 우리나라의 경우 현재 미세먼지 배출목록에서 비산먼지 항목이 누락되어 있기 때문에 효율적인 대기질 관리를 위해서는 전국 지역별 비산 먼지 배출 목록의 구축이 시급한 것으로 사료된다. Information on the lists of pollutants from industrial wastewater discharge are essential not only to specify the key pollutants to be managed in permission process but to design the treatment facilities by the dischargers. In this study, wastewater quality analysis was conducted for three industrial categories including the specified hazardous water pollutants. The general description of the wastewater occurrence, major sources, treatment facilities are also investigated to obtain integrated database on the pollutant inventories for the industrial categories. In addition Based on the analysis of raw wastewater and final effluent, the detected pollutant items are confirmed by analyzing their presence in the raw or supplement materials, the potential of formation as byproducts, and the possibility of inclusion as impurities. The three industrial categories include petrochemical basic compounds, basic organic compounds, and thermal power generation. The water pollutants emitted from petrochemical basic compound manufacturing facilities are 31 items including 16 specified hazardous water pollutants. Basic organic compound manufacturing facilities discharge 30 kinds of pollutants including 14 specified hazardous water pollutants. Thermal power generation facilities emit 20 pollutants, 8 specified hazardous water pollutants among them. These substances were decided as emission inventories of water pollutants finally through the probability evaluation. The compounds detected for each categories are screened through investigation on the possible causes of their occurrence and confirmed as the final water pollutant inventories.

포항지역은 인구규모 50만 정도의 중소도시이지만 도심은 항만을 끼고 있고 포항제철 및 연관산업체가 입지하여 선박, 전동기관차 그리고 인근의 공항 등 다양한 형태의 대기오염물질 배출원이 공존하고 있는 지역이다. 지금까지 대기오염배출량 산정에는 주로 자동차 및 산업체 및 주거지역지역과 같은 오염원을 다루고 있으며 기관차, 항공기 및 선박과 같은 오염원에 의한 대기오염물질 배출량 산정은 드물다. 이러한 복합적인 오염원이 존재하는 곳에서의 대기질 관리에 있어 가장 선행되어야 할 사항 중의 하나는 주요한 대기오염 배출원의 파악과 가장 현실성 있는 오염원의 배출목록을 작성하는 것이다. 대기오염물질 배출계수는 국가기관, 연구기관, 학교, 배출사업장, 환경영향평가사업 등 수많은 분야에서 실질적으로 활용되고 있으며, 배출원에 대한 배출특성을 간접적으로 파악할 수 있을 뿐만 아니라, 기본부과금의 산정, 대기오염방지설비의 설계, 오염저감계획의 수립 등에 매우 유용하게 이용되고 있다. 따라서, 대부분 선진외국에서는 많은 비용과 인력을 동원하여 대기배출자료를 국가적으로 목록화하는 작업을 추진하여 왔으며, 전 세계적으로 강화된 국제적 환경협약과 환경보호를 위한 무역규제에 대처하기 위하여 국가 대기배출량을 일정한 형식과 산정방법에 의하여 체계적으로 관리하고 있다. 현재 미국, 캐나다 등 약 20여 국가에서는 유해화학물질 및 VOCs배출을 효과적으로 저감하기 위하여 각 사업장 및 시설별 배출량조사를 실시하고 있다. 우리나라는 1996년 OECD 가입과 동시에 리우 정상회담 시 채택한 $\ulcorner$유해화학물질 환경배출목록$\lrcorner$ 구축 프로그램 도입을 약속, 1999년 이후 매년 유해화학물질 배출량조사를 실시하고 있다. 이에 각 산업공정 및 시설별 유해물질 배출특성 및 기여도를 파악하여 배출저감 및 방지시설에 구축을 추진하는데 적극 참여할 필요성이 높아지고 있다. (중략)
