The purpose of this study is to suggest ways to overcome the crisis of regional industrial complexes by examining the changes that the digital transformation era will bring and the crisis situation of regional industrial complexes. To this end, first, we examine the changes brought about by the digital transformation era from various angles in the fields of industrial sites, industrial complexes, policy areas, and changes in working methods, and identify the problems and crises of local industrial complexes from various aspects. According to the problems and crises of these existing local industrial complexes, plans and various policy tasks were presented for local industrial complexes to overcome the crisis using digital technology. As a result of this study, important policy directions and alternatives for overcoming the crisis of local industrial complexes in stagnation are presented at the government level, and plans for strengthening self-sustainability to overcome the crisis at the corporate level and digital transformation for future local industrial complexes It was possible to look at the direction and tasks of the project from various aspects.

분기기는 선로가 분기되거나 또는 교차하는 지점에 설치되어 열차의 이동 방향을 안전하게 변경하는 역할을 한다. 그러나, 운영 노선 및 동작 환경에 따라 비정상적인 힘이 분기기에 발생할 경우, 정확한 진단 및 검측을 실시할 수 없는 단점이 있다. 본 논문은 국내에서 사용중인 MJ81 전기선로전환기의 전환기능과 쇄정기능의 특성 분석을 통해 기존에 사용된 분기기 전환력 측정의 문제점을 제시한 후, 이를 해결하기 위한 센서 활용 분기기 전환력 측정 방법을 제시한다.

국내 이동전화 무선인터넷 시장은 성장기와 도약기를 동시에 맞이하고 있다. 이동전화무선인터넷은 이동전화 지불 ARPU의 19%를 상회할 정도로 급성장을 거듭해 왔으며HSDPA와 와이브로의 광대역 무선인터넷으로 도약이 추진되고 있다. 이에 국내 무선인터넷의 지속적인 성장을 위해서는 사업자의 적극적 투자, 가치사슬 전 영역에서의 참여, 킬러 서비스의 개발을 통해 광대역 무선인터넷으로 가입자의 조기 전환이 핵심 관건이 된다. 이에 본 고에서는 시장조사 결과를 바탕으로 국내 이동전화 무선인터넷 가입자의 광대역 무선인터넷으로의 전환행동을 전망하고 전환행동에 영향을 주는 요인들을 규명하고자 하였다. 그리고 결론에서는 국내 광대역 무선인터넷이 조기에 활성화되기 위한 방향을 제언하였다.

본 논문에서는 기동하는 표적을 추적하기 위한 표적의 운동 모델링 방법에 대해서 다룬다. 실제 표적의 운동은 진행방향으로의 가속과 이와는 독립적인 방향 전환으로 이루어진다는 점에 착안하여 표적의 진행방향에 따라 동작 잡음의 분산 행렬이 변화하는 표적 중심 모델을 제안하고, 이를 IMMPDAF(Interacting Multiple Model Probabilistic Data Association Filter)에 적용하였다. 모의실험을 통해 기존의 모델을 사용한 IMMPDAF와 비교하였으며, 그 결과 기동 구간의 오차가 30% 정도 줄어들며 추적 실패율도 낮아짐을 볼 수 있었다.

Most of countries in the world are stepping up military conversion to achieve military modernization. The issues of military conversion hold reallocation of financial resources, reorientation of R&D, restructuring of military industry, demobilization, base closure and relocation, scrapping of surplus weapons and so on. Also ROK is stepping up military modernization through defense reform. In particular, ROK has the plan to convert bases; transfering U.S. Forces in Korea and conducting the merger and abolition of bases. In this respect, we expect increase of base conversion easily in the future. Therefore, we tried to find the strategy of base conversion that ROK can conduct base conversion with success in this study. So that we analyze cases of base conversion which were conducted in ROK and U.S. Moreover, we extract problems of the process of base conversion in ROK and finally find out substitutes.

We investigated the effects of policy reform, industrial transformation, and initial conditions on the agricultural productivity changes in 28 transition countries. Our findings are: (i) Asian and CEE transition countries performed better than CIS countries, while the performance improvement of CEE countries seems to be more prominent compared to that of Asian and CIS countries; (ii) The technical progress proved to be the main source of productivity growth, particularly in CEE countries; (iii) Reform policy and industrial transformation seems to have positive effects on the performance of agricultural sector and its changes; (iv) The initial conditions also matter.

This study deals with the changes in the government-funded research institutes (GRI) in terms of 'responding to social challenges and turning to the institutes that are pursuing sustainability transition'. The newly established societal problem-solving R&D projects in GRIs are core experiments for the transition. In order to discuss about the prospect of transition of GRIs, this study used focus group interview approach. In the interview, the GRIs's stance on the societal problem-solving R&D projects, and its process, problems and the policy direction had been discussed. It is suggested that the necessity of transition is discussed and transition experiments are proceeding on a small scale, but experiments are still underway in the existing framework. In order to facilitate the transition in GRIs, it is necessary to carry out the experiment and the vision making work from the inside the GRI.

This research examines the characteristics of the newly emerging 'transformative innovation policy' and discusses the current status and issues of the Korean social problem solving R & D policy. Transformative innovation policy is a new paradigm that aims to transform socio-technical systems to address societal challenges. In this study, we analyzed 'the policy plan for solving social problems based on science and technology'. In the "Policy Plan", efforts are being made to establish new direction of science and technological innovation activities such as emphasis on social values, network formation of innovation actors, and spreading of social impact. But in this "Policy Plan", the perspective of transformative innovation policy is weakly reflected. The Policy Plan refers to system improvement that adds new elements to existing system, but it is not discussing system transformation. In order to develop social problem solving R & D policy from the viewpoint of the transformative innovation policy, it is necessary to construct the innovation platform deliberating vision and prospect for the socio-technical transformation.

This study examines the development direction of Ulsan automobile cluster and suggests strategic interventions, based on the possibility of system transformation in the open economic system. The spatial characteristics of global, national and local production and R&D networks were analyzed to investigate the conditions of Ulsan automobile cluster. And the agglomeration process of automobile industry and the capabilities accumulated in Ulsan were analyzed and alternative developmental path and policy suggestions were proposed.

This paper considers the many kinds of attitude control systems including launcher. JVC(Jet vane control), Jet tap, Jetvator and Movable nozzles are used to control the initial attitude of a missile only. Recently side jet thruster and it's applications to control initial turn and to maneuver at high altitude have been increased. How to design and develop the missile for an initial turn and a high maneuver at high altitude using side jet thrust were described in this paper.
