2012년 9월 17일 제 16호 태풍 산바의 내습에 의한 유출발생 시 제주도 천미천 유역의 성읍교 부근에서 최대 수위 3.94 m를 기록한 9시 00분 유출영상에 표면영상유속계(SIV)를 적용하여 참조점 설정에 따른 오차율을 분석하였다. 참조점 설정 과정에서 원거리의 참조점 입력 오류가 발생하면 2~11 pixel의 미세한 오류값 입력에 의해 X축 방향으로 0.42 m, Y축 방향으로 0.94 m의 실거리 변화율이 발생하며, 근거리의 참조점 입력 오류가 발생하면 1~11 pixel의 미세한 오류값 입력에 의해 X축 방향으로 0.02 m, Y축 방향으로 0.28 m의 실거리 변화율을 발생시킨다. 이 같은 실거리 변화율은 원거리의 참조점 설정변수에 따라 유속 오차율은 최소 16.77%에서 최대 317.69%의 변동 폭을 나타냈으며, 유량 산정 시 최소 16.86%에서 최대 338.63%의 변동 폭을 나타냈다. 또한 근거리의 참조점 설정변수에 따라 유속 오차율은 최소 1.10%에서 최대 74.47%의 변동 폭을 나타냈으며, 유량 산정 시 최소 0.82%에서 최대 59.28%의 변동 폭을 나타냈다.

부산항 신항의 기항 선박수가 증가 함에 따라 가덕수도 LANBY 남쪽 해상은 가덕수도를 출입하는 선박의 밀집도가 높아지고 있다. 해당해역은 여러 방향에서 출입하는 선박들로 인해 해상교통의 흐름이 원활하지 못하며 남해안으로의 이동 선박은 지세포 앞 정박선들 사이를 통과하여 항해하고 있어 선박 충돌사고의 위험성이 높다. 이동 선박의 원활한 흐름과 지세포 앞 정박선과의 위험성 감소를 위해 항로의 설정이 필요하다. 항로의 설정 방법으로 SOLAS 제5장 10규칙에 따라 가덕수로에서 남해안 방향과 일본 방향으로 두개의 추천항로를 설정할 것을 제안하다. 추천항로는 법적 구속력은 없지만, 선원의 상무로서 항해자는 추천항로의 우측으로 일정 거리만큼 떨어져 항해하여야 한다.

본 연구의 목적은 U-City의 인력양성을 효율적으로 지원하기 위한 정책방향을 설정하는 것이다. 이를 위해서 지자체의 개략적인 U-City의 사업비 규모를 설정하고, 이에 대한 소요 인력을 예측하였으며. 국내시장과 해외시장의 증가율을 고려하여 개략적인 소요인력을 산정하였다. 또한 현재 정부에서 추진 중인 U-City 인력양성 정책의 방향에 대하여 고찰함으로써 현재 국내의 U-City 사업관련 인력양성의 방향을 살펴보았다.

This research focused on the strategy consulting of the 'Pankyo Technovalley' for the formation of the innovation clusters The study was performed based on both theoretical study and related qualitative study approaches. Particularly, 'scenario planning' as a foresight method was used for the strategy formulation of the innovation clusters. The major determinants for the success of the formation of the innovation clusters can be summarized as follows; the enhancement of the service of the host institution of clusters, the alignment of the national cluster policy with the strategy of the host institution and the networks of the clusters. In terms of the needs of times, this study regarding the strategy for the formation of the innovation clusters is anticipated to be a good reference for the R&D organizations and technology cluster participants in coming years.

Thick plates produced by the rolling process are used as the basic elements of ship structures. In this paper, we present a setup model for controlling the asymmetric factors causing plate bending in the width direction during plate rolling. A series of three-dimensional finite element analyses is conducted to predict the relationship between various asymmetric factors and plate bending. The setup model is developed by performing regression on the relationship to produce linear equations with several nondimensional parameters. The setup model is verified with a pilot rolling test in which variations in thickness and temperature differences in the width direction exist. The results show that the bending curvatures predicted by the model are in fairly good agreement with the measured results for those asymmetric factors.

This study proposes an iterative approach to the estimation of the marginal abatement costs of undesirable outputs by computing the slope of the efficient production possibilities frontier on the basis of the efficient projection points generated by the directional output distance function approach due to Fare et al. (2005) based on duality theory. In case of the latter methodology, the estimated marginal abatement costs differ significantly depending on the choice of the directional output vector. In addition, depending on the curvature of the underlying PPF the efficient projection points may be located at a significant distance away from their actually observed counterparts. While it would be more logical to estimate marginal abatement costs as a PPF slope at a point corresponding to the actually observed emissions level, the methodology based on duality theory is likely to produce unstable results due to the problems associated with applying the theorem of implicit function differentiation. Since our methodology is not based on duality theory, our results are immune to both of these problems. We apply our methodology to a sample of Western European countries for the period of 1995-2011 to illustrate our approach.
