  • Starting from 2005, as the new city paradigm, the term 'u-City' was created in Korea. U-City service, as defined in "u-City law", is a service that connects and intermediates among government, traffic, welfare, environment, disaster mitigation, etc., and their data based on ubiquitous city technology and infrastructure. According to the survey executed by local governments, the improvements in the standard of living of citizens have in turn increased the needs for anti-mitigation services. Such trend is bolstered with the recent disasters such as the conflagration of Korean Soong-rae Gate and the devastating earthquake of Sichuan province. This article describes a concept of the u-City disaster prevention service and looks into the activities and planning of u-City disaster prevention service of local governments. This paper also briefly looks into the law and policies to derive the needs of u-City disaster prevention service as well as the current technologies and u-City disaster prevention services of local governments. Ultimately, this paper offers the strategic direction of developing u-Disaster Prevention City.

  • In this study, it was developed to the design program optimization the design factors of the carbon dioxide fire extinguishing system on the basis of design theory for the carbon dioxide fire extinguishing system, national emergency management agency (NEMA) notice No. 2012-11, KS B 6261 and steepest descent method of optimization. The design program was developed to C++ compiler based on established the logic and algorithms and was to operate on the Windows operating system. The optimization of design factors for the carbon dioxide fire extinguishing system are minimized subject to constraint on agent flow rate, emission time and design variables (pipe size etc.). It was verified to the design program performance for test system, and it was provided to the foundation for optimal design in fire fighting field. Also, it is considered to improve the efficiency of the fire extinguishing system and to maximize of fire suppression as the construction of the carbon dioxide extinguishing system based on the optimal design factors.

  • Although fire incidents occur frequently in factory buildings, the focus has primarily been on property damage rather than human casualties. In this study, we conducted an analysis of RSET(Required Safe Egress Time) variation by examining the relocation of workbenchs using evacuation simulations. The results demonstrated that a simple change in workbench placement led to different RSET and variations in the feasibility of evacuation. Specifically, arranging workbenchs in a vertical configuration reduced travel time for workers and minimized total evacuation time. The hybrid layout of "vertical-horizontal" exhibited the shortest RSET, while the "horizontal-vertical" configuration resulted in the longest RSET. These research findings are significant as they provide practical alternatives to decrease RSET in small-scale factories where additional investments beyond essential safety equipment may pose challenges due to budget constraints. However, it is important to note that this study solely focused on comparing RSET while controlling for all other factors, without considering real-life fire simulations. Therefore, further research is necessary to integrate fire simulations and conduct comprehensive assessments of evacuation safety.

  • Recently, many accidents occur frequently because sprinklers aren't installed or don't work right when there are outbreak of fire in houses and aggregate buildings. Therefore, they can result in damage for humans and loss of property. Sprinklers are the most appropriate which can extinguish buildings' fire in the initial stages. Through lack of legal system, in domestic cases, sprinklers cannot operate their inherent performance. Domestic standard simply classifies installation objects according to types of business and forms of buildings, also divides into uses and floors of buildings. Especially it only regulates that sprinklers must be installed every floors in particular fire buildings that have more than eleven floors. While it doesn't need to install sprinklers below ten floors, so we are threatened the safety. In this study, we derived causes and implications by analyzing concepts of sprinklers facilities, installation standards in domestic and foreign legal system, and recent cases that expanded damages in fire accidents because of weak point of installation and control standards. In domestic cases, as a result, government has to provide an institutional strategy and law that regulate duty to install sprinklers to all aggregate buildings regardless of floors in terms of new buildings. Also, if someone who has existing buildings wanted to install them, government would guarantee subsidy to encourage installation. In addition, government supervises fire-fighting activities when there are fire by compensating standards about regular inspection by a qualified technician, operation and maintenance of sprinklers as well as reinforcement of administrative criteria.

  • This paper tried to verify whether the fixed fire fighting system (FFFS) that is installed in road tunnel improves evacuation performance or not. Verification was performed according to the Disaster Prevention Facilities Installation and Management Guide at Road Tunnel. Twenty seven different fire scenarios were set up for the verification and the cases that FFFS was installed were compared with the cases that FFFS was not installed. The result of the comparison showed that the average equivalent death was reduced in 26 cases out of 27 cases when water spray extinguishing system was installed. It was confirmed that the risk when was not installed was unacceptable in Hong Kong and the Netherlands. On the other hand, it was confirmed that the risk was reduced to as low as reasonably practicable (ALARP) when was installed. The cumulative frequency of average death in case with FFFS was compared against the frequency of death without FFFS: death of one or more is about 50 times less; 10 or more is about 100 times less; and the death of more than 100 is four times less. It was verified that FFFS makes improved conditions to escape from the fires in road tunnel.

  • The purpose of this study was to propose the categorized checklist for fire risk assessment on the wooden cultural properties and to carry out field survey. The survey checklist was composed of categories such as management and administration measures(management, training and countermeasure), architectural planning measures(site plan and facility plan), and equipment measures(fire-fighting and crime prevention facility). In this study, the field survey was carried out in the Nae-jang-sa and Wha-um-sa and it was found that there were some problems in the items which were assessed importantly by experts.

  • The west underground express way is a recent initiated BTO (Build-Transfer-Operate) project for releasing heavy traffic of the existing west express way which is notorious on-ground road for extremely traffic stuck area in the west of Seoul, South Korea. The new express way for light vehicles is the first double-deck tunnel ever designed in South Korea and 10.91 km long including both open cut structures and concrete lining with middle-deck in bored tunnel. Because the new express way is going through underground of heavily populated area, mechanical & electrical design for the safety of drivers in tunnel is one of the most important parts among many design issues. This paper discusses M & E design focuses including ventilation-evacuation plan and various safety facilities.

  • This research is to study and analyze our country's management of disasters, the present condition of cultural heritages bases on the examples of temples, and Japan's safety management prevention of buddhist temple. As a result, this research aims to how to improve the temple fire prevention system. To improve the anti-fire system of temples, it is important to make new laws about fire lose to minimize cultural property lose. Secondly, to protect self-contained type fire alarm device, with aerosol type hand propelled fire extinguishers to prevent fire lose. Lastly, construction work of electric engineer is necessary to prevent temple fire loses.

  • Since subway fire disaster at Daegu, Korea smoke control system and passengers evacuation distance has been focused to reform. Existing smoke control facilities need to expand volume of ventilation capacity however, the complicate subway station structure can hardly react dispersion of smokes from massive subway cabin fire. Smoke flow at platform level move upward thought vertical stairway and passengers evacuation goes with same direction. The victims of evacuees from subway station fire mainly due to exposure of heat radiation and smoke. The study demonstration the effect of downward evacuates stairway system by separating evacuation route to smoke movement pass way including saving times of evacuation.
