프랑스는 자주적 방위태세 유지를 중요시하며, 해군에 있어 이 정책은 핵추진 항공모함 사업과 차기세대 SSBN사업등으로 구현되고 있다. 1988년 Le Bourget에서 열렸던 제11차 해군 장비 전시회는 프랑스 방산업계가 추구하는 2가지 방향을 명확하게 나타냈다. 프랑스와 이탈리아간에 체결된 Milas 대잠 유도탄 사업과 함정 탑재 대유도탄체계 사업이 이 방향으로 이루어진 2개의 주요한 조치였다. 또한 프랑스 방산업체들은 점차 유럽과 북아메리카로 사업대상을 넓혀가고 있다

서방세계에 대한 중공의 진보적인 개방정책과 생활의 모든면을 현대화하고 향상시키려는 제반노력은, 서방세계의 산업체집단에게 10억의 인구를 갖고 있는 중공이 서방세계의 장비와 기술을 상당히 구매하려고 하는 것이 아닌가 하는 환상적인 생각을 갖게 하였다. 말할 필요없이 이와 같은 기대는 상당히 과장된 것이다. 서방세계의 산업체들은 이점을 벌써부터 이해하여 왔다. 특히 방위분야는 4대현대화사업에서 마지막 순위를 차지하고 있다는 것을 유념하여야만 할 것이다. 솔직히 말한다면 동경하여 왔던 차원의 중공방위시장은 실현되지 않을 것이다. 중공의 접근방식은 해외로부터 소량의 장비를 구매하는 것이다. 그리고 강조사항은 구매 그 자체에 있는 것이 아니라 1단계의 현대화사업이 국가경제를 공고하게 하며 향상시킬 수 있을 때까지 대규모 방위현대화사업은 자국내에서 설계되고 제조된 장비로 추진될 수 있도록 국가산업의 기술수준을 증대시키려는 노력에 있는 것이다.

일본은 '86년부터 중기방위력 증강계획을 착실히 추진해가고 있다. 제4차년도인 1989년의 사업계획은 내빈화 및 질높은 방위력 정비에 주안점을 두고 8개 부문으로 나뉘어 구성되었다. 이에 따라 정면에 대해 지휘통신.정보기능등 상당한 개선책을 강구할수 있게 되었다. 전체적으로 균형이 잡혀있는 것으로 보인다

올해 2월 삼성전자와 프랑스 톰슨CSf가 1:1 합작을 통해 새롭게 출범한 삼성톰슨은CSf는 삼성전자의 방산 사업 부문을 그 전신으로 하고 있다. 삼성의 방산 사업은 20여 년 동안 사업보국의 경영이념을 바탕으로 최첨단 방산제품의 연구 개발, 생산 공급을 통해 자주국방력 증강을 통한 국방 역량 향상에 크게 기여해 왔으며, 광전자, 사격통제장비, 레이더 및 유도무기, 통신장비, 전투체계 사업 등을 주요 핵심 사업으로 수행해 왔다. 삼성통슨CSf는 이러한 삼성의 기존 방산 사업 이념과 사업 분야를 고스란히 이어 받아 이를 글로벌 방산업체로 도약시키기 위한 비전을 갖고 출범하였다.

The ROK's military is attempting to change to advanced information science force through 'the Defense Reform 2020', which essentially creates the requirements of new military force. Therefore, the importance of defense industry and defense budget have been emphasized in order to successfully promote military build-up. However, the ROK defence industry has been going serious difficulties in the present day, and what is worse, unreliable rationality stability of Defense Capability Improvement Cost put the industry in the harder situation. In this circumstances, the improvement measures of the rationality stability of Defense Capability Improvement Cost should be immediately studied to satisfy the requirements of ROK military force in a suitable time and the development of ROK defense industry. The purpose of this study was to propose reinforcement measures to improve the arrangement system of yearly allocation for Mid-term Defense Plan of defense capability improvement programs and connect Mid-term Defense Plan to National Fiscal Management Plan to raise the rationality stability of ROK Defense Capability Improvement Cost.

2018년부터 방위사업청 주관으로 방위산업기술을 보유한 대상기관에 대한 방위산업기술보호 실태조사가 처음으로 진행되었습니다. 하지만, 대상기관이 방위산업기술보호를 위한 보호체계 구축에 대한 핵심을 이해하지 못하고 있습니다. 그래서, 본 고에서는 대상기관이 자율적 방위산업기술보호를 위한 보호체계를 빨리 구축하여 기술 유출예방에 기여하도록 방안을 제시하고자 합니다.

It has been four years after outsouring to private outsourced institute about calculating the costs on defense industry was commenced. Although the objectivity and reliablity has been improved somewhat, there were also a negative view of spending more time and money such as a costing official re-calculates the costs on the results by out-sourced institute. Therefore I want to study on countermeasure about the risks according to the importance by analysing a priority with deriving susceptible risk factors from the outsourced institute's conduct of calculating the costs in defense industry through this study. The purpose of this study contributes to the reduction of defense budget, a guarantee of the reasonable profit for defense suppliers and the improvement the effective strength of an army with a smooth supply procurement by managing the risks in advance about the conduct regarding to the outsourcing for calculating costs on defense materials in the future.

This paper analyzed the status of defense acquisition organizations, the defense acquisition system, and management strategies for each field in major developed countries. The current state of defense procurement organizations in major developed countries would be applied to identify the operational systems in domestic market. Effective management of defense commissioners on the management of each sector is being carried out by the government and company. We believe that it will be possible to establish transparency, credibility, and expertise from the perspective of third parties through securing the current pre - verification procedure. In conclusion, we believe that the operation of the Defense Business Supervisor enabled the establishment of a pre-supervision system for the entire defense business, and an environment to ensure maximum independence.
