MCN환경하에서 실시간 개인방송의 법적 쟁점

  • 개인방송을 방송법상 방송으로 보기 어렵다. 다만, IPTV법의 실시간 방송프로그램 내지 저작권법상 전송 등 2중적 지위를 갖는다. 방송이라면 일정한 경우에 보상금만을 지급하고 저작물을 이용할 수 있지만, 지금의 해석으로는 어렵다. BJ의 일탈이 사회적 통념을 넘어선 경우라면 사후 규제를 위해서라도 플랫폼사업자에게 일정 시간동안 개인방송을 저장할 수 있도록 권고할 필요가 있다. 최소한 방송이라는 인식에 근거하여 방송이 추구하는 공적 가치를 가질 필요가 있기 때문이다. 시청자는 방송과 통신을 구분하여 콘텐츠를 소비하지 않는다. 개인방송도 방송과 같은 공공성을 확보할 수 있다면 법제 정비를 통해 공익성 요건을 적용할 필요가 있다. 방송법의 목적인 "국민문화의 향상"이라는 가치에서 본다면 개인방송도 국민문화를 위한 주요한 수단이기 때문이다.

Violence Regulation Analysis of Television Programs (텔레비전 프로그램의 폭력성 제재 분석)

  • This study ascertained violence regulation of television program. Television programs that infringed the standards of violence and were sanctioned, were analyzed in terms of physical and contextual violence. In order to get data, content analysis was adopted. The results shows that violent behavior in terms of physical and violence motivations in terms of contextual were most frequently regulated. There were different results of the level of imposed sanction in terms of physical and contextual violence between network and cableTV. The regulation of television violence could be confirmed with these results.

  • This study tried to examine the transfiguration process of cable broadcasting business in the early 1960s of Korea. Especially, on the basis of a critical mind of examining autonomy of cable broadcasting operator as agent, this paper examined not only the technical and financial business management, and the drawing up of a program, but also business plans of the National Cable Broadcasting Association in initial establishment time of 1960s.

An Efficient Channel Navigation Scheme based on Patterns of Watching TV Programs (방송프로그램 시청 패턴에 기반한 효율적인 채널 네비게이션 기법)

  • With the emergence of digital TV broadcasting, various TV channels are provided to a TV audience. But it is getting hard for the audience to find his or her preferred TV programs due to the huge number of TV channels. In order to mitigate the difficulty, channel navigation schemes have been proposed. The schemes predict preferred TV channel from viewer's previous watching histories, and provide the predicted channels when the viewer wants to change TV channel. As channel navigation schemes, there are Most Recently Selected (MRS) scheme providing the most recently watched channel, and Most Frequently Selected (MFS) scheme providing the most frequently selected channel. However, MFS and MRS scheme could be inappropriate to current TV system broadcasting various TV programs in a channel because they are based on the viewer's patterns of watching TV channels. Therefore, this paper proposes an efficient channel navigation scheme, Program Most Frequently Selected (PMFS), based on patterns of watching TV programs instead of TV channels. Simulation results show that the proposed scheme PMFS reduces the seek distance compared to the previous channel navigation schemes, MFS and MRS.

  • This study analyzes on which Sports Program the 2006 TV focused on. As a data, we have used the 2006 Television programming components of KBS 1TV, 2TV and MBC TV, SBS TV. The analysis of the data was carried out classifying the sports hookup program. As a result, all three broadcasting companies placed a great deal of weight on the 2006 World Cup and they have made national match the prime subject in the components of Television Programming. Looking at each broadcasting companies, SBS TV placed the highest importance in sports programming, on the other hand, KBS TV placed the least importance in sports programming. The characteristic of the 2006 Sports Television Programming components is that it was focused on the Mega Sports Event and the Pro-Sports of the World Cup and have worsen the alienation phenomena of unpopular sports.

  • 머지않아 가상현실 기법은 TV 프로그램 제작에 큰 영향을 미칠 것이다. 한 예로서, 이미 수년 전부터 가상 스튜디오는 제한적으로나마 프로그램 제작에 도입되기 시작하였다. 본 논문에서는 가상현실 기법을 이용한 또 다른 응용시스템을 소개한다. 가상 스테이지라고 이름 붙인 본 시스템은 가상 스튜디오와 개념적으로 흡사하나 가상세계 참여자의 상호작용을 더욱 강조하고 있다. 본 연구에서 가상 스테이지는 일종의 카라오케 형태로 구현되었으나 실제로는 TV쇼 프로그램 등, 다양한 프로그램 제작에 사용 가능하다.

Study of the Impacts of Programming Characteristics of Entertainment Programs on General Programming Channels on Watching Intentions (종편TV 예능방송프로그램의 편성특성이 시청의도에 미치는 영향)

  • This study analyzed the impacts of programming characteristics perceived by the consumers of entertainment programs on general programming channels on watching intention and the data of a survey with 360 adult viewers in the capital area. Research questions were verified as follows: First, as a result of multiple regression to analyze the impacts of the factors of programming characteristics perceived by the consumers on their watching intention, setting personal characteristics as a control variable, programming characteristics as an independent variable and watching intention as a dependent variable, the regression model was significant. Thus, the more positive the perceived factors of programming characteristics, the more significant their watching intention improved. Second, the factors of programming characteristics significantly affecting watching intention had greater positive(+) impacts in the following order: Adjacency > substantiality > weight of genre > social evidence > relative advantage > ease of access.

  • 국내에서도 본격적으로 디지털 방송이 시작되면서 주로 가정에서만 사용되어 오던 TV 의 디지털화로 컴퓨터와 통신에 가전이 결합되면서 새로운 개념의 양방향 멀티미디어시대를 맞이하게 되었다. 디지털 방송은 디지털 기술을 응용해서 음성과 영상뿐만 아니라 부호나 데이터의 형태로 되어 있는 정보를 양방향에서 제어할 수 있는 환경을 제공하여 디지털 방송을 통해 가정에서 TV 를 시청하면서 뉴스 및 일기예보 검색, 프로그램 안내, 온라인 퀴즈, 온라인 쇼핑, 인터넷 메일 검색 등의 각종 데이터들을 검색하는 기능을 제공할 수 있는 데이터 방송을 가능하게 한다. 본 논문에서는 기존의 아날로그 방식에 비해 다채널의 프로그램과 다양한 부가 서비스를 제공하는 ATSC A/65 표준의 PSIP 파서를 구현하고 이를 통해 EPG(Electronic Program Guide)를 구현한다.

  • In the age of digital culture, TV broadcasting is exercising more influence as a information and communication medium compared to past. With the appearance of satellite broadcasting service in 2002, the broadcasting environment became a diversified field of local TV, cable TV, satellite, internet, etc. and created the time of multi-media and multi-channel. This ongoing change of broadcasting environment made the passive audience of the past, active image makers and new accepters, participants and users of communications, who know how to choose and use media as the active centerpiece, The active acceptor as the centerpiece of channel selections has become the center of the broadcasting, whereby they pick up and enjoy their favorite TV programs and came to remember the list of their favorite channels and zap them finally. In this point of spotting their favorite channels and improving the degree of recognition for the channels, the development of the noticeable brand for a particular program has made a great contribution. The aim of this study, therefore, is to recognize the factors, which are important in the habits of watching TV and to develop professional brands for TV broadcasting programs. The range of the survey for this study was home news programs and broadcasting stations abroad, which were on air from March to May in 2004. The focus of the survey was universal and professional news programs. Through this study, it was ascertained that, in the case of news, developing a brand for an anchor as well as for a professional brand of TV program could be an important element.

차세대 이동통신 기술

  • 디지털기술이 컴퓨터와 통신의 융합을 가능케하고 있으며, 이어서 최근 방송과 통신기술의 융합이 언급될 정도로 방송과 통신과는 밀접한 관계가 있다. 통신과 방송은 CATV, 위성방송, 디지털 방송 시스템 등에서 이미 기술적으로 많은 공통부분이 이용되고 있다. 따라서 각 가정의 가입자 선로에 광가입자선 또는 광대역 무선이 도입되면 B-ISDN, ATM 등의 기술을 이용하여 넓어진 대역으로 종래의 방송 프로그램뿐만 아니라 전화, 인터넷 등 통신서비스가 함께 지원되는 통신방송종합망의 형태가 실현될 것으로 예견되고 있다[1]. 본 고는 차세대 이동통신 시스템인 IMT-200 기술에 대해 언급하였다. 이동통신의 원리, IMT-2000 시스템 구성 및 필요성을 다루고, 이를 실현하기 위한 신기술에 대한 소개 및 문제점을 검토하고, 향후 방송과의 연관관계에 대해 논한다.
