This study is conducted to achieve following two purposes. First, this study investigates domestic conditions and problems of data broadcasting industry. Second, this study suggests the improving way of the legal and administrative systems in order to promote domestic data broadcasting industry. Survey was conducted with 16 companies and a few business men for gaining data of general condition and analyzing problems about domestic data broadcasting industry. The results are as follow: first, domestic industry was suffering from the lack of man power, finance, and the delay of data broadcasting service schedule. Second, respondents argued there was no the legal basis and the systematic regulation under the current digital broadcasting policy of government. To resolve those problems, this paper proposed the making laws preparing for the fusion service of communication and broadcasting, systematic assistance of government, the way of technology development and technical standardization, and the way of constructing infrastructure and cultivating man power.

광대역 통합망은 유무선 통합, 통신과 방송 응합, 음성 및 데이터의 통합을 위해 필요한 네트워크를 서비스 계층, 제어 계층, 전달망 계층, 접속 계층, 유비쿼터스 접속 및 가입자 단말 계층으로 구분한다. BcN은 사용자가 원하는 품질과 보안의 정도에 따라 차별화된 광대역 멀티미디어 서비스 제공 및 관리가 가능한 네트워크이다. 본고는 현재 진행 중인 BcN 시범 사업에 대하여 기술한다. 우선, 통합 서비스를 제공하기 위한 기본 인프라인 광대역 통합망(BcN, Broadband convergence Network)의 개념, 서비스 특징 및 발전방향 등을 간략히 나타낸다. 그리고 정부의 IT839 전략의 중점 추진과제로 진행 중인 1단계 BcN 시범 사업의 내용과 시범 사업자로 선정된 3개 컨소시엄의 서비스 내용 등을 제시한다. 현재 BcN 시범 사업자로 UbiNet 컨소시엄, Octave 컨소시엄 및 광개토 컨소시엄이 선정된 상태이다. 각 컨소시엄에서는 BcN 환경에 적합한 다양한 서비스 모델 발굴 및 기술개발을 위해 BcN 시범 서비스를 진행할 예정이며, 제공 예정인 BcN 시범 서비스에는 음성 데이터 통합 서비스, 유무선 통합 서비스, 통방 융합 서비스 및 기타 응용 서비스 등이 있다.

방송과 통신의 융합, 방송서비스의 다양화와 더불어 방송의 디지털화는 기존의 아날로그 방식에 비해 고화질 및 고음질의 방송 서비스 제공 및 타 매체와의 호환성 그리고 다양한 부가 서비스의 제공 등에 있어서 많은 이전을 제공할 수 있다. 또한, 디지털방송 방식은 기존 아날로그 방식의 이동수신 문제점을 해결하고자 디지털 오디오 방송(DAB: Digital Audio Broadcasting)에 멀티미디어 서비스를 .제공하는 디지털 멀티미디어 방송(DMB: Digital Multimedia Broadcasting)을 제안하였다. 지상파 DMB 방송은 유럽의 Eureka-147 방식의 DAB를 기반으로 하며 디지털 라디오방송과 함께 오디오 외에도 다양한 멀티미디어를 전송하고, 콘텐츠에 대화형 기능을 포함하는 서비스 형태를 목표로 하고 있다. 현재 지상파 DMB 서비스에서는 기본적인 AV 서비스를 위해 비디오는 AVC, 오디오는 BSAC에 대해 규정하고 있다. 또한 AV 규격 외에 대화형 서비스를 제공하기 위한 보조 데이터로서 장면기술 데이터와 그래픽 데이터를 지원하고 있다. 따라서 본 논문에서는 지상파 DMB를 이용한 대화형 서비스를 제공하기 위해 요구되는 초기 객체 정보, 객체 정보, 장면 구성 정보를 바이너리 형태로 생성해 주는 MPEG-4 바이너리 컨버터를 설계하고 구현하였다.

서비스 플랫폼의 대두로 촉발된 스마트 융합은 점차 스마트 붐으로 진행되고 있고, 유럽 주요국들은 신성장 동력의 일환으로써 스마트 융합의 산업화에 관심을 기울이고 있다. 본고에서는 독일과 프랑스의 방송통신융합 기술 정책의 관련 부처와 융합기술 정책의 진행 상황 및 향후 방향에 대해 소개한다.

최근에 광대역망을 기반으로 방송서비스를 포함하여 통방융합 서비스를 제공하는 IPTV 서비스에 대한 관심이 고조되고 있다. IPTV 서비스에 있어서 기존의 방송채널들은 킬러 애플리케이션의 하나로써 재사용되어지며 이를 위한 IPTV 미들웨어 구조에 대한 연구가 필요하다. 특히 대부분의 상용 서비스는 기존의 방송서비스에서 사용되고 있는 기술을 수정없이 사용하고자 하는 이유로 인하여 IP 환경에 비효율적인 구조를 채택하고 있다. 본 논문에서는 기존의 방송채널을 재전송함에 있어 IP 환경에 최적화 될 수 있는 기술을 제안하고자 한다.

2007년 12월 28일 ‘인터넷멀티미디어방송사업법(안)’이 국회 본회의를 통과함으로써 2008년 4월 18일 동법이 효력을 발휘하게 되었다. IPTV 상용화를 위한 기본 틀이 정해짐에 따라 시행령과 허가지침 등의 제정을 통해 2008년 6월경에는 본격적인 IPTV 서비스가 제공될 것으로 보인다. 미디어 규제정책이나 IPTV의 성장에 비해 시장에서 뒤늦게 출발하기는 하였지만 IPTV를 시작으로 하는 우리나라 미디어 융합 시장은 크게 발전할 것으로 전망된다. 분석결과에 따르면, 낙관적인 관점에서 볼 때 2008년부터 2012년까지 IPTV 가입자는 496만 가구, 매출액은 1조 2,876억 원, 생산유발효과는 10조 1,750억 원, 고용효과는 5만 6천 여 명이 될 것으로 보인다. 지금까지는 IPTV가 미디어 융합을 주도하였지만, 향후에는 보다 새로운 서비스가 미디어 융합을 촉진.발전시킬 것이다. 4G와 NGN 기반의 신규서비스, Web 2.0 TV 기반의 창의적인 비즈니스 모델, 임베디드 미디어 서비스 등 향후 나타나게 될 새로운 미디어 서비스의 발전을 위해 미래지향적인 미디어 정책과 규제프레임을 갖추어 나가는 것이 무엇보다 중요한 시점이 되고 있다.

각 가정으로의 초고속 인터넷이 보편화됨에 따라, 웹 기반의 단순 정보 서비스 및 저해상도 동영상 서비스를 벗어나 지능형 홈 네트워크 및 다양한 멀티미디어 서비스에 대한 관심이 높아지고 있다. 특히 유무선 및 방송$.$통신 융합형 정보통신 환경에서 광대역 멀티미디어 서비스를 고품질로 이용할 수 있는 차세대 통합 네트워크인 광대역통합망(BcN: Broadband convergence Network)이 2010년까지 2천만 가입자에게 제공될 것으로 예상되며, 이를 기반으로 한 디지털 홈네트워킹은 다양한 홈네트워크와 초고속 액세스망을 연결할 것으로 판단된다.(중략)

In the 21st century, broadcasting, communication, and computer have been integrated due to the development of digital technology. Accordingly, to overcome the limit of respective communication media and to maintain them, their independent area shall not be classified. This study is to examine the future environment of digital TV broadcasting, to analyze customizing type service and interactive type TV technology, and to make asymmetric interactive digital TV publication broadcasting system, which is TV broadcasting in the next generation to treat visual image, sound, and various data all together by harmonizing broadcasting and communication like ISDB(Integrate Service Digital Broadcasting). In addition, to develop service on publication broadcasting with high quality, this study is to propose to develop relative devices for TV/PC reception to realize a new communication type TV publication broadcasting, by analyzing technology for producing, sending, transmitting, receiving, and saving to apply to customizing type interactive system and by examining its application.

MPEG-21 has identified the need fur Event Reporting in its vision for an interoperable multimedia framework. Event Reporting is required within the MPEG-21 multimedia framework in order to provide a standardized means for sharing information about Events amongst Peers and Users. Such Events relate to Digital Items and/or Peers that interact with them. Arising from an each Event, there is the opportunity to describe what occurred. However, there are a number of difficulties in providing an accurate report about an Event. Different observers of the Event may have vastly different perspectives, needs, and focuses. They may emphasize certain elements to the detriment of others, or they may describe an Event in a way that others may find confusing. In this paper, we design how to express Event Reporting message structure and system architecture in compliance with ISO/IEC 21000-15. And we implement the system for MPEG-21 Event Reporting service.

최근 통신서비스 시장에서는 그 동안 이동전화서비스와 초고속인터넷서비스를 중심으로 한 급격한 가입자의 증가 추세가 둔화되고 있으며, 향후에 통신서비스 시장의 성장을 이끌어갈 서비스의 출현을 고대하고 있다. 새로운 통신서비스 패러다임을 맞이해서 통신서비스 사업자의 입장에서는 그 동안의 양적 팽창 위주의 시장 접근에서 질적인 성장을 도모할 수 있는 방향을 모색해야 할 필요성이 제기되며, 근본적인 해결책은 기존에 제공하고 있는 서비스가 제공하지 못했던 다양한 장점을 가진 서비스를 제공함으로써 소기의 성과를 달성할 수 있을 것으로 생각된다. 이에 대한 대안으로 최근 이슈로 떠오른 것이 유무선 서비스 통합, 음성. 데이터 서비스 통합 그리고 방송.통신 서비스 융합을 근간으로 하는 컨버전스 서비스의 제공이다. 컨버전스 서비스의 제공은 기존에 제공해 오고 있는 서비스에 비해 ‘이동성’의 보완, ‘요금 부담’의 완화, ‘속도’ 측면의 강화라는 특성으로 요약될 수 있다. 이에 본 고에서는 최근 일어나고 있는 통신서비스 시장의 환경 변화에 대해 주로 유무선 서비스 통합에 대한 현황을 분석하고 통신사업자 입장에서 바람직한 대응 방안에 대해서 고찰하고자 한다. 또한, 구체적인 유무선 통합 서비스별로 향후 시장 예측과 새로운 통신서비스 환경에서 사업자와 정부의 역할에 대해서도 제시한다.
