A Status of Technology and Policy of Nuclear Spent Fuel Treatment in Advanced Nuclear Program Countries and Relevant Research Works in Korea (선진 원자력발전국의 사용후핵연료 처리기술 및 정책현황과 우리나라의 관련연구 현황)

  • Status on the spent nuclear fuel management policy and R&D plan of the major countries is surveyed. Also the prospect of the future R&D plan is suggested. Recently so-called fuel cycle nations, which have the reprocess policy of the spent fuel, announced new spent fuel management policy based on the advanced fuel cycle technology. The policy is focused to transmute highly radioactive material and material having a very long half-life, and to recycle the Pu and U contained in the spent fuel. In this way the radio-foxily of the spent fuel as well as the amount of the high level waste to be eventually disposed can greatly be reduced. Most of countries selected the wet process as a primary option for the treatment of the spent fuel since the advanced wet process, which is based on the existing PUREX process, looks more feasible as compared with the dry process. The wet process, however, is much more sensitive in terms of proliferation-resistance compared with the dry process. The pure Pu can easily be obtained by simply modifying the process. On the other hand the pure Pu can not be extracted in the dry process based on the high temperature molten salt process such as a pyroprocess. Even though the pyroprocess technology is very premature, it has a great merit. Thus it is necessary for Korea to have a long term strategy for pursuing a spent fuel treatment technology with a proliferation resistance and a great merit for the GEN-IV fuel cycles. Pyroprocess is one of the best candidates to satisfy these purposes.

  • This study focuses on the sustainable development and intelligence information society, analyzing the results of science and technology forecasts from Korea and Japan for 2040-2050. Future geological environment and disaster technologies are presented, such as base geology, geophysical geological disaster, weather adjustment, $CO_2$ reduction, environmental disaster, and smart ecocity developments. For the future technologies in energy and resources technology, space resources development and nuclear fusion will be realized by 2040 and 2050. Moreover, new material and resource technologies will be applied to replace existing energy and mineral resources by 2040. Japan has introduced intelligent information viewpoints and presented new technologies.

Web-based QA Workflow System for Radioactive Waste Disposal (방사성 폐기물 처분연구의 QA절차에 따른 웹기반 문서처리 워크플로우 시스템 개발)

  • During the early stage of radioactive disposal programs, important issues related with quality assurance of data sets, methodologies, R&D procedures are recognized as important ones. This paper focused on the development of web-based workflow standards for the QA procedures of the radioactive waste disposal programs. The flow of process was analyzed based on workflow concepts proposed by the Workflow Management Coalition (WfMC). QA system is based on the principles of T2R3. T2R3 Workflow was used to standardize and restructure the business and/or work process in the industry or organization. The WfMC has identified five functional interfaces to a workflow service as part of its standardization program. They are composed of process definition interface, worklist handler, application program interface, interface between workflows, and system management. The task flow and QA program were defined based on the workflow ideas. QA procedures for the R&D results of radiation disoposal were analyzed following the reference model of workflow. In addition, six program run list were created and implemented. The creation, revision, and approval of the test data were designed to be inplemented on the web environment. Through this system, R&D procedures such as planning, research, documentation, internal review and future independent peer review processes could be well organized and stored more systematically on the database and knowledge base. This will encourage the usage and data sharing between interested parties through it's clear and transparent workflow standards.

Relationship between In-situ Hydraulic Conductivity and Van Genuchten Parameters of Unsaturated Fractured Hornfels (불포화 균열 혼펠스의 현장 수리전도도와 반 게누텐 매개변수의 상관성)

  • Unsaturated hydraulic conductivity of near-surface unconsolidated layers depends on the physical properties and water content of the unconsolidated layers. So far, many studies have been conducted on the unsaturated hydraulic conductivity of near-surface unconsolidated layers. However, researches on hydraulic conductivity of unsaturated fractured rocks have been relatively rare. In relation to the construction of a low/intermediate level radioactive waste surface-disposal facility, this study compared and analyzed van Genuchten parameters (α, n) in the laboratory and the hydraulic conductivity obtained in field tests for fractured hornfels at a radioactive-waste disposal site of Korea. The relationship between the field hydraulic conductivity and van Genuchten parameters using data from the ten depth intervals of three boreholes resulted in that the correlation coefficient (R) between the hydraulic conductivity and the van Genuchten parameter α was 0.7607, showing positive correlation whereas the R between the hydraulic conductivity and the van Genuchten shape-defining parameter n was -0.8720, showing negative correlation. Hence, this study confirmed the relationship between the field hydraulic conductivity and the van Genuchten unsaturated functions for the unsaturated fractured hornfels.

Evaluation of $^{14}C$ Behavior Characteristic in Reactor Coolant from Korean PWR NPP's (국내 경수로형 원자로 냉각재 중의 $^{14}C$ 거동 특성 평가)

  • This study has been focused on determining the chemical composition of $^{14}C$ - in terms of both organic and inorganic $^{14}C$ contents - in reactor coolant from 3 different PWR's reactor type. The purpose was to evaluate the characteristic of $^{14}C$ that can serve as a basis for reliable estimation of the environmental release at domestic PWR sites. $^{14}C$ is the most important nuclide in the inventory, since it contributes one of the main dose contributors in future release scenarios. The reason for this is its high mobility in the environment, biological availability and long half-life(5730yr). More recent studies - where a more detailed investigation of organic $^{14}C$ species believed to be formed in the coolant under reducing conditions have been made - show that the organic compounds not only are limited to hydrocarbons and CO. Possible organic compounds formed including formaldehyde, formic acid and acetic acid, etc. Under oxidizing conditions shows the oxidized carbon forms, possibly mainly carbon dioxide and bicarbonate forms. Measurements of organic and inorganic $^{14}C$ in various water systems were also performed. The $^{14}C$ inventory in the reactor water was found to be 3.1 GBq/kg in PWR of which less than 10% was in inorganic form. Generally, the $^{14}C$ activity in the water was divided equally between the gas- and water- phase. Even though organic $^{14}C$ compound shows that dominant species during the reactor operation, But during the releasing of $^{14}C$ from the plant stack, chemical forms of $^{14}C$ shows the different composition due to the operation conditions such as temperature, pH, volume control tank venting and shut down chemistry.

A Study on the Migration Characteristics of Cs-137 in a Packed Column (충전층에서의 세슘-137의 이동특성에 관한 연구)

  • In this study the migration experiment using packed column with crushed tuff was conducted as a basic research to develop migration model of radionuclides through geologic media. The main emphasis was put on evaluating the validity of migration models. For this, two models were introduced: one is the model which is based on the assumption of instantaneous equilibrium reaction and the other the model based on kinetic process such as intraparticle diffusion. The coefficient of hydrodynamic dispersion in packed column was determined using iodine as nonsorbing tracer. The hydrodynamic dispersion coefficient, D$_{L}$ was shown to be 0.11$\times$10$^{-2}$ $\textrm{cm}^2$/min under the condition of the column porosity of 0.483 and the average water velocity of 0.915$\times$10$^{-2}$ cm/min. The distribution coefficient, Kd of Cs-137 on crushed tuff was 11.3 cc/g at the concentration of 2$\times$10$^{-6}$ M and the temperature of 2$0^{\circ}C$. The breakthrough curve of Cs-137 through packed column was shown to have an asymmetric curve in which long trailing tail appears at the end part of the curve. The results obtained from the comparison of introduced models with experimental data indicated that the mass transfer model with intraparticle diffusion as rate-controlling step simulated the behaviors of Cs-137 migration more adequately, when compared with the bulk reaction model in which the assumption of instantaneous equilibrium reaction was maded. Consequently, the intraparticle diffusion was found to be an important factor in the migration of Cs-137 through packed column.n.

Draft List and Relative Importance of Principal Processes in the Geosphere to be Considered for the Radiological Safety Assessment of the Domestic Geological Disposal Facility through Analyzing FEPs for KBS-3 Type Disposal Repository of High-level Radioactive Waste(HLW) (KBS-3 방식 고준위방폐물 심층처분장 FEP 분석을 통한 국내 사용후핵연료 심층처분시설 방사선학적 안전성 평가용 지권영역 주요 프로세스 항목 및 상대적 중요도 도출)

  • The deep geological repository of high-level radioactive waste shall be designed to meet the safety objective set in the form of radiation dose or corresponding risk to protect human and the environment from radiation exposure. Engineering feasibility and conformity with the safety objective of the facility conceptual design can be demonstrated by comparing the assessment result using the computational model for scenario(s) describing the radionuclide release and transport from repository to biosphere system. In this study, as the preliminary study for developing the high-level radioactive waste disposal facility in Korea, we reviewed and analyzed the entire list of FEPs and how to handle each FEP from a general point of view, which are selected for the geosphere region in the radiological safety assessment performed for the license application of the KBS-3 type deep geological repository in Finland and Sweden. In Finland, five FEPs (i.e., stress redistribution, creep, stress redistribution, erosion and sedimentation in fractures, methane hydrate formation, and salt exclusion) were excluded or ignored in the radionuclide release and transport assessment. And, in Sweden, six FEPs (i.e., creep, surface weathering and erosion, erosion/sedimentation in fractures, methane hydrate formation, radiation effects (rock and grout), and earth current) were not considered for all time frames and earthquake out of a total of 25 FEPs for the geosphere. Based on these results, an FEP list (draft) for the geosphere was derived, and the relative importance of each item was evaluated for conducting the radiological safety assessment of the domestic deep geological disposal facility. Since most of information on the disposal facility in Korea has not been determined as of now, it is judged that all FEP items presented in Table 3 should be considered for the radiological safety assessment, and the relative importance derived from this study can be used in determining whether to apply each item in the future.

Feasibility Assessment on the Application of X-ray Computed Tomography on the Characterization of Bentonite under Hydration (벤토나이트 수화반응 특성화를 위한 X선 단층촬영 기술 적용성 평가)

  • Bentonite has been proposed as a buffer and backfill material for high-level radioactive waste repository. Under such repository environment conditions, bentonite is subjected to combined thermal, hydrological, mechanical, and chemical processes. This study evaluates the feasibility of applying X-ray CT technology on the characterization of bentonite under hydration conditions using a newly developed testing cell. The cylindrical cell is made of platic material, with a removable cap to place the sample, enabling to apply vertical pressure on the sample and to measure swelling pressure. The hydration test was carried out with a sample made of Gyeonju bentonite, with a dry density of 1.4 g/cm3, and a water content of 20%. The sample had a diameter of 27.5 mm and a height of 34 mm. During the test, water was injected at a constant pressure of 0.207 MPa, and lasted for 7 days. After one day of hydration, bentonite swelled and filled out the space inside the cell. Moreover, CT histograms showed how the hydration process induced an initial increase and later progressive decrease on the density of the sample. Detailed profiles of the mean CT value, CT standard deviation, and CT gradient provided more details on the hydration process of the sample and showed how the bottom and top regions exhibited a decrease on density while the middle region showed an increase, especially during the first two days of hydration. Later, the differences in CT values with respect to the initial state decreased, and were small at the end of testing. The formation and later reduction of cracks was also characterized through CT scanning.

Sorption of aqueous uranium(VI) ion onto a cation-exchangeable K-birnessite colloid (양이온 교환능을 갖는 K-Birnessite 콜로이드에 의한 수용성 우라늄(VI) 이온의 흡착 연구)

  • This paper describes the sorption behaviors of aqueous uranium ions on the K-birnessite. K-birnessite was synthesized by adding a concentrated HCl to an aqueous solution of $KMnO_4$. Physicochemical characteristics of the K-birnessite, such as structure, specific surface area and surface charge, were investigated. K-birnessite is a layered material and the $K^+$ ions exist in the interlayer of layered K-birnessite. BET specific surface area of the K-birnessite was 38.30 m2/g. The surface charge of K-birnessite was $-1.65\;C/m^2$ at pH 5.00 and ionic strength of 0.010 M $NaClO_4$, at which the sorption experiments of uranium ions were carried out. Uranium ions were incorporated into the interlayer of the K-birnessite by cation-exchange reaction with $K^+$ ions, and the distribution coefficient is quite similar to those of common ion-exchange materials. The results might be applicable in the retardation of migration of radioactive materials from the underground disposal site of high-level radioactive waste.

  • The continuous expansions and development of nuclear power have led to generation of the significant volume of spent fuels and radioactive wastes. And so, safe and effective management of the spent fuel has been becoming internationally sensitive and significant issue since the early 1990s. Especially, more importance would be added in the view point of international politics, because of recent political changes in the countries of Eastern Europe including dissociation of the former Soviet Union and the difficulties faced by the nuclear industries worldwide. Accordingly, this paper is proposed to show an overview of national strategies and Policies on the spent fuel management, that are being assessed and carried out worldwide at this time. The overview is based on recent developments of the national strategies, their implementations and some related experiences presented in IAEA International meetings and some technical papers.
