원자력시설이나 원자력발전소에서 사고가 발생하여 대기로 방출된 방사능물질은 두 가지 주요경로를 통해 인체노출이 일어난다 첫째는 지역내 대기중에 존재하는 방사성물질이 인체의 호흡이나 피부 등을 통해 체내로 흡입되는 직접적인 노출 (Direct Exposures)이고 다른 하나는 방사능물질이 대기로부터 주변의 토양에 침적하고 이러한 토양에서 재배된 오염된 농작물들 (쌀, 보리, 밀, 또는 과일, 채소)을 인간이 섭취하거나, 방사능물질에 오염된 목초로 키운 축산물(소, 돼지, 닭 등)과 이들로 생산하는 제품들(우유, 고기, 달걀 등)을 인간이 섭취함으로써 이루어지는 보다 간접적인 인체노출(Indirect Exposures)이 있을 수 있다. 원자력시설의 사고시 대기중으로 누출된 방사성물질에 의해 오염된 토양으로부터 재배된 농작물로 인한 인체노출은 각종 환경오염물질에 의한 인체영향 연구결과에 보듯이 직접적인 방사능에 의한 인체노출 못지 않게 상당히 중요하다. 이러한 섭식경로를 통한 노출은 각 나라마다 서로 다른 토양조건 및 작물체종류의 다양성등 다른 양상을 보이고 있어, 연구가 수행된 미국이나 유럽등지의 평가방법을 그대로 사용하면 국내의 토양에서 재배되는 농작물이나 이를 이용한 축산물에 따른 한국인의 독특한 섭취양상을 충분히 고려하여 평가하기 어려울 수 있다. (중략)

우리나라와 동아시아는 경제 성장에 따른 전력수요가 크게 증가하였으며, 증가하는 대부분의 전력수요를 원자력으로 대체하고자 원전을 통한 전력생산 비중을 증가시키고 있다. 현재 중국은 13기의 원전을 가동 중이며, 동남 해안지대에 집중되어 있다. 또한, 건설 중인 원전은 27기로 전세계에서 건설 중인 원전의 41%를 차지한다. 원전의 증가에 따른 방사능 누출에 대한 위험성 역시 증가되고 있는 실정이다. 한국원자력안전기술원에서 중국 중서부지역에서 방사능이 누출될 경우 방사성 물질이 한반도로 이동하는 모의 상황에 대한 시뮬레이션을 통해, 원전 사고 발생 시 사흘 만에 제주도를 포함한 대한민국 전역이 방사성 물질로 뒤덮이는 것으로 분석하였다. 중국에서 누출된 방사성물질은 편서풍을 타고 한반도로 이동하게 되며, 일부는 낙진으로 유역 또는 하천에 유입되고 일부는 동해를 지나 일본으로 이동 할 것이다. 그동안 중국에서의 방사능 누출사고를 통한 방사성물질의 국내유입에 의한 영향에 대한 연구가 부족한 것이 현실이다. 이에 본 연구에서는 중국 텐완에서 원전사고 발생시 국내 하천에 어떠한 영향을 미치는지 분석하고자 환경다매체 모형을 이용하여 방사성물질(세슘, Cs-137)의 영향에 대한 모의를 진행하였다. 중국 텐완원전에서 방사성 Cs-137이 누출되어 춘천지역에 도달하였을 때의 대기중 농도 $5,650Bq/m^3$로 가정하여 모의 시나리오를 구성하였다. 모의 지역은 북한강 수계를 대상으로 하였으며, 7개의 중권역과 549.3 km의 하천이 포함되었다. 다매체 모형 모의를 통해 방사성물질 낙진으로 인한 Cs-137이 북한강 수계에 어떠한 영향을 미치는지 알아보고자 북한강수계의 팔당댐 부근의 오염농도를 모의하였다. 우리나라의 원자력시설 방호 방재법에 따른 상수원 취수기준(먹는물)은 100 Bq/L로 되어있다. 본 연구의 시나리오 모의결과, 모의 1일차에서 45 Bq/L, 모의 8일차에는 먹는물 기준 100 Bq/L를 초과하여 최대 119.56 Bq/L로 오염되는 것으로 모의되었다. 따라서, 반감기가 큰 방사성물질을 유입으로 오염된 하천은 개선하기 위해서는 오랜 시간과 높은 처리비용이 발생되기 때문에 인접국 또는 국내의 방사능 누출로 인한 상수원 오염 발생에 대비한 초기/중 장기적인 대응책 마련이 필요한 시점이다.
The accident in the Fukushima nuclear plant caused by the Great East Japan Earthquake on March 11, 2011 is raising voices concerning over radioactive contamination losses. In particular, radioactive contamination losses threaten the safe navigation of vessels, and may impair seafarers' safety and impede the healthy growth of world economy through marine transportation. In case vessels or cargos suffer radioactive contamination losses, it will take a high cost to remove the radioactive contaminants, and in worse cases the contaminated vessels or cargos may have to be abandoned. Furthermore, if seamen are exposed to radioactivity, their treatment can be raised as a crucial issue. Nevertheless, it has not been reviewed clearly by what method and on what ground such losses should be covered in case radioactive contamination losses take place. Thus, this study purposed to review coverage for radioactive contamination losses in marine insurance as an ex post preparation for damages caused by radioactive contamination.
Recently, it is increasing that a issue of concern about radiation exposure. It affects soil, water, air, crops, etc., and in the long term, environmental pollution and food pollution occur, and it is considered to cause social problems and economic damage. Radiation exposure causes diseases and health problems, but as a method for diagnosing diseases, nuclear medicine tests such as X-ray imaging, CT, and PET-CT are conducted, and radiation isotopes are exposed for the purpose of cancer treatment. A Hungarian case study on radiation in water, particularly drinking water, following the release of radioactive waste from Fukushima, and an examination of the Larsemann Hills area in Antarctica, found that it was within the prescribed radioactivity limits of drinking water recommended by the World Health Organization. We looked at radioprotective agents, focusing on DNA damage, cell and organ damage, and cancer, and also investigated various literatures on ACE inhibitors, antioxidants, and natural substances among restoration materials. Although exposed to radiation in everyday life, the reason why it can be safe is probably because there is a radiation protection material and a recovery material for radiation exposure, so we are trying to find possible materials.
Solid scintillation proximity membranes were prepared for measuring the amount of radioactivity in laboratories contaminated by the radionuclide of $^3H$-cortisol. The membranes, consisting of polysulfone as a polymer matrix and cerium activated yttrium silicate as a fluor, were used to monitor the amount of radioactivity without the aid of a scintillation cocktail required for the conventional wipe test. The test results of the cocktail-free wipe test showed that the prepared membranes were efficient to monitor radionuclide-contaminated areas with the good counting ability as well as with the decrease of overall production of radioactive waste. On the other hand, solvent treatment of the prepared membranes could induce a significant variation of membrane morphology, but the counting efficiency of the solvent-treated membranes was not improved than that of the untreated one.

지정학적으로 3면이 바다로 접하고 있는 우리나라 해안가 주변의 원자력발전소는 관류형 냉각 방식(Once-through cooling System)을 채택하고 있기에, 이 계통을 통과한 냉각수는 주변해역으로 흘러들어가 주변 환경에 영향을 줄 수 있다. 또한 동해 주변 인접국들의 활발한 원자력 이용과 방사능 물질의 수송 등으로 인해 방사능 사고 위험이 증대됨에 따라 동해 원전 주변의 해양방사성물질 거동에 대한 필요성이 제기되고 있다. 이에 따라 동해의 해양환경을 조사 분석하여 해역에서의 오염 물질의 거동 파악이 중요하고, 산업시설 주변 연안의 오염물 이동 및 해석을 위해 오염물의 시 공간적으로 농도를 추정하는 것이 중요한 사항이다. 따라서 본 연구에서 수직 수평적으로 2차원 및 3차원화가 용이한 EFDC 모델을 사용하였다. 국립해양조사원에서 발간하는 DC103의 수치해도를 이용하여 모델영역은 동서방향으로 171km, 남북방향으로 235km로 설정하고, 격자간격은 $1km{\times}1km$의 정방향 격자를 사용하여 동해 월성 주변의 조위 시계열 검증 및 조화분석을 통한 검증을 실시한 결과 관측한 결과와 양호한 재현성을 나타내었다. 또한 국립수산과학원에서 제공되고 있는 년별 수온, 염분 자료 등의 해양환경과 지형적 특성을 고려하여 오염 물질의 이동 경로를 파악함으로써 사고시 피해를 줄이고자 한다.

The 2011 Japanese Society of Turfgrass Science was divided in oral presentation, sectional meeting and small symposium, and the total 55 subject was announced. The oral presentation was reported physiological ecology of turf, disease and weed; field management; pesticidal activity and spectrum of new turf pesticides. Above all, there was presentation that investigated control method of necrotic ring spot of new turf disease and Cyperus brevifolius, annual bluegrass and mouse-ear chickweed. In addition, the control effect of new registration fungicide (Furametpyr) and herbicides (S-metolachlor, Flucetosulfuron and Foramsulfuron) were announced. There was various information interchange through 4 kinds of subjects of a golf course, ground turf, a urban park greens and ground cover plants greening by the sectional meeting, and the genetic resource of turfgrass discussed by small symposium. Specially, park greens sectional meeting was announced about the radioactive material contaminated on mechanism and effectively removal method of the radioactivity contaminant from public park, school ground and domestic lawn.
Since 1990s, some events - detection of a dirty bomb in a Russian nation park in 1995, 9/11 terrorist attack to WTC in 2001, discovery of Al-Qaeda's experimentation to build a dirty bomb in 2003 etc - have showed that nuclear or radiological terrorism relating to radioactive materials (hereinafter "radioactive materials" is referred to as "nuclear material, nuclear spent fuel and radioactive source") is not incredible but serious and credible threat. Thus, to respond to the new threat, the international community has not only strengthened security and physical protection of radioactive materials but also established prevention of and response to illicit trafficking of radioactive materials. In this regard, our government has enacted or revised the national regulatory framework with a view to improving security of radioactive materials and joined the international convention or agreement to meet this international trend. For the purpose of prevention of nuclear/radiological terrorism, this paper reviews physical characteristics of nuclear material and existing detection instruments used for prevention of illicit trafficking. Finally, national detection regime against nuclear/radiological terrorism based on paths of the smuggled radioactive materials to terrorist's target building/area, national topography and road networks, and defence-in-depth concept is suggested in this paper. This study should contribute to protect people's health, safety and environment from nuclear/radiological terrorism.
