A Study on the Influence of the Balkan Conflict in the Outbreak of World War I: Focusing on Perspective of Patron-Client Relationship between states (제1차 세계대전 발발에서 발칸분쟁의 영향에 관한 연구 :국가 간 후견-피후견 관계의 관점을 중심으로)

  • Previous studies on international politics dealing with World War I mainly pointed to the balance of power and alliance issues as the causes of war. This view saw the assassination of Sarajevo, the direct cause of the war, as a simple opportunity. As a result, these studies can explain 'what made war inevitable' but still need to fully explain 'why the war started in the Balkans and how it spread throughout Europe.' To compensate for the limitations of these preceding studies, this study aim to find the origin of World War 1 in the context of the Balkan, which began with the conflict between Germany-Austria and Russia-Serbia. To this end, this study analyzed the historical background of the Balkan crisis and the development of the crisis through the concept of Shoemaker and Spanier's patron-client relationship between states and crisis manipulation. As a result, it confirmed that competition between Russia and Germany and crisis manipulation attempts by their client states did not necessarily lead to war. But crisis manipulation has instilled a competitive mindset in patron states that will potentially and cumulatively work. Since then, unexpected crises have occurred, and rival patrons have suspected that their opponents are planning grand strategic conspiracies and challenges. As a result, they have become vulnerable to crisis manipulation by the clients. This situation was the cause of the outbreak of World War I in the context of the Balkans' patron-client relationship.

  • 니켈/카드뮴 전지는 우수한 물리적, 전기화학적 특성을 가지고 있기 때문에 개발이후 현재까지 상당히 많은 부분에 사용되고 있다. 현재 고온시 폭발 위험성이 적고 저온시 성능저하가 없어 군장비의 특성상 군용으로 많이 사용되고 있다. 이에 군용 발칸포에 사용할 수 있는 초 고율 니켈-카드뮴 축전지를 개발하였으며, 그 결과 IEC 60632 규격을 만족하는 국내산 초고율 니켈-카드뮴 축전지를 개발하여 각종 산업체 및 군부대에서 고가의 설비와 특수 설비 등을 효율적 관리와 기기 수명연장 많은 도움이 되리라 사려된다.

The Launch of the COMS by Ariane-5 Launch Vechicle (아리안-5 발사체를 이용한 통신해양기상위성 발사)

  • The launch of the COMS by using Ariane-5 launch vehicle is introduced. First, the COMS is introduced briefly, and then, the Ariane-5 launch vehicle is introduced including detail description of the improvement of Vulcain-1 engine of Ariane-5G to Vulcain-2 engine of Ariane-5ECA for 20% increase of thrust. Then, the launch process of the COMS is introduced. The COMS will be launched from the Guiana Space Center in Kourou, French Guiana. After the final check at PPF the COMS is transferred to HPF in the same building for fueling, and it is integrated to the launch vehicle adaptor at HPF, too. Then, this assembly is transferred to Final Assembly Building. After the satellites to be launched together are integrated to the launch vehicle on the launch table in the Final Assembly Building, the launch table loaded with the launch vehicle is moved to the launch pad for launch. The events during the launch vehicle flight is also introduced.

  • The ever-increasing informal economy in post-socialist Eastern Europe forces one to wonder about what transition to post-socialism is for and about. Informal economy, which refers to unregistered work and services to was rampant in the socialist period across Eastern Europe and the Soviet Union. It was considered as a pathological phenomenon of the socialist system and exposing the rigidity and inefficiency of the command economy amongst the socialist regimes. The ordinary people of the Eastern bloc had to resort to all sorts of informal channels to get hold of goods and services constantly in short supply, especially at the last decade of the really existing socialism. However, it is ironical to observe the same old informal economy, considered pathological, even more thriving in the new era of post-socialism in Eastern Europe. After all, the system has changed into the capitalism, the antipode to socialism. It should be mentioned that the function of informal economy is seen to be even more intensified, from a means to make living better in the socialist time to a means for survival and sustenance in the post-socialist period. It follows from the socialist experience that the deficiency of the ruling system could not be indefinitely borne out. Real remedies should be sought out before it will be too late.

An Analysis of Hirata Oriza's Plays based on Lyotard's Postmodern Scientific View (리오타르 포스트모던 과학관에 따른 히라타 오리자의 희곡 분석)

  • The purpose of this paper is to analyze Hirata Oriza's three plays, "Scientific Minds," "Monkeys on the Northern Limit Line" and "Balkan Zoo" with Lyotard's postmodern scientific view. Liotar, who claims that science and narratives follow the rules of their own pragmatic use, talks about the incommensurable parallelism between the two. Hirata Oriza points out that humans rely on narratives in the postmodern world. This paper analyzes Hirata Oriza's plays in three aspects. First, in the postmodern world where the master narrative has disappeared, it identifies the point where the boundaries that define the identity of human beings under the lost and developing science technology are fading. Second, we look at the pattern in which the parallelism between scientific knowledge and narrative knowledge is constantly diluted due to the characteristics of humans who understand the world by leaning on narrative. Finally, the aspects of small narratives are idetified, raised by individuals to comfort themselves toward a world where the master narrative disappears and is justified only by maximizing performance.

A Study on the Possibility of Training Korean Studies Professionals in Eastern Europe (동유럽 지역에서의 한국학 전문가 양성의 필요성과 그 가능성에 대한 소고: 루마니아, 불가리아, 헝가리를 중심으로)

  • My paper aims to discuss the possibility of training Korean Studies professionals in Eastern Europe. This paper has two aspects. One was discussed in three aspects about the role of Korean Studies experts in the local area. In addition, discussions were held in various aspects, focusing on the possibility of fostering Korean Studies scholars in Eastern Europe, with a focus on the Babes-Bolyai University in Romania, Eőtvős Lorand University in Romania, and Sofia St. Kliment Ohridski University in Bulgaria. For this study, concretely compared situation of lectures, students, professors in Korean Studies managed by these Universities. After addressing them in depth, suggested realistic improvements of problems which these Universities have in common. Especially in order to complement insufficient lectures of Korean Studies in these Universities, using the CEEPUS(Central European Exchange Programme for University Studies) actively which is operated by some of Universities in Eastern Europe is one of good methods and more need to expand the CEEPUS for developing Korean Studies in this area. And for developing teaching materials of Korean Studies suitable for local situation, local experts in Korean Studies and experts related fields in Korea need to highly cooperate with each other. As a final suggestion, for maintaining and developing the major of Korean Studies in Universities of Eastern Europe is very important in order to cultivate Korean Studies professionals in Eastern Europe.

Small nations' choices to cope with direct security threats: a comparative study on the security strategies of the five East-Central European states between two world wars (안보의 진공을 타개하기 위한 약소국의 선택: - 전간기 중·동부유럽 5개국의 외교, 안보정책 비교연구)

  • Are the policies and strategies which weak and small states choose to follow for ensuring their's own security meaningless? Can the fate of weak states be guaranteed only by the neighboring benign strong states and be in certain international relations favoring for them? In this paper, to answer these questions, what kinds of security policies and foreign policies had small states chosen which were in the face of threats of great powers will be examined. Between the two world war, the series of event which took place in central and eastern European countries(CEEc) have been selected to examine the hypothesis and theories of international relations and foreign policies, and at the same time cited as examples of failed foreign policy and security strategy. During interwar periods, CEEc were the prime examples for examining what kind of policies and strategies had the small states chosen over the international relations in which the smalls had to struggle to survive between neighbouring the powers and between the hostiles. Furthermore, for the measures which the smalls had chosen had no effect when the great power threatened military to them, the main purpose of this paper is to examine what was the best choose to depend their survival. For this purpose, in this paper, several strategies which the smalls can choose and the counterfactuals, that is "if the smalls chosen another strategies, they could...", will be examined.

The Translation of Korean Literature in Romania (루마니아에서의 한국문학번역: 실태와 개선점 및 번역교육에 대한 고찰)

  • In order to understand the various cultural interactions caused by the wave of globalization, we need a proper lens that can observe and transmit correctly these phenomena. The result of understanding very differs depending on which lens is used. Translation can be regarded as a lens to communicate with each other in the world where language barriers exist. Literature is a kind of universal cultural heritage combined with the intellectual, artistic and social lifestyle of each society. Introducing this cultural complex, namely literature and impregnating people from other languages with the value of our Korean literature, begin with the correct translation. Translator should act as a literary missionary, not merely a simple communicator. The process of literary translation cannot be achieved by simple linguistic ability because it is a highly human scientific work that requires diverse talents from translators. The right translator for Korean literature in Romania is a person with diverse abilities and social experiences within the cultural framework of Korea and Romania. As the requirements of the translation environment from each country are different, the paradigm of foreign translation literature that Romania wants to accept may be very clear distinctively. With recognizing this characteristic environment of Romania, the value of Korean literature can be effectively spread in Romania. Translators are the creators of another original work. With this in mind, the education of Korean studies in Romania should pay more attention to the nurture of right and capable translators.
