Since the industrial revolution in 19 century, there had been a pro and con argument on which is better solution between privatization and nationalization in developing the infrastructure projects and in maintaining the infrastructure facilities worldwide. This paper introduces the privatization-nationalization wheel along with its advantage and disadvantage. At this stage according to the global trend, it is the time that the most of infrastructure projects are being developed by the private sector in the industrialized countries. It is mainly because the product or the services produced by the facilities of the infrastructure should be fully paid back by the end users according to the mechanism of the market economy. Some solutions have been suggested for the future development of infrastructure projects in S-N Korea.

This study is to figure out the activity and disposition of gifted students with face plot in exploratory data analysis at middle school mathematics class. This study has begun on the basis of the doing mathematics at multivariate analysis beyond one variable and two variables. Gifted students were developed the good learning habits theirselves. According to this result, Many gifted students have an interesting experience at data analysis with Face Plot. And they felt the useful methods of creative thinking about graphics with doing mathematics at mathematical tasks. I think that teachers need to learn the visualization methods and to make and to develop the STEAM education tasks connected real life. It should be effective enough to change their attitudes toward teaching and learning at exploratory data analysis.

담배자판기 규제완화에 대한 산업계의 강력한 의지에도 불구하고 최근 개정을 추진 중인 국민건강증진법 시행령 및 시행규칙 공고(안)에 있어서는 공공지역 흡연구역에 대해 담배자판기를 전면 철거하는 내용이 포함이 되어 있어 산업계에 큰 충격을 주고 있다 이같은 관련입법은 그동안 담배자판기에 성인인증 장치를 부착하는 자율대책으로 규제완화를 적극 주창해 온 산업계 입장과는 전면 대치되는 방향이기에 그 충격이 더욱 클 수밖에 없다. 만약 이 공고안대로 입법통과가 된다면 기존 공공장소 흡연구역에 설치가 된 자판기들마저 전면 철거가 이루어져야 함은 물론 향후 담배자판기 설치로케이션도 극히 제약을 받게 되는 치명적 상황을 맞게 된다. 이같은 사태의 위급성 앞에 협회에서는 ${\ulcorner}$담배자판기 관련 국민건강증진법 시행령 및 시행규칙 개정안${\lrcorner}$에 대해 산업계의 입장을 종합한 소견서를 보건복지부 건강증진과에 제출하고 강력대응을 진행하고 있다. 협회는 이 건의안을 통해 공공장소 흡연구역에 대한 자판기 설치 금지 및 철거 검토 안은 시대적인 조류를 역행함은 물론, 성인인식 담배자판기의 청소년 보호 등 긍정적인 설치효과 측면을 전혀 인정치 않는 초강력 규제로서는 도저히 이 개정안을 수용할 수 없는 산업계 입장을 밝혔다. 아울러 공고안 같은 강력 규제보다는 성인인식 담배자판기가 오히려 합법적인 설치환경을 확보하여 사회적으로 떳떳하고 자신 있게 그 존재가치를 평가받을 수 있게 관련법을 개정해 주길 요청했다. 공고안의 개정통과가 산업계와 협회의 바램과 같이 저지될 수 있을 지는 앞으로 지켜봐야 할 일이다 하지만 분명한 점은 명분과 당위성과 부족한 규제만능주의적인 입법을 산업계가 그대로 수용하고만은 있을 수 없다는 점이다. 따라서 현시점에서 중요한 점은 산업계가 일치단결해 현 관련 공고안에 대한 반대 목소리를 높이는 일이다. 현재의 존립을 위협받는 담배자판기는 발상의 전환과 마인드 변화에 따라서는 얼마든지 합법적인 설치환경을 확보할 수 있기에 산업계의 결속력 있는 대응은 그만큼 중요성을 갖는다. 이번 사안은 결코 포기 할 수 없는 산업계의 권리라는 점은 명심해야 한다. 이러한 취지 하에 금번 정책초점에서는 보건복지부 관련 부처에 제출한 ${\ulcorner}$담배자판기 관련 국민건강증진법 시행령 및 시행규칙 개정안${\lrcorner}$에 대한 업계 소견서 및 건의안 내용을 정리 게재 했다.

밖으로는 코펜하겐 사회개발(社會開發) 정상회의를 계기로, 안으로는 국민기대수준(國民期待水準)의 제고와 고도성장의 부작용(副作用)에 대한 성찰을 배경으로 신복지구상(新福祉構想)이 제기된 바 있다. 이는 인간성(人間性) 회복을 근간으로 한국 실정에 어울리는 생산적(生産的) 공동체적(共同體的) 복지정책(福祉政策)을 추진함으로써 국민생활의 안정에 우선을 두겠다는 정책의지의 결집이라고 요약된다. 신복지구상(新福祉構想)은 우리에게 발상의 전환과 새로운 패러다임의 제시를 요구하고 있다. 우리 국민은 고도성장(高度成長)의 부작용(副作用)으로 생활을 둘러싸고 있는 경제 사회적 환경이 열악하게 되어 안정적인 삶을 위협받고 있다. 특히 물질적(物質的)인 삶의 풍부함과 더불어 황금만능사상(黃金萬能思想)이 만연하여 인간경시경향(人間輕視傾向)이 두드러지고 있어 국민들은 안전하고 안정된 생활여건(生活與件)의 조성을 갈구하고 있는 것으로 풀이된다. 지금이야말로 대내외적(對內外的) 환경변화에 발맞추어 성장잠재력(成長潛在力) 확충을 지지하면서 계속적인 산업화(産業化)가 발생시킬 사회적(社會的) 비용(費用)을 줄일 수 있도록 적절한 복지정책(福祉政策) 대안(代案)의 개발이 요청되고 있다고 하겠다. 복지정책의 중점은 국민요구를 반영하여 삶의 질(質)향상을 위한 생활복지(生活福祉)로 모아져야 할 것이다. 대부분의 국민이 문화(文化)가 있고 건강(健康)하며 안정(安定)된 생활을 희구하고 있음에 비추어, 일상생활 속에서 복지증진을 체감(體感)할 수 있도록 지역사회를 단위로 특색 있는 정책이 전개되어야 할 것이다. 앞으로의 사회복지정책(社會福祉政策)은 전통적(傳統的) 사회보장제도(社會保障制度)와 서구적(西歐的) 사회보장제도(社會保障制度)의 조화, 경제성장과 사회복지의 균형, 정부, 민간 그리고 지역사회의 공조(共助)를 요구하고 있으며, 이와 관련하여 일본(日本)과 대만(臺灣)의 경험이 시사하는 것처럼 장기적인 시각(視角)에서 꾸준히 일관성 있게 공적지출(公的支出)을 늘려나가는 것이 중요하다고 판단된다. 그리하여 민간의 자발적(自發的) 참여를 유도함으로써 국민 모두의 삶의 질(質) 향상에 기여할 수 있을 것이며 결국 인간성(人間性) 고양을 통하여 국민화합이 달성될 수 있을 것이다.

쌀의 영양적 가치는 쌀의 전분은 뇌의 활동을 돕고 비만과 당뇨병을 예방하는데 효과적이다. 쌀은 비록 단백질 함량과 필수 아미노산 함량은 낮지만 그 질만큼은 모든 곡류중에서 가장 우수한 단백질 자원을 갖고 있어 콜레스테롤 저하와 혈압조절, 암예방 등에 효과가 있다. 이밖에도 쌀에는 엽산을 포함한 비타민 B군은 물론 비타민 E, 마그네슘 등이 풍부하다. 비타민 E 등은 강력한 항산화작용를 하기 때문에 노화 방지에 효과가 있다. 이와 같은 영양적 가치에도 불구하고 1990년대에 들어서면서 식생활의 서구화, 고급화 물결로 인해 국민 1인당 쌀 소비량은 감소추이를 나타내고 수입에 의존하는 밀가루 소비량은 지속적으로 증가하고 있다. 쌀 생산량의 95% 이상이 밥으로 소비되고 있고 그밖에 여러 가지 가공방법에 따라 주식이외의 가공식품이 개발, 이용되고 있으나 그 비율은 아직 미미한 실정이므로 쌀의 소비를 보다 적극적으로 촉진하기 위해서는 쌀을 하나의 가공 이용 원료로서 인식하는 발상의 전환이 요구된다. 이에 따라 쌀의 지속적인 수요창출과 간편성을 고려하여 밥 대신 간편하게 식사대용으로 많이 이용되고 있는 국수류에 이용하고자 하였다. 증숙면은 압출식 증숙면 제조시설만 있으면 연속 공정이 가능하고 생산된 면을 포장하면 곧바로 상품의 되며 소비자가 식용할 때 제품의 식감이 우수하다는 장점이 있다. 밀가루에는 글루텐이 12%정도 함유되어 있어 반죽이 만들어지고 이를 이용하여 제면이 가능하나 쌀만으로는 면을 만들기 어렵기 때문에 일반적으로 쌀가루에 밀가루를 혼합하여 건면을 제조한다. 증숙면식 쌀 국수를 만들기 위해서는 쌀가루와 밀가루의 혼합후 물성개량제의 첨가가 필요하다. 따라서 본 연구에서는 식품첨가물로 사용되는 성분중에 글루텐, 곤약, 유화유지를 적절히 배합 사용하여 증숙식 쌀국수를 만들고, 유통후 소비자에 의해 식용될 때에 적절한 물성을 유지할 수 있도록 하여, 최적의 상품성을 지닌 쌀 국수를 제조하고자 하였다. 먼저 예비실험을 통해 쌀가루와 밀가루의 혼합비는 70:30이 가장 우수하였다. 여기에 물성개량제로 글루텐(l％,2％,3％), 곤약(0.5%,1%,2%), 유화유지(1%,2%,3%) 비율을 각각 달리하여 쌀가루에 첨가하여 증숙면식 쌀 국수를 제조한 후 관능적인 특성과 기계적 특성을 비교, 검토하였다. 글루텐은 외관은 좋지 않으나 텍스쳐 면에서 가장 좋게 평가되었고, 곤약은 관능적 특성과 기계적 특성에서 좋게 평가되었고, 유화유지는 텍스쳐 보다는 면의 광택효과와 노화방지에서 좋게 평가되었다.

This Study is to propose the archival description in accordance with the paradigm shift of the archival science. The academic world of archival science in North America treated the electric record in 1990 and the authenticity of electric record in the beginning of 2000, the flow of Study recognizing the microscopic and the cultural discussion appeared recently. This may be called the paradigm shift of archival science. This may be according to the influence of the informatization and the technology. However, the community archives, the everyday life archives recognizing the microscopic and the cultural discussion, etc. Namely, the everyday life, the village, the community archives are the effort to leave the excluded and the neglected voices from the existing discussion of archival science on record. However, the currently existing methodology to archive the community archives based on the perception of these switched recognition is limited. Especially the description of the various standards being used in the public territory is being adapted as it is. The characteristic and the individuality of the community and the community archive cannot be reflected through the archival description standard. We should understand the community archive in accordance with the paradigm shift, need the archival description method capable of expressing this suitably. The post-standard not the existing archival description method has been necessary. This should be carried out together in accordance with the view point of the paradigm shift and the view point of the objective and the direction of community. Hence, first the archival description and the paradigm shift have been examined theoretically and the archival description of community archive being operated currently has been analyzed. The archival description is to be proposed in accordance with the paradigm shift capable of calling 'the archival description of Korean Human Right' by pointing out the limit of archival description standard through the analysis and further by investigating the archival description of the fraternity archive project.

This study discusses the paradigm shifts in the regional policies of national governments which many countries have witnessed since the 1990s. Particularly, the study examines the historical trajectory which the regional policy of the UK national government has experienced until the 2000s since 1928 when the regional policy was implemented for the first time in the world, focusing on the recent trends after the mid-1990s. In the recent decade, the UK national government has shifted the focus of its regional policy towards the regional competitiveness and the devolved approach to regional development, from the interventionist top-down transformation of the spatial distribution of businesses and population via regulations and incentives for reducing regional disparities. Even in the midst of such a shift, the government has constantly sought to lessen the regional disparities in UK. Additionally, our work presents the policy implications for the future direction of regional policy which the national government of Korea should set in the face of the changing context.

in the conclusion, appealing ways of expression regarding a wider and more variated range are to be tested and it is stressed the necessity of this to be shown to the general public through an ongoing constructive research on the originality of contents arising from the diversity of music genres And, concerning dance music, it is also pointed out the necessity of in-depth research on the rhythms that take into account the universal emotions of the general public to create diverse music that harmonizes with the dance and can be enjoyed by all. In the world of music, just a simplest attempt can bring about many changes. Depending on the identity of those who lead it, that change's appearance or shape may also be different. Moreover, changes arisen from testing simplified rhythms will let experts to create new music. K-Pop is to test, more than anything, diverse strategies and new changes to be selected by such a wide public. However, such changes ought not to degenerate into mere imitations and can neither become obsolete. The reason lies in the fact that the current efforts for the sake of diversification and creativity of K-Pop genre might well remain as the traditional elements of the K-pop of the future.

.Ports are usually designed as a dead en port. With an increasing tendency of ship size, the problems such as maneuvering difficulty, turning basin, tugboat fee, etc. are getting to be pointed out. For solving such problem, the conversion of the idea fro dead end port to one-way through port is encourage. To examine the advantage of one-way through port, a quantitative and systematic analyzing procedure is needed. For this, this paper evaluated the preference on the three way of departture using the fuzzy measure and integral model.
