  • 본 연구의 목적은 지난 2004년에 공표된 바젤II 규정에 의거 각국 은행들에 대한 체계적인 위험관리가 강화되는 상황에서 최근 국내 S은행에서 은행권 최초로 기존의 DRP(Disaster Recovery Planning)차원을 넘어선 전행 차원의 BCP프로세스를 구축하게 되었다. 여타 은행들도 대형 재난 및 바젤II 규정등에 대비해 금명간 체계적인 BCP시스템을 갖추게 될 것인바, 이러한 BCP시스템의 구축에 따른 효과로 실제 재해 상황에서 이러한 시스템이 은행의 안정적인 업무수행을 보장하는데 그 주된 목적이 있겠지만, BCP 프로세스에 포함된 내용으로서 BIA(Business Impact Analysis)를 통한 RTO(Recovery Time Objectives), 그리고 BCP 프로세스의 추진으로 은행의 여러 이해관계자들에게 미치는 영향등을 고려해 은행원들의 평시 업무수행절차나 프로세스등의 개선등을 통해 은행원들의 직무만족도에 어느 정도 영향을 미치는지 살펴보고자 한다.

International Comparison of Retail Banking in Korea, U.K, and Spain - Based on Basel II and rocyclicality - (한국, 영국, 스페인의 소매금융 국제비교 - 바젤 II와 경기순응성을 중심으로 -)

  • The purpose of this paper examines the way the potential for increased procyclicality may arise in Korea according to the introduction of Basel II based on the empirical results of U.K. and Spain. Because of the limited retail banking data, the correlations between risk-weighted assets corresponding to the denominator of the capital ratio and procyclicality, and capital ratio and the procyclicality are analyzed in Korea. As a result, there is a high possibility that the procyclicality may occur in Korea. However, there are limitations in judging the existence of the procyclicality for the capital in Korea only based on those correlations. In the future, in case more of retail banking data are accumulated, the procyclicality in Korea should be examined based on the systematic model like the cases in England and Spain. Lastly, the policy implications are derived based on the calculation process of the regulatory capital(Pillar I), the process of the Financial Authorities(Pillar II), and the market discipline(Pillar III).

Financial Regulation and R&D Investment (금융규제와 R&D 투자 - 자기자본, 금리 및 업무영역 규제를 중심으로 -)

  • In this study, we made a critical review on the regulatory policies in financial sector of Korea, analysed their effects on the firm's innovation, and suggested some policy implications. Many innovation researchers and policy makers expected that such a liberal system of regulation would lead Korea's national innovation system to the quantum leap. Our analyses of financial regulations show, however, that changes of regulatory systems (deregulation for interest rate) in the last decade did not always promoted the firm's innovation. The firms now encounter Basel II, and since it could cause bipolarization between R&D performing firms, it is necessary to add complementary policy such as collateralization or netting. Finally, simple empirical anlysis shows that the trend of universal banking may affect R&D investment positively.

Empirical Analysis on the Stress Test Using Credit Migration Matrix (신용등급 전이행렬을 활용한 위기상황분석에 관한 실증분석)

  • In this paper, we estimate systematic risk from credit migration (or transition) matrices under "Asymptotic Single Risk Factor" model. We analyzed transition matrices issued by KR(Korea Ratings) and concluded that systematic risk implied on credit migration somewhat coincide with the real economic cycle. Especially, we found that systematic risk implied on credit migration is better than that implied on the default rate. We also emphasize how to conduct a stress test using systematic risk extracted from transition migration. We argue that the proposed method in this paper is better than the usual method that is only considered for the conditional probability of default(PD). We found that the expected loss critically increased when we explicitly consider the change of credit quality in a given portfolio, compared to the method considering only PD.

Procyclicality of Buffer Capital and Its Implications for Basel II: A Cross Country Analysis (은행 자기자본의 경기순응성에 대한 국제비교분석과 Basel II에 대한 시사점)

  • This paper investigates the cyclical patterns of buffer capital using an unbalanced panel data for the banks in 30 OECD countries and 7 non-OECD Asian countries. We test whether the relationships between buffer capital and business cycle are systematically different across country groups controlling for other potential determinants of bank capital. We find that the correlation is positive for developed countries while it is negative for Asian developing countries. These findings suggest that, once Basel II is implemented, developing countries are more likely to observe an increase in output volatility. We then review the policy recommendations to mitigate the procyclicality problem of Basel II.

Standard Criterion of VUS for ROC Surface (ROC 곡면에서 VUS의 판단기준)

  • Many situations are classified into more than two categories in real world. In this work, we consider ROC surface and VUS, which are graphical representation methods for classification models with three categories. The standard criteria of AUC for the probability of default based on Basel II is extended to the VUS for ROC surface; therefore, the standardized criteria of VUS for the classification model is proposed. The ranges of AUC, K-S and mean difference statistics corresponding to VUS values for each class of the standard criteria are obtained. The standard criteria of VUS for ROC surface can be established by exploring the relationships of these statistics.

The Present State of Domestic Acceptance of Various International Conventions for the Prevention of Marine Pollution (해양오염방지를 위한 각종 국제협약의 국내 수용 현황)

  • Domestic laws such as Korea Marine Pollution Prevention Law (KMPPL) which has been mae and amended according to the conclusions and amendments of various international conventions for the prevention a marine pollution such as MARPOL 73/78 were reviewed and compared with the major contents of the relevant international conventions. Alternative measures for legislating new laws or amending existing laws such as KMPPL for the acceptance of major contents of existing international conventions were proposed. Annex VI of MARPOL 73/78 into which the regulations for the prevention of air pollution from ship have been adopted has been recently accepted in KMPPL which should be applied to ships which are the moving sources of air pollution at sea rather tlnn in Korea Air Environment Conservation Law which should be applied to automobiles and industrial installations in land. The major contents of LC 72/95 have been accepted in KMPPL However, a few of substances requiring special care in Annex II of 72LC, a few of items in characteristics and composition for the matter in relation to criteria governing the issue of permits for the dumping of matter at sea in Annex III of 72LC, and a few of items in wastes or other matter that may be considered for dumping in Annex I of 96 Protocol have not been accepted in KMPPL yet. The major contents of OPRC 90 have been accepted in KMPPL. However, oil pollution emergency plans for sea ports and oil handling facilities, and national contingency plan for preparedness and response have not been accepted in KMPPL yet. The waste oil related articles if Basel Convention, which shall regulate and prohibit transboundary movement of hazardous waste, should be accepted in KMPPL in order to prevent the transfer if scrap-purpose tanker ships containing oil/water mixtures and chemicals remained on beard from advanced countries to developing and/or underdeveloped countries. International Convention for the Control if Harmful Anti-Fouling Systems on the Ships should be accepted in KMPPL rather tlnn in Korea Noxious Chemicals Management Law. International Convention for Ship's Ballast Water/Sediment Management should be accepted in KMPPL or by a new law in order to prevent domestic marine ecosystem and costal environment from the invasion of harmful exotic species through the discharge of ship's ballast water.
