Explaining the Development of Social Policy: Social Policy Preferences and Political Institution (선호와 정치제도를 중심으로 한 사회정책 발달이론의 모색)

  • This paper presents a formal model of social policy development. The model shows that the development of social policy depends both on the social policy preferences of voters and on the political institution which mediates the preferences of voters. In the direct democracy, median voter's social policy preference is critical because he is Condorcet winner in a pairwise vote. But in the representative democracy, political parties design social policy to win the support of a majority of voters. Hence, the political institution like electoral rule may affect social policy outcome. The model presented in this paper contrasts 3 alternative constitutional features and investigates how they affect social policy outcome. In result, this papers emphasizes that policy preferences of voters and political institution may be key variables to explain social policy development and divergence among welfare regimes.

  • This article dealing with the political participation of Argentine Conservative Protestants tried to examine the effect of such political participation on democratic values and order. To this end, it focused on the subject of religious equality and freedom, and issues of same-sex marriage and sex education. First, the demands of the Protestants, who insisted on the equal treatment of all religions by correcting the religious discrimination policies, a legacy of the colonial era and the military regime, are very natural and self-evident, when we presuppose the value of a democratic society based on political equality and human rights. It can be said that it has contributed to the democratization of society by aiming to solve the old problems of society. But when it comes to same-sex marriage and sex education, things are quite different. Without considering the social situations of the socially disadvantaged or minorities, or the legislative purpose of defending their rights, they insist on only their teachings of scriptures or ethics, even within Protestantism, there is a disagreement on interpretation. These theocratic views and exclusivist attitudes can seriously infringe on the human rights or freedoms of people of different religions, or different choices about marriage or sexuality, among other things. It can be a serious threat to democratic order and values.

  • 사회자본은 노인에게 있어 그들의 욕구 및 문제를 해결하는데 용이하게 작용을 할 뿐 만아니라, 나아가 지역사회에서 생활함에 있어 삶의 질을 향상시키는데 기능적 역할을 하기 때문에 중요한 요인이라 할 수 있다. 많은 선행연구들에서 노인의 사회자본 연구들이 진행되고는 있지만, 대부분의 연구에서 척도의 검증 없이 사용되어지고 있다. 따라서 본 연구는 선행연구를 토대로 사회자본의 개념 및 구성요소를 정의하고, 기존연구에서 제시된 사회자본 측정 문항들을 활용하여 우리나라 노인들이 인지하는 사회자본 척도를 개발한 후 타당도를 검증하고자 한다.

  • AI 특별대책위원장(새정치민주연합)인 김춘진 의원은 고창 부안군 출신 지역구 국회의원으로 사회적 약자와 농촌의 노인 문제에 남다른 관심을 가지고 노력해왔다. 특히 AI특별대책 위원장으로서 간담회를 개최하여 AI발생에 따른 대책마련을 위해 적극 나서고 있다. 지난 2월에는 AI예방 및 사후대책 마련을 위해 축산물위생법과 가축전염병 법률개정안을 발의하기도 하면서 현재까지 활동사항 및 AI확산방지 및 조기 종식을 위한 노력을 들어보았다.

새 천년 수학교육의 민주화를 위하여 나아갈 방향

  • 본고는 ICME-9에서 발표되었던 Alan Bishop과 B. D‘Ambrosio의 논문을 중심으로 미래의 수학교육방향을 고찰해보고자 시도되었다. 민주화는 교육의 한 측면으로 항상 제시되어왔음에도 불구하고 수학 교육에서는 명확하게 제시되어진 일이 거의 없다. 우리 모두가 여전히 수학은 일부 공부 잘하고 머리 좋은 사람들만이 잘 할 수 있는 과목이라고 생각하여왔고 그러한 생각은 학교 졸업 후 사회에 나가서도 특권의식으로 발전한다. 그러나 수학이 메마르고 특권주의적 과목이 아닌 보편적이고 민주적인 과목 즉, “모두를 위한 수학교육”이 되어야 함을 자세히 살펴보았다.

Politics of Candlelight Protest and Democratic Theories in Korea (촛불의 정치와 민주주의 이론: 현실과 이론, 사실과 가치의 긴장과 균형)

  • Massive civic protests and consequent presidential impeachment requires a serious revisiting to democratic theories of Korean democracy. This paper explores the strengths and limitations of macro and micro approaches. Changes in democratic realities was manifested on three fronts. First, the rise of new political subject, that is, participants to massive protest. Second, changing nexus between representative institutions and civic protests. Third, parliamentarization of presidential democracy. Specifically macro approach has changed its negative assessment of democracy into positive evaluation. Macro theory has to revisit it's notion of 'minjung' to cope with the rise of new subject. Also macro approach has to struggle with the declining role of civic organizations and political activists. Micro approach has to deal with new mode of networking among citizens and to unravel the evolving relation between democratic institutions and civic protests. In sum, theories need to expand the analytic scope, to revitalize analytic tools and to rebalance value judgment and analytical efforts.

Expansion of the Value and Prospect of the Human Rights Documentary Heritage : Focusing on the 5·18 archives (인권기록유산 가치와 지평의 확산 5·18민주화운동기록물을 중심으로)

  • Struggles to gain acknowledgement of identity have a characteristic of movement to recover human dignity. Participants in this movement come to confirm themselves as the subject of rights and communicate one another, free from oppression. Being guaranteed the opportunity to participate in the public opinion formation process is an indispensable element of human rights. In 1980, though it was short and incomplete, Gwangju experienced communal autonomy under the condition that state power was temporarily stopped. The contents and memories of the Gwangju Democratization Movement that intended to protect autonomy of civil society, resisting pillage of state power, remain intact in the 1980 Archives for the May 18th. The 5.18 archives were registered in UNESCO's Memory of the World in 2011, with its value of human rights and protection of democracy being acknowledged. The 5.18 archives have memories of resistance and struggles for justice, and sacrifices and pains of citizens under oppressive political authority in Gwangju, 1980. Thus, these archives are related to the historical struggles for democracy, and suggest a lesson on the transition process towards democracy to us. Preservation and utilization of the documentary heritage constantly lead the memories of historical events to the present, and enable exchanges of experiences and ideas between the present and the future. This study, through the process of UNESCO's Memory of the World registration and post-registration process, beyond the value of archives, tries to examine how historical events are led to the present, through the archives and to discuss the other values of archives.
