A Comparative Study on the Basic Values and Operating Evaluation of Innovative Schools in Korea (국내 혁신학교 기본가치와 운영 평가 비교 연구)

  • In terms of the fact that Innovation School is the main agent which encourages the innovation of school culture, As it has been ten years since the Innovation School was enforced, we do need a practical, indepth study on the quality of policy management. To make this actualize, this study is for analysis and comparison of basic values and operating evaluation plans which have been managed by Metropolitan City Office of Education(MCOE) & Provincial Office of Education(POE). Each of MCOE & POE have their own vision. Those visions are such things; 'Education for All' for Gangwon, Busan, Chungbuk. 'Future School Orientation' for Gyeonggi, Gyeongnam. 'Educational Community Realization' for Gwangju, Seoul, Ulsan, Jeonbuk, Jeju. 'Normalization of Public Education' for Sejong, Incheon, Chungnam. Like such things, each office possesses different vision by their distinct characteristics and in principle, all emphasis on publicness, democracy, and creativity. Management evaluations of the Innovation School is operated by Self-assessment, Intermediate evaluation, and Extensive assessment. The process and evaluation index of Intermediate evaluation and Extensive assessment are similar. Especially, Those assessment have significance in a role of administrating its management of each school and a role of offering associated documents of educational policy with educational renovations with feedback and some good examples.

The Frustration of Desire and Envy: The Emotion of the Elite in the 1960's Korean Society - Son Jangsoon's The Koreans (욕망의 좌절과 시기 감정: 1960년대 한국 엘리트의 감정 구조 - 손장순의 『한국인』을 중심으로 -)

  • This study tries to examine the emotion of the elite characters in Son Jangsoon's early novel, The Koreans. In this novel, most characters are found to have an envy feeling, except for two female characters, Heeyeon and Sue Han. Although the writer does not consciously explore the envy feeling here, she excellently represents the harmful effects of the envy feeling. In this novel, the envy feeling is related to the desire for success and its frustration. In 1960's, people had high expectation of improvement in their individual lives. The elite groups were more likely to have a successful life with good education. But in this novel, these elite people suffer from frustration of their desire and experience of the envy feeling. The impressive point in this novel is that not only females but also males are shown to have the envy feeling. Envious people have the tendency to compare themselves with people around them, to feel shame in an inferior position and to aspire for superiority. In these envious characters, the feeling of envy reveals their lack, their inferiority and it never provides them with the way to escape from their suffering situation. The writer suggests that the envy feeling can be overcome by pursuing other valuable things and focussing not on other people's desire but on their own desire.

Character of MongYong in Original ChunHyang Jun Films of Shin Sang-Ok directed in North and South Korea - Political Sociological Aspect of Characterization (신상옥 연출 남북한 『춘향전』 원작 영화 속 몽룡 '들' - 정치사회학적 관점에서 본 '캐릭터성격화')

  • This is an attempt to analyze original films of ChunHyang Jun that Shin Sang-Ok filmed in North and South Korea, focusing on the character of MongYong. These films were made during political transition periods of North and South Korea. Sung ChunHyang was made during the second republic of South Korea, which was established after the collapse of Rhee SyngMan government; and Love, Love, My Love was made in North Korea during the period of power transfer from Kim Il-Sung to Kim Jong-Un. Considering these political changes, the character of MongYong seems to represent the figure of authority North and South Korean society of the time had in mind. First, MongYong in Sung ChunHyang has a strong image of a lover who repays ChunHyang's devotion and sacrifice with romantic affection. As an authoritative figure, he has the aspect of a democratic leader or mediator. On the other hand, MongYong's image in Love, Love, My Love is a heroic authority figure of the revolutionary class. He is a subversive reformer who shows love for the people and treats them favorably, gaining public desire. This research is expected to inspire more studies on the meanings of hit movies based on classic literature under synchronic terms.

  • From 2010, new keyword of so-called devising theatre in the Korean performing arts scene has emerged. The backdrop is the antipathy to the hierarchical creative environment, the search for a language that can reflect increasingly complex societies, and the influx of new performances from abroad. Of course, devising theatre can be realized in a wide variety of forms in the actual field, so it cannot be defined as one methodology. But commonly all these various forms of the attempts aim to create a democratic relationship among participants, and process-centered breakthrough in the hierarchy of creative materials such as texts, sounds. light and human body. In 2017, Creative VaQi seeks to find new keyword called 'Reality of Division in Korean Peninsula' and to develop it into performance languages experimenting inter-disciplinary devising methodology. The company conducted a walking trip alongside the division line(300km) and tried to achieve the landscape and traces of division. After the walking, they created a specific form and performing contents called "Walking Holiday" out of their experiences. In this thesis, I will analyze the whole process of the devising "Walking Holiday" and examine what kind of result it led to. Furthermore, I, as the director of "Walking Holiday" will continue to discuss new possibilities and limitations of devising theatre methods that the company tries and aim at this time.

Performance Indicator and its Application for Evaluation of Construction Infrastructure in North Korea (북한 건설 인프라의 적정 수준 평가를 위한 성능지표 개발 및 적용 연구)

  • Future prospects for the North Korean construction market created by reunification of the Korean Peninsula has consistently been recognized as highly promising. Although rehabilitation projects of the deteriorating construction facilities in North Korea are expected to serve as new source of growth engine to South Korea in future, the status quo of each infrastructure in the North are described verbosely with signs of subjective translation. There has been limited approach on depicting the condition and performance of the North Korean facilities based on quantitative and systematic approach. Thus, this study has been conducted under a twofold purpose. First, this study proposes a performance indicator for identifying the status quo of the major construction facilities in North Korea based on a quantitative approach. Second, this study applies the developed indicator to visualize the results on the conditions of each facility in the form of a report card. This expected to serve as a basis on determining the appropriate level of the construction infrastructure in North Korea and estimating the range of rehabilitation projects along with the investment cost.

  • In diesem Aufsatz wird die Geschichte der Bewertungsdiskussion in Deutschland vorgestellt. Bis zum 18. Jh. war das Ziel der Archivarbeit die Systematisierung der rechtlichen und politischen Kenntnissen. Der juristisch geschulte Archivar hob Unterlagen in der Regel aus $Gr{\ddot{u}}nden$ der Rechtssicherheit auf. Vernichtet wurde, was schon seit $l{\ddot{a}}ngerem$ im Archiv lag. Nach dem Zusammenfall des alten Regimes haben die Archivare keine mehr mit dem Recht des Herrschers zu tun. Und die Archive wurden zu $Lagerst{\ddot{a}}tten$ der Geschichte und Forschung. $F{\ddot{u}}r$ den Ordnung der Archivgut, die aus den verschiedener Dienststellen stammten, wurde das Provenienzprinzip gebildet. Die Archivare richtete sich auf das inhaltsorientierten Bewertungsverfahren, das die wissenschaftlichen $Bed{\ddot{u}}rfnisse$ befriedigte. Der Anlass der Bildung der modernen Archivtheorie war der ersten Weltkrieg. Das Problem, wie man die Massenakten, die $W{\ddot{a}}hrend$ dieses Krieges entstanden, behandeln sollten, $f{\ddot{u}}hrte$ unter dem $Einflu{\ss}$ der Demokratie zur Bildung der Provenienz-orientierte Bewertungsdiskussion. Aufbau, Zielsetzung und Verfahren der aktenbildenden Stelle bildeten den Ausgang der Bewertung. Im Klima ${\ddot{o}}ffentlicher$ $B{\ddot{u}}rokratieablehnung$ der 50er und 60er Jahren wurde die inhaltsorientierte Auswahl wieder die vorherrschende Methodenvorgabe. Diese Theorie, die Booms vertritt, $f{\ddot{u}}hrt$ zu der Theorie der dokumentation strategy von Ende 20. Jh.

A Historical Approach to the Development of Democracy and the Archival Society in Korea (한국 기록관리와 '거버넌스'에 대한 역사적 접근)

  • 'Governance' is a subject that is widely discussed these days in the government and the academic world. I think that the new concept, 'governance', is a strategy to develop the democracy of the society in its institutional and functional aspects. When we are going to discuss about governance, public records and their relationships, without understanding the meaning of 'public' in Korea, we cannot expect to discuss the matter precisely. It is said that Korean public service sectors are awash with authoritarianism and unreasonableness, and that they are at the center of seething corruption and bribe scandals. It is the legacy that the regimes adopted in the aftermath of the Japanese colonial rule for 35 years. The colonial legacy included not simply the practice of the Japanese colony, but also people who had collaborated the Japanese. The American military government and Rhee, Sung-Man regime also appointed the same officials to government posts. As was the same case in other areas including economy, press, education, politics, law, etc. In this point of view, "Righting historical wrongs", a controversial issue now in Korea, aims at establishing the right relationships between an individual and the public, and eventually laying the foundation of democracy for future generation, a procedure of achieving good governance. Apparently, Korea has made progress in developing democracy, as well as in reforming the government policy and organization. Many independent commissions are performing the projects instead of the government institutions that mandated to do the job, but has not played their roles. The e-government projects in Korea was launched in 2001 by the former administration. However, the confusion of records-management after the promulgation of the act is the result of the lack of strategy and the inconsistency of the vision. Good record-keeping supports effective, transparent and accountable government. Accountability is a key element of good governance. It is a recognized fact that without information, there is no guidance for decision-making, and accountability. Thus without records, there is no accountability for the decisions of actions. Transparency means that the decisions taken and their enforcement are carried out based on led-out rules and regulations. When both accountability and transparency are non-existent, good governance is bound to fail. Archival institutions have to give an attention to inner-governance because of the new trend of archival practice, namely 'macro-appraisal'. This 'macro-appraisal' is a kind of a functions-based approach. However, macro-appraisal focuses not just on function, but on the three-way interaction of function, structure and citizen, which combined reflect the functioning of the state within civil society, that is to say, its governance. In conclusion, the public and democracy are major challenges in the Korean society. The so-called good governance requires good record management. In this respect, records managers are in the front line of instituting good governance, and achieving better public and democracy for future generation, a procedure of achieving good governance.

A Study on freedom of information in the Government 2.0 era (거버먼트 2.0 기반의 정보공개제도 개선방안에 대한 연구)

  • The concept of Government 2.0 is spreading rapidly in many countries and is fundamentally changing existing freedom of information system which has passively responded to information demands. This study aims at discussing possible strategies for a new freedom of information system that is based on the Government 2.0 notion which presents revolutional approaches to public sector information's creation, management, and usage. For the purpose of the study, precedence studies and researches about both freedom of information system and Government 2.0 are analyzed. Furthermore, mutual relationships between them are discussed. Through this discussion, social and economic benefits from freedom of information systems which are based on Government 2.0 are explored. As a case study, Data.gov services in the US, the UK, and Australia which are recognised as a feasible plan to set up Government 2.0 are analyzed. Their three common characteristics- revaluating public sector information's reuse, establishing exclusive agencies, and providing raw data-are discussed. Then, various mashup services which use Data.gov services' raw data are also studied. Issues related to the freedom of information system in South Korea are examined. As a result, a policy framework for establishing Government 2.0 based freedom of Information system is discussed in terms of three aspects, law, technology and organization.

An Experience of a Country in Transition and the Change of North Korea : An Adaptation of the 'Myanmar Model' (체제변동국가의 경험과 북한의 변화: '미얀마 모델'의 적용 가능성)

  • The purpose of this article is to examine whether Myanmar's experience in which dealing with the most exemplary change among rogue states or pariah state in the 21st century is feasible for North Korea's case. Recently, North Korea's willingness to dialogue, reform and open is similar to the precedent in which the Myanmar military junta dismantled its ruling system and turned over transition period through general elections in 2010 and 2015 each. The so-called 'Myanmar Model' refers to a country branded as a rogue state which has been under the international sanctions and pressure, and opening its political system and the market by choosing transformation. However, rapid changes in speed across the entire society after opening up are impossible because the political elite is only the leading role and implementation in the transition. In case of Myanmar, military culture has penetrated into society due to such a long-lasting military dictatorship, and even democratic bloc has become accustomed to authoritarian decision-making process. Furthermore, the "reserved area" of the old regime still exists in a deformed political structure that can not retrieve the interests of the military. Therefore there could not be achieved political development in term of qualification. North Korea also appears unlikely to achieve political and economic assessment in a short period of time, as civil society has not appeared due to its long dictatorship and very low economic development levels. Like Myanmar, North Korea is also likely to control the pace and direction of upcoming reforms and open, as the dictator or most powerful person chose to reform and open up. Therefore, if North Korea moves toward the 'Myanmar Model', there will be high expectations of new changes in the short term, but it could be delayed or stalled in the mid and long term.

Comparative Study on the Personal Assistance System for Persons with Disabilities in South Korea and Japan -Focusing on Self-Determination of People with Disabilities - (장애인활동 지원제도에 관한 한·일 비교 -장애인의 자기결정권 보장을 중심으로-)

  • As the social development progress, social welfare policy for people with disabilities also advance to meet rights of people with disabilities. The personal assistance service(PAS) is the primary service system for persons with disabilities based on guaranteeing the self-determination. The purpose of this study was to compare the personal assistance service system between Japan and Korea to propose improvement plan for Korean system. The comparison of two countries was based on current situation analysis of PAS. The analysis on eligibility criteria, information referral, amount and type of services and service provider, appealing process and service fee deductible etc. The result showed that PAS in Korea is served according to administration convenience than personal need based. Korean PAS policies are limited to particular service amount and type of needed services to satisfy personal PAS need. Whereas, Japan PAS system is served on the philosophy of independent living paradigm and therefore, PAS is provided on personal service needs. The service emphasis is on self-determination and rights on service selection for persons with disabilities. The recommendation for improvement of PAS in Korea are as followed. First, PAS should served under independent living paradigm. Paradigm based service is important because it effects the main theme of PAS; the self determination and rights of service selection. Second, reconstruction of PAS system is needed. As it showed on analysis, eligibility criteria, information referral, amount and type of services and service provider, appealing process and service fee deductible need to be supplemented. Last, to better serve PAS, case management method should be apply. Case management would contribute to settlement of PAS system in Korea. Thru case management, participation opportunities of people with disabilities must be provided during the selection of service quantity and type of PAS.
