The modern society is one of knowledge and information, and the library is one of the important routes through which they are obtained. But the collection in the library, from the onset of its creation and the process of accumulation, could only be bent and biased due to the prejudice and distortion, inevitably acting as an agent that mires the essence of the library as a distribution channel for knowledge and information of modern society. This study is the discussion about the necessity, main assignment and the methodology of library collection study. The collection study needs to focus on the process of accumulating the collection in the library to track down the Process of becoming biased.

Information gap widens as the information society matures. This paper delineates the factors causing information gap as socioeconomic gap, commercialization of information privation of information means and information explosion. Due to these factors information gap between the information poor and the information rich inevitably widens. To bridge the information gap requires policy efforts that are based on democratic principles. This paper asserts that the public domain of information should be secured to ensure the fair and equal access to information and use of information. It is also argued that the function and role of the public information systems such as public libraries, public schools should be expanded and fortified to ensure the minimum level of fairness and equality in an information society. It is suggested that a public site in a cyber-space might be needed to form public opinions and exchange basic information.

3 years and 10 months has passed since the New Citizen Participation in Criminal Trial was first enforced to secure reliability of people by reinforcing democratic legitimacy of jurisdiction and raising transparency. It can be evaluated positive in that procedural democracy as well as fair and prudent trial is realized, enabling people to participate at criminal justice procedure. However, new citizen participation in criminal trial targets only a very few case and recognize hortatory effects of jury's verdict only, not the binding effects. In addition, it still has various problems including limit to target cases, selection system of defendants, exclusion determination system, participation of conference of the judge and verdict by majority vote of the jury. In this regard, this study aims to examine several issues and problems, and to present alternative for this.

My former thesis was about the present status of Korean film aesthetics of Korean blockbusters through the cultural hybridity. Now this thesis focuses on hybridity and tragedy in Korean blockbusters from the postcolonial perspectives. Typical examples are Shiri, JSA, Taegukgi containing a special Korean situation of division ideology and expressing an extremely Western style of production. These movies hardly provide any historical causes, critical explanation, or vision beyond the discourse of national tragedy. They simply supply sentimental feeling of sympathizing with the misfortune of heroes in the course of national suffering. Therefore, these movies shows limitation not to accomplish postcolonial resistance.

This article shows a case of constructing appraisal system of manuscripts based on records of korean democratization movements. This appraisal system of manuscripts not only intends to select records according to value but also realizes a strategy that maximizes efficacy of resources for record management through distinction of record management process based on value of records. After all, this strategy provides manuscript repositories a beneficial benchmarking case of appraisal system of manuscripts which are confronting with disposing problem of enormous mount of records without original order, and are intending maximization of efficacy of resources for record management through distinction of record management process based on value of records.

This study is to suggest IC(Information Commons) as an alternative to solve the digital divide in the Information Age. The value of IC is based on the OA(Open Acess) and the essential elements of democracy. On the basis of previous studies, physical space was divided into six parts to realize the value of the IC. This study investigated and analyzed the use patterns and made several suggestions for applying IC in the Public Library.

이 연구는 한국 현실에 맞는 교육정책의 굿 거버넌스는 궁극적으로 어떤 가치를 지향할 것인지를 모색하기 위해 논란이 되었던 세 가지 교육정책 사례를 중심으로 현 정부의 교육정책 거버넌스의 특징적 실태를 파악하는 것을 목적으로 하였다. 현실적으로 민주성과 효율성을 동시에 제고해야 하는 바람직한 거버넌스 체제를 구축하기 위해 교육정책 분야에서 정부와 시민사회는 어떤 관계를 맺어야 좋은지를 여섯 가지 평가요소를 근거로 살펴보았다. 분석결과 민주성 측면에서 보면 세 가지 정책사례 간 정도의 차이가 있지만 모든 분야에서 시민단체들의 참여는 활발하였다. 그러나 이런 활발한 참여에 비해 상호 간 정보의 공유나 의사소통 그리고 반응성은 취약했다고 볼 수 있다. 효율성 측면에서는 더 심각한 문제가 발견되었다. 시민단체 간 연대가 활발하였던 점은 효율적 거버넌스의 긍정적 측면으로 볼 수 있으나 이런 연대는 유사한 의견을 가진 단체들 간에만 이루어졌다. 또한 효율적 정책결정에 반드시 필요한 전문가 집단의 자문과 참여도 제한적으로 이루어졌다. 이런 상황에서 이견을 가진 행위자 간 갈등이 첨예하게 대립되었지만 이를 관리하고 조정할 매커니즘이 존재하지 않았다는 점은 가장 시급히 해결되어야 할 문제이다. 따라서 세 가지 교육정책 사례에 대한 평가결과를 보면 한국처럼 국민적 관심이 높고 참여가 활발한 교육정책 분야에서는 보다 좋은 거버넌스를 지향하기 위해서 정부의 반응성과 갈등 조정력이 중요한 요인으로 고려되어져야 할 것이다. 또한 향후 교육정책결정에 있어서 좋은 거버넌스의 목표를 달성하기 위해 생각이 다른 전문가 집단 간 의사소통이 수평적이고 효율적으로 이루어질 수 있도록 하는 제도적 장치가 마련되어야 한다고 본다.

The year 2016 in Cambodia witnessed the collapse of Cambodian democracy. Promising results in terms of fairness the communal elections achieved were eclipsed by the dissolution of the Cambodia National Rescue Party. With press and civil society also being silenced, the ruling Cambodian People's Party expects no more challenge to its authoritarian rule. The economy continued it growth in 2017. However, serious problems embedded in its structure threaten the likelihood of sustainable development. Cambodia with solid China backing began to amp up its voice on the international stage, heading to a head-on collision with big donators including the United States.

The 2018 midterm elections were considered a referendum for Trump Presidency, especially because Latino community has been feeling that the anti-immigration, anti-Latino policies of Trump administration are harmful to the community. News Media and pundits predicted the boost of the Latino turnout and its positive effects on Democratic candidates at all levels. The purpose of this paper is to provide an overview of Latino demographics and Latino public opinion and to analyze the election results with exit poll data and actual aggregate data. The data analysis shows that, compared to 2014 midterm elections, Latino turnout and the support for Democratic candidates actually increased in most counties and precincts, which is more salient in the areas with heavy Latino concentration.

Public disapproval of National Assembly is resulted not only from the structural peculiarity of its decision-making process, but from the gap between public expectation of the National Assembly and its performance. While Korean electorate, being interested in politics with relatively high level of political efficacy, hold higher expectation from politics, the National Assembly fails to satisfy public expectation. In particular, irresponsible behaviors of representatives and the crippled operation of the National assembly are responsible for the low level of public trust to it. Institutional reform and individual efforts of representatives are necessary to promote public trust toward the National Assembly.
