The Conditions of Communication for Autonomous Political Participation -Concentrating on the theories of J. Rawls and J. Habermas.- (자율적 정치참여를 위한 의사소통의 조건 -롤즈와 하버마스를 중심으로-)

  • Deliberative democracy places its great importance on the theory that the citizens should fill the role of conducting the principles of democratic society. This is divided into two main theoretical trends in modern political theories, a liberal theory advocated by J. Rawls and a critical one emphasized by J. Habermas. Mutual understanding between two scholars focuses on the responsibility of citizens; citizens should be the reflective persons who can accept the terms of just communication going beyond the preference of individual belief. It is not denied that the discussions of deliberative democracy guided by both Rawls and Habermas do not place emphasis upon mass media. Even though they seldom regard the argument how the current media can be a essential factor in encouraging deliberative democracy, they never close the eyes to the significance of communication. Rawls stresses the political freedom of speech as the very condition which leads to the citizens' autonomous participation in politics, while Habermas places his hope on the role of mass media that would amplify the citizens' will gushed out in public sphere.

  • The purpose of this study is to analyze the long term mediating effects of Self-regulated Learning(SRL) in the Relationships among the Perceptions of Middle School Students on the Democratic Attitude of Parenting(DAP) and their Relationships with Teachers(RT), and their Self-esteem(SE). The data sources were from the first (2010) and the third (2012) Korean Children & Youth Panel Survey(KCYPS). As a result, first, the perceived DAP had significant effects on the students' SE both directly and indirectly through SRL. Second, the perception on RT had indirect effects on their SE mediated by SRL. Third, this pattern in first year continued in two-year-later-SE. This study implies that DAP, RT, and SRL play important roles in the continuous development of adolescents' self-esteem.

  • Balanced regional development' is rehabilitated as contemporary national agenda by Roh government. The regional equity policies has been justified as insuring more 'even development opportunity'. It is required further examination that the intrinsic relationships between spatial equity and 'the participatory democracy' of the government. The participatory democracy was estimated an important method to achieve 'the alternative development' of the new social movement. But the rapid evolution of transportation and electronic nudes of communication technology strengthened spatial concentration, especially concentration of authoritative resources. These concentrations have a tendency of participation exclusion in the symbolic social practice such as ideological and political decision-making. In order to realize participatory democracy, It is not sufficient to decentralize administration authorities. The reallocation and upbringing policies of symbolic practices such as cultural industries and education facilities is very important.

Comparative Patterns of Political Institutions and Social Policy Developments (정치제도가 사회정책의 발전에 미치는 효과에 관한 비교 연구)

  • This paper tries to provide empirical support for a formal model of social policy development which has been presented in a former paper of this study. In the direct democracy, median voter's social policy preference is critical because he is Condorcet winner in a pair-wise pure majority voting. But, in the more general setting, we should think of various political institutions as a collective choice device. For this reason, I draw a formal model which formulates three contrasting types of political institutions which are distinguished by the developments of political democracy and the differences of electoral rules. Comparative patterns of key variables which measure political institutions, social policy developments, and social policy preference provide support for my arguments. My empirical results suggest that three political institutions are associated with very different policy outcomes. Compared to other institutions, committee system entails more targeted subsidy, less universal benefit. On the contrary, proportional elections produce more universal benefit, less targeted subsidy.

How Does Foreign Direct Investment Affect Unbundled Institution? (외국인 직접투자는 제도에 어떻게 영향을 미치는가?)

  • Based on the Rodrik's four-way partition of institutions; market creating, market regulatory institution, market stabilizaing and market legitimizing institution, we analyze how FDI and interaction between FDI and democracy affect four kinds of institutions. By using fixed effect and system GMM model we estimate the direct and indirect effect of FDI on institutions within a large panel data set of 186 developing and developed countries for the period 1985-2009. We show that FDI inflows do not have a positive and significant impact on most kinds of institutions while interaction between democracy and FDI inflows have a significant and positive effect on market creating, market legitimizing and market stabilizing institution. The implication is FDI inflow does not directly lead to change the quality of institution but can indirectly improve it on the condition that democracy of host country become mature. To our knowledge this is the first article to empirically test the FDI and four-way unbundled institutions linkages.

Development of Instructional Model for School Mathematics Based on the Democratic Learning Community to Enhance the Character Education (민주적 학습공동체를 기반으로 수학교과 인성함양을 위한 수업모형 개발)

  • With the rapid industrialization and the advent of the era of the Fourth Industrial Revolution, the importance of character education is on the rise. The purpose of this study is to develop the Instructional model that can make the school classroom as a democratic learning community based on general classes and naturally realize the character education in addition to the other subject-matter education. A draft of the instructional model was implemented to confirm that the factors of the character education in mathematics could be improved. The toughness index was measured by using the Character Scale for School Mathematics(CSSM) before and after implementation. Based on the results of the measurement, we completed a P (personal) instruction model and a S (social) instruction model that can enhance the factors of the character education in mathematics based on the democratic learning community through the advisory committee.
