A Study on Evaluation of Administration Service Quality of District Office (구청 행정서비스품질 평가에 관한 연구)

  • Under the influence of a paradigm shift for administrative service of public institutions in around the world, the 'Government Affairs Assessment Act' has been enacted in Korea in March 2006. By the law, each local governments have been obligating to conduct self-assessment and resident's satisfaction survey for improving administrative service. Thus, the purpose of this study is to evaluate the administrative service quality of district offices(in seoul) in order to meet the government's efforts, and to derive improvement point of administrative service quality in district office. Consequently, this study shows administrative service quality factors affecting resident's overall satisfaction degree, service value maturity and positive image maturity of district office and then, will explore improvement ways of each district office through attribute analysis of administrative service quality.

  • The current land characteristics survey to calculate an individual declared land value requires significant manpower, time, and cost. Accordingly, a revised method is required to reduce an economic cost and efficiently extract the information on land characteristics. This study proposed a utilization of spatial information as a means to rapidly and efficiently examine a survey on land characteristics and the method to obtain land characteristics that cannot be obtained in the KLIS (Korea Land Information System) among the land characteristics, which is a basic material in calculating an individual declared land value, via GIS spatial analysis. The proposed methods will not only reduce a significant time and cost as well as a demand necessary in a land characteristics survey but also provide an improvement direction to a current survey method for land characteristics.

  • 부동산문제등과 관련하여 지적(地籍) 및 용도지역지구 자료의 중요성이 부각되면서, 복잡한 법적 절차를 갖춘 시스템이 구축되고 있다. 그 중 한국토지정보시스템(KLIS)은 각 지자체별 지적 및 도시계획 관련 데이터 구축, 업무시스템 및 건축 인허가등의 민원발급, 부동산 관련 다양한 통계 등을 제공하고 있다. 그러나, 이 시스템이 설치되어 있는 시군구 중 일반구(區)를 포함한 시(市)의 경우는 법적인 편집 권한이 다른 기관에서 공통 데이터베이스의 편집에 따른 데이터 무결성 문제와 네트워크 장애에 따른 업무 지연 등의 업무 연속성 문제를 야기할 수 있다. 본 논문에서는 일반구가 포함된 시(市)에서의 지적도편집, 용도지역지구도 편집 등 이종의 기관에서 이루어지는 분산 환경 데이터베이스편집에 따른 동기화의 문제점을 제기하고, 이러한 문제점을 보완할 수 있도록 트랜잭션 단위로 공간 및 속성 데이터의 복제를 담당하는 Replicator를 이용한 분산 데이터베이스 동기화 아키텍처를 제안하고, 동기화부분과 표준화부분, 트랜잭션관리부분으로 구성되어 있는 Replicator의 구성요소를 설계 및 구현하고 Replicator를 이용한 분산 데이터베이스의 변경부분을 미반영 데이터베이스에 반영하는 처리절차와 처리 후 결과를 제시하여, 지적 및 용도지역관련 데이터를 두 개 이상의 기관에서 동시에 편집한 내용이 실시간으로 두 기관의 분산 데이터베이스에 변경 분이 반영되어 모두 동기화 되어 있는 것을 공간데이터 편집기로 확인해 볼 수 있었다.

  • This study aimed to evaluate how universal design principles are embodied in the Public Service Center. It will be used for planning the basic materials of the interior environmental design for Public Service Center facilities and for developing ways to improve interior environments in order for them to be conveniently used. In studying a method, we conducted an Universal Design check list to evaluate interior environment, targeting five Public Service Center facilities located in Gwangju Metropolitan city. This study investigated the Universal Design suitability of center interior Public Service Center on the basis of the tools for Universal Design check list which was composed of supportive design, adaptable design, communicability, safety-oriented design, and accessible design. Through theoretically considering the services of Gwangju's old city hall public service center, which got divided into common space, public service space, waiting space and informative material space. Evaluation on universal design application level showed that those with best universal design application are supportiveness and safety in public service space, communication efficacy and safety in waiting space and safety and accessibility in informative material space and acceptability in waiting space had the lowest application level.

  • 국토해양부에서는 건설사업의 생산성을 향상시키고 건설사업의 효율성을 제고하기 위해 건설기술관리법 제15조의 2에 따라 건설공사지원통합정보체계의 구성.운영에 관한 법률을 마련하고 1998년부터 건설사업정보화(Continuous Acquisition Life-Cycle Support : CALS)를 추진중에 있다. 건설사업정보화의 일환으로 건설공사비의 상당부분을 차지하고 개인의 소유권과 관계되어 있어 민원 소지가 많은 보상자료를 관리하기 위해 용지보상시스템이 기 개발되어 운영중에 있으나 보상비 지출의 핵심과정인 지급단계가 국가재정정보시스템과 별도로 운영중에 있어 체계적인 보상자료 관리 및 보상비 지급의 이력관리가 제대로 이루어지 지고 있지 않다. 이는 곧 부적절한 보상비 집행으로 인한 국고예산 낭비의 소지가 있고 보상비 집행에 대한 대민 신뢰도 저하로 인해 다수의 소송으로 이어질수 있다. 이에 기존의 보상비 집행업무 프로세스 개선 및 건설CALS 용지보상시스템과 디지털예산회계시스템의 연계를 통해 보상비 집행의 투명성을 확보하고 민원인들에게 대민행정에 대한 신뢰도를 높일 수 있는 방안을 제시하고자 한다.

  • This study asesses the effectiveness of Korean Government web sits in providing equitable and appropriate access to government web sites was evaluated. Five information contents of services, fluent operation of services, feedback mechanism, easiness of access, and design. The result showed that there are several issues for the government to address in formulating effective policy for government web sites although most information services provided by Government web sites were highly appreciated by the researcher. This article provides an overview of information policy issues to the government web site designers and administrators.

Improving University Homepage FAQ Using Semantic Network Analysis (의미 연결망 분석을 활용한 대학 홈페이지 FAQ 개선방안)

  • The Q&A board is widely used as a means of communicating service enquiries, and the need for efficient management of the enquiry system has risen because certain questions are being repeatedly and frequently registered. This study aims to construct a student-centered FAQ, centered on the unstructured data posted on the university homepage's Q&A board. We extracted major keywords from 690 postings registered in the recent 3 years, and conducted the semantic network analysis to find the relationship between the keywords and the centrality analysis in order to carry out network visualization. The most central keywords found through the analysis, in order of centrality, were application, curriculum, credit point, completion, graduation, approval, period, major, portal, department. Also, the major keywords were classified into 8 groups of course, register, student life, scholarship, library, dormitory, IT and commute. If the most frequent questions are organized into these areas to form the FAQ, based on the results above, it is expected to contribute to user convenience and the efficiency of administration by simplifying the service enquiry process for repeated questions, as well as enabling smooth two-way communication among the members of the university.

An Exploration on Food Waste Management of Local Governments (전국 지방자치단체의 음식물쓰레기 관리 분석)

  • This research is to explore food waste management across local governments. In particular, pubic administration on food waste, food waste management (from generation to disposal) and civil complaints in jurisdiction are examined. In doing so, a self-administered questionnaire survey was conducted among civil officers in charge of food waste management, and all the collected responses were statistically analyzed. The main results were as follows: public spending on food waste management was a little larger in metropolises than in provincial cities, and the largest food waste source was identified as households (in housing). While regular collection of food waste by trucks was the most common transport method adopted by local governments, resource recovery for compost/fertilizer production was widely used. Also, most of the respondents agreed that the current approach to food waste handling practices are necessarily replaced with more advanced technology converting waste into energy or fuel. Further, it's found that the civil complaints on food waste management were largely categorized into 3 groups - food waste handling, civil service and food waste retrieval. Therefore, the findings indicate that the development and application of no-food waste or waste-to-resource systems are effective in housing estates where large amount of food waste is generated and eliminated.

  • The purpose of this research is to develop system and to establish methodology for managing spatial Database in Land Management Information System(LMIS). Spatial Database which is used by a various public department such as parcel survey and registry, land use planning and Land value appraisal in local government, is composed of parcel map, topographic map and zoning map. Spatial data has been constructed and managed by various department and then hard to maintain accuracy and coinsistency. So, it is important to establish the basic data management concept that source data(ex : parcel map, topographic map, zoning map, etc.) should be managed by responsible department. at the same time, application data for bussiness (ex : individual parcel price map) must be recomposed from base map by it's own objects. This is, Spatial data management system (SDMS) should be designed, developed according to this concept for managing consistency among data, reducing construction and management cost of database. Our SDMS was developed based on Open LMIS middleware architecture using OpenGIS CORBA specification for standard interface, RUP(Rational Unified Process) for development methodology, UML(Unified Modeling Language) for system design and VisiBroker, C++, CAD system for system implementation.
