Most of countries in the world are stepping up military conversion to achieve military modernization. The issues of military conversion hold reallocation of financial resources, reorientation of R&D, restructuring of military industry, demobilization, base closure and relocation, scrapping of surplus weapons and so on. Also ROK is stepping up military modernization through defense reform. In particular, ROK has the plan to convert bases; transfering U.S. Forces in Korea and conducting the merger and abolition of bases. In this respect, we expect increase of base conversion easily in the future. Therefore, we tried to find the strategy of base conversion that ROK can conduct base conversion with success in this study. So that we analyze cases of base conversion which were conducted in ROK and U.S. Moreover, we extract problems of the process of base conversion in ROK and finally find out substitutes.

Required system and technology for the civil helicopter and the military helicopter are almost similar. A lot of mount helicopters are converted from military to civil, or converted oppositely, or new developed considering civil-military dual use in order to reduce development cost and period. In the case of converting the military to the civil, the military helicopters are developed based on sufficient requiring amount following conversion to the civil helicopters with minor modification. This paper presents the investigation and the analysis for the case and the approach of dual use helicopter development from military helicopters to civil helicopters.

1970년초 '자주국방'으로 시작한 방위산업의 역량은 재래식 무기의 국산화 단계를 넘어서 일부 첨단무기를 독자 개발할 수 있는 수준에 도달하였다. 하지만 그동안 방위산업 정책은 내수시장을 중심으로 이뤄졌었고, 방위산업체를 중심으로 한 제한된 경쟁체제였다. 그 결과 국방과학기술 경쟁력은 11위인 반면에 민수분야 과학기술경쟁력은 4위로 눈부신 발전을 하였다. 또한 2009년 스톡홀롬 국제평화연구소 발표에 따르면 우리나라는 무기 수입국 3위인 반면, 수출은 17위에 위치해 있다. 따라서 본 연구는 위와 같은 문제 인식을 바탕으로 시작하였으며, 특히 민수업체의 방산분야 참여를 통해 국내시장의 규모를 넓히고, 국내경쟁력 향상하고, 더 나아가 방위산업 글로벌 경쟁력을 확보하여 국가 방위력개선 뿐만 아니라 수출 선도 산업으로 자리매김할 수 있는 개방형 기술혁신체계 구축 방법을 모색하였다. 또한 민수분야의 조사를 통해 방위산업 진입장벽을 파악하였으며, 진입장벽 해소를 통해 방위산업 경쟁력 강화를 할 수 있는 방법을 고찰하였다. 국방분야의 개방형 기술혁신체계 구축은 국가과학기술을 선도하고, 군 전력증강 및 국가경제발전에 기여할 것이다.

An comparative analysis between two engine type certification specifications which are FAR Part 33 and EASA CS-E has been performed to provide fundamental information for validity assessment of civil certified engine when it is installed to a military rotorcraft. The analysis result has been used to build a traceability information between CS-E and MIL-HDBK-516C by which the substantiation data for engine type certification can be used as parts of aircraft propulsion system airworthiness substantiation.

전세계 군용헬기 생산업체들은 장차 사양길에 접어들 군용헬기 판매시장을 대체할 수 있는 확고한 민수분야의 활로를 모색하고 있으며, 민수시장 확보가 지연되는 경우 군용헬기 관련 대형사업의 축소, 취소, 종료 및 순연에 따른 막대한 손실을 감수해야하는 실정에 있으므로, 향후 우리가 군용헬기 개발 관련 방위력개선사업을 추진시 이와같은 국제적인 현실을 감안하는 것도 바람직 할 것으로 보인다.

This paper deals with the world civil helicopter market scope, world market analysis based on the operating fleet ages, preconditions for market entry, and market forecast which are necessary for Korean industry to enter into world market. According to the analysis, the heavy single class demand is rapidly declined. The demand is moving toward the heavier class than that operated now. Korean industry had better have strategic positioning to heavy twin and light medium twin classes. A considerable amount of Korean civil helicopter based on Surion can be sold if there are appropriate efforts for price, specification, marketing strategy and so on.
