Impact of Government Business to Investors Reference Point (정부 주도사업이 투자자 의사결정 준거점에 미치는 영향)

  • The paper investigates the influence of government-led projects on investors' decision-making reference points, using Prospect Theory and Human Capital Theory. It empirically explores whether government initiatives shift investors' reference points, offering insights for private investments in government-backed ventures. The study, spanning from May 2017 to May 2022, compares 51 companies involved in Korea's 'New Deal' policy to 49 non-participating companies. It considers founders' human capital elements such as past startup experience, technical and managerial industry experience, education level, and graduate school reputation. The analysis reveals that only the reputation of the founder's graduate school has a significant negative effect, implying a conservative approach by investors towards government-led projects. This highlights the need for investors to consider the founder's social capital and the impact of government support on venture growth and public offering pace.

  • This study is meaningful in finding out what legal and policy issues need to be improved in order to foster the aircraft industry, which is relatively underdeveloped compared to the fact that some heavy industries, such as the automobile industry and shipbuilding industry, have achieved a high level of production and technology globally. Korea's aircraft industry has been growing at a slower pace than other industries, largely due to the country's economic growth and the lack of a market structure to properly use variables such as the level of development in related industries, aircraft technology and demand for aircraft manufacturing. While most industries are privately led by the market structure of the competition system, heavy industries such as the aircraft industry generally grow under the market structure of the incomplete competition system, because only by securing huge initial investment costs, high technology, and sufficient demand, they can maintain minimum economic feasibility. The Korean aircraft industry was focused on developing and mass-producing military aircraft focusing on military demand, but it sought to turn the tide by signing the BASA (Bileral Aviation Safety Agreement) with the U.S. A preliminary feasibility study was conducted in 2010 to develop next-generation medium-sized aircraft, but was cancelled due to differences in position with Canada's Bombardier, which is subject to the concourse, and Korea Aerospace Industries (KAI) is pushing for the production of Bombardier's Q400 license on its own. Compared to the mid-to-large sized civil aircraft that are facing difficulties in development, KAI and KARI are successfully developing technologies to unmanned aerial vehicles and civil helicopters. In addition, the unmanned aerial vehicle sector is not yet suitable for manufacturers that have an exclusive global influence, so we believe that it is necessary to pursue government-led research and development projects with a focus on the areas of commercial helicopters and unmanned aerial vehicles in order to foster the aircraft industry in the future. In addition, since military aircraft such as KT-1 and T-50 are currently being exported smoothly, and it cannot be overlooked that the biggest demand for aircraft manufacturing in the Korea is the military, it is necessary to push forward national R&D projects and defense R&D program simultaneously to enable both civilian-military development. However, there are many differences between the two projects in the way they are implemented, the department in charge and the royalty system. Through this study, we learned about the technology ownership and implementation rights of national R&D projects and defense R&D programs, as well as the royalty system. In addition, problems with the system were identified and improvement measures were derived.

  • 2010년 기준 세계 물산업은 약 4,800억불 규모이며, 2025년에는 약 1조 달러 규모로 성장할 것으로 전망된다. 또한 기후변화 등의 요인으로 물산업의 범위는 물순환체계 전과정을 포괄하는 "유역종합개발+상하수도+대체수자원"으로 확장될 것으로 예측된다. 그러나 지금까지의 국내 물산업 육성은 주로 상하수도 분야 중심으로 국한되어, 기후변화에 대응한 유역종합개발 분야에 대한 시장 진출기회를 상실하고 있다. 상하수도 중심의 물산업은 이미 선진 메이저 기업들이 선점하여 치열한 경쟁이 벌어지고 있는 '레드오션'이라 할 수 있으므로, 새로운 물산업의 강국으로 부상하기 위해서는 우리가 가진 장점을 바탕으로 물산업의 새로운 영역을 개척하는 방안에 대한 연구가 필요한 시점이다. 본 연구는 먼저 국내외 물순환체계 전과정(유역종합개발+상하수도+대체수자원)에 대한 시장 조사을 통해 세계 물산업 시장을 프로젝트 유형별, 지역별로 분석하고, 이를 토대로 국내 물산업 육성과 해외진출을 위한 당면 과제를 다음과 같이 제시하였다. 첫째, 민관협력을 위한 제도적 틀을 형성할 필요가 있다. 정부의 역할이 매우 중요한데, 정부 또는 기금이 자금의 단순한 대부자에서 적극적인 투자자로 전환함으로서 국내 민간기업들의 해외시장 진입장벽을 낮추어 줄 필요가 있다. 정부 주도의 민관협력이 활성화되면 참여 기업의 재무적 리스크를 현저히 줄일 수 있다. 또한, 상하수도 운영 경험을 축적한 공기업이 해외진출 지원기능을 수행하도록 하여야 한다. 즉, 공기업이 민간 기업의 경쟁자가 아니라 지원자가 될 수 있도록 프레임을 바꿔주어야 한다. 둘째, 물산업 클러스터의 형성이다. 물산업 제조업은 대부분 중소 벤처기업으로 독자적인 해외진출이 곤란하므로, 물전문 공기업이 중소 벤처기업 육성 및 해외진출의 앵커 역할을 담당하는 것이 필요하다. 이스라엘이나 싱가포르의 물산업 클러스터처럼 Anchor 역할을 행하는 공기업과 민간기업이 장기적 협력관계를 구축할 수 있는 기반을 마련해야한다. 셋째, 신시장 역량의 창출이다. 기후변화로 크게 성장할 전망인 통합물관리 시장에 대한 전략적 접근이 요구된다. 우선 ODA 등 대외 원조자금을 활용하여 투자비가 적게 들고 정보를 선점할 수 있는 조사 설계부터 시작하여, 댐 및 수력개발, 상하수도 건설 운영 등에 단계적으로 접근할 수 있을 것이다. 또한, 향후 도입될 예정인 물인프라의 Smart 기술, 첨단 수처리 기술 등을 활용하여 새로운 시장을 개척해야 한다. 4대강살리기 사업, 해수담수화 등 조기에 경쟁우위를 갖출 수 있는 사업과 기술을 Flagship Project로 브랜드화하여 우리나라를 "물강국"으로 포지셔닝할 경우 세계 물시장 공략에 보다 효과적일 것으로 판단된다.

CM Prospects and Strategies Based on Contract Statistics : 1997 through 2014 (CM산업 수주실적 분석을 통한 CM기업의 발전 방안 - 1997년 ~ 2014년 실적자료 기반 -)

  • CM services have been focused on the advancement of the CM industry and expansion to overseas market based on CM capabilities. However, there has been lack of quantitative and comprehensive research to investigate current CM trends and prospects for improving competitiveness. In this sense, the purpose of this study is to statistically analyze total of 3,453 CM service contracts over the past 18 years (between 1997 and 2014) in term of market type, contract size, owner's type, commodity type. Finding of this research reveal that 1) compared to 2005, CM market size in 2015 increased as much as 2.5 times, and that 2) domestic CM projects count for 87.5%, architectural project 88.4%, less than 1 billion won small contracts 75%, respectively. Also, recently as CM company are developing capability and competitiveness, 1) overseas CM market share has grown up to 20% among total CM contract amount, and 2) CM contracts by private owners has increased 3 times demanding the total management services based on high technical capability. Additionally, the result of this paper supports the growth path model proposed by Jung et al. (2014), where a path from Domestic Public (DP3) and Domestic Private (DC2) CM projects towards the expansion to International Private (IC5) contracts was quantitatively analyzed. Implications for other practical issues are also briefly discussed.

국방예산(國防豫算)의 국민경제적(國民經濟的) 효과분석(效果分析)과 지출구조(支出構造) 개선방안(改善方案)

  • 본 논문에서는 우리나라 국방예산 운영의 국민경제적 파급효과에 대한 실증분석에 기초하여 국방예산 규모논쟁에 대한 검토, 지출구조의 개선방안, 그리고 지출구조 개성을 위한 국방부문의 효율화 방향을 제시하였다. 실증분석을 위해 Feder-Ram 2부문-외부효과모형에 기초하여 1970년대 이후 총국방비 운영유지비 방위력개선비 등 3가지의 국방부문 지표를 이용한 실증분석 결과, 방위력개선비가 국민총생산에 대해 유의한 정(正)의 효과를 갖는 것으로 나타났다. 총국방비의 경우 유의성이 없었으며, 운영유지비의 경우 유의한 부(負)의 효과를 갖는 것으로 나타났다. 국방예산 규모논쟁과 관련하여, 최근 GDP 대비 국방비 비중과 안보위협을 고려한 국가군별 비교 등을 통해볼 때, 지금까지의 우리나라 국방비규모의 상대적 비중이 하락하는 추세를 더 이상 기대하기는 어렵다고 보는 것이 현실적인 인식이라고 판단된다. 이제 국방예산 관련 논의의 초점은 상대적 규모를 포함하여 국방예산규모 자체보다는 국방예산의 지출구조와 내역에 맞추어져야 하고, 국방예산 운영의 낭비사례를 방지하고 효율성 투명성을 높여서 적절한 지출구조와 배분내역 방식을 이루는 것이 되어야 한다고 판단된다. 국방예산 지출구조의 개선을 위해서 투자비 성격의 방위력개선비 비중을 높이는 예산구조상의 개선이 매우 중요한 과제이다. 이를 위해 각종 경사경비에 대한 영점기준의 검토작업과 더불어 인력과 장비의 대체, 인력구조의 조정 등을 통해 기술집약형 전력구조를 지향하는 보다 근본적인 구조조정노력이 이루어져야 할 것이다. 미래전 양상에 대비한 군 첨단화의 핵심인 해상방위력 및 항공력 증강 등이 필수적이며, 지상군 위주에서 상대적으로 해 공군 중심의 군 구조로 개선되어야 할 것이다. 구조개선의 완급조절과 군별배분의 수평적 구조개선을 통해서 예산규모의 커다란 증대 압력 없이 추진 할 수 있는 구조개선은 시급히 실현되어야 할 것이며, 구조조정 재원의 상당부분은 군 내부의 낭비사례를 막고 생산성을 획기적으로 제고해서 확보할 수 있어야 할 것이다. 국방예산 운영의 효율성 투명성 제고를 위해서는 군 내부 자원관리기능이 강화되어야 하고, 군조직 운영에 있어서도 민간부문에 상응하는 경영효율성 개념의 과감한 도입이 요구된다. 지금까지의 '국방전력 극대화'를 위한 군인중심의 획일적 폐쇄적 군조직 운영에서 벗어나 조직 인사 예산 운영 전반에 걸친 경영혁신이 이루어져야 한다. 국방부문에 경영효율성 개념을 도입하여 경영혁신을 이루어나가는 주요 정책방향은 일부 기능 조직의 민영화 및 민간위탁의 확대, 민간전문인력의 활용도 제고, 자율적 책임경이 필요한 부문을 대상으로 한 "책임경영사업소(Agency)제도"의 도입 등이다. 또한 유사기능을 갖는 조직과 각군별로 별도로 설립되어 중복되는 기능을 수행하는 기관을 통폐합해야 할 것이다.

A Preliminary Study on Public Private Partnership in International Forestry Sector to Climate Change Based on Awareness Analysis of Private Enterprises (민간 기업의 인식조사를 바탕으로 한 기후변화 대응 국제산림분야 민관파트너십 사업 활성화 방안 기초 연구)

  • Forests act as carbon sinks and also improve water resources and biodiversity to climate change. Secure funding, administrative support, and sustainable management systems are essential to conserve forests and to implement international forestry related projects to climate change. Public private partnership (PPP) could be an effective way for forestry sector in developing countries. Awareness analysis should be preceded in order to encourage participation of enterprises for the diversification of funding and the enhancing quality of projects. We conducted a survey targeting more than 129 private enterprises for awareness analysis. As a result, lack of information, complexity of processes and low profit resulted in low interest on forest projects from private enterprises. Improving awareness of recipient countries on forest resources, financial and institutional supports from the public sector, information sharing, performance management and equal partnership between sectors were suggested to encourage PPP in international forestry related projects to climate change.

  • As a key infrastructure for positioning autonomous vehicles, HD maps are making efforts to equip autonomous vehicles and connect them with services worldwide. Global companies like Here and TomTom have contracted an agreement with three German automobile companies(BMW, Audi, Daimler) by establishing systems including from the production of HD maps to loading autonomous vehicles. Japan has organized a DMP(Dynamic Map Platform) by collaborating public and private section and performing establishment of HD map on private section-oriented. Korean companies related with autonomous vehicles are also cooperating with various companies such as vehicles, sensors and maps. But public and private sections are establishing HD maps respectively. Accordingly, Ministry of Land, Infrastructure and Transport implemented and signed memorandum for private and public cooperation in April 2019, Joint establishment council of HD map has launched in August 2019. This study performed domestic and foreign trend analysis about HD map and interviewed to related companies. And analyzed solutions for interactive cooperation of private and public section in HD map industry, purposed step-by-step strategy for operation and operation plan for joint establishment council of HD map.

Research on the Circumstance for Agricultural Investment of Cambodia (캄보디아 농업투자 환경에 관한 연구)

  • International price of cereal has been dramatically increasing for the past few years. This price hike amplified the importance of food self-sufficiency in numerous countries due to the fact that food security is directly proportional to food self-sufficiency. In this study, we conducted a survey to provide useful information of Cambodia's agricultural environment to possible Korean agricultural investors and as to highlight Cambodia as a strong candidate for the establishment of Korea's foreign base for cereal production. The survey conducted includes information regarding Cambodia's agricultural environment and investment circumstances including the political, economical and other contributing factors affecting agricultural investment in Cambodia. Seventy percent of the Cambodia's total population engage in agriculture and this comprises about 30% of the country's GDP. This statistics reflects the possibility of Cambodia's poverty alleviation which proves that agriculture in Cambodia is the driving force for the improvement of the country's economy. In addition, low labor cost, fertile land, abundant water resources, like the Tonle sap lake and the Mekong river, and unreclaimed lands are the strong points that could attract agricultural investors to Cambodia. Poor infrastructure, irrigation systems, law reforms, including social and cultural differences may be the biggest setbacks for the acceleration of Cambodia's agriculture development. However, the Cambodian government is open and willing to make adjustments for Cambodia to be both foreign and domestic agricultural investor-friendly, expecting that it will boost its country's agricultural development. Making the best out of this opportunity, the coordination of KOICA with Korean agricultural investors in building infrastructures and with the help of the KOPIA program for the transfer of agricultural technology will benefit both countries and will play an important role in Cambodia's agriculture.

  • Business incubators (BIs) could be regarded as an effective mechanism for linking research and industry to inspire technology and knowledge based entrepreneurship and innovation of start-up SMEs. The performance of BIs for small and medium enterprises (SMEs) innovation should be differentiated in accordance with the technology capacity of SMEs, the national entrepreneurial culture and characters in each economy. Therefore, the research intended to categorize BIs in the selected 10 APEC member economies into four types by investigating the issue of member economies' strategies, functions and characteristics in various focused programs.

What is light rail, compared to the existing subway and cheaper construction cost, the existing road or bridge that runs along the track is installed, etc. Manless system construction cost and operating expenses as a possible new railway transportation has been a leading state-of-the-art mad. However, the domestic business system engineering of light rail-related companies in the developed countries are doing to advance to the national to the local engineering skills of the self-free, hurry will have to be secured. Therefore, this paper applies local light rail project on the status of the systems engineering analysis and based on this source of the latest engineering technology-intensive systems engineering to provide direction to the development of technology.
