How to improve the governance for PPPs on special purpose facilities in Korea - based on the UK PFI failure case study - (특수목적 시설 민간투자사업 거버넌스 개선 방향 -영국 국립물리연구소 실패 사례 분석을 중심으로-)

  • The PPPs(public private partnerships) which was introduced in the later part of the 1990s has grown since 2005, with the beginning of BTL(Build Transfer Lease) type which retrieves the investment by receiving the lease payment from the government. As application areas and scale of the PPPs have been further expanded, it is expected the demand on special purpose facilities will be increased. We do know only successful foreign practices of the PPPs but have rarely consider the failure cases. Therefore, this paper derives implications by analyzing the case of National physical laboratory project which is known as a typical failure case of UK's PFI. We find that from the perspective of governance, the reasons leading to the failure of business are an insufficient of technical rationality, unsettled social relationships and inefficient risk management. Based on the case study, this study shows how to improve management system for special purpose PPPs business in Korea.

Analysis on Bidding Behavior in Score Auction: Highway BTO Projects (수익형 민간투자사업(BTO) 입찰평가 분석: 도로사업을 중심으로)

  • Upon selecting preferred bidder in Public-Private Partnership projects, multi-dimensional procurement auction, where price factor and non-price factor are evaluated, is used. This paper tries to analyze bidding data in BTO road projects. It is shown that a winner tends to get higher score in bidding evaluation, which is partly due to increase in base score as well as fiercer competition among bidders. It turns out that score margin in non-price factor was determinant in selecting winner. Also, there was no competition when the level of bonus point was set too high. For price factor, it costs 730 million KRW per score in construction subsidy by government, while it costs 2.43 billion KRW per score in toll revenue. For non-price factor, it was estimated to cost 2.30 billion KRW. Based on the results, it was suggested that we should have appropriate level of bonus point for first initiator, change in scoring rule in construction subsidy part, adjustment of base score in evaluation.

군 유휴공간 태양광발전 경제성 연구

  • 대한민국 정부는 '재생에너지 3020 계획'에 따라 2030년까지 재생에너지 발전 비중을 20%까지 확대하겠다는 방침을 세웠다. 목표 달성을 위한 태양광발전은 30.8GW을 신규설비로 확보해야 하지만 신재생에너지를 설치할 수 있는 공간은 한정되어 있어 추가적인 공간이 문제가 된다. $297km^2$의 건물 부지를 소관하고 있는 군(軍)은 공공기관 중 가장 넓은 부지를 보유한 단일 기관이다. 이러한 군 유휴공간을 활용한 민간투자방식의 태양광 발전사업 경제적 타당성을 연구하였다. 본 연구에서는 경제적 효과를 RETScreen을 통해 분석하였고, 그 결과 내부수익률(IRR) 10.7%로 경제적 타당성이 입증되어 민간투자의 사업성을 확인하였다. SWOT분석 결과에 따르면 군 태양광 BOT사업은 전력 모니터링 및 유지보수 등 사업 전 과정에서 보안 요소가 발생하지만, 강한 규제의 산지 및 임야의 대안으로 표준화된 군사시설이, 한 번의 설계로, 유휴공간에 대량 설치가 가능한, 모듈화의 이점을 가지고 있었다.

Development of the Promoter Selection Procedural Model for Private Participation in Infrastructure Projects (민간투자 사업시행자 선정 절차 모델 개발)

  • The purpose of this study is to suggest a systematic procedural model for selecting competent project promoter. The proposed model was made by comparing domestic regulations and procedures with foreign nations', and through interviews with experts and literatures survey. The summaries of this paper are as follows. The current promoter selection procedure was evaluated by reviewing relevant papers, regulations and existing model. Some obstructions which hinder PPI project activation were identified, those are inadequacy of promoter qualification and negotiation process, lack of communication between parties, etc. Some alternatives which remove major obstructions are embodied in the model. The suggested model is comprised of PQ(prequalification), two phased evaluation for the technical proposals which include alternate, communication meeting, etc. To manage the overall procedure well, an involvement of professional "project promoter selection team" would be highly recommended. They will participate in each evaluation stage with full activities, and provide government with some technical materials for selecting promoter as coordinator.

  • Since "Act on Private Participation in Infrastructure" were changed in January 2005, BTL(Build-Transfer-Lease) projects of Private Participation In Infrastructure was introduced in the domestic construction market for the purpose of providing public facilities with the public. Selecting the most qualified Promoter should be considered discreetly in BTL projects because BTL projects is for projects with approximately thirty year project life cycle, plan, construction, operating, maintenance and obviously the success of the project totally depends on the capability and role of concessionaire. However, score for cost is likely to influence designating concessionaire to take the project. Accordingly, low bid contract with too much competition could decrease the quality of the construction plan and operating plan. Thus, this study did preliminary research and documents on problems of evaluation criteria for designating concessionaire in BTL projects, and proposed improvement program by doing questionnaire over specialists of each field.

  • 민간 주도형 사회간접자본 (social overhead capital :SOC) 사업은 BOT(build-operate-transfer)를 비롯하여 대상 프로젝트의 정부 정책 등의 여러 환경의 변경에 따라 다양하게 변형되어 적용되어 BTL(build-lease-transfer), BOO (build-own-operate)등의 여러 기법들을 사용된다. 민간 SOC 사업은 프로 젝트의 규모와 장기에 걸친 공사의 불확실성 때문에 프로젝트의 경제성 분석을 하는 것은 복잡하다. 일반적으로 사용하고 있는 현금흐름 할인모형(discount cash flow model; DCF)은 미래의 불확실성 변수들을 적절히 반영하지 못한다는 한계점을 가지고 있지만 현실적으로 많이 쓰이고 있는 방식이다. 본 논문은 옵션기반모형에 근거한, BOT-옵션가치평가(BOT-OV)모형을 국내 민간 SOC 사업의 경제성 분석을 위해 적용한다. BOT-OV모형을 적용하는 것이 기존 순현재가치(net present value; NPV)방식을 통하여 프로젝트 가치 평가 할 때보다 더 정밀한 경제적 타당성 평가를 할 수 있다는 것을 확인하여 기존의 NPV 평가방식의 방법을 대체할 수 있는 가능성을 확인하는데 의의가 있다고 할 수 있다.

  • School facilities are in 2000, diversification, mechanized and 'green' change rapidly. School facilities Maintenance, however, maintains a simple maintenance practices in the past.   • In 2005, the revision of the Private Investment Law made the private investment objectives to extend a new area, such as institute and well-fare, military facilities by BTL(Build-Transfer-Lease). This revison will cause budget extension from 1.3 trillion to 1.6 trillion in military facilities BTL project Therefore, it is necessary to analyze the general problem of BTL and its cases. And then to be successful project, the problems must be improved. This study was focused on the improvement of regulations and analyzed the general problem from previous studies and the military projects. And then it conducted survey to soldiers for severity and performance. Finally it suggested the improvement of regulations of military facilities in BTL scheme from FGI.

  • The evaluation of the financial viability of a privatized infrastructure project is complex because of the uncertainties involved due to the project's scale, long concession period and complexity. Use the BOT option valuation(BOT-OV) model, for evaluating the financial analysis of a privatized infrastructure project. This sophisticated for financial evaluation compared with a traditional NPV analysis.

  • In 2005, the government introduced BTL(Build-Transfer-Lease) projects as one of the methods of private investment in infrastructure. In a BTL project, a private company builds a public facility and leases it to the government to withdraw its invested capital. But there appear several problems with it due to a short period of preparation and lack of experiences. Specifically, private companies that plan to participate in this project have to take a risk since serious problems are likely to take place because of unrealistic estimation of construction costs, etc., and they finally avoid participating in this project. A case study was made over advanced countries, Japan and the United Kingdom, to find out how to resolve the problems, and rational 7 improvement method were presented from a perspective of Special Purpose Company (SPC), which could be accepted by both of SPC and government agencies. The findings of the study are expected to provide workable solutions to BTL projects from a standpoint of private companies to facilitate the rational improvement of BTL projects, and this study is ultimately expected to stimulate the active participation of SPC to make a contribution to the vitalization of domestic BTL projects.
