The objective of this article is to inform and document the contemporary development of the private security industry in Queensland Australia, a premier holiday destination that provide entertainment for the larger region. The purpose of this review is to examine the comtemporary development of mandated licensing regimes regulating the industry, and the necessary reform agenda. The overall aim is threefold: first, to chart the main outcomes of the two-wave of reforms since the mid-'90s; second, to examine the effectiveness of changes in modes of regulation; and third, to identify the criteria that can be considered a best practice based on Button(2012) and Prenzler and Sarre's(2014) criteria. The survey of the Queensland regulatory regime has demonstrated that, despite the federal-guided reforms, there remain key areas where further initiatives remain pending, markedly case-by-case utilisation of more proactive strategies such as on-site alcohol/drug testing, psychological evaluations, and checks on close associates; lack of binding training arrangement for technical services providers; and targeted auditing of licensed premises and the vicinity of venues by the Office of Fair Trading, a licensing authority. The study has highlighted the need for more determined responses and active engagements in these priority areas. This study of the development of the licensing regimes in Queensland Australia provides useful insights for other jurisdictions including South Korea on how to better manage licensing system, including the measures required to assure an adequate level of professional competence in the industry. It should be noted that implementing a consistency in delivery mode and assessment in training was the strategic imperative for the Australian authority to intervene in the industry as part of stimulating police-private partnerships. Of particular note, competency elements have conventionally been given a low priority in South Korea, as exemplified through the lack of government-sponsored certificate; this is an area South Korean policymakers must assume an active role in implementing accredited scheme, via consulting transnational templates, including Australian qualifications framework.
The Chicago Convention and Annexes have become the basis of aviation safety regulations for every contracting state. Generally, the State's aviation safety regulations refer to the Standards and Recommended Practices(SARPs) provided in the Annexes of the Chicago Convention. In order to properly reflect international aviation safety regulations, constant studies of the aviation fields are of paramount importance. This Paper is intended to identify the main differences between korean and foreign regulation and suggest a few amendment proposals on Mixed-fleet Flying(at or more two aircraft type operation) of flight crew. Comparing with these regulations, the korean regulations and implementations have some insufficiency points. I suggest some amendment proposals of korean regulations concerning Mixed-fleet Flying that flight crew operate aircraft of different types. Basically an operator shall not assign a pilot-in-command or a co-pilot to operate at the flight controls of a type of airplane during take-off and landing unless that pilot has operated the flight controls during at least three take-offs and landings within the preceding 90 days on the same type of airplane or in a flight simulator. Also, flight crew members are familiarized with the significant differences in equipment and/or procedures between concurrently operated types. An operator shall ensure that piloting technique and the ability to execute emergency procedures is checked in such a way as to demonstrate the pilot's competence on each type or variant of a type of airplane. Proficiency check shall be performed periodically. When an operator schedules flight crew on different types of airplanes with similar characteristics in terms of operating procedures, systems and handling, the State shall decide the requirements for each type of airplane can be combined. In conclusion, it is necessary for flight crew members to remain concurrently qualified to operate multiple types. The operator shall have a program to include, as a minimum, required differences training between types and qualification to maintain currency on each type. If the Operator utilizes flight crew members to concurrently operate aircraft of different types, the operator shall have qualification processes approved or accepted by the State. If applicable, the qualification curriculum as defined in the operator's Advanced Qualification Program could be applied. Flight crew members are familiarized with the significant differences in equipment and/or procedures between concurrently operated types. The difference among different types of airpcrafts decrease and standards for these airpcrafts can be applied increasingly because function and performance have been improved by aircraft manufacture company in accordance to basic aircraft system in terms of developing new aircrafts for flight standard procedure and safety of flight. Also, it becomes more necessary for flight crews to control multi aircraft types due to various aviation business and activation of leisure business. Nevertheless, in terms of flight crew training and qualification program, there are no regulations in Korea to be applied to new aircraft types differently in accordance with different levels. In addition, it has no choice different programs based on different levels because there are not provisions to restrict or limit and specific standards to operate at or more than two aircraft types for flight safety. Therefore the aviation authority introduce Flight Standardization and/or Operational Evaluation Board in order to analysis differences among aircraft types. In addition to that, the aviation authority should also improve standard flight evaluation and qualification system among different aircraft types for flight crews to apply reasonable training and qualification efficiently. For all the issue mentioned above, I have studied the ICAO SARPs and some state's regulation concerning operating aircraft of different types(Mixed-fleet flying), and suggested some proposals on the different aircraft type operation as an example of comprehensive problem solving. I hope that this paper is 1) to help understanding about the international issue, 2) to help the improvement of korean aviation regulations, 3) to help compliance with international standards and to contribute to the promotion of aviation safety, in addition.

As modern society changes toward knowledge based society, the patent policy and professional manpower need to be changed because interest and importance about patent, trademarks, intellectual property right and copyright of business secret are increasing. In order to facilitate trading of the technology developed in the private sector and to promote the business, the Act of technology transfer and commercialization promotion is prepared. In the law, the article 14 says that who have expertise on commercialization of the technology transfer can be registered as a technology trader to the Minister of Knowledge Economy. For the purpose of finding improvements of the technology trader's registration system, comparison method was studied. Technology trader compare with licensed real estate agent which is similar with it in terms of trade. There are several results from this study by followings. The unique tasks of technology traders should be specified for increasing authority of technology transfer expert. Manual criteria of post management should be prepared through registration certificate management agency which operated by charging. In addition, The announcement document should be prepared carefully for necessity of announcement and registration criteria of technology trading business. These improvements are enable to motivate trading market and impact to expand the base of technology marketing and technology transfer-commercialization.

The Korean government has administered the 'AMPQ-II' to all middle school students to prevent psychological problems and make immediate interventions when necessary. On the other hand, there has been a paucity of studies of the effectiveness of this governmental policy, or the factors influencing the effectiveness of the intervention. Using the data from 48 counselees from two middle schools, the present study examined the effectiveness of the intervention programs, and whether the counselor's characteristics and the number of counseling sessions might matter in the effect. The results suggested that most students reported improvements after the interventions. The intervention effect was less pronounced when the counselors had governmental certification. The number of counseling sessions was not a significant factor for predicting the effectiveness of the interventions. Interpretations of the present study should be made cautiously because of the small sample size. The present results, however, suggest that efforts to improve the quality of the counseling teachers are necessary. In addition, increasing the number of counseling sessions is not necessarily effective.

The construction industry in Korea has seen significant improvements in quality management techniques, driven by the dramatic development of new technology through Manhattanization and enlargements, but compared with technical development, the level of building quality improvement is still lagging behind. In the meantime, as the interest in construction quality soars due to changes in user consciousness, the level of quality that is being demanded is rising. The government has reinforced quality systems by implementing responsible supervision requirements and granting overseas companies permission to enter the supervision business in Korea, and private sector companies also are attempting quality improvement through quality assurance approaches like the preliminary qualification screening system and ISO 9000 series. But currently, building constructions are done only according to the construction specifications of project owners, whose design, materials and construction methods are already decided, and do not leave any necessity or opportunity for technical developments for the quality improvement of contractors. Therefore, in this study, a work process and system improvement plan for payment regulations is proposed, with which contractors can secure quality voluntarily in the building construction phase.

The Ministry of Information and Communication realized that although the demand of information system area audit is explosively expanding, the National Computerization Agency cannot satisfies the demand and realize to have audit control for the information of national business as well. The Ministry of Information and Communication plan to enforce the audit on public information business by correlate with information business. The ministry enforce that the supervisory company has major roll to audit and national import business decided by the Information Promotion Committee is subject to have audit control. Therefore, in this paper, the contents of internal audit among internal/external audit will be presented.
Blockchain technology has the potential to revolutionize trust models and business processes in a variety of industries. However, it is considered to be the initial stage of the system that pursues autonomy rather than efficiency, and it is necessary to monitor and inspect the distributed ledger technology from the price and introduction time as compared with the existing relational DB transaction technology. However, domestic and foreign private sectors have already been activated by applying block-chain technology in the national domain, and the block chain is devoid of doubt that it is an exaggerated technology, characterized by the invariance of the record, transparency, and autonomous execution of business rules. It has begun to be utilized in history, identity, certification and auditing in the financial industry as well as various industries. In this paper, we analyze the problems such as security weakness, insufficient regulatory environment, technical consensus and lack of common standard. In addition, the business sense and possibility of the block chain technology is expected to be the innovation of the industrial ecosystem by entering into the reality system from the concept through monitoring the actual introduction performance in the field of copyright, logistics, health care and environment.

A drone invented for the military has been increased the range of application with the development of relevant technology, and it influences to include the private area. Currently, the use of drone has been increasing in many areas, such as agriculture, unmanned parcel service, production of image contents, and architecture. In 2021, South of Korea, a drone certificate system for drone flight is introduced and on operation. In case of drone flight with the maximum takeoff weight as 2kg or up, the flight experience and practical examination are required, whereas in case of drone lighter than 2kg, the online education qualification is enough to operate it without the flight experience and practical examination. Recently, the drone related accidents have been increasing with the rapidly supply of camera drones with the maximum takeoff weight as less than 2kg. This paper introduces the characteristics of the camera drone to meet burgeoning demand, and discusses an education plan for the camera drone.
This study aims to identify the employment path of vocational instructors using sequential analysis. By grasping the employment path in detail, the study presents implications for implementing support measures for systematic preparation for employment. In particular, the study presents the relationship of the vocational instructor's employment path in stages through frequency analysis, conversion probability analysis, significance test, and conversion status diagram of each employment path. For the analysis, the survey results of the vocational instructors working at private vocational training institutions were used. In conclusion, (i) as for the frequency of past experience for employment as a vocational instructor, the share of work experience, teaching training, and teaching experience was large. (ii) In the employment path stage, work experience, teaching training, and teaching experience had the greatest influence on the transition to the later stage. (iii) The prominent employment path for vocational instructors was "work experience-teaching experience-teaching training." Based on the conclusions, the study proposes a plan for systematic employment of vocational instructors.
This paper covers the current status and problems of the archival ecosystem. Since the enactment of the Records Management Act, the archival ecosystem has grown rapidly, but in retrospect, the discipline of archival science has stagnated, records management practice is overly concentrated in the public sector, the records management infrastructure in the private sector is weak, and the industry is failing. In recent years, the archival community has continued to discuss these issues, but mostly in the context of public records management, especially in the field. In this article, we look at the archival community as a whole, including the problems of archival academia and universities, the professionalism and qualification system of archivists, the Records Management Act limited to the public domain, and the difficulties of the industry, and propose alternatives in terms of professionalism and localization.
