A Study on Policies to Privatize Basic Environmental Facilities in Korea (우리나라 환경기초시설의 민영화 방안 모색에 관한 연구)

  • For successful privatization of environmental facility, a sound environmental policy is required to satisfy social motivation and economic. The primary purpose of environmental facility is not profit, but to supply a good quality service, an efficient management tool is needed to run the facility. In foreign countries, the privatization policy was originally based on the principle of complete competition achieving economic effiency. There were efficient cooperation and division of labor between civillian and public sector. First of all, the local government had independant budget. But, we found that the environmental facility have two important problems, the first is low effiency of operation and the second is comsumed to government finances as a homemade rate 50% in the technic application For a successful privatization of the environmental facility, The law of private capital introduction should be amended to promote fund raising. There are some other strategies ; overcoming of Nimbyism, research development of the privatization, field trip to the successful foreign environmental facilities. To support an efficient privatization policy, the environmental budget should be managed by cost-benefit analysis.

Legal Problems and Improvement Measures Concerning the Monopoly of Housing Construction Sales Guarantee Business by Housing and Urban Guarantee Corporation (주택도시보증공사의 주택건설 분양보증업무 독점에 관한 법적문제점과 개선방안)

  • Issues have arisen over the monopoly of housing sales guarantees by the Housing and Urban Guarantee Corporation. If the Ministry of Land, Infrastructure and Transport appoints an additional guarantee institution, there is concern that the property protection between the two parties is insufficient due to excessive competition and the weakening of urban regeneration resources. It argues that housing supply policies for stabilization of the housing market can be smoothly implemented through monopoly projects. This is judged to be an abuse of market dominant position under the Fair Trade Act, and excessive restrictions on pre-sale guarantee requirements may cause delays in business and infringement of property rights of members. First, the establishment of a designation system for market dominant operators of the Fair Trade Commission enables new entry of private guarantee institutions. Second, it is necessary to improve regulations under Article 63 of the Fair Trade Act (consultation on the establishment of laws restricting competition, etc.). Third, through the establishment of the 「Rules on Housing Supply」 under Article 15 (2), the Minister of Land, Infrastructure and Transport can additionally designate a guarantee institution, thereby guaranteeing the right to select a pre-sale guarantee for the business entity. In addition, it is expected that at least one of a number of guarantee insurance companies can be designated to improve the efficiency of the distribution of social benefits, thereby lowering the volatility of housing prices. Evaluation and Consideration on Environmental Radiation Analysis of Yeong-Gwang Nuclear Power Plant Site Inside&Outside(2000~2009 year) (영광원전 부지 내.외부의 환경방사능 분석에 대한 평가 및 고찰(2000~2009년))

  • Yeong-Gwang N.P.P Private Environment Supervisory Organization analyzed over 3,000 samples including 10 marine and 24 land samples from the year 2,000 to 2009. According to the results of the analysis, artificial nuclides that resulted from the effect of Yeong-Gwang Nuclear Power Plant operations were not detected in most samples. However, from the rain and seawater samples, which were taken from inside the plants such as the intake, the discharge and the observatory, $^3H$ was detected although it was below the regulation level. The $^3H$ concentration detected in the rain taken from the observatory, by the yearly average criterion, was 30.5~40.0 $Bq{\cdot}L^{-1}$, which is around 20 times the $^3H$ concentration detected in the surroundings of the power plants, but it is 0.1% of the regulation level of 40,000 $Bq{\cdot}L^{-1}$. Also, $^3H$ concentration detected in the seawater taken from the intake and the discharge, by the yearly average criterion, was 2.75~17.8$Bq{\cdot}L^{-1}$, which means the concentration detected in the discharge is about 140~280% higher than that detected in the intake except the year 2006. Based on these results, it was determined that, although lower than the regulation level, the $^3H$ in gas and liquid form detected in the rain and seawater sampled from the observatory and the discharge was released into the environment from the power plants. Therefore, regular monitoring and analysis is required on the level of $^3H$ in the observatory and the discharge.

  • In Korea, there are four institutions related to atmospheric science: the university's atmospheric science-related department, the Korea Meteorological Administration (KMA), the ROK Air Force Weather Group, and the Meteorological Industry Association. These four institutions have developed while maintaining a deep cooperative relationship with the Korea Meteorological Society (KMS) for the past 60 years. At the university, 6,986 bachelors, 1,595 masters, and 505 doctors, who are experts in meteorology and climate, have been accredited by 2022 at 7 universities related to atmospheric science. The KMA is carrying out national meteorological tasks to protect people's lives and property and foster the meteorological industry. The ROK Air Force Weather Group is in charge of military meteorological work, and is building an artificial intelligence and space weather support system through cooperation with universities, the KMA, and the KMS. Although the Meteorological Industry Association has a short history, its members, sales, and the number of employees are steadily increasing. The KMS greatly contributed to raising the national meteorological service to the level of advanced countries by supporting the development of universities, the KMA, the Air Force Meteorological Agency, and the Meteorological Industry Association.
