일본 일본공조위생공사업협회는 지난 5월 288일 창립 70주년을 기념하는 제60회 통상총회를 열고 2008년도 사업계획을 발표했다. 이 중 우리의 관심을 끄는 것은 기획총무부문의 설비공사의 직접발주(분리발주)에 대한 주장이다. 일본 공조위생공사업협회는 국가, 지방자치단체, 독립행정법인, 민간발주자 등에 대하여 설비업계의 적극적인 홍보활동을 전개하면서 특히 민간발주자에게 "설비는, 전문가인 설비공사업자에게 직접 발주하여 주십시오!"라는 주장을 펼치기로 했다. 또한 건설업계에 "직접발주(분리발주)"라는 용어의 정착을 추진키로 했다. 우리에게 원 하도급 간에 계열화가 정착된 것으로 알려진 일본은 공공공사에서는 분리발주가 정착되었으나 민간발주 부문에서는 아직도 분리발주가 완전히 실현되지 않고 있어서 이같은 사업을 추진하고 있는 것으로 보여진다. 따라서 일본 공조위생공사업협회는 민간공사에서도 절대적으로 분리발주 해 줄 것을 요구하는 슬로건을 내세우고 있으며, 더 나아가 100% 분리발주 확대 추진을 목표로 하고 있다. 다음은 일본공조위생공사협회가 총회에서 채택한 슬로건이다.

안전관리는 건설사업의 시공과정 중에 발생 가능한 유해, 위험으로부터 인명을 보호하는 것이며, 건설사업의 주제는 발주자로서 발주자 역할의 극대화는 효과적인 건설재해 방지의 관건이다. 건설프로젝트의 발주자, 설계자, 감리자, 시공자, 협력업자 등 다수 참여자의 장기간에 걸친 공동작업으로 이루어지는 건설공사의 특성을 고려할 때, 기존의 건설안전관리체제로는 건설공사에 수반되는 이와 다양한 유형의 사고를 방지하기 위한 근본적인 처방으로는 미흡하며, 건설산업의 총체적인 안전수준의 향상을 통한 시설품의 생애주기 전반에 걸쳐 안전성을 확보할 수 있는 근원적인 안전관리제도의 구축이 요구되고 있다. 실태조사 결과 공공발주자와 민간발주자의 안전의식 및 안전관리실태에는 격차가 크며, 대다수 발주자의 안전관리에 대한 책임의식이 미흡하며, 민간발주자의 경우가 훨씬 열악한 것으로 나타났다. 정부 감독기관의 발주자에 대한 안전책임 부여도 소극적이다. 발주자 안전관리가 미흡한 원인과 이의 촉진 방안에 대한 도출이 필요하다. 발주자에 대한 접근 방법의 홍보를 통한 책임의식의 고취, 발주자를 위한 안전관리매뉴얼 등 안전관리 도구의 제공, 법령을 동한 명확한 책임의 부여, 발주자가 책임을 이행할 수 있는 자질있는 안전전문가의 활용이 긴요한 것으로 사료된다.

Korea has entered the ranks of advanced countries in terms of economic size and technological competitiveness. However, its industrial accident fatality rate remains among the lowest in OECD countries, and recent incidents such as various building collapses have resulted in numerous deaths of workers or citizens, reminiscent of accidents in developing countries. According to the 2022 Industrial Accident Status Analysis by the Ministry of Employment and Labor, out of the 874 fatalities in work-related accidents in 2022 across all industries, 402 were in the construction industry, accounting for approximately 46% of all fatalities. In particular, the construction industry's fatality rate stands at 1.61, significantly higher than the overall industry fatality rate of 0.43, indicating its severity. Construction ranks highest in terms of fatality rates, with mining at 12.18 and fishing at 1.80. When categorizing construction projects into private and public, private projects show significantly higher figures in terms of contracts, contract amounts, accident numbers, and fatalities compared to public projects. However, unlike public agencies, many private clients lack adequate safety and health activities and lack established safety and health systems. This study aims to raise awareness among private clients about the need to establish safety and health systems and enhance safety and health activities, and to discuss the direction of future development of advanced safety and health practices among private clients.

종합건설업체 10곳 중 4곳은 민간건설공사를 완공하고도 대금을 받지 못한 경험이 있는 것으로 조사됐다. 한국건설산업연구원은 지난해 9~10월 종합건설업체 254개사를 대상으로 민간 건설공사 불공정시태를 조사한 결과 공사 완공 후 대금을 수령하지 못한 곳은 전체의 39%로 나타났다고 밝혔다. 공사대금 미지급 원인으로는 수급자의 57%가 발주자의 지급 의지 부족과 도덕적 해이를 꼽았다. 건설산업연구원은 이같은 내용을 지난 1월 발표한 '민간 건설공사 대금 지급 및 공정성 확보방안 보고서'를 통해 밝혔으며, 민간 건설공사 도급계약 수행 과정에서 발생하는 발주자의 불공정을 개선하고 수급인의 공사대금 확보를 위한 제도적 장치 마련과 함께 건설산업의 선진화 및 경제 민주화를 달성해야 한다고 주장했다. 본지는 대금지급 지연 등 불공정 행위가 만연한 가운데 우선 원도급의 실태를 알아보기 위하여 건산연이 발간한 '민간 건설공사 대급 지급 및 공정성 확보방안 보고서 내용을 간추려 게재한다.

The construction market has gradually become complexity, variety and specialization, and then owner's requirements about quality has become various. In order to solve the problem such as stated above, advanced constructions in France, United Kingdom, Japan and United States have introduced warranty contract which is warranted to quality and performance for need of owner in determined term to ensure the quality of construction since 1960s. In addition to, domestic constructions have been meeting with international competition because of the open BOT market from FTA. Finally, this study proposed new warranty delivery system model in PFI on considering domestic status by benchmarking the delivery process and the characteristics of the warranty contract which is applied to PFI of global.

Construction industry is based on receiving an order. So, it has a special feature that market and manufacture activity is formed by a user. For this reason, it has a great influence on other industry compare construction industry with other industry. Specially when build public structure as infrastructure, importance of owner is emphasized then private construction because the primary role of owner have a great effect on national finance. Inspite of that, the importance of a faculty and role of an owner and an ordering organ, it is weak that a study about objective and meaningful evaluation of the specially, common standard and ability of public ordering organ as a major user of domestic construction industry. So, this study define the evaluation sphere and an element of an ordering ability for develop an ordering ability evaluation guide which can evaluate objective ability of an ordering organ. Apply its evaluation sphere and element, judge a standard of an owner, thought the judgement, it can judge accurately of short ability and if it can make future oriented strategy, it can elevate the efficiency of an owner organization management.

Since early 2000s, the use of construction management(CM) in the public and private building sectors has rapidly grown in Korea. In addition, the use of CM services during pre-construction stages has been increasingly recognized as a critical factor to succeed in construction projects. Understanding clients' needs of pre-construction CM services is important for CM firms to strategically prepare and cope with market needs. The objective of the paper is to investigate and compare the usage level of CM services in public and private building projects during pre-construction stages, and to identify key characteristics and implications for CM firms. The paper identified that although there are some differences in CM service needs between public and private sectors, time management and cost management commonly showed the higher usage level.

The objective of this paper is to analyze GSA's Construction Excellence Program as a case study and to present key characteristics of the program from the perspectives of implications and lessons learned.

Government is not only the biggest owner in public sector, but also the leader responsible for improving and fostering construction industry. Delivery systems and award methods are enacted as laws via government's strong will for construction innovation. In addition to establishing relationships between government and contractor, delivery systems and award methods affect every aspect of industry. Therefore, the government should keep trying to remove inefficiency and achieve Best Value. This paper analyzes the delivery systems and award methods of advanced countries to extract lessons for Korean industry focusing on leading parties, direction, and change in owner's awareness of their respective innovative movements for construction. The prerequisites for improvement in delivery systems and award methods are suggested as partnership between public and private sectors, consistent innovation, enhancement in efficiency, and reinforcement of owner's capability.
