Assessing Conservation Priority of Private Land in Unexecuted Urban Parks in Seoul Using Betweenness Centrality Analysis (매개중심성 분석을 활용한 서울시 미집행공원 내 사유지 보전 우선순위 평가)

  • The implementation of the sunset provision of unexecuted urban parks in Seoul has been postponed; however, the mentioned parks still remain vulnerable since they can be subject to development under certain circumstances. Local governments may purchase the parks to prevent their loss but are constrained due to limited resources. The purpose of this study is to prioritize the purchase of unexecuted urban parks in Seoul based on landscape connectivity, which represents the important role of allowing the movement of wildlife and providing biodiversity in urban environments. In this study, we used four potential scenarios (PB100, PB1, PA100, PA1), which reflects the degree of land cover change resulting from the implementation of the sunset provision, and the role of Han River as a conduit or barrier for wildlife movement. Landscape connectivity was evaluated by calculating current flow betweenness centrality (CFBC). This was used to rank the importance of the unexecuted urban parks in Seoul. The results demonstrated that the implementation of the sunset provision will greatly decrease the connectivity of all parks in Seoul and particularly more so for parks in the southern part of the city. In addition, the results suggested that the low connectivity of Han river will diminish the connectivity around Bukhansan Mountain in the northern part of Seoul. Our study can be used for the prioritization of purchase, since it has the ability to evaluate the anticipated vulnerability of each park's connectivity after the sunset provision.

A study on the evaluation of policy elements for a solution of long-term unexecuted urban parks (장기 미집행 도시공원 해소를 위한 정책구성요인 평가 연구)

  • This paper provides a solution for long-term unexecuted urban parks and its implication by evaluating the policy elements using an analytic hierarchy process approach. The policy elements evaluation was carried out for a group of experts related to long-term unexecuted urban planning facilities or parks. The evaluation process consisted of the following three steps: the selection of policy elements, the weights assessment, and an analysis of the evaluation results. The empirical findings show that experts place a high value on policy elements, such as government subsidies (0.183), the linkage between a municipal fiscal plan and an executive plan (0.165), a reconsideration of the current long-term unexecuted urban parks (0.154), and a grant or long-term lease of state-owned land (0.110). A wide range of in-depth discussion is strongly needed ahead of the sunset regulation on urban parks, which will take effect in 2015.

Evaluation of the Economic Value of Potential Ecosystem Services of Unexecuted Urban Planning Facilities - Focused on Urban Green Spaces and Urban Forests in Seoul - (미집행 도시계획시설의 잠재적 생태계 서비스 가치평가 - 서울시 공원 및 녹지를 중심으로 -)

  • According to the Ministry of Land, Infrastructure, and Transport, the total area of unexecuted urban planning facilities in Korea is about $1,257km^2$, of which 47% is the unexecuted urban green space and forests. In the case of Seoul, the total area of unexecuted urban planning facilities is about $66km^2$, which is 5.24% of the total unexecuted area in the entire country. In Seoul, approximately 88% of the total unexecuted area is urban green space and forests, which is higher than the national rate. About 92% of the unexecuted urban planning facilities are long-term unexecuted urban planning facilities that are more than 10 years old. This study assessed the economic value of potential ecosystem services, focusing on the regulation service, supporting service, and cultural service, for urban green space and forests of unexecuted urban planning facilities in Seoul by using meta-regression analysis. As a result, the value of the regulation service provided by the urban green space and forests in Seoul was about 16.39 billion KRW, the value of the supporting service was about 5.8 billion KRW, and the cultural service value was about 7.78 billion KRW. The total value of ecosystem services is about 33.93 billion KRW. The values of regulation service and cultural service were the highest, and that was attributed to the characteristics of the downtown area. The significance of this study is to evaluate the value of ecosystem services for unexecuted urban planning facilities in Seoul. The results of this study can be used not only in the process of urban planning or policymaking but also land compensation methods applying the concept of an ecosystem service payment system.

서울시 공원일몰제 시행에 대비한 수직빌딩숲 입지 선정 및 제안

  • 2020년 7월 1일부터 공원일몰제가 시행되어 전국에 있는 미조성 공원이 지위를 상실하여 개인 사유지로서 개발이 가능하게 된다. 이는 애초에 개인에게 귀속된 토지를 공원으로 강제 지정하여 녹지를 유지하기 위함이었으나 개인의 재산권 침해 문제가 지속적으로 제기되어 왔고, 토지 소유자들의 권리를 인정하여 공원으로 지위를 해제하게 된 것이다. 서울시의 전체 공원 면적 $111.8km^2$$57.5km^2$가 미조성 공원이고 이 중 $55.1km^2$이 10년 이상 미집행 되어 2020년에 공원일몰제 시행 대상이다. 공원일몰제에 따른 난개발을 방지하기 위해 서울시는 토지 매입 예산을 책정하였으나 최근 과도한 부동산 가격 상승으로 인해 토지 보상비는 예산을 크게 웃돌 것으로 보인다. 때문에 서울시는 기존의 매입 기조를 수정해야만 한다. 따라서 본 연구에서 이에 대한 해결 방안으로 '수직 빌딩 숲(이하 빌딩숲)' 건축 보조금 지원을 제안하고자 한다. 빌딩숲은 토지 면적에 비해 높은 환경적인 효과를 보이며 기존 비용의 5%의 추가 비용으로 건축이 가능하다. 토지 가격과 녹지 유지의 필요한 정도를 위치에 따라 판단하고, 토지 매입 대신 건축 비용 보조를 통해서 환경적인 효과와 경제적인 효과를 동시에 도모할 수 있다. 따라서 이 연구는 특정 기준에 적절한 입지를 찾아 빌딩숲을 건축하는 것으로 공원일몰제의한 대안을 제시한다.

Analysis on Green Vulnerable Areas Considering the Catchment Area of Urban Parks - Focused on Nam-gu in Daegu - (도시공원 유치거리를 고려한 녹지취약지역 분석 - 대구광역시 남구를 대상으로 -)

  • This study aims to analyze the spatial accessibilities to urban greens considering the catchment areas of urban parks to improve those areas with lower spatial accessibility in the neighborhood units. Nam-gu in Daegu was selected as the study area. In the results of the analysis of 16 existing parks, Daemyung6-dong and Daemyung5-dong had high ratios of green service area to administrative district, with values of 94.4% and 92.3%, respectively. Low ratios of green service area(vulnerable area of green service) were recorded in Icheondong(1.6%) and Daemyung10-dong(24.1%). However, the ratio of Icheondong may increase by 88.6%, when the 12 unexecuted urban parks are established. The ratio of Daemyung10-dong can also increase up to 40.1% by establishing green spaces in public institutions such as government offices and schools. This study suggests possibilities to improve the spatial accessibilities to urban parks and indicates the policies required for enhancing the even distribution of green spaces.

Change of Carbon Fixation and Economic Assessment according to the Implementation of the Sunset Provision (도시공원 일몰제에 의한 탄소고정량과 경제성 분석에 대한 연구)

  • In accordance with the implementation of the sunset provision to cancel the designations of urban park sites that remained unexecuted for a prolonged period until 2020, the park sites in the city center, which account for 90% of the long-term unexecuted urban facilities subjected to the provision, are currently on the verge of development. The total area of the 204 park sites that will disappear in Seoul as a result of this provision is 95 ㎢; moreover, 116 of these are privately-owned. It is expected that the possible changes in the use of these park sites could result in reckless development and reduction of green space, which would ultimately affect the ecosystem. This study applied the InVEST model to calculate the changes in the fixed carbon amount before and after the implementation of the sunset provision to estimate the economic value of these changes. The study focused on Jongno-gu in Seoul because it has the most unexecuted park sites subjected to the lifting of the designation. The research findings show that the fixed carbon amount provided by the unexecuted park sites in Jongno-gu was 374,448 mg, prior to the implementation of the sunset provision; however, the amount was estimated to decrease by 18% to 305,564 mg after its execution. When calculated in terms of average value of the real carbon price, this translated into a loss of approximately 700 million won. In addition, considering the social costs including both climate change and the impact on the ecosystem, an economic loss of approximately 98 billion won was projected. This study is meaningful because its predictions are based on the estimation of fixed carbon amount according to the implementation of the sunset provision in Jongno-gu and scientifically calculates the value of ecological services provided by the parks in the city. This study can serve not only as a basis during the decision-making process for policies related to ecosystem conservation and development, but also as an evidentiary material for the compensation of privately-owned land that is designated as urban park sites and was unexecuted for a prolonged period.

Transitions of Urban Parks in Busan noticed by the Chosun Planning Ordinance in the Japanese Colonial Period (일제강점기 조선시가지계획령에 고시된 부산 소재 도시공원의 변천)

  • This study investigated the process of change of 32 urban parks designated during the period of Japanese colonial rule according to growth and development of the city in Busan. Particularly, researching included analyizing books, notification, data, and documents relevant to the history of urban planning published by Busan city. As a result, Daejeong Park, Gokwan Park, and Yongdusan Park had been utilized by Japanese residents under the Japanese colonial rule before planning of urban parks, and 32 parks legally specified in 1944 were planned by considering the prevention against disasters. After emancipation, there were an unauthorized building, housing construction, business district, public office, and school facility in the sites of the parks due to the influence of the Korean War and reorganization of urban planning. The majority of parkways and small parks downtown were eliminated. However, unexecuted parks that the government had designed on the edge of town during the Japanese colonial period have become major parks downtown through the city's growth. Yeonji Park, Yangjeong Park, and Danggok Park have been being building as a business of parks for a comfortable city, forming downtown along with the Green-Busan Policy. Thus, 32 parks designated under the Japanese colonial rule have made or got out of use reflecting on the phases of the times of modern Korean society. It turns out that these parks need an investigation about condition for land possession and purchase of the site of the parks in order for social common capital.

Institutional Changes and Path Dependence to Private Parks - Focused on the Urban Park-Related Laws from 1967~2005 - (민간공원 관련 제도의 변천과 경로의존성 - 1967년부터 2005년까지 도시공원 법령을 중심으로 -)

  • This study was raised by the need to explain why the problems related to private parks have been sustained. In order to identify the fundamental cause, it is necessary to analyze the historical and institutional context of private parks. Therefore, the purpose of this study is to identify the direction of change in the private park system and to derive the characteristics of the system as it currently appears. The framework based on the historical institutionalism was divided into the Park Act (1967-1980), the former of Urban Park Act (1980-1993) and the late of Urban Park Act (1993-2005), and each was assessed using the analysis elements of the institutional environment and the outcomes of implementation. The analysis elements interpreted the path dependency, in which the inertia toward the choice of institution is maintained, despite the change in the environment. The institution took a special form of 'negative systeme' and secured profitability by expanding the types of park facilities while mitigating the criteria. Additionally, the designation of private park promoters as a landowner acted as a means of compensating those with property rights to unexecuted urban parks. The expectation effectiveness on urban park creation was insufficient and the environmental regulatory functions were weakened. Thus, historically, the private park system in Korea has experienced an 'institutional decoupling' as the purpose of the system and the results of actual outcomes are not consistent.
