A Study on the Method of Computing Standard Wartime Maintenance Man-Hour Incorporating Wartime Maintenance Condition (전장 정비환경을 고려한 전시 표준정비인시 산출방안 연구)

  • In a military maintenance system, the standard maintenance man-hour of weapon systems is a tool to estimate the maintenance capabilities of maintenance units, provide standards for determining the maintenance needs and workload, and provide basic data for establishing a maintenance plan. The standard maintenance man-hours of major weapon systems have already been derived and used, but the standard maintenance man-hour in a wartime maintenance environment has not been computed. Therefore, the standard wartime maintenance man-hours need to be derived and This study proposes a process and method of computing the maintenance man-hours. In addition, this work suggests the criteria of collecting and screening data that is necessary for estimating the standard maintenance man-hours and introduces a methodology for analyzing the characteristics of maintenance man-hour distribution in the process. The proposed process first designs a model that reflects the wartime maintenance environment, selects statistical techniques, collects maintenance data, analyzes the descriptive statistics, estimates the distribution, and finally presents representative values of maintenance man-hour. Based on the proposed method, the standard wartime maintenance man-hours of the four weapon systems were calculated, and the distribution of the maintenance man-hours was analyzed to follow a lognormal distribution, and the method presented reliable results.

  • Recently, the flood frequency and magnitude have increased due to heavy rainfall. Considering the present condition, a flood risk map has been published in many countries to raise awareness about flood damage to people. A flood inundation analysis model, which is used to publish the flood risk map, can be classified as river and inland inundation models according to the inundation cause. Although a variety of flood inundation analysis models are utilized both domestically and overseas, their usability is limited by the expensive price, except for the HEC-RAS model developed by U.S. Army Corps of Engineers (USACE). In the situation, the USACE has developed a 2-D HEC-RAS model that can be linked to the existing 1-D model. This model has been released as a beta version under the name, HEC-RAS 5.0. In this study, the HEC-RAS 5.0 model's features, usability, applicability, and accuracy were evaluated by comparing the performances on Gokgyo-cheon with the FLUMEN model, which is used for domestic flood risk mapping. The results of this study will contribute to river inundation analysis in many different ways after the HEC-RAS 5.0 model is stabilized.

  • Software for analyzing documents on the net to detect specific categories of occurrences is in great demand. In the current world where detecting terrorist threats is critical there is a great need for such systems. One of the critical application areas of such software is the automatic detection of a national infrastructure emergency. In this research an agent-based generic architecture for emergency warning systems is proposed and implemented. This system, called the National Infrastructure Emergency Warning System (NIEWS), is designed to analyze given documents, to detect threats, and to report possible threats with the necessary information to the appropriate users autonomously. In addition, a systematic analysis framework to detect emergencies on the subject of defensive information warfare is designated and implemented through a knowledge base. The developed system along with the knowledge base is implemented and successfully deployed to Strategic Crisis Exercise (SCE) at the United State Army War College (USAWC), saving a good amount of money by replacing human SMEs (subject matter experts) in the SCE.

Obligated Involuntary Officer's Employment Support Plan Research After Discharge (군(軍) 단기복무장교의 전역 후 취업지원 방안 연구)

  • Because Korean military promotes employment support policy which give priority to the middle service officer who served more than 5 but less than 10 years and long term service officer who served more than 10 years, the support policy for obligated involuntary officer is relatively deficient. To make matters worse, national youth unemploy ment makes obligated involuntary officers suffer from serious unemployment crisis after discharge. These problems have bad effect on gaining ROTC KAOCS cadets who constitute about 80% of first appointment officers and because they are mostly discharged after just taking a short service, it's time to find a measure to solve the problem. Thus, this study is investigated to improve competitive rate of entry of ROTC KAOCS for securing outstanding manpower by deducing MR about legislation and system which are related to employment support for obligated involuntary officers and suggesting stable job secure plan for employment support, supplement system, and after discharge, model way of career management during military service of an obligated involuntary officers who are suitable for qualificated men who are needed for a company. Also, it will lead to combat power development of the military consequently.

One Case of Drug-Induced Liver Injury after Taking Gamiyukgunja-tang (가미육군자탕 투여 후 발생한 급성 약인성 간손상 1례)

  • Recently, acute toxic liver injury has been reported to be the most common cause of acute hepatitis. We witnessed one case of hepatic injury which suggested drug-induced hepatitis by herbal medication (Gamiyukgunja-tang). This patient, diagnosed cerebral infarction, was treated with herbal medication and physical therapy for improvement of right hemiparesis. In the course of treatment, this patient showed elevation of serum transaminase (ALT 129 IU/L, AST 150 IU/L), alkaline phosphatase (ALP 261 IU/L), and total bilirubin (2.0 IU/L), so we supposed toxic hepatitis by herbal medication. Saenggangeonbi-tang was administered for 8 days, ALT, AST, ALP, total bilirubin decreased within normal limits.

  • 최근 들어 이상기후로 인한 집중호우가 빈발하고 있으며, 이로인한 피해가 증가하고 있다. 실례로 2002년 발생한 태풍 루사의 경우, 가능최대강수량(PMP)에 근접한 강우강도를 보였으며, 최근 발생하고 있는 국지성 호우의 경우도 시간을 고려할 때 상당히 큰 강우강도를 보이고 있음을 알 수 있다. 이에 본 연구에서는 가능최대강수량과 댐과의 관계를 분석하기 위하여 태풍 루사의 강우 사상을 대상으로 소양강 댐의 붕괴를 고려한 시나리오와 붕괴되지 않은 시나리오로 구분하여 홍수량을 모의하였다. 강우사상의 경우, 건교부에서 2004년에 제시한 방법을 이용하여 공간분포를 시킨 후, 공간 분포된 강우를 대상으로 Huff 2분위를 적용하여 시간분포 시켰다. 또한 공간분포를 적용하지 않은 강우를 같은 방법으로 시간분포를 시킨 후, 각각의 결과를 비교분석하였다. 댐 붕괴해석을 위한 모형으로는 미육군공병단(USACE)에서 제공하는 HEC-HMS 3.1.0을 사용하였다. 분석결과 댐 붕괴를 하지 않았을 때 공간분포를 적용하는 경우가 공간분포를 적용하지 않는 경우에 비해서 지속시간이 1시간$\sim$18시간 까지는 가능최대강수량 및 첨두홍수량이 작게 모의되었으며, 18시간 이상의 지속시간을 가지는 경우에는 각각 더 크게 모의됨을 알 수 있었고 댐이 붕괴하는 경우에는 불규칙한 값을 갖게 되는 것을 볼 수 있다. 또한 태풍 루사시 소양강 댐이 붕괴되었다면, 첨두 홍수량은 2.5배가량 증가된 것으로 모의되었다.

  • 이제 HACCP가 무엇이며 왜 이것을 단체 급식소에 적용해야 할 것인가의 것은 더 이상 논의 과제가 아니다. 문제는 어떻게 HACCP 원리를 주방 동선 구성에 적용할 것이며 동시에 이 원리 기준에 적합한 주방 기계 선정 및 운영 절차는 무엇인가에 관한 하드웨어적 접근에 관심이 모여지고 있다. 작은 정부를 주장하는 메리랜드 주에서는 미국에서 최초로 새로운 조리 시설을 짓거나 전반적 보수공사 하는 모든 외식업체는 HACCP Plan을 제출한 후 통과된 경우에 한하여 공사 허가서를 내어주고 있다. 이로써 업체 종사원 스스로가 위생 상태를 점검 기록함으로 함으로 식중독 사고를 사전에 예방함과 동시에 공무원의 업체 방문을 최소화 하여 적은 인원으로 효율적인 주 정부 운영을 하고 있는 것이다. 또한 자발적으로 많은 외식 업체들이 마케팅 차원에서 경쟁 업체와의 차별화 정책의 일환으로 스스로 서둘러 HACCP를 도입하고 있다. 워싱턴 DC지역에서는 요식협회 스스로 HACCP를 도입한 외식업소에 "Extra Step"이라는 로고를 사용케 하고 있다. 이로써 보다 많은 고객들이 이 로고를 보고 해당 식당을 선택토록 광고의 효과를 더 하기 위함이다. 당연히 이와 같은 추세에 따라 유럽과 미국의 세계적인 주방 기기 메이커들도 미국의 National Sanitation Foundation(NSF), US Dept of Agriculture(USDA) 및 FDA 의 규제 흐름에 따라 상당히 빠른 속도로 HACCP 원리에 적합한 기능을 기계적으로 보완해 가고 있다. 최근 4/15/98, FDA가 대량 급식소를 포함한 주방의 HACCP 적용매뉴얼을 인터넷 web 주소 http://vm.cfsan.fda.gov/~dms/ hret-1.htm 통하여 발표한 내용과 미 육군의 식당 위생 기술 자료 TB MED 530 자료, 그리고 87년 12월 이후 (주)HRS 에서 기계 설치 사후 관리하면서 경험한 사항을 중심으로 다음 내용을 정리해 보고자 한다.리해 보고자 한다.

  • 하구는 담수와 해수가 만나 넓은 갯벌과 기수역을 형성하여 각종 생물의 서식지이자 어류의 산란지로 이용되는 생태학적으로 중요한 지역이다. 특히 한강 하구는 국내 4 대강 가운데 유일하게 하구둑이 설치되어 있지 않아 조수의 출입이 자유롭고 민간인 접근이 통제되어 있어 자연적인 하천지형과 기수역 생태계가 비교적 잘 보전된 구역이다. 본 연구의 모의영역은 한강 하류부로 상류 경계단은 행주대교, 하류 경계단은 전류단 수위표가 위치한 경기도 연천군 전곡읍 전곡 사랑교 부근으로 설정하였다. 지형자료는 한국건설기술연구원에서 2009년 8월 홍수사상 전 후에 대해 측량한 자료를 사용하였다. 한강 하구역에 대한 지형 격자를 구성하기 위하여 RAMS 전후 처리기인 RAMS-GUI를 사용하였으며, 구성된 지형 격자의 절점 수는 2,354개, 요소 수는 2,145개로 삼각요소와 사각요소가 혼용되어 있다. 구성된 격자망을 이용하여 2차원 하상변동 해석 모형인 SED-2D 모의를 통해 홍수사상에 의한 한강 하구부의 하상변동을 살펴보았다. SED-2D 모형은 미국 육군 공변단의 WES와 미 연방 도로국이 연계하여 개발되어 현재 국내외 2차원 하천해석에서 가장 널리 사용되고 있는 모형 중 하나이다. 하상변동 해석모형인 SED-2D를 통해 모의된 하상 변동량을 실제 측량된 홍수 전 후의 지형자료와 비교함으로써 모형의 성능을 분석하였다. 분석결과 SED-2D 모형의 경우 침식에 의한 하상변동이 모의되지 않았지만, 전반적인 하상변동 경향을 살펴볼 수 있음을 알 수 있었다.

  • The encounter probability graph is measured by the chance(in percent) that a vehicle, blindly moving through a minefield, will detonate a mine. The encounter probability graph versus minefield density is presented in ROK and US Army field manual but this graph is baseless because these data had not been presented as those of live mobility or wargame. In this paper, we verified this graph building procedure model as using computer program. The result values of program are almost like those of graph. Therefore this model for our to suggest have validation, verification that a modeling demand and we convince that this model will be useful for calculating encounter probability of multiple vehicles.

The Reform of the National Records Management System and Change of Administrative System in Korean Government from 1948 to 1964 (한국정부 수립 이후 행정체제의 변동과 국가기록관리체제의 개편(1948년~64년))

  • The national records management system of the Korean Government has been developed in a close relationship with changes in the administrative system. The national records management system established immediately after the establishment of the Korean Government, began to be reformed as a system with a new feature during the quick transition of the administrative system during the early 1960s. Particularly this new system holds an important meaning in that it began to cope with the mass production system of records and was established on the government level for the first time since the establishment of the government. Also this was a basic framework that defined the records management pattern of the Korean Government for the later 40 years. Therefore, this study aims to identify the origin and the meaning of the national records management system established during the early 1960s. At the time of establishing the government, the administrative system of the Korean Government was not completely free from the framework of the administrative system of the Chosen General Government. This was mainly because the Korean Government had no capability to renovate the administrative system. This was not an exception also for the national records management system. In other words, the forms and preparation methods of official document, an official document management process, and the classification and appraisal system used the records management system of the Chosen General Government without any alteration. Main factors that brought about the reform of the national records management system as well as the change in the Korean administrative system during the early 1960s, were being created in Korean society, starting from the mid 1950s. This resulted from the growth of Korean Army, public officers, and students of administrative science as being the intrinsic elites of Korean society through their respective experience of the US administration. In particular, the reform of the creation, classification, filing, transfer, and preservation system shown during the introduction of a scientific management system of the US Army in the Korean Army was a meaningful change given the historic developing process of Korean records management system history. This change had a decisive effect on the reform of the national records management system during the early 1960s. As the Korean Army, public officers, and students of administrative science, who had posted growth beginning in the mid-1950s, emerged as administrative elites during the early 1960s, the administrative system of the Korean Government brought about a change, which was different from the past in terms of its quality, and the modernization work of documentary administration pursued during the period, became extended to the reform of the national records management system. Then, the direction of reform was 'the efficient and effective control' over records based on scientific management, which was advanced through the medium of the work that accommodate the US office management system and a decimal filing system to Korean administrative circumstances. Consequently, Various official document forms, standards, and the gist of process were improved and standardized, and the appraisal system based on the function-based classification were unified on the government level by introducing a decimal filing system.
