기술혁신과 미래 숙련 : 그린카 발전을 중심으로

  • 탄소배출에 대한 글로벌 규제 확대는 새로운 산업규제와 무역장벽을 가져오고 있으며, 세계 각국은 재생에너지 개발, 에너지 효율 증대, 환경 개선 등을 동시에 추구하는 녹색투자를 통해 경기부양을 도모하고 있다. 한국 정부는 이러한 환경변화 속에 녹색투자를 통한 새로운 성장기회를 모색하고 있으며, 기업은 저탄소 친환경구조로의 전환을 생존의 문제로 직면하게 되었다. 이는 산업구조의 변화와 전환을 가져올 뿐만 아니라, 인력 구성의 변화와 요구숙련의 변화를 요구한다. 이러한 녹색경제로의 전환에서, 미래 숙련수요에 대응한 인력양성은 녹색경제의 전환에 대한 대응으로서 뿐만 아니라 녹색성장을 견인하는 추동력이 된다. 본 연구는 자동차산업을 중심으로 미래 숙련 수요에 따른 인력양성 방안을 모색한다. 그린카 관련한 미래 숙련 수요에 대해 현 대학교과상의 문제점을 살펴보며 이에 대한 개선방안을 모색하기로 한다. 이를 통해 녹색성장에서 그린카 이외의 타 부문에서의 미래 숙련 수요에 대응한 인력양성 방안을 마련하는 방법론의 개선을 도모한다.

  • This study attempts to develop an analysis method on future skills needs for emerging new knowledge on the basis of technology outlook and patent analysis. It will extract knowledge base of patent classification for secondary battery, and will demonstrate that the density and centrality of knowledge base can be changed according to the paradigm shift of battery industry. Furthermore, on the basis of that, it will execute diagnosis on current related curriculum and present necessary improvement items of curriculum. This study tries not only to raise the utilizing level of patent analysis by demonstrating how patent analysis is used in future skills needs analysis, but also to advance the analysis method for future skills needs.

  • Global expansion of regulation for carbon emission has brought new industrial regulations and trade barriers while the global economy is promoting economic stimulus through a variety of green investments such as renewable energy development, energy efficiency increase, and environmental improvement simultaneously. Korean government is trying to seek a new opportunity to grow through green investment in this change of business environment and businesses are facing the transition to low-carbon and eco-friendly structure for their survival. It is promoting not only industry structure changes and conversion but also demanding changes of workforce composition and requirement skills. In response to convergence of green economy, manpower development for future skills needs is provided the main impetus for response as well as promotion green growth. This study will analyze human resource development plan due to future skills needs emphasizing on automative industry. Also the study will be researched on the problems of present curriculum of undergraduate and look for improvements tasks. Upon the result, promotion plans for human resource development in other sectors of green car in response to future skills needs in green growth can be found.

  • 다가오는 21세기에 국가의 미래가 달린 정보화를 성공적으로 추진하기 위해서는 정보화 관련 기술의 개발이 무엇보다 중요한 과제이며, 기술개발은 정보통신 기술인력의 확보에 그 성패가 달려 있다고 하겠다. 그러나, 우리나라의 경우 고도로 숙련된 전문 인력이 절대적으로 부족, 정보화의 진전에 장애 요인이 되고 있다. 해마다 교육기관을 통해 정보통신 기술인력이 배출되고 있음에도 기업에서는 인력 확보에 어려움으로 겪고 있는데, 이는 산업 전체의 정보화 욕구 증대에 따른 인력수요의 폭발적인 증가도 이유가 되겠으나, 그보다는 질적인 욕구를 충족시키지 못하는데 더 큰 원인이 있으며, 또한 인력 수급의 체계적 관리 부족도 한 원인 이 있는 것으로 판단된다. 따라서, 기업내에서의 경력별 인력 보유 현황과 교육 기관에서의 인력 배출 현황을 정확하게 파악, 인력 수급에 따른 문제점을 밀도있게 분석하고 향후 체계적인 인력 수급 정책을 마련하는 작업이 시급한 과제라 하겠다. 이에 우리 협회에서는 향후 정보통신 분야에 대한 효율적인 인력양성 방안을 수립하는데 도움이 되고자 전국 4년제 대학 및 사업체를 대상으로 설문조사를 실시, "'96 정보통신산업 기술인력수급 실태조사"보고서를 발간하였다. 이 보고서의 주요 내용을 요약.발췌한다.

Rapid Education and Training Methodology for North Korean Construction Workers through a Survey (설문조사를 통한 북한 건설노동자의 급속 양성 교육·훈련 방안)

  • North Korea's demand for infrastructure construction and maintenance is growing rapidly. On the other hand, the number of skilled workers is insufficient. Therefore, through a survey of North Korean defectors, this study analyzed the status of construction technology and the difficulties of construction workers. In addition, an attempt was made to derive an appropriate education and training program process and operation plan. As a result of the survey, the reason for the low technical level of construction workers was the lack of skills, lack of motivation to work, and the lack of training and management systems. The appropriate education and training period was 56% of the total response within one year and 36% within six months. Based on the results of this survey, the period of education and training for the rapid training of construction technical personnel in North Korea was adopted as one year. Moreover, compared to the NCS standard in South Korea, appropriate training hours were suggested, excluding training courses, such as planning and design, construction management that require specialized knowledge. Finally, the curriculum corresponding to the education and training courses and the standards for facility names and required areas for facility operation were suggested.

Implications on the Technical Level of Industries and Industry-Academia Cooperation in Chungbuk Province (충북지역 산업체 기술수준과 산학협력에 관한 시사점)

  • In this study, the technical level and competence of Chungbuk region manufactures were diagnosed and implications for efficiency improvement of cooperation with local universities were derived. The results are as follow. First, in Chungbuk area, 75% of the skilled workers are medium-skilled and high skilled workers. And the life cycle of production products was found to have entered middle/old age. In addition, the industries were overestimating its technology capabilities, including marketing and sales technology, and management technology. Therefore, local universities should develop differentiated program such as technology transfer and commercialization support so that companies can nurture new industries and it is necessary to improve understanding of reality and future prediction ability through various education and seminars. Second, universities in Chungbuk province have failed to meet the practical demands of industry by providing general educational programs such as lifelong education curriculum, rather than the practical training required by industry. First of all, industries needed the practical training programs such as human resource empowerment, technical education and workers' retraining for local industry development. In addition, industries were expected to provide relevant knowledge and infrastructure such as testing, analysis, participation in technology development such as commissioning and joint research. Therefore, universities should prepare customized Industry-Academia Cooperation Programs through industry demand survey in planning. Also, it is necessary to establish various connection points with industry to ensure that industry-academia cooperation will continue and achieve results. Third, the technology of the industries in Chungbuk province was found to be very unrelated to the next generation regional strategic industries. This is not shared vision between industry and local government, Industry-Academia Cooperation Programs will serve as a platform to organize various community entities. Universities will be able to play a key role in between industries and local governments.
