A Study on Policy Trends and Location Pattern Changes in Smart Green-Related Industries (스마트그린 관련 산업의 정책동향과 입지패턴 변화 연구)

  • Digital transformation industry contributes to the improvement of productivity in overall industrial production, the smart green industry for carbon neutrality and sustainable growth is growing as a future industry. The purpose of this paper is to explore the status and role of the industry in the future industry innovation ecosystem through the analysis of the growth drivers and location pattern changes of the smart green industry. The industry is on the rise in both metropolitan and non-metropolitan areas, and the growth of the industry can be seen in non-metropolitan and non-urban areas. In particular, due to the smart green industrial complex pilot project, the creation of Gwangju Jeonnam Innovation City, and the promotion of new and renewable energy policies, the emergence of core aggregation areas (HH type) in the coastal areas of Honam and Chungcheongnam-do, and the formation of isolated centers (HL type) in the Gyeongsang region, new and renewable energy production companies are being accumulated in non-metropolitan areas. Therefore, the smart green industry is expected to promote the formation of various specialized spokes in non-urban areas in the future industrial innovation ecosystem that forms a multipolar hub-spoke network structure, where policy factors are the triggers for growth.

  • The Korean innovation ecosystem has evolved from a catch up stage to a creative leader stage where government's role in creating a private sector driven, healthy and dynamic ecosystem is important. Korea's innovation ecosystem shows a stagnation of innovation performance and a lack of linkage activities within the national innovation ecosystem and in global cooperation, despite the dramatic advancement and expansion of the ecosystem. A next-generation innovation ecosystem model is required to create a future-oriented innovation ecosystem. The next generation innovation ecosystem was prepared on the basis of the framework, which has 6 elements among which inter-firm network is the the micro-foundation of the ecosystem. On the basis of the framework, assuming that the next generation innovation ecosystem is the evolved existing ecosystem, responsive the discontinuous change in market and technology, which is private sector driven healthy and dynamic ecosystem, the next generation innovation ecosystem model was created. The concrete details on the direction of the policy entities responsible for building the ecosystem was presented, and the contribution of this study was discussed.

A Study on the Creation of Campus Innovation Park in Local University (지방대학의 캠퍼스혁신파크 조성에 관한 연구)

  • In line with the era of local universities, a total of 402 people, including companies, private businesses, individuals (founders), and companies listed in the 2021 campus innovation park, were surveyed for six days from 02/15/2021 to 02/21. According to the regression analysis, future-oriented (47%) factors influencing the establishment of campus innovation park consumer-centered methods (p<.05), the standardization factor 𝛽 is future-oriented (𝛽=.479), Environmental Analysis and Policy (𝛽=.047), and it was confirmed that there was a greater future-oriented influence on innovative park consumers than environmental analysis and policy. This study is meaningful in identifying the needs of consumers and businesses related to the campus innovation park construction project of S University in the province and suggesting ways to establish an efficient innovation park.

  • 스마트시대는 전 산업분야, 더 나아가 사회 전반에 IT가 활용, 재생산되어 인류 삶의 질을 보다 향상시키는 시대로 정의할 수 있다. 이를 위한 기술(스마트 기술)의 혁신은 타산업과의 융합은 물론, IT산업발전을 위한 총체적(holistic)접근이 요구되며, 단기적이고 금전적인 성과를 지향하기 보다는 비금전적(non-financial)이며, 사회성과 등 미래 성과를 지향하는 특징을 가지고 있다. 본고에서는 스마트시대 기술 진화방향을 생태계(CPND) 활성화 차원에서 조망하고, 혁신을 위한 R&D 전략을 기술도메인의 발굴 및 선택을 위한 기획전략, 효과적 성과창출을 위한 수행전략 그리고 효율성 제고를 위한 성과 활용전략으로 구분하여 제시하였다. 즉, 미래 스마트시대에 부합하는 기술혁신을 견인하기 위해서는 물리적 공간/아날로그적 형식에서 가상(Virtual) 공간/디지털 형식으로, 폐쇄적 플랫폼에서 개방형 플랫폼으로, 음성/데이터중심에서 지능화된 디바이스로, 대인통신에서 사물통신으로 진화하는 메가트렌드를 고려하여, 지향점에 따른 차별적 기획체계 구축, 다양한 가치생성방식의 활용, 성과극대화형 R&D 수행방식 수립, 그리고 특허경영과 같은 활용체계 구축 등의 R&D 전략이 필요함을 제시하였다.

  • As the complexity of business environment increases rapidly the use advanced information technology start to affect not only the business processes of individual companies but also the fundamental nature of business and industrial ecosystem. The changes observed at the level of business and industrial ecosystem encompasses a broad range of transformation. This unit of analysis is not sufficiently dealt with by existing information systems research. This research attempted to analyze the changes in business ecosystem caused by digital transformation using a relatively new approach called ecosystem mapping. We developed and suggested an ecosystem mapping methodology step by step and applied the methodology to film industry. The film industry is chosen because it is an industry very sensitive to the changes in technology and has gone through massive transformation during the last three decade by way of using modem information technology.

  • The 4th industrial revolution is regarded as a paradigm that determines future national competitiveness through the convergence and intelligence of various ICT technologies. In order to ensure the realization of the Korean military's national tasks and the successful implementation of Defense Reform 2.0, the vision for the promotion of the 'Defense Innovation Plan in the Era of the 4th Industrial Revolution' was set as 'implementation of smart defense innovation based on the 4th industrial revolution'. However, it is time to review whether the data value chain, which is the core of the 4th industrial revolution, is considered before full-scale business promotion according to the vision. In this paper, we compared and analyzed the smart defense innovation promotion project and the military and pan-government data platform project in terms of the data value chain, and suggested policy alternatives to build a defense data ecosystem.

  • IT와 산업간 융합이 가속화되고 있다. 그 범위도 확대되어 일부 산업에서 모든 산업으로, 국민생활 깊숙이 스며들며 IT가 일상화되고 있다. 이에 따라 IT와 비IT의 경계가 사라지면서 완제품 경쟁력의 핵심으로 IT부품과 소프트웨어(SW)가 부각되고 있다. 또한 IT기기와 완제품의 구분이 모호해지고 하드웨어(HW) 소프트웨어(SW)를 최적화하는 제조기술 역량도 중요한 경쟁력으로 부상하고 있다. 이러한 시대 흐름은 글로벌 IT시장 구조에 영향을 미쳐, 과거 개별 기업간 경쟁이 생태계간 경쟁으로 변화하고 있다. 그간 우리나라 IT산업은 뛰어난 하드웨어의 경쟁력을 기반으로 글로벌 IT생태계에 적극 참여하였으나 취약한 소프트웨어 역량, 인력부족 등 복합적 한계로 인해 주도적 역할 수행은 미흡하였다. 따라서 우리나라 IT산업이 글로벌 경쟁우위를 강화하고, 미래 환경변화에 적극 대응하기 위해서는 우리의 장점을 강화해 나가면서 부족한 부분의 경쟁력을 끌어 올려야 할 것이다. 이를 위해 창의와 혁신을 기반으로 하는 다양한 창조기업이 세계적인 기업으로 커 나갈 수 있도록 IT를 새로운 성장동력으로 만들어 일자리를 창출하고 창조경제의 꽃을 피울 수 있는 방안을 제시하고자 한다. 특히 하드웨어와 소프트웨어의 균형발전과 이를 통한 융합역량 강화, 해외의존도가 높은 부문의 원천기술 개발을 추진하면서, 클라우드 빅데이터 산업을 주도해 나감으로써 세계 최고의 IT강국으로 도약해 나갈 것이다.

  • Blockchain technology has the potential to revolutionize trust models and business processes in a variety of industries. However, it is considered to be the initial stage of the system that pursues autonomy rather than efficiency, and it is necessary to monitor and inspect the distributed ledger technology from the price and introduction time as compared with the existing relational DB transaction technology. However, domestic and foreign private sectors have already been activated by applying block-chain technology in the national domain, and the block chain is devoid of doubt that it is an exaggerated technology, characterized by the invariance of the record, transparency, and autonomous execution of business rules. It has begun to be utilized in history, identity, certification and auditing in the financial industry as well as various industries. In this paper, we analyze the problems such as security weakness, insufficient regulatory environment, technical consensus and lack of common standard. In addition, the business sense and possibility of the block chain technology is expected to be the innovation of the industrial ecosystem by entering into the reality system from the concept through monitoring the actual introduction performance in the field of copyright, logistics, health care and environment.

스마트 코리아를 위한 IT R&D 추진전략

  • 아이폰으로 촉발된 스마트 혁명이 우리의 생활상과 글로벌 시장의 경쟁구도, IT의 역할을 진화시키고 있다. 스마트 혁명으로 언제 어디서나 인터넷을 통해 정보와 콘텐츠 소비가 가능해지며, 소비자들은 일상생활 속에서 문명의 이기를 마음껏 누리고 있다. 시장의 경쟁 구도는 플랫폼과 SW 콘텐츠에 대한 혁신적 성향을 가진 사업자들이 자사의 핵심역량을 기반으로 스마트 생태계를 구축하고 있다. 이에 전통적인 IT 사업자들은 시장에서 쇠퇴하는 위기도 맡고있다. 우리나라는 스마트 혁명에 뒤늦게 합류하였지만, 스마트 혁명을 주도하기 위해 다양한 기술적 정책적 노력을 진행 중이다. 그 동안의 기기 경쟁력을 기반으로 스마트폰, 3D TV 등의 첨단부문에서 글로벌 경쟁력 확보에 성공하였다. 그럼에도 지식 기반의 혁신기업들이 IT시장을 선도하며, 국내 IT는 다시금 힘겨운 노력을 해야 하는 상황이다. 우리는 SW와 콘텐츠, 플랫폼 등에서는 상대적으로 역량 확보에 미진한 점을 인정하고 산학연이 연계하여 다양한 대응 체계를 구축하고있다. 본고에서는 스마트 코리아 실현을 위한 IT R&D 추진 전략에 대해 논의하였다. 지식기반 기업들의 시장내 확산에 대응하여, 우리나라 IT현황을 재검토하고 미래 스마트 시장에 대한 대응 전략을 제시하는 것이다. 미래 IT의 역할은 단순히 기기 서비스 기반의 스마트 라이프 실현을 넘어, 유관산업의 신시장 개척, 글로벌 이슈 해결까지 확장될 것으로 기대되고 있다. IT를 기반으로 스마트코리아 실현을 위해서는 전방위적 전략이 필요한 시점이다. 스마트 IT기술의 특성과 산업내의 IT 진화 및 역할 변화를 고려할 때 창의형 원천연구, IT융합기술, 메가프로젝트 추진, 모바일 이후 시대의 학제적 연구를 장기적인 관점의 IT R&D 전략으로 제안하고자한다.

Development of, and applications in, agrifood, biotech, high-tech, medtech, quantum, AI and photonics are the basis of the future earning capacity of the Netherlands and contribute to solving societal challenges, close to home and worldwide. To be like the Netherlands and Europe a strategic position in the to obtain knowledge and innovation chain, and with it our autonomy in relation to from China and the United States insurance, clear choices are needed. Brainport Eindhoven: Building on Philips' knowledge base, there is create an innovative ecosystem where more than 7,000 companies in the High-tech Systems & Materials (HTSM) collaborate on new technologies, future earning potential and international value chains. Nearly 20,000 private R&D employees work in 5 regional high-end campuses and for companies such as ASML, NXP, DAF, Prodrive Technologies, Lightyear and many others. Brainport Eindhoven has a internationally leading position in the field of system engineering, semicon, micro and nanoelectronics, AI, integrated photonics and additive manufacturing. What is being developed in Brainport leads to the growth of the manufacturing industry far beyond the region thanks to chain cooperation between large companies and SMEs. South-Holland: The South Holland ecosystem includes companies as KPN, Shell, DSM and Janssen Pharmaceutical, large and innovative SMEs and leading educational and knowledge institutions that have more than Invest €3.3 billion in R&D. Bearing Cores are formed by the top campuses of Leiden and Delft, good for more than 40,000 innovative jobs, the port-industrial complex (logistics & energy), the manufacturing industry cluster on maritime and aerospace and the horticultural cluster in the Westland. South Holland trains thematically key technologies such as biotech, quantum technology and AI. Twente: The green, technological top region of Twente has a long tradition of collaboration in triple helix bandage. Technological innovations from Twente offer worldwide solutions for the large social issues. Work is in progress to key technologies such as AI, photonics, robotics and nanotechnology. New technology is applied in sectors such as medtech, the manufacturing industry, agriculture and circular value chains, such as textiles and construction. The Netherlands succeeded in industrializing in logistics countries, but it is striving for sustainable growth by creating an innovative ecosystem through a regional industry-academic research model. In particular, the Brainport Cluster, centered on the high-tech industry, pursues regional innovation and is opening a new horizon for existing industry-academic models. Brainport is a state-of-the-art forward base that leads the innovation ecosystem of Dutch manufacturing. The history of ports in the Netherlands is transforming from a logistics-oriented port symbolized by Rotterdam into a "port of digital knowledge" centered on Brainport. On the basis of this, it can be seen that the industry-academic cluster model linking the central government's vision to create an innovative ecosystem and the specialized industry in the region serves as the biggest stepping stone. The Netherlands' innovation policy is expected to be more faithful to its role as Europe's "digital gateway" through regional development centered on the innovation cluster ecosystem and investment in job creation and new industries.
