It is difficult to found the concept of public interest properly, being ambiguous to distinguish media and service as to the convergence of broadcasting and telecommunications. Accordingly, it is necessary to found the concept of public interest not related to the character of media and service in the age of digital convergence. Therefore this study intended to re-found the concept of public interest, as to industrial changes in the age of convergence of broadcasting and telecommunications. The convergence of broadcasting and telecommunications causes the changes of value chain, which includes contents, platform, network, terminal. It could not help avoiding modifying the industrial structure of broadcasting and telecommunications, because of the changes of value chain. The changes of industrial structure needs the changes of ideology, regulatory policy, regulatory system, and it creates the foundation of new regulatory idea. The purpose of regulatory idea in the age of digital convergence is to practice public interest, and it is an ultimate purpose to increase consumers' welfare. Consequently, for increasing comsumer' welfare, it is necessary to achieve diversity, fairness, objectivity, the preservation of social value in the aspect of contents. Also in the aspect of platform, it is necessary to achieve the protection of privacy, consumer protection, harmful information blocking, and in the aspect of network, it is necessary to achieve the maintenance of secure network, fair competition. Finally, in the aspect of terminal, it is necessary to achieve the maintenance of compatibility, the solution for digital divide. Then regulatory policy of each value chain from a legal and institutional perspective, should be promoted to provide public interest, step by step.

Basel III (Third Basel Accord or Basel Standards) is a global, voluntary regulatory framework on bank capital adequacy, stress testing, and market liquidity risk. Basel III regulatory ratios include capital adequacy, asset soundness, and liquidity. The capital adequacy variables include BIS capital adequacy ratio, BIS tier 1 capital ratio, and tangible common equity ratio. The asset soundness variables include non-performing loan ratio and non-performing loan coverage ratio. The liquidity regulation variables include KRW liquidity coverage ratio and foreign currency liquidity coverage ratio. This study aims to investigate how capital adequacy standard affects efficiency of internet primary banks. As a result of this study, BIS capital adequacy ratio of domestic internet primary banks is lower than that of commercial banks. In order to maintain sustainable operation considering capital adequacy regulations, it is necessary to expand additional capital. In addition, the delinquency rate and non-performing loan ratio of domestic internet primary banks is gradually increasing due to the maturity of high-yield loans in 2019.

This research examines how IoT makes a significant contribution to the innovation of media firms. The media firms will be able to find new reveue sources and strengthen firms' competence through innovating product, process and business model. While IoT increases the experience of interactivity and immersion for consumption, it improves the way ads are exposed and its impact is measured, leading to revenue increase. For these benefits fulfilled, innovation friendly media eco-system must be established. It is the most critical that media firms should change skeptical attitude toward IoT's potential and actively invest it to employ IoT. The government should create regulatory framework to best utilize the innovative advantages of IoT.

최근 각종 미디어를 통해 "Sick House" 또는 "Sick House 증후군"이란 말을 종종 들을 수 있다. 이것은 Sick House 문제로 인한 피해의 심각성과 높은 사회적 관심을 나타내는 것이다. 이러한 배경 하에 2002년 7월에는 건축기준법의 개정이라는 형태로 법률적인 규제가 실현되기에 이르렀다. 이 법률의 개정을 계기로 Sick House 문제극복을 위한 각종 대책이 시행되고 있다. 이러한 의미에서 Sick House 문제는 전환기를 맞이하고 있다고 말할 수 있다. 이 원고는 이러한 법률의 개정을 둘러싼 주변현황을 포함한 Sick House 문제의 현황과 과제, 그리고 최근의 연구동향을 소개한다. KT는 디지털 홈네트워크 사업의 일환으로 2004년 셋탑 기반의 홈엔VOD서비스를 제공한 바 있으며, IP망을 통한 방송서비스의 기반을 마련하기 위해 가입자단까지 IP-멀티캐스팅이 가능한 장비로 교체하여 BcN시범사업의 일환으로 KT CAST 서비스를 제공한 바 있다. 그리고 2006년에는 IPTV사업자로 선정되어 2007년 7월 VOD및 양방향 데이타 서비스만을 포함한 iCOD 서비스를 서울 지역을 시작으로 전국으로 확대 제공하였으며 실시간 방송에 대한 KT의 다각적인 노력의 결실로 지상파 방송서비스에 대한 정부 규제가 풀려 2008년 11월부터 지상파 실시간 방송을 포함하여 다양한 채널 방송이 가능해졌다. 본 논문에서는 일련의 KT가 준비하고 제공하였던 여러 형태의 디지털 영상서비스의 발전 단계를 소개하고 앞으로 메가TV가 나아가야 할 방향에 대하여 기술하고자 한다.

우리나라는 점차 강화되고 있는 세계적인 연간 소비전력 제한 규제 및 정책에 발맞추어 Standby Korea 2010 정책으로 주요 전자기기의 대기전력을 1W미만으로 낮추는 전략을 추진하고 있다. 최근 아날로그 방송에서 디지털 방송으로 전환되고, IPTV 등이 빠르게 보급됨에 따라 향후 디지털 STB의 수요 및 시장이 크게 성장할 전망이다. 이에 본 논문은 Set-Top Box(STB) 소비전력 저감 효과를 높이기 위해 TV와 STB간 외부기기 연결 시 기존 Auto Power Down(APD)기법 대비 High Definition Multimedia Interface(HDMI) 포트 제어를 통한 제안 기법을 적용하여 연평균 전력 4~12% 저감 할 수 있다.

모바일 헬스케어는 다양한 스마트 디바이스를 활용한 개인건강관리 기술을 말한다. 특히 스마트폰 보급과 근거리 무선 통신 기술의 발전으로 모바일 헬스케어와 관련한 여러 디바이스와 서비스들이 개발되고 있다. 그러나 이러한 디바이스와 서비스들이 대부분 자체적인 규격에 의해 굿현 되고 있으며 이로인해 기기 간 호환이 안 되고 서비스가 종속되는 등의 문제가 있다. 특히 규제가 엄격한 의료 서비스와 거리를 둔 일상적 생활에서의 건강관리 기기나 서비스들은 그 문제가 더욱 심각하다. 본 논문에서는 이러한 모바일 헬스케어 환경에서의 문제점 해결을 위한 표준 요소와 그 현황에 대해 살펴보고 관련 표준의 모바일 헬스케어 적용 모델을 제안 한다.

자율주행 자동차의 개발을 위해서는 다양한 기능 평가, 성능 평가, 안전성 평가 등이 필수적이다. 이러한 평가는 컴퓨터 시뮬레이션과 실제 주행을 통해 이뤄질 수 있으며, 현실의 도로 상황을 고려한 단위시험환경들을 조합 구성한 통합시험환경에서 수행하는 것이 일반적이다. 여기서 단위시험환경은 도로망 구성, 장애물, 표지판 등의 정보를 포함하는 정밀도로지도를 기반으로 주행차량수, 보행자, 기상환경, 동적 이벤트 요소 등을 고려하여 구성할 수 있다. 본 논문에서는 이러한 단위시험환경을 구성하기 위한 정밀도로지도 처리 방법을 소개한다. 구체적으로는 정밀도로지도 처리를 포함하는 데이터 파이프라인을 설계하고, 정밀도로지도 객체분석을 통해 시험환경의 특성 및 상호 유사성을 파악한다. 국토지리정보원에서 배포한 정밀도로지도를 사용하여 객체를 추출하고 분석하는 실험을 수행했으며 전반적인 동작 상태를 확인했다. 개발한 소프트웨어는 향후 자율주행 학습을 위한 단위 및 통합 시험환경 구축 및 법규 및 규제 대응 서비스 시나리오의 구성에 활용할 예정이다.

With rapidly changing multimedia environment, various artistic changes and digitalized up-to-date social infra, urban environment construction based on culture contents has been activated. The large image in front of urban building that is expressed as media-façade, increasing rapidly in a recent period, is not a new thing at all. In addition, IT technology molten in city space is testing the possibility of new media through the meeting with architecture. However, unlike its infra enlargement, the definition about media-façade is not clear so the system was constructed in a level of night lightscape or outdoor image advertisement. The purpose of this guideline is the regulation from the negative aspect rather than the possibility of various visual, artistic media expressions. Therefore, it could not show essential concept of media-façade. Moreover, most of companies or building owners focus on short-term profit and marketing effect rather than prepare various contents so they can not use constructed infra properly. After all, in many cases, they discolor the meaning of media-façade. This paper is a pilot study to grasp the current definition of media-façade to construct right guideline of media-façade. On the basis of this study, it will prepare academic definition of media-façade and construct the guideline for design evaluation.

The paper explores the relationship among paradigms, ecosystem which need to establish broadcasting, information and communications industry as the core of national competitiveness in the digital convergence era, and proposes the future progressing strategies and policies directions that consider environmental factors which all mass media converged on Internet. This paper makes an attempt to contribute innovative & integrated perspectives in the industry.
