연구 개발 자본으로 생활을 하고 있는 미국은 그 자본이 점점 부족되고 있다는 사실에 머지않아 직면하여야 한다. 이 말은 스텐포오드 연구소 소장 찰스 에이 앤더슨씨가 1971년 8월22일자 누우요오크 타임지에서 한말이다. 앤더스씨가 말한 이 추세는 점점 과속화되고 있는 것 같다. 미국 과학재단의 과학지표에 의하면 미국은 생산성에 있어서나 새로운 기술개발에 있어서 우위를 급속히 상실하고 있다. 이 보고서는 증거로써 다음과 같은 사실을 인용 하고 있다. 1960년과 1974년 사이에 생산성에 있어서 미국의 우위는 미국의 가장 가까운 경쟁자인 블란서 보다 거의 2배였던 것이 이제 20%-25%로 떨어졌다. 미국 특허현황(미국인에게 내준 외국 특허에서 외국인에게 내준 미국특허를 뺀것)은 1966년 이래 30% 감소 되었다. 미국은 연구개발에 종사하는 과학기술자의 수가 최근에 감소된 유일한 주요연구 개발국이다. 기술개발에 있어서의 이와같은 둔화는 기업과 정부에 대한 점증하는 압력과 관련이 있는 것 같다. 스텐포오드 연구소의 기업정보 프로그램 이사인 파올 쉬에이씨는 오늘날 거의 모든 연구소들이 정부, 기업 ,대학 및 교회의 공격을 받고 있다고 지적한다. 쉬에이씨는 「아마 가장 두드러진 예는 기업들이 규제당하는 정도일 것이라고 」말한다. 새로운 그리고 더 엄격한 표준이 가치변경결과와 정부에 가해지고 있는 일반의 요구로 인해서 부과되고 있다.고 말한다. 그는 게속해서 「10년 전에는 몇 사람이나 회사에 대한 계급소송, 확인소송 도는 환경소송이라느 말을 들었겠는가?」그러나 오늘날 대부분의 회사가 한 두 가지의 이와같은 법적인 도전에 직면하고 있다고 한다. 기술까지도 공격을 받고 있다. 끝없는 기술평가 진술서를 요구하는 환경보호론자들의 요구는 회사들이 핼발전소, 근해석유 시추와 같은 사업에 투자하는 것을 점점 거리게 만들고 있다. 반면 에너지 위기는 더욱 심해지고 있다.

In 2013, dental hygienist is in its 100th year. As Dr. Fones opened two year dental hygiene training program at Bridgeport Junior College in 1913. 'Dental Hygienist', the profession that specializes in oral disease prevention and health science, was first used. Since 'Dental Hygienist' was first introduced in the States, looking back through the America's development of dental hygienist would be the basis of checking development process of the international dental hygiene system and comparing the system of each country. This study focused on the contemplation of how America's dental hygienist became professional through 'development of dental hygienist', 'development of dental hygiene education system', 'development of dental hygienist's license and related qualification system', 'Dental hygienist laws and ethics', and 'dental hygienists' role and scope'. America's dental hygienist has requirements to become professional and also dental hygienist is socially recognized as professional. Therefore, the purpose of this study is to investigate the process of American dental hygienist professionalization. Thus, references and literature were gathered and analyzed.

신 재생에너지 산업의 확대를 뒷받침하고 산업의 지속적인 성장을 달성하기 위해서는 지속적인 인력의 공급이 무엇보다 중요하다. 뿐만 아니라 신 재생에너지는 기존 에너지원과 다르게 자국 내에서 생산 및 소비가 함께 이루어진다. 따라서 신 재생에너지의 확대는 국가의 일자리 창출과 직접적으로 연관된다. 하지만 지금까지 국내에서는 신재생에너지 인력수요 전망을 위한 방법론 연구가 충분히 이루어 지고 있지 않은 실정이다. 이에 본 연구에서는 인력수요 전망을 위한 연구를 실시한 호주와 미국 사례를 고찰하여, 국내 신 재생에너지 인력수요 전망을 위한 고려요인 및 전망 방법론 연구를 실시하였다. 연구결과 미국은 기존화석에너지와의 인력수요 차이를 고찰하는데 초점을 맞추어 분석을 실시하였다. 또한 호주는 시나리오 기법을 통하여 미래 신재생에너지 보급상황에 따라 달라 질 수 있는 인력의 수요를 예측 하였다. 두 국가의 경우 신 재생에너지 부문의 인력수요가 급격하게 증가할 것으로 보고 있다. 호주의 경우 2008년 기준으로 10천명이던 신 재생에너지 인력수요가 2020년 24천명~30천명으로 증가할 것으로 예상(연평균 16.7% 증가)하고 있다. 미국에서는 2007년 500천명의 신 재생에너지 산업 인력이 재직 중이며, 신 재생에너지 확대와 함께 2030년에는 7,300천명의 인력수요가 있을 것으로 분석하고 있다. 신재생에너지 인력수요에 대한 연구를 실시한 사례를 살펴보면 국가는 목적에 부합하는 기준을 바탕으로 연구를 수행하여 있음을 알 수 있다. 따라서 우리나라도 향후 신재생에너지 인력 증가에 대비하여 관련 인력양성 정책을 올바르게 세우기 위해서는 관련 연구가 뒷받침 되어야 할 것으로 사료된다. 해외 사례 고찰 내용을 바탕으로 향후 국내 신 재생에너지 인력 수요 예측 시 고려해야 할 요인들을 다음과 같이 정리할 수 있다. 먼저 인력수요의 예측을 위해서는 현실적인 신 재생에너지 성장 시나리오의 설정이 요구된다. 미국의 사례와 같이 신 재생에너지와 재생에너지의 인력수요 차이를 비교하는 것도 신 재생에너지 인력수요를 정량화 하는데 큰 도움이 될 수 있다. 또한 인력의 범위를 직종별, 학력별로 구체화 하려는 노력이 필요할 것이다. 마지막으로 신재생 인력수요 전망을 바탕으로 효과적인 인력양성 프로그램을 구체화 해야 할 것이다.

This study presents a method to efficiently advance the Republic of Korea's Unmanned Systems through the analysis of the development of the U.S. Unmanned System Policy. After the occurrence of the September 11 attacks, the U.S. developed Unmanned Systems as a part of RMA and became the leader in this area. The system went through numerous trials and errors during the development and acquisition. From these experiences, the U.S. had embodied Unmanned Systems acquisition methods by establishing Unmanned Systems Development Guidance and DoD Autonomy Community of Interest in 2012. In addition, as diverse unmanned programs started to proceed, it promoted Core Technology development sharing and simplification of functions of the Unmanned Systems to exclude budget-wasting elements such as duplication of programs. The Republic of Korea must politically build a collaborative system between industry/academia/research institute/military and apply evolutionary development strategies from the first step of the development of the Unmanned Systems the future Game Changer. In operations, concepts of the Manned/Unmanned Systems complex operation should be established and intelligent S/W, Open System, and Cyber Security technologies to materialize them developed.
