The technical expert standing system of our const겨ction industry is operated by the Ministry of Labor subjective national technical qualification law, as the professional engineer, architect and architect-engineer and so on. The construction management(CM) which is introduced on middle 1990 activates a building industry the condition of the essential indispensability for is becoming, is not officially recognized with national qualification to be, that as pending issue it is most urgent, the specialty manpower positivity which is judged as the nostril poop]e for qualification of the civil CM educational institutions has the certification which is a each educational program and a separate way and it is the actual condition which is become accomplished. The problem when as international certification the CMAA which is only it secures a reliability certification which is a CCM and SAVE seeing in the certified which is a CVS, compares in the foreign nation and the CM certification is excessive, it does not secure a reliability and an efficient characteristic to give a confusion to the capital increase lattices which in a condition are, it is mass produced it is a point. It saw from, it observes the capital increase reserve problem point which is a domestic CM and the certification integration which is a report and system anger it leads and with national certified qualification it develops to present the improvement program for, it does to sleep.

The path to becoming a cytotechnologist (also known as a cytologist) in the United States of America (USA) requires a minimum of a bachelor's degree and the completion of a training program certified by the Commission on Accreditation of Allied Health Education Programs. Aspirants are recognized as cytologists after passing a test administered by the American Society for Clinical Pathology Board of Certification on completion of a recognized cytotechnology training program. Cytotechnology training programs are currently provided by 18 universities and hospitals. Six of them provide master's level education, unifying existing programs to the master's level, which is necessitated due to a shortage of pathologists and the rapid development of the health care system. The improvement and unification of the curriculum, qualification renewal system, and the effort to change the title of qualified personnel from cytotechnologist to cytologist are seen as measures that would strengthen the capabilities of cytotechnologists as well as assist in keeping pace with the rapidly changing medical system. Knowledge about the educational courses available for cytotechnologists and the efforts to strengthen their expertise in the USA would be helpful to professors who guide students preparing for overseas employment and seeking professional improvement in Korea.

Due to the increased leisure time, national income levels, and increasing the desire for new experience, interest causes increasing demand for recent aviation leisure sport. This leads to the need for a competitive foundation of the expansion of aviation leisure sports market potential. In 2014, the MOLIT(Ministry of Land, Infrastructure and Transport) created definition of sport and recreational aviation industry in the Aviation Act. The most significant change in Aviation Act related to sport and recreational aviation, it allows easier access for those wishing to participate in the joy of flight and also creating a sport and recreational aviation business market expansion. Therefore, in this paper, by analyzing the trend of foreign policy trends and domestic policies that sport and recreational aviation has been enabled, it is trying to present the activation policy proposals of sport and recreational aviation that is suitable for Korea.
