The methods of the rational formula and Kajiyama formula have been widely used for estimating the peak flood for design to all kind of hydraulic structure. However, there are many limitations and we have to apply these methods to ungauged basin. These methods require to calculate the Probable Maximum Precipitation (PMP) before determining the Probable Maximum Flood (PMF). Creager's method (Creager et al., 1945) is a kind of estimation of specipic flood and this method provided nonlinear equations based on relationship between the drainage area and PMF in order to calculate the PMF of multipurpose dams over medium-sized. But this method has not much applied in Korea. Creager's coefficient is not clear about its application because this method has never been applied to dams in Korea. Based on the PMP for rainfull-runoff models with the PMF of small and larger dams in this research, the range and standard of Creager's coefficients with parameters are proposed to apply basin areas in Korea.

국제기구인 정부간 기후변화협의체(Intergovernmental Panel on Climate Change, 이하 IPCC)에서는 기후변화가 기온 상승에 따른 증발산량의 증가, 강수량 및 유출량의 시공간적 분포의 변동 등을 초래하여 수자원의 효율적 관리 및 안정적인 공급에 어려움을 증대시킬 것으로 전망하였다. 또한 IPCC 4차 보고서에 따르면 21세기말 지구의 평균기온은 현재보다 최대 $6.3^{\circ}C$정도 더 상승할 것으로 전망하였다. 전구평균기온이 $3.0^{\circ}C$ 증가할 경우 아시아에서만 연간 700만 명이상이 홍수피해 위기에 직면할 것으로 예상되고 있다. 국내의 경우 기온은 전구평균기온에 비해 2배 이상 높은 $1.5^{\circ}C$ 정도 상승하였으며, 최근 50년간의 강우일수는 감소한 반면 일강수량이 80mm 이상인 호우일수의 발생빈도는 증가되고 있다고 보고되었다. 또한 최근의 물수지 해석과 관련하여 거시적인 관점에서 기온 및 강수량 증가에 따른 물순환 과정을 모의하고, 농업용수, 댐건설, 도시화, 토지이용의 변화 등 인위적인 환경 변화 및 기후변화에 따른 유출량의 변화를 정량화하려는 연구들이 수행되고 있다(한국건설기술원, 2007). 이를 위하여 단기적이 아니라 장기적인 측면에서 유출분석을 할 필요가 있으나, 현재까지 보유하고 있는 실측 자료의 한계 및 이러한 조사를 위해 요구되는 시간 및 비용의 한계 때문에, 유출해석 모형을 주로 이용하고 있다. 본 연구에서는 장래 건설예정인 미계측 호소의 유량과 수질을 모의하기 위하여 하천, 하구, 호소 및 해역에 고루 적용할 수 있는 3차원 수리 동력학적인 모델인 EFDC 모형과 시간의 변화에 따른 수질을 모의하는데 가장 널리 이용하는 WASP 모형을 도입하였다. 향후, 내성천의 영주댐 건설과 같은 큰 변화가 발생하였을 기후 변화의 영향을 파악하기 위하여 EFDC와 WASP모형을 이용하여 대상유역에 대한 유출량과 수온의 변화를 통하여 A2, B1 기후변화 시나리오별로 2020년, 2050년, 2080년의 수질(BOD, TN, TP)변화를 분석하여 보았다. 연구의 결과는 다음과 같이 나타났다. EFDC 및 WASP 모형의 연계를 통한 기후 변화 시나리오에 따른 미래의 저수지 수질예측 모의를 수행한 결과, BOD, TN, TP 등 수질농도 변화는 2020년에서 2080년도로 갈수록 BOD, TN 다소 증가하는 경향을 나타내었고, TP농도는 감소하였다. 시나리오별 변화 특성은 TN, TP 농도는 A2 시나리오가 다소 높고, BOD 농도는 B1 시나리오가 A2보다 높은 것으로 나타났다. EFDC와 WASP을 이용하여 미계측 호소에 대한 기후변화 시나리오별로 적용하여 수질변화를 예측하여 보았는데, 향후 기후변화에 따른 기온, 유량변화와 수질 항목간의 상간관계 정립 및 수질 모의의 불확실성 등에 대한 추가 연구가 필요할 것으로 판단된다.
In thisletter, we developed technology which can exclude effect of cloudsto perform remote waterbody detection based on Sentinel-2 optical satellite imagery to calculate the area of ungauged reservoirs and applied to the Hwanggang dam reservoir, a representative ungauged reservoir, to verify usability. The remote waterbody detection technology calculates the cloud blocking ratio by comparing the cloud boundary in the Sentinel-2 imagery and the reservoir boundary first. Next, itselects data whose cloud blocking ratio does not exceed a specific value and calculates NDWI (Normalized Difference Water Index) with selected imagery. In last, it calculatesthe area of the reservoir by counting the number of grids which have NDWI value considered as waterbody within the boundary of the target reservoir and correcting with cloud blocking ratio. To determine cloud blocking ratio threshold forselecting image, we performed the area calculation of Hwanggang dam reservoir from July 2018 to October 2021. As a result, when the cloud blocking ratio threshold wasset 10%, we confirmed that the result with large error due to clouds were filtered well and obtained 114 results that can show changes in Hwanggang dam reservoir area among 220 images.
An increase in heavy rainfall and floods have been observed over South Korea due to recent abnormal weather. In this perspective, the high-resolution weather forecasts have been widely used to facilitate flood management. However, these models are known to be biased due to initial conditions and topographical conditions in the process of model building. Theretofore, a bias correction scheme is largely applied for the practical use of the prediction to flood management. This study introduces a new mean field bias correction (MFBC) approach for the high-resolution numerical rainfall products, which is based on a Bayesian Kriging model to combine an interpolation technique and MFBC approach for spatial representation of the error. The results showed that the proposed method can reliably estimate the bias correction factor over ungauged area with an improvement in the reduction of errors. Moreover, it can be seen that the bias corrected rainfall forecasts could be used up to 72 hours ahead with a relatively high accuracy.
The storage function method is used as a flood prediction model for four flood control offices in Korea as a method to analyze the actual rainfall-runoff relationship with non-linearity. It is essential to accurately estimate the parameters of the storage function method for accurate runoff analysis. However, the parameters of the storage function method currently in use are estimated by the empirical formula developed by the limited hydrological analysis in 2012; therefore, they are somewhat inaccurate. The kinematic wave method is a method based on physical variables of watershed and channel and is widely used for rainfall-runoff analysis. By adopting the two-term storage function method by the conversion of the kinematic wave method, parameters can be estimated based on physical variables, which can increase the accuracy of runoff calculation. In this research, the reproducibility of the kinematic wave method by the two-term storage function method was investigated. It is very easy to estimate the parameters because equivalent roughness, which is an important physical variable in watershed runoff, can be easily obtained by using land use and land cover, and the physical variable of channel runoff can be easily obtained from the basic river planning report or topographic map. In addition, this research examined the applicability of the two-term storage function method to runoff simulation of Naechon Stream, a tributary of the Hongcheon River in the Han River basin. As a result, it is considered that more accurate runoff calculation results could be obtained than the existing one-term storage function method. It is expected that the utilization of the storage function method can be increased because the parameters can be easily estimated using physical variables even in unmeasured watersheds and channels.

The rates of infiltration contributed to the flow fo water in an unconfined aquifer under the partially penetrated stream at an ungaged station and the corresponding base flow in channel are coupled by using the hydraulic and/or hydrologic characteristics obtained from the geomorphologic and soil maps. For the determination of groundwater flow, the linearized model which is originally Boussinesq's nonlinear equation is applied in this study. Also, a stream flow routing model for base flow in channel is based on a simplification of the Saint-venant. The distributed runoff model with piecewise spatial uniformity is presented for obtaining its solution based on a finite difference technique of the kinematic wave equations. The method developed in this study was tested to the Bocheong watershed(area : $475.5km^2$) of the natural stream basin which is one of tributaries in Geum River basin in Korea. As a result, it is suggested that the rationality of hydro-graph separation according to a wide variability in hydrogeologic properties be worked out as developing the physically based subsurface model. The results of the present model are shown to be possible to simulate a base flow due to an arbitrary rate of infiltration for ungaged basins.

The frequency of flash floods in mountainous areas is increasing due to the abnormal weather that occurs increasingly in the recent, and it causes human and material damages is increasing. Various plans for disaster mitigation have been established, but artificial plans such as raising embankment and dredging operation are inappropriate for valleys and rivers in national parks that prioritize nature protection. In this study, flood risk assessment was conducted for Gyeryongsan National Park in Korea using the WMS (Watershed Modeling System)which is rainfall runoff model for valleys and rivers in the catchment. As the result, it was simulated that it is flooding in three sub-catchments (Jusukgol, Sutonggol, Dinghaksa) of a total in Gyeryongsan National Park when rainfall over the 50 years return period occurs, and it was confirmed that the risk of trails and facilities what visitors are using was high. The risk of trails in national parks was quantitatively presented through the results of this study, and we intend to present the safe management guidelines of national parks in the future.
In this study, an alternative spatial analysis method against conventional methods such as Thiessen method, Inverse Distance method, and Kriging method, named Spatial-Analysis Neural-Network (SANN) is presented. It is based on neural network modeling and provides a nonparametric mean estimator and also estimators of high order statistics such as standard deviation and skewness. In addition, it provides a decision-making tool including an estimator of posterior probability that a spatial variable at a given point will belong to various classes representing the severity of the problem of interest and a Bayesian classifier to define the boundaries of subregions belonging to the classes. In this paper, the SANN is implemented to be used for analyzing a mean annual precipitation filed and classifying the field into dry, normal, and wet subregions. For an example, the whole area of South Korea with 39 precipitation sites is applied. Then, several useful results related with the spatial variability of mean annual precipitation on South Korea were obtained such as interpolated field, standard deviation field, and probability maps. In addition, the whole South Korea was classified with dry, normal, and wet regions.

The water availability in a river is related to the return flow of residential water. However it is still difficult to determine the exact return flow. In this study, the residential water-cycle system is defined as a process consisting of water inflow, water transfer and water outflow. The study area is Hampyeong-gun, Jeollanam-do, and is set as a single inflow to a single outflow through the water-cycle system after classification of complete and incomplete measurement points. The time-series prediction models(ARIMA model and TFM) are established with daily inflow and outflow data for 6 years. Inflow and outflow are predicted by dividing into training and test periods. As a result, both models show the feasibility of short-term prediction by deriving stable residuals and securing statistical significance, implementing the preliminary form of the water-cycle system. As a further study, it is suggested to predict the actual return flow of the target basin and efficient water operation by adding input factors and selecting the optimal model.

The parameters of Nash's conceptual model of Instantaneous Unit Hydrograph, n and k, are estimated by the moment method from the rainfall and runoff data in 18 watersheds of drainage area ranging 53.7 to 1,361 sq. km. Then, these parameters are represented in terms of watershed characteristics by F-test and multiple correlation method. The unit hydrographs by this study are compared with the unitgraphs obtained from the recorded runoff data and agreements are good. The results imply that unit hydrographs in ungaged watersheds can be derived by watershed characteristics only through Nash's model.
