지난 3월 25일 제5회 한국로지스틱스 대상 수상식에서 건설교통부 물류혁신본부는 국가 물류혁신에 기여한 공을 인정 받아 대상을 수상했다. 건설교통부 물류혁신본부(본부장 이성권)는 지난해 9월 발족 이후 건교부가 주로 담당해온 물류인프라의 확충 등 하드웨어적인 시책뿐 아니라, 물류산업 육성, 물류인력 양성 등 소프트웨어적인 시책을 집중적으로 추진, 국제 · 국내 물류, 민 · 관 · 학 분야를 포괄하는 물류 경쟁력 향상을 위한 종합적 지원업무를 수행하고 있다. 특히 물류혁신본부는 물류기업 경쟁력 향상과 제3자 물류 활성화 대책의 일환으로 종합물류기업인증제를 도입, 본격적인 시행에 들어갔으며 현재 부처별로 분산되어 있는 물류정책을 통합조정하기 위하여 물류정책기본법, 물류시설법 제정을 추진 중에 있다. 물류혁신본부의 수장인 이성권 물류혁신본부장은 지난 4월 7일 대한상공회의소가 주최한 조찬간담회에 연사로 참석하여 '물류 경쟁력 강화를 위한 정부 정책방향'이라는 주제로 발표하였다. 이에 그 내용을 요약 게재한다.

스마트 항만 전문인력 육성을 위한 교육훈련(프로그램, 컨텐츠, 교육장비)에 관한 내용을 토대로 스마트 항만 분야별 교육장비시스템 개발 방향을 제시하고자 한다. 특히, 스마트 항만 각 분야별 교육시스템과 교육/훈련/실습을 위한 모델링 및 시뮬레이터, 원격제어 장비 등을 개발하기 위한 방향을 제안하고자 한다.

The growth of Chinese logistics market has brought many logistics enterprises enter into the chinese market. The purpose of this study is to suggest some alternatives for activating enter into chinese market for smaller-sized korean logistics enterprise. First of all, in order to achieve such a purpose, factors for activation through literature survey and previous studies are analyzed. After that, questionnaire survey are carried out. Also factor analysis and reliability test based on the questionnaire results are performed. Main findings are suggested as followings. First, in order to activate entering the chinese market, it is drawn out that possessing of logistics infrastructure and understanding of culture of chinese relationship are most important. Second, market information and reform of management system, inspection and customs clearance are suggested as less important.

2006년 한국물류혁신컨퍼런스가 서울에서 동북아 물류중심의 전초기지 부산에서 "Hand in Hand for the Global Network"이라는 주제로 개최한다. 부산을 시작으로 매년 지방으로 순회 개최하면서 물류마인드를 전국적으로 확산하여, 지역기업들은 물론 지방정부 공무원들의 물류혁신에 대한 최근 추세와 개선사례를 직접 알아볼 수 있는 좋은 계기가 될 것으로 기대하고 있다. 또, 한국물류혁신컨퍼런스가 "제3차 UN ESCAP 인프라장관회의"와 같은 장소에서 동시에 개최됨으로서, 국제적인 물류컨퍼런스로 도약할 수 있는 절호의 기회가 될 것이다. 올해 성공적인 한국물류혁신 컨퍼런스가 되기 위하여 한국물류혁신 컨퍼런스 조직위원장으로 전일수 인천대학교 동북아물류대학원 원장을 선임했다. 전일수 위원장은 현재 인천대학교 동북아 물류대학원장으로 재직중이며, 물류인재양성에도 많은 노력을 아끼지 않고 있다. 제14회째를 맞이하고 있는 한국물류혁신 컨퍼런스가 성공적으로 개최되기 위한 방안에 대해 전일수 조직위원장으로부터 들어본다.

웹기반 우편물류 모니터링 시스템은 우편물류처리의 효율적인 인프라를 제공하는 통합 우편물류 실시간 관제시스템의 핵심 구성요소로서, 우편집중국-운송교환센터 중심의 체제에서 우편물량 정보와 우송경로 및 차량추적 정보를 실시간으로 웹을 통하여 제공한다. 이 논문에서는 웹기반 우편물류 모니터링 시스템의 세부기능과 구조 및 환경에 대하여 설명한다.

우리나라 해운 항만 물류기업의 국제물류 서비스 향상 및 글로벌 경쟁력 강화를 위한 방안 가운데 하나는 해외 현지 물류네크워크 구축이며 이를 통해 고객이 원하는 물류서비스 제공 및 글로벌 시장 내 경쟁력 확보 차원에서 필수적이다. 그러나 아직까지 필리핀 물류시장에 대한 우리나라의 해운 항만 물류기업 진출 및 투자 지원에 관한 체계적인 연구는 미흡한 실정이다. 따라서 인도에 진출하는 우리나라 화주기업 및 물류기업의 물류 애로사항 해소 지원, 해운 물류기업의 경쟁력 강화 등 정부차원의 다양한 정책과 지원 사업에 관한 연구가 필요하다. 이에 본 연구는 필리핀 항만물류시장의 현황을 분석한 후 향후 우리나라 해운 항만 물류기업들이 물류 네트워크 구축 방안을 수립하는데 있어 투자대상 시설 및 투자 유망지역 등 다양한 정보를 제공하는데 그 목적이 있다. 필리핀 물류시장을 면밀히 파악하는 것뿐만 아니라 필리핀 경제, 인프라 현황, 기업 분포 등 다양한 지표 분석을 통해 물류서비스 경쟁력 제고에 기여할 수 있는 투자 유망지역을 제시하였다.

Jeon-buk is well equipped for the growth of the logistics industry as it is the center of inland and marine traffic. However, it was not activated because of the infrastructure insufficiency. This paper surveyed the logistics industry facilities, interviewed people who are engaged in its business, researched into their business difficulties and the problem of the logistics industry of Jeon-buk. As a result of research, this paper makes an alternative plan for the development of the logistics industry of Jeon-buk area.

The purpose of this paper is to analyze the competitiveness of the logistics industry of three countries - Korea, China and Japan - by looking into their logistics industry structure and the related regulations. For this aim, the paper examined the modal distribution of transportation, transport infrastructure, freight cost structure and regulation in transport sector in these countries. Furthermore, this study suggests some proposals for the further cooperation to bring sustainable progress in the logistics sector across Northeast Asia. The main suggestions of this paper are as follows: First, Korean government needs to strategize its options in the logistics industry, the most competitive in the country’s service sector, in upcoming FTA negotiations with China and Japan. Second, Korea needs to foster Busan into a strategic point for the Rail Ferry System and Road Feeder System. Third, Korea should participate in establishing shuttle flight service in Northeast Asia amid exploding flight demand from active economic interchange and tourism industry development.

This research is aimed to identify the building factors and deriving the importance of each factor for establishing the smart distribution center in the fourth industrial revolution era. The research methodology used CFPR(Consistent Fuzzy Preference Relations) to effectively extract expert knowledge. Research has shown as principle factors that "Service" is the first factor to be considered as 0.271, followed by "Infra(Warehouse)"(0.254), "Information System"(0.247), and "Equipment"(0.228). And as detailed factors, "Reliability" showed the highest importance as 0.091, followed "Visibility of Information System"(0.076), "Space Advancement"(0.075), "Location"(0.074) and "Satisfaction of service"(0.073). This study has implications in that it has presented an establishment direction for the smart distribution center.

최근 B2B 전자상거래 확산에 따른 물류문제를 해결하고 오프라인 물류와의 차별화롤 시도하기 위한 목적으로 다양한 물류측면의 대안이 제시되고 있다. 먼저 물류산업 자체의 e-business화를 추진함으로 기존 물류체계에서의 고비용 문제, 책임 소재가 불분명한 서비스 문제를 해결하고 운송정보의 실시간 제공을 통한 발주자, 화주자 간의 긴밀한 커뮤니케이션 형성과 해외시장을 겨냥한 글로벌 물류체계를 구축해야 한다. 다음으로 물류업종의 지나친 세분화, 기존 물류업체의 영세성과 혁신마인드의 부족, 그에 따른 제조 유통업체의 경쟁적 자가물류 확충의 악순환으로 제3자 물류시장 성장기반이 제한되어 오는 등 구조적인 문제점을 극복하기 위하여 주요 운송업체가 영세한 화주나 창고관리 위탁업무까지 대행하여 주는 지금까지의 제3자 물류 체제에서 대기업이 물류시장에 새롭게 진출하면서 사이버 물류시스템을 기반으로 기존 주요 운송업계와 VAN 사업자가 장악하고 있는 물류정보 서비스를 주도하는 제4자 물류체제로의 전환이 요구된다. 왜냐하면, SCM과 전자상거래 환경 하에서는 공급 망 내의 물류를 최적화하여 기업의 경쟁력을 강화하기 위해서 기능적 아웃소싱의 단계를 거쳐 물류기능의 통합과 운영의 자율권이 증대, 전체적인 공급연쇄 솔루션을 제공하는 서비스 제공자와 함께 기업의 경영자원, 능력, 기술을 관리하고 결합하는 공급연쇄 통합자로서 제4자 물류가 필요하기 때문이다. 이와 같은 제4자 물류체제가 본격 형성될 경우 물류정보와 인프라가 복잡하게 업혀있는 기존 물류산업이 재편되고, 특화된 물류솔루션을 바탕으로 한 산업별 물류체제 구축이 가속화될 것으로 예견되며, 일반기업 입장에서 물류부문의 아웃소싱이 촉진되어 물류산업기반이 확충될 수 있을 것이다.
