The Legislation Process of Landscape Protection and Management: Learning from the Foreign Cases (경관의 보호와 관리를 위한 법제화 과정 -국제적 선례를 중심으로-)

  • The concept of cultural landscape, which is defined in the World Heritage Convention, provides a new framework with which to manage the heritage sites. European Landscape Convention proposes that landscape is the basic component of natural and cultural heritage, which in turn contributes to the improvement of human well-being and consolidation of the European identity. While recognizing the international trend, Japan has strived to improve the level of managing and protecting the landscape and cultural landscape through the enactment of Landscape Law and the revision of Cultural Property Protection Law. Now that landscape and cultural landscape has occupied the core of heritage management in the advanced countries, it is required more than ever that the concept of landscape and cultural landscape should be clarified through the legislation and convention in Korea. If the legislation for protecting and managing the landscape and cultural landscape is prerequisite for Korea to be an advanced country, a careful and in-depth examination, along with the consideration of the Korean circumstances, should be further carried out on the international experiences about the legislation from the comparative perspective.

A Study of the Landscape Agreement Project for Historical and Cultural Landscape Preservation (역사문화경관 보전을 위한 경관협정 항목에 관한 연구)

  • This study was designed to suggest a landscape agreement in order to effectively preserve historical and cultural landscapes at this point of time when many landscape agreements are being concluded for landscape management, to analyze landscape management methods according to the problems of comprehensive and widespread landscape agreements and landscape types and to generalize landscape agreement contents. To begin, sustainable and practical landscape management plans that local people can themselves participate and carry out were proposed, based on historical and cultural landscape preservation guidelines extracted from the consideration of domestic and foreign cases about landscape management by citizen autonomy and participation. The guidelines considered what regional residents would follow by themselves, as well as what should be considered with regard to the accessibility and symbolism of a building's appearance and external spaces designed with the motif of historical and cultural landscapes. The guidelines also pay attention to the maintenance management of outdoor advertisements and facilities in order to maintain a pedestrian-friendly street environment which pursues designs in harmony with the existing historical and cultural landscapes. In addition, the recommended guidelines that are considered less important,are restricting the sizes of buildings, encouraging maintenance management of the details and external spaces to hide building facilities and block them from being exposed and including information about the use of nature-friendly materials, and the management of neon signs in the landscapes and lighting time during the night. These results demonstrate that local residents need to improve the landscapes and change their consciousness by themselves to maintain the historical and cultural landscapes with a sense of tradition.

A Study on Types and Characteristics of 'Cultural Landscapes' with Big Data Analysis: Focusing on the Case of Shinan-gun, Jeollanam-do (빅데이터 분석을 통한 '문화경관' 유형과 특성 연구: 전라남도 신안군 사례를 중심으로)

  • The World Heritage Committee decided to make "cultural landscapes" a world heritage category in the 16th Session of the UNESCO General Conference. The decision was made from a recognition of the importance of interactions between human beings and the natural environment or between cultural heritage and natural heritage. Many countries have created policies and institutions to protect their own cultural landscapes along with the changing times. Korea, however, has not obviously defined the concepts and categories of its cultural landscapes, but manages policies and institutions based on the concept of a scenic spot, which has some similar meanings. In addition, it even borrows the "list of landscape adjectives," one of the representative methods for managing landscapes, from foreign countries. With this background, this paper suggested how to define cultural landscapes according to the global development flow. It created a list of cultural landscape adjectives by gathering the adjectives that can properly express local cultural landscapes in Korea. In particular, it collected 4,556 articles from a local newspaper by focusing on the case of Shinan-gun, Jeollanam-do, and analyzed key words and adjectives included in them by using big data analysis. The results suggested by this paper, such as the "classification table of cultural landscape types," "list of cultural landscape adjectives" and "network map of nouns/adjectives" can be applied to research on other localities, and furthermore, used as basic data for finding and protecting the characteristics of local cultural landscapes in Korea.

The Value of Culture Contents on Historical Landscape of Apgujung Pavilion (압구정의 역사경관의 문화 콘텐츠적 가치)

  • The Han river flowing the southern boundary of Hangyang city wall was known for scenic remote villa spot. This research is about a study on the historical and cultural landscape value of Apgujung built on hills of the Han river by Han Myeong Hoe in the mid-15th century. The results are as follows. First, the Han river has been a cultural poetical place. Second, the pavilion of west river was built as thatched roof at 1454-1456, while that of east river was erected as grand villa at 1469-1473. Third, there are characteristics of periodical landscape and origin was included on historical and cultural landscape, therefore, Apgujuing-dong has been recognized with the story. Han river where Apgujung was built has beautiful water landscape in spite of the landscape of modem downtown. Fourth, there are placeness and Han river of main landscape text streams nearby Apgujung site. Historical and cultural landscape of Apgujung should be changed, but, the landscape value could be progressed with the application as cultural contents while the Han river flows. It could be cultivated on the application of various culture contents and story of Apgujung when the historical landscape of water system be restored in Han river.

Conservation and Restoration of Historical and Cultural Landscape on Seochon in Seoul (서울 서촌지역의 역사문화경관 보존 및 복원)

  • Seochon('West Village') is located in the west side of Gyeongbokgung(Gyeongbok Royal Palace) inside the old city wall of Seoul. Seochon has beautiful scenic view surrounding Mt. Inwang and has been known as the representative historical and cultural landscape region in Korea that historical and cultural resources are rich. But when the figure of Seochon which has repeated the changes with the ones of the times is considered, values of beauty of natural landscape that Seochon had and its own placeness have not been gradually recognized as it has been swept away in logic of the development on the strength of economics. This study tries to examine the original form of landscape on Seochon which can be the standard of landscape change, the causes and process of its change and possibility to conserve and restore it to recognize potential value about historical culture of Seochon landscape and conserve and protect it. For this, this study compared and analyzed literature including poems and Yusangi, paintings and names of the scenery of the seasons as the landscape texts with the current status. The study result has found that Pilwundae should rehabilitate cultural assets to secure the prospect right and protect neighboring bedrock, Suseong-dong should expand the restoration areas focusing on the projects to make parks which are now being restored, Cheonghwigak and Cheongpunggye areas should restore waterways including historicity which is connected to figures and Seshimdae and Baekun-dong green zone should set the protective area for conservation.

Value and Composition of Mt. Jiri's Cultural Landscape as a World Heritage (지리산 문화경관의 세계유산적 가치와 구성)

  • Since people have set up their lives in the Jirisan(Mt. Jiri) for a long time, there are various historical remains and religious and livehood landscape left. Jirisan has been a sacred ground and the base of livelihood and culture, with both of which Jirisan provides a new concept of a mountainous cultural landscape. Jirisan has long been resided there while hallowing it as a spiritual mother mountain. Various historical remains including mountain fortresses from the period of the Three States and ancient tombs from the Gaya age are left in Jirisan. Namakje which is a religious ritual for the mountain spirit has been conducted until today. Numerous cultural heritages have been preserved in Buddhist temples. The continuously prevalent Buddhism in Korea has helped maintaining the living cultural tradition of Jirisan. In addition, Jirisan has various extraordinary features including history, religion, culture, livelihood forms its own mosaic landscape.

Study on Characteristics of the Visual Perception of Historic Cultural Landscape - A Case of Gyeongbok Palace - (역사문화경관의 시지각적 특성에 관한 연구 - 경복궁 내부의 조망점을 중심으로 -)

  • Modern city doesn't have its own identity that differentiates itself from others despite the fact that each city has a historical value. This is due to the demolition of historical and regional values. As such problems are connected to urban problems, they become even more serious. Thus, the researchers of this study set Gyeongbokgung(Palace) as an object to look into landscape factors and found out the relations between psychological variables and preference. Then, the researchers analyzed the quantitative relations between the physical attributes of historic cultural landscape and human response. As such, the researchers aimed to set and propose a confirmed standard in terms of identity and regional & historical values of historic cultural landscape. Since this study was performed with an object of historic cultural landscape that was reproduced based on original landscape in the past, a future study should be on the difference in preference based on the proportion of modern landscape. Based on such studies, a new plan should be made for forming the urban historic cultural landscape.

Cultural Landscape of Saegumjeong Area as a Recreation Place of Scholars in Joseon Dynasty (조선시대 선비들의 행락공간으로서 세검정 일대의 문화경관)

  • The area surrounding Segeomjeong, one of the famous pavilions near the capital in the Joseon Dynasty, was a favorite place of scholars to visit and enjoy the beautiful natural landscape. The recreational culture of Segeomjeong area in traditional societies representing the prototype of urban tourism in modern society indicates cultural landscape which is a combination of the surrounding landscape and human activities. At this point, the purpose of this research on Saegumjeong area as a recreation place was to examine recreational activities and landscape elements before restoration. Through the relevant historical literature, there were several recreational activities such as traveling to enjoy scenery, taking a view of stream with waterfalls, doing creative writing of reciting poems and drawing about the greatness of nature and gathering on a broad and flat rock or Tangchundae. Also, the main landscape elements-such as Saegumjeong, stream, broad and flat rocks, pine trees, Tangchundae Peak, and mountains-were extracted through paintings of Saegumjeong drawn before restoration. Consequently, in this study, it was confirmed that the Segeomjeong area was the spot that scholars visited consistently, the center for travel, and the place for communication between scholars and national banquets. This study is significant, in that it drew conclusions on the cultural landscape of the Korean people through the ages and helped to discover the meaning and value of cultural landscape of recreation places based on Korean natural characteristics and cultural climate.

A Study on the Historical and Cultural Landscape of Han River - Around East Lake of Kyung River in Joseon Dynasty - (한강(漢江)의 역사문화경관 연구 - 조선시대 경강(京江) 동호(東湖)지역(地域)을 대상으로 -)

  • The historic cultural landscape of East lake in Kyung river area during Joseon dynasty was very outstanding that it had many attractions of scenic beauty, however, the Han river of today is being recognized as a natural landscape and as a place with low cultural and historical traits. This study applied landscape characteristics of the cultural space of Joseon Dynasty on visual image elements of Lynch to research the landscape characteristics. The research results are as follows. When East lake was applied to visual image elements, it was recognized as a 'superb' 'paths,' and the 'edge' which signifies the boundary showed its 'superb' clarity of the East lake. For the 'node,' a turning point of direction, Dumopo represented the 'superb' awareness. As East lake, Apgujung, and Jecheonjung represented the 'superb' awareness when 'landmark' among visual image elements of Lynch was applied to the cultural space, the awareness level and reputation were proportional to the visual image elements. When pattern, structure, and meaning of the cultural space were clear and had definite identity, the 'landmark' and 'district' elements were 'superb.' It was also identified that when awareness level of space was higher, the awareness of historic cultural landscape was high as well. Therefore, considering visual awareness level of the historic cultural landscape of Han river during restoration to investigate and to conduct case studies is considered to increase the awareness level of historicity and cultural character as well as restoration of the place.
