본 논문은 한글 고유 명사를 새로 개정된 한글 로마자 표기법에 의해 로마자 표기로 변환하는 시스템의 구성에 대해 기술하였다. 1995년에 문화체육부에서 배포한 프로그램 이후로 현재까지 한글을 로마자 표기로 자동 변환하는 프로그램이 나오지 않았고 이 프로그램 또한 새로 개정된 로마자 표기법이 아닌 예전의 로마자 표기법을 따르는 이유로 본 논문은 새로 개정된 표기법을 따르는 한글 고유명사의 로마자 자동 변환 시스템을 DB를 이용하여 구축하는 방안을 제시하였다. 그 결과 DB를 이용한 한글의 로마자 자동변환시스템은 개발자 측면에서는 프로그램 구현과 정확성 면에서 효과적인 장점을 얻을 수 있으며, 사용자 측면에서는 새로 개정된 개정안을 쉽게 익히고, 사용할 수 있게 한다.

The implementation of Daedongbeop of Gyeonggido after throne of Gwanghaegun, the Daedongbeop of Gangwondo afterthrone of Injo, and the Daedongbeop of Chongcheongdo and Chollado after throne of Hyojong were in expectation of new kings the greatest Governing Administrator who tried to improve the hard life of the people, It was possible because there was a great effort. However, after throne of these three kings, the enactment of the Daedongbeop is a major crisis. The difference of the crisis related to enforcement was that the enforcement of the Daedongbeop of the Gwanghaegun and the Injo was carried out immediately after the enforcement decision was made but soon it was put into a crisis of abolishment and the Chungcheongdo and Chollado provincial Daedongbeop encountered extreme opposition before the enforcement and it has been carried on continuously since the end of the abolition crisis. In this study, we examined the efforts of the Governing Administrator who succeeded in the enactment of the Daedongbeop for the peaceful life of the people, with the throne of these three kings and the expectation of the new king. In the case of at the time of Gwanghaegun, Hanbekgyeom, LeeWonik, and Hwangshin, Joeik and LeeWonik at the time of Injo, and Kimyuk at the time of Hyojong were common people who have tried to improve the troubles of the people. They did not focus only on the theoretical interpretation of Neo-Confucianism, but on the basis of the interpretation, they demonstrated the power of the Governing Administrator practicing the right politics for the people in reality. The result is policy formulation and enforcement for the implementation of the Daedongbeop.

정보통신기술(ICT)은 우리 일상생활에 너무나 깊숙이 스며들어 이제 정보통신기술 없이는 행정서비스, 경제활동, 사회참여, 문화활동 등을 향유하는데 많은 제약이 따르는 시대로 접어들었다. 정보통신기술에 접근하고 이용할 수 있는 사람과 그렇지 못한 사람들의 정보격차 (Digital Divide)가 경제격차와 사회문화적 격차를 유발하여 사회 불평등을 심화시키고 궁극적으로 사회통합을 저해할 가능성이 크다. 정보통신 접근성(ICT Accessibility)은 신체적, 인지적 제약으로 정보통신기기나 서비스에 접근하는데 어려움이 있는 장애인이나 고령자가 일반인과 차별 없이 정보통신의 유용성을 향유할 수 있도록 정보통신기기나 서비스에 대한 접근을 보장해 주는 것을 의미한다. 우리나라는 미국이나 유럽 등 선진국들에 비해 정보통신 접근성을 위한 법 제도적인 출발이 늦었지만, 최근 수년간 관련 법률의 제정, 정보통신 접근성 보장을 위한 지침 및 표준의 제정 등 다각적인 노력을 경주하여 빠른 속도로 선진국 수준을 향해 나아가고 있다. 지금까지 '한국형 웹 콘텐츠 접근성 지침 2.0', '금융자동화기기 접근성 지침' 등 12개에 이르는 표준을 제정한 바 있으며, 정보통신 보조기기의 개발 보급, 관련 전문인력 양성 및 교육 홍보 등을 통해 정보통신 접근성 수준 향상을 위한 노력을 지속해 왔다. 앞으로도 모바일 시대, 디지털 융합의 스마트 시대에 대응하여 다양한 정보통신기기 및 서비스에 대한 접근성 표준 제정, 관련 기술의 연구 등을 지속적으로 추진하여 모든 사람이 정보화의 혜택을 누리는 디지털 통합 (Digital Inclusion) 시대를 열어나가야 할 것이다.

한국산업기술시험원은 1966년 4월 국내 정밀기기산업과 전자산업 육성을 위하여 우리정부와 UNESCO(유엔교육과학문화기구)가 공동 설립한 한국정밀기기센터(FIC)로 발족했다. 1989년 10월 한국생산기술연구원 부설 품질평가센터로 개편된 이후 1999년 3월 한국산업기술평가원 부설 산업기술시험원으로 개편되었고, 2006년 11월 한국산업기술시험원(KTL)으로 독립법인화되었다. 현재는 기술혁신 성과물의 시험 평가와 기술개발 등의 효율적 지원을 위한 적합성평가와 관련 R&D를 수행하고 있는 종합 시험 평가기관으로 성장을 계속하고 있다. 남궁민 한국산업기술시험원 원장으로부터 그 동안의 성과와 앞으로의 비전에 대해 들어보았다.

The purposes of this study are to examine how food and culture and Korean foods are reflected in the classification systems and to propose improvements of DDC to classify various subjects related to the materials of food and culture. For the study, six classification systems - DDC(Dewey Decimal Classification), UDC(Universal Decimal Classification), LCC(Library of Congress Classification), KDC(Korean Decimal Classification), NDC (Nippon Decimal Classification), China Library Classification - were analyzed in aspects of eating and drinking customs, eating etiquette, nutrition and diet, food and drink, meal and table service, beverage technology, and food technology. As a result, there were few headings about Korean food in six classification systems and it was necessary for DDC to have new headings for classifying Korean and Asian traditional foods and table services. Due to the literary warrant in classification systems, it is required to publish and disseminate various Korean food recipes and publications to add new headings or notes in future classification systems.

There are lots of tries to make a combination between the technology development which is fast arisen and cultural phenomenon which imply in it. We called this research area as the cultural computing or cultural modeling. In this paper, we examine the cultural user interface design, especially cultural design structure based on the contents considering the research trend of the cultural modeling. To design of the contents based on the culture, there is a need to draw a structure of the cultural feature for the contents. To do this, we combine Hofstede's cultural dimensions model with the data of contents and then we suggest cultural index of content(CiCo). Furthermore, we draw national index of cultural content(NiCC), through conjoining CiCo with preference pattern of content consumption for the nations. Suggested CiCo and NiCC are based on Hofstede's model, however they are improved approximately 10% of the explanatory of model than the Hofstede's.

한류 문화를 비롯해 방송사들에서 시행하는 각종 오디션 프로그램들로 인해 대중음악계가 상당히 부각되고 있다. 이러한 가요계의 발전과 더불어 가수가 되고자 하는 지망생들이 급격히 증가하였는데, 아직은 이들을 가르치고 훈련을 받을 수 있는 교육적인 여건이 미비하다. 본 논문은 가수지망생, 즉 보컬이 기복적으로 갖추어야 할 호흡과 발성법에 관한 논문이다. 호흡과 발성은 노래를 잘하기 위한 과정이지만, 노래를 잘하기에 앞서 목소리를 크게 만들고 라이브 공연 시 목소리를 안정적으로 내기 위한 필수적인 요건이다. 명성에 비해 라이브 실력이 부족한 가수들을 흔히 볼 수 있는데 이것이 모두 호흡과 발성훈련을 소홀히 해서 생긴 결과이다. 따라서 본 논문에서는 크고, 안정적인 목소리를 만들기 위한 발성훈련 방법에 대해 알아보는 논문이다.

국가건설기술발전 기여를 목적으로 1987년 설립된 한국건설기술인협회(이하 건설기술인협회)는 약 90만 명의 회원이 속한 명실상부 국내 최대 건설분야 직능단체로, 건설기술인 위상 제고와 법·제도 개선, 건설기술인 경력관리, 복지, 교육 및 연구, 일자리 지원 등의 역할을 하고 있다. 건설기술인협회는 지난 2019년 3월 첫 직선제 회장을 선출하고, 회원을 중심으로 하는 협회 운영을 목표로 하는 등 대한건축사협회와도 유사점이 많다. 작년 12월에는 건축문화 발전과 건축기술 향상을 위한 협력관계 구축을 위하여 양 기관이 MOU(업무협약)를 체결한 바 있다. 임인년(壬寅年)을 맞아, 김연태 건설기술인협회장에게 협회의 주요 추진사업과 현안 과제 등을 들었다.
