A Study on Process Safety System Analysis for Application Process Safety Performance Indicators (공정안전성과지표 적용을 위한 공정안전시스템 분석방안 연구)

  • In developed countries, the number of accidents has significantly decreased with the introduction of the process safety management system, but it has a regulatory nature and it is difficult to show the actual situation of workplace safety management. Many organizations recommend the use of process safety performance indicators to comprehensively monitor process safety status. In this study, for the application of process safety performance indicators, the related guidelines were compared and analyzed, and the method of using the process safety system of the workplace as an indicator was reviewed. In literature indicators, compliance with procedures is mainly checked, whereas in system-based indicators, procedures or inspections for a specific purpose of the safety system can be clearly identified, and the operation status can be measured and monitored. It can be seen that this characteristic is more advantageous in terms of the clarity of the supplements derived in operating safety management activities. Using this, it is possible to effectively show the level of safety management in the workplace.

  • Many Korean schools are in danger of closure because of a decreasing school-age population, and cases of consolidation of educational institutions in the local community are on the rise. A number of educational records, particularly educational administrative artifacts (hereafter "Edu Artifacts"), are accordingly in danger of disappearing. Despite their historical, cultural, and educational value, systematic management is far from satisfactory. This study thus examines the characteristics of Edu Artifacts from the archival and cultural heritage perspectives and compares standard records management system, special type records management system, and historical manuscripts management system, which are currently used in public institutions, to see what is required to manage them effectively. By analyzing the Edu Artifacts possession status and management system of J University of Education, This study intends to verify the research outcome's effectiveness by presenting the essential functions of the management system of Edu Artifacts and the corresponding menu structure.

Delphi Research on Usability Test Framework of Metaverse Platform - Case of Roblox, Zepeto, and Gathertown (메타버스 플랫폼 사용성 평가체계 구축에 관한 델파이연구 - 로블록스, 제페토, 게더타운 사례를 중심으로)

  • Amid the explosive growth of various metaverse platforms, there is no unified indicator to measure, analyze, and evaluate based on customer experience. Therefore, the usability evaluation factors in metaverse were identified through a heuristic methodology and literature review, to evaluate the metaverse, a two-to three-dimensional virtual world platform. A measurable system was established by subdividing 20 items in 5 fields, including user control, information structure, design and content, and usage environment, derived through Delphi technique. Based on this, after experiencing the actual contents of major metaverse platforms such as Roblox and Zepeto, usability was evaluated and comparative verification was conducted. As a result, it was estimated that metaverse user experience could be improved as its utility was derived relatively high in terms of user control and content. This study constitutes a theoretical contribution by extending the usability evaluation system, which has been widely used in the field of service design, to the fields of extended reality and mixed reality. At the same time, it has practical key findings of providing basic judgment standards to stakeholders in the metaverse field, as well as policy implications for digital capability enhancement and industry revitalization.

  • This paper analyzes the danmu phenomenon with the concept of participatory culture proposed by Henry Jenkins. Unlike other comments, Danmu is a function that allows users to post anonymously while watching a video, and comments posted at that time are immediately displayed on the screen and can be viewed by other viewers. The service was first launched by Niconico. In this paper, the danmu phenomenon in the Chinese video platform Bilibili is analyzed by focusing on three aspects. First, in terms of creative sharing under collective intelligence, we explore how users create their own creations and share them with other users through danmu. Second, in the collaboration model under public participation, the method and meaning of collective cooperation through users' interaction is dealt with. Third, in terms of financial support of commercial capital, the influence of danmu videos to create commercial profits is analyzed as a case. In addition, the negative aspects and challenges of participatory culture in Bilibili are analyzed. Negative aspects such as participation gap, copyright infringement, excessive use of danmu and problems of anonymity were reviewed, and major challenges to realize the potential of danmu as a participatory culture were suggested. This paper comprehensively analyzes danmu using research methods such as literature review and case studies, and through this, tries to derive insights on how participatory culture and danmu interact and evolve in modern society. Danmu, as a participatory medium, is an important tool that promotes individual and collective creation and interaction, and is pioneering a new boundary between the media industry and its users.

Structural Safety Assessment of Tie-down for Securing Helicopter (헬리콥터 고정용 안전장치 구조 안전성 평가)

  • International oil prices are expected to increase from $85 a barrel this year to up to $100 a barrel in the second half of the year; this is likely to increase orders for offshore plants in the global market. One main characteristic of offshore plants is that a large helideck is located on the top side, and aluminum alloys are used as the basic material of the structure for weight reduction and corrosion resistance. Shipowners are increasing the size of helicopters to quickly evacuate lives in the event of an emergency, and the safety use load of devices that can stably secure helicopters to the deck is also required to increase. Owing to the nature of the aluminum material, the structural strength caused by welding is greatly reduced; therefore, the fixing device must be designed by embedding it in the deck and fixing it with bolts. In this study, a model applying aluminum alloy 6082-T6 was developed to develop a helicopter fastening device that can be used for large helidecks (diameter = 28 m). The developed item was verified through nonlinear structural strength calculation to satisfy the load used for the actual fastening condition. The load condition with a 45° showed a lower ultimate strength than the 90° case owing to local plastic collapse. The nonlinear structural collapse behavior showed a result similar to that of the experimental test. The main contents derived from this study are considered to be reference materials when evaluating the structural strength of similar aluminum equipment.

Policy Implications of the Long-term Care Insurance System Revitalization Process for Establishing Integrated Care System in Japan (일본의 지역포괄케어시스템 구축과 개호보험제도 개정과정의 정책적 시사점)

  • Recently, the Ministry of Health and Welfare has emphasized the necessity to build community care, and the interest of health care- long-term care-social welfare system continues. In order to examine the future vision of long-term care for elderly people, which can be a core system in establishing community models for elderly people in the future, we will implement aging in place as a national policy project. It is meaningful to analyze in depth the case of Japan's policy implementation through the amendment process of long-term care insurance system. The purpose of this study is to examine the concept definition, operating system, and major promotion process of the Integrated Care System in Japan and to suggest policy implications for the future Korea long-term care insurance system. As a result of reviewing the operation status and revision process of the long-term care insurance system for establishing the Integrated care system in Japan, it is necessary to clarify the basic principles and construction of community care system, diversification of residence type and upgrading work, establishment of linkage network of health care-long term care-social welfare, expansion of support for family and self-mind.

Relationship between the Tidal Range in Sea Level and Damage of Domestic Port Facility (해수면 조위차와 항만시설물의 손상과의 관계 분석)

  • In this study, a basic research was conducted to establish a maintenance plan considering the environmental factors and deterioration characteristics of port facilities. The precise safety diagnosis reports for Incheon and Busan port facilities were referenced to examine the extent of deterioration and damage. The relationship with the degradation environmental assessment presented in the current guidelines was also analyzed. The analysis of the damage level of Incheon and Busan port facilities revealed that Incheon Port exhibited approximately three times higher damage rate compared to Busan Port. In the case of Incheon Port, reinforcement corrosion and external damage showed similar proportions, while in Busan Port, reinforcement corrosion had a higher proportion compared to external damage. On the other hand, when comparing with the degradation environmental assessment presented in the guidelines, it was found that there were some limitations in performing quantitative evaluation based on the guidelines for assessing port facilities. Therefore, an analysis based on tidal range was conducted by referring to existing literature. The analysis of tidal range in Incheon and Busan regions showed that Incheon had approximately five times higher difference compared to Busan. It is considered that this can be utilized as a differentiated item from existing degradation environmental assessment criteria.

A Framework of Test Scenario Development for Issuance of Conditional Driver's Licenses for Elderly Drivers (고령 운전자 조건부 운전면허 발급을 위한 평가 시나리오 개발 프레임워크)

  • The purpose of this study was to propose a framework for developing test scenarios for issuance of conditional driver's licenses. The framework was composed of five stages. Initially, we reviewed the literature on traffic crash characteristics in terms of accident frequency and severity regarding the main factors of crashes caused by older drivers. In the second stage, the characteristics of crashes attributed to non-elderly, early elderly, and late elderly drivers were analyzed using data obtained from the Traffic Accident Analysis System (TAAS), and crash types for elderly drivers were derived. In the third stage, black box videos of high-risk crash types were analyzed to derive crash stories that described the circumstances in which crashes occurred. In the fourth step, crash situations were classified by rating the types of crash stories derived to develop various scenarios. Step 5 involved creating a scenario by applying the PEGASUS 5-Layer format, which has recently been used to develop test scenarios for autonomous vehicles. The results of this study are expected to be used as a basis for developing driving ability evaluation scenarios for the issuance of conditional driver's licenses.

The Discovery and Exploration of the Tomb of Jang Mui during the Japanese Colonial Era (일제강점기 장무이묘의 발견과 조사)

  • The Tomb of Jang Mui was discovered and investigated during the Japanese colonial era. It has provided key archaeological material for identifying the Daebang Commandery mentioned in historical records as Sariwon in Hwanghae-do Province when some bricks used in the construction of the tomb were found to be stamped with the official title "Prefect of Daebang Commandery." The discovery of the Tomb of Jang Mui served to confirm that the brick chamber tombs found along the Daedonggang River in 1909 were related to the Nangnang Commandery. It can be viewed as a major archaeological breakthrough that settled a debate over the locations of the Daesu River and Daebang Commandery that had been ongoing since the early Joseon Dynasty. Despite its significance for archeology and ancient Korean history, the circumstances of the discovery and investigations of the Tomb of Jang Mui have not been thoroughly examined. Inscribed bricks and roof tiles unearthed during the excavation conducted by Sekino Tadashi in 1912 are currently housed at The University Museum of The University of Tokyo. A number of other bricks excavated from the Tomb of Jang Mui are in the collection of the National Museum of Korea. Main agents of the investigations into these materials have not all been identified. Only some records on the materials collected during the investigations by Nomori Gen and others specify the main investigators. Inscribed bricks from other related tombs are also found in the Tokyo National Museum and at several universities in Japan. It is hoped that a comprehensive report incorporating all these materials can be written. Based on a reinterpretation of its structure conducted by Jung In-seung in 2010, the Tomb of Jang Mui has been dated to 348. This means it was not built during the Daebang Commandery period. The most compelling archaeological evidence regarding the location of the Daebang Commandery and its local capital has been undermined. It is hoped that active discussions will be held on the issue of the Daebang Commandery and its local capital.

A Study on the Comparison of the Backfill Loads Obtained by the Marston-Spangler에s Theory and by the Finite Element Analysis for the Metal-Polyethylene Composite Pipes (금속-폴리에틸렌 복합관에 대해서 Marston-Spagler이론과 유한요소해석에 의해 구해진 뒤채움하중의 비교에 관한 연구)

  • Variations of backfill load on the metal-polyethylene composite( MPC ) pipes buried in various trenches backfill afterward were investigated in this paper. The backfill loads obtained by the finite element method( FBM ) were compared with those calculated by the well-known MarstonBpangler(M-5) theory. The reliability of the finite element analysis used in this study was examined by an inaitu best for the buried pipe. The backfill lords and deflections on the real-size pipe buried on-site were measured while increasing the backfill height. In addition, further investigations were made for the variations of the backfill loads as a function of several important parameters such as the backfill soil type, bach. height$(\leq4.0m)$, diameter of the pipe$(B.$1.0m)$, and trench width($\leq 3.0 B_c$). It is confirmed that the M-S theory predicts reasonably well the backfill loafs of the MPC of the M-S backfill coils be 0.13 and 0.15 for the SC and SM coils in the D unman soil model, respectively. The load ratio, Wu-s/WwgM for a narrow trench varies negligibly with the back(111 height but fiends to increase for a wide trench. The ratio increases with increasing diameter of the pipe for a narrow trench while decreasing for a wide trench. It is also found that the ratio generally decreases as the degree of compaction increases and BM soil exhibits larger load ratio than that of SC soil.
